cation/Emergency Preparedness, cited a growing trend of youths using e-cigarettes. The ban expands on the Smoke-Free Illinois Act passed in 2008. It disallows smoking, and now â€œvaping,â€? in offices, theaters, museums, libraries, educational institutions,

schools, commercial establishments, enclosed shopping centers, retail stores, restaurants, bars, private clubs and gaming facilities. A first-time violation will result in a $100 citation for the offender and a $250 citation for a business. Second

offenses will be $250 and $500. Businesses will be subjected to a $2,500 fine for â€œsubsequent offenses within one year for not taking steps to prevent the use of smoking,â€? according to the news release. E-cigarettes heat a liquid solution that contains â€œpropylene glycol, glycerin, nicotine and flavorings,â€? the news release says. Users inhale the substance to simulate cigarette smoking. â€œThe health effects of e-cigarettes are not wellunderstood,â€? the news release says. â€œAccording to the World Health Organization, e-cigarettes are probably less harmful than traditional cigarettes, but the level of risk reduction is unknown. It could take years to discover if e-cigarettes vapors cause cancer or other diseases. The ban on e-ciga-

rettes in public places is a precautionary measure to protect nonsmokers from exposure to nicotine and other toxicants.â€? Padilla said via email that Chicago and â€œmany of its suburbsâ€? have adopted similar policies, adding the Illinois General Assembly is considering adding it to the SFIA. The ordinance covers all places in Ogle County where traditional smoking products are banned. â€œWe introduced it to the Board of Health in May unofficially, and officially in June,â€? Padilla wrote in her email. â€œThis ordinance mirrors the Smoke-Free

Illinois Act in every way, except that it also bans electronic nicotine devices every place where traditional tobacco is banned.â€? The release reports use of e-cigarettes among youth tripled from 2013 to 2014. Padilla said that was the ultimate motivating factor for the ordinance. â€œI believe that the increase in e-cigarette devices among our youth and the emerging evidence suggesting youth are more likely to consider a traditional tobacco product after using an e-cigarette was a key factor,â€? she wrote.

Ready, set, spatchcock! Roast chicken with potatoes and shallots BY CHRISTI WARREN

Guys, I know it’s hot right now. And I know the last thing you want to do is turn your oven up to 450 degrees and let it hang out for 45 minutes. Trust me, I know. But, sometimes, all you want is roast chicken. This recipe is for that time. And the technique I use – spatchcocking – is here to help cut down on that oven time. (Plus, it’s really fun to say.) Spatchcocking a chicken means you literally cut out its backbone, open it up, flip it over, and press down on its breastbone until you hear it crack, to flatten it. Sounds gross, and, granted, it kind of is, if you think about it. But it also cuts down on cooking time and allows the meat to cook evenly. For this roast, I cut up some red potatoes and shallots, placed them in an even layer in a large cast-iron pan, and put the chicken on top, breast side up. But, you can add whatever you want: carrots, rutabaga, leeks, sweet potatoes, whatever floats your boat.

I served this with a simple green salad tossed in a Dijon vinaigrette, but green beans or asparagus would work nicely, too.

Roast chicken with potatoes and shallots Red potatoes Shallots Fresh rosemary (or any herb of your choice), chopped Whole chicken (about 3 pounds), with giblets removed Extra-virgin olive oil Salt Pepper 1. Preheat oven to 450 degrees. 2. Quarter red potatoes, and cut shallots in half – enough to place in an even layer across the bottom of whatever dish you’re using for the roast. Toss in olive oil, 1 tbsp chopped rosemary (or other herb), ½ tsp pepper, and ½ tsp salt. 3. Spatchock the chicken and brush olive oil all over the skin, then sprinkle salt and pepper on top. 4. Lay chicken across even layer of potatoes and shallots. 5. Place in oven and roast for about 45 minutes, or until skin is crispy and golden and a thermometer inserted into the thigh reads 180 degrees.

Even on a hot summer day, this tasty roast chicken with potatoes and shallots is worth cranking the oven up to 450 degrees. I use the New York Times recipe for a Dijon vinaigrette as a guideline, but pretty much any recipe you find will tell you the same thing, although perhaps with varying amounts or

types of acids (lemon, vinegar). 1 shallot, minced 2 tbsps white wine vinegar (or red wine vinegar or sherry vinegar — pretty much whatever you have handy)

let it sit for a bit to let the shallot really flavor the vinaigrette. Before using it, shake again, then toss with soft greens (bibb lettuce, mâche, or the like) and serve.

Given our American infatuation with eggs, it’s peculiar that you don’t hear more about the frittata, an Italian concoction that’s like a cross between an omelet and a crustless quiche. I think people are afraid that it’s too easy to end up with a great, big, eggy mess. Well, grab your whisk and ignore your fears. It’s frittata time.

The temperature and cooking time of the frittata aren’t enough to cook most raw ingredients, so make sure everything is perfectly cooked before you begin.

Why you need to learn this Come on. You know you want to. All the cool kids are doing it. Don’t you want to be cool? Yeah, I thought so. Now, let’s go make that frittata.

The steps you take If you’ve made omelets, you know what goes into a frittata. First, eggs. Most omelets are made with two or three eggs and intended to be one serving. Frittatas, on the other hand, are usually designed to be cut into slices like a pie or a traditional pizza (someday I’ll address this whole “pizza cut into squares” abomination – but, another time). For a nice, thick frittata, use eight eggs in a 10-inch nonstick skillet. Next, you need some quality fillings. Here’s the thing: Like an omelet, the frittata has only a handful of ingredients. Do this until the egg mixture is mostly solid with just a bit of liquid still on top. 4. Move the pan into a hot oven or under a broiler to finish cooking. Leave it just long enough to set, about two minutes. Easy, right? Now, the challenge is getting the frittata out of the pan. Truthfully, it’s not really that tough with a nonstick pan. If you don’t have one, stick to scrambled eggs. Few things in life are more disappointing than a per-

plate, allowing the frittata to fall gently from the former onto the latter. Frittatas can be served hot, room temperature or cold. Hot, they belong on a plate. At room temp or colder, small slices can be passed as finger food for parties. Here are some great flavor combinations to get you started. Unhelpfully, I’m not giving you amounts. But for eight eggs in a 10-inch skillet, a total of 1½ to 2 cups of filling should be enough. Remember, there are a billion different right ways to do this. It’s only wrong if you don’t like the final outcome. Or if it somehow comes to life and eats your cat. But that almost never happens.

Try these • Grill, broil or simmer asparagus spears. Cut into bite-sized pieces,

and combine with diced ham and shredded Gouda. • Wilt spinach in simmering water or a buttered saute pan, then combine with grated Gruyere or Swiss and crumbled, crispy bacon. • Dice or shred leftover cooked chicken, and combine with quartered canned artichoke hearts and grated Parmesan or Romano cheese. • Sauté julienned bell peppers and onions, and combine with cooked, crumbled chorizo and shredded cheddar. You could also whisk a few tablespoons of your favorite salsa into the eggs before you pour them into the pan. • Whisk a few ounces of dashi into your eggs with a splash of soy sauce and another splash of sesame oil. Make this frittata with cooked shrimp or chicken along with sliced, raw green onions.

He’s been walking day-to-day in the downtown, using a chalk stick to monitor parking, among other duties. Tickets and warnings are part of the job, Wilcox said. DIXON – Mike Wilcox is used to being in uniform. He donned one for the Dixon Fire Department for the better part of 30 years, including a stint as chief. In May, when Wilcox retired at the rank of captain, he received a standing ovation at City Hall for his career. It turns out he couldn’t stay out of uniform for long. Days after retirement, Wilcox began work as community service officer for the Dixon Police Department. He’s part time, has a badge, and carries a police radio. But he’s not the run-ofthe-mill crime stopper. “My authority is somewhat limited, and that’s

munity outreach.” While he’s freeing up time for other officers to investigate crimes, Wilcox also is a messenger between the city and the public. Getting to know people and address their concerns is the primary appeal of the position, he said. “It’s more about building relationships,” Wilcox said. “What can we do to make this town, this city, better? Sometimes it calls for writing a ticket. But it’s more about building relationships.” Less than a week on the job, Wilcox drew the attention of the City Council. At one recent meeting, Councilman Mike Venier said he thought the officer

was making an impact by addressing primary concerns of downtown residents and businesses. Wilcox is focused on the downtown, for now. But he said the position might expand to outlying business sectors of the community. Although the outfit is different, the approach is the same. Like his career on the fire department, Wilcox said, he does this out of his love for Dixon. “I’m going to do something because I love this town,” he said. “If I can make your day just a little bit better and you appreciate what I do, that’s a good day for me.”

DIXON – The Dixon Park District Board has a plan to cut down on crime at city parks, but first they want to put that plan to the test. To see if the technology will benefit Dixon’s parks, the board approved an experiment with a security camera during its regular meeting June 24. The board voted 4-0, with Vice Chairman Shane Miller absent, to purchase one $150 battery-powered camera. The camera, which has a 100-foot range, would be positioned at various locations, and footage could be uploaded to computer. Next month, the board may even go a step further, executive director Deb Carey said. There are talks that the board could approve the purchase of a security camera system that could provide 24-hour live surveillance. The reason for keeping an electronic eye on the parks? To deter criminal activity. Much of Wednesday’s meeting focused on suspicious activity. The district continually has to address break-ins to the golf course and Memorial Pool as well as the grow-

ing prevalence of drug use in the parks. “It’s usually the park staff that sees suspicious activity,” Carey said. However, with 30 parks to oversee, staff can’t be everywhere at once, she added. Board chairman Ron Pritchard said there are many places where a camera will be a benefit. “A big part of our problems throughout the years has been surveillance, and I think this will act as a deterrent.” Pritchard’s son and fellow board member, Steve Pritchard, also favors upgrading park surveillance. He wants to see the district do more with security, possibly having multiple cameras that can provide live-monitoring with internet capabilities. “If we’re going to have a security camera out there, the pros outweigh the cons for sure,” he said.

The ages belonged to him; now he belongs to the ages Friends: Jones was history’s heart and soul BY BRENDEN WEST

“This was pretty much his life,” said Dave Latta, who is taking over Jones’ role as manager at the Northwest Territory Historic Center. “He enjoyed it, and he studied up on everything here. He was a good guy to work with, a good personal friend and just an all around good guy.” Jones was 82 when he died at the Clarissa Cook Hospice House in Bettendorf, Iowa, after a battle with leukemia. He is survived by his fiancee, Jane Yokoi, of DeWitt, Iowa, his sister, Arlene Kwiatkowski of Pittsburgh, and several nieces, nephews and cousins. His wife, Marilyn Roberts, preceded him in death in 2001. John Rich, a Dixon Realtor, considers himself a close friend of Jones. He said that up until the last 2 months, Jones was full of energy and passion for local history. As his cancer progressed, Rich said he visited his friend frequently as Jones underwent multiple procedures. The last time Rich saw Jones was last week, and he said had a feeling it would be the last time the two would spend time together. Even then, Rich said Jones constantly had the historical center

on his mind. “I just felt I should be there. We’re friends and that’s what I should do,” Rich said. “He’s done so much for the community.” Jones was born on May 21, 1933, and grew up in Polo. He joined the Navy in 1952 and was active during the Korean War. Following his tour, he moved to Dixon and worked for the Illinois Department of Transportation with his wife. After he retired in 1991, Jones began to dive into local history. First, he and his wife helped manage the Ronald Reagan Boyhood Home. Then, he became am “instrumental” cog in renovating Reagan’s former classroom with the help of Reagan’s friend, Norm Wymbs. That classroom would become what it is today – the Northwest Territory Historic Center. That’s where people like Latta experienced Jones’ commitment to telling the story of Dixon. “The guy knew everything about everything in this building,” Latta said. “Bill was a people person. He got to meet lots of people. That’s what he loved. He loved being around people and talking to them and telling them about history. “Everyone who dealt with him came away really impressed.” Jones was involved in other activities, Rich said, with a keen interest in camping, biking and hiking. He belonged to several clubs, and would go on

Burke said he remembers a dedicated individual who approached the position with great care. “He really did a lot for the community, both with the Reagan Boyhood Home and the Northwest Territory Historic Center,” Burke said. “Bill just really devoted his heart and soul to the historic center. He was able to put
