STERLING – It’s stage 3 for Stage Two Resale shop. The nonprofit Rock Falls thrift store at 225 First Ave., which raised money for the now-defunct Sterling Christian School in Galt, was given to Self Help Enterprises in February 2013. Self Help provides employment training and residential support for adults with disabilities. The building Stage Two is in was always cramped, and became even more so as donations of items rose in the wake of its new mission. Parking, too, has been an issue. The hope always has been to move to larger accommodations. That hope is being realized: The store is moving across the river to a former Video Village store at 205 St. Mary’s St., just south of Kroger’s. That move will triple Stage Two’s space, said Carla Haubrich, Self Help’s executive director. The building, which once was a grocery store called People’s Market, also has a large parking lot.

Its first day in the new spot will be June 2. Hours will remain the same: 9 a.m. to 5 p.m. Monday through Saturday. Self Help took over the thrift store in part to have a revenue stream that didn’t flow from the state, Haubrich said at the time. Since then, the store has generated more than $10,000, she said, and more space means Stage Two will be able to take in more and larger items. “I think a lot of times, people just didn’t donate because they knew we didn’t have the space,� Haubrich said. It also means the nonprofit will be able to expand its recycling program – which now focuses on electronics, paper, cardboard and aluminum – to include textiles, Haubrich said. Best of all, though, because of the additional space, and because it’s closer to Self Help headquarters at 2300 W. LeFevre, the store will become another place to train clients, who will be paid to help sort, process and price donations, she said. DIXON – A woman’s body was pulled from the Rock River near Rock River Estates after calls reported a missing person and the discovery of a submerged car on Tuesday. The woman, identified as Melva M. Meridith, 56, of Dixon, was last seen driving away from her home in Rock River Estates about 9 a.m. Tuesday in her 2002 Pontiac Grand Am, according to a news release from the Lee County Sheriff’s Department. Official: Wind farm plan on way Opponents spread word through radio, print BY DAVID GIULIANI
PRINCETON – A wind energy company is drafting a plan for turbines in Bureau County, but the county is not sure what’s in the works, an official said this morning. In recent weeks, a group of wind farm opponents has used a public relations firm to tell the public about the efforts of Minnesotabased Geronimo Energy. That campaign has placed advertisements on radio and in the Walnut Leader. The group, the Informed
Farmers Coalition, is targeting the proposed Walnut Ridge and Green River wind farms, saying it wants to educate farmers before they consider new contracts with Geronimo. Turbines have yet to be built on either farm. In December, Geronimo bought the Green River project from Ireland-based Mainstream Renewable Power, near Walnut Ridge. The Green River project would build turbines in Whiteside and Lee counties, but Bureau County’s zoning board
rejected the company’s proposal for 19 turbines. Walnut Ridge has been approved in Bureau County, but the permits will expire at year’s end. The coalition says Geronimo is reaching out to landowners to sign new contracts. As of late, the company has given no indication about its plans for turbines in either project. It hasn’t returned calls from Sauk Valley Media. At the same time, the company appears to be undertaking its own pub-
lic relations effort. Last month, a Geronimo official took questions from elementary school students in Ohio, a Bureau County town that has seen its share of nearby turbines. Each student received a small tree from Geronimo in celebration of Earth Day. Kris Donarski, Bureau County’s zoning officer, said Geronimo has told her that it hopes to submit an application for turbines in the next couple of months, but she doesn’t know what the company is planning. “They are working with landowners in the area. I
have not seen a site plan,� she said. “With a wind farm petition, it takes longer to process the paperwork than if it were a simple rezone of one house.� Donarski acknowledged she has received more questions lately from Geronimo, usually about the process required by Bureau County. In a recent ad in the Leader, the coalition warned landowners to think through their decisions before signing contracts to allow turbines on their land. “Have you seen a truly independent lawyer to review the contract?� the
ad says. “Know the facts. There are two sides to every story.� Lee County landowner Larry Gerdes of the coalition said he and his nephew, Steve Gerdes, are handling much of the coalition’s expense. He said 30 percent of the participating landowners in the Walnut Ridge project didn’t re-sign contracts with Geronimo, which means the company has to find new participants. “We need to provide more education,� Gerdes said. “People don’t understand what they’re committing to.�

Study claims sheriff has too many duties BY VINDE WELLS
OREGON – A Rochelle woman recently told the Ogle County Board that its sheriff has too many duties. Diane McNeilly said the Ogle County League of Women Voters recently did a study of several Illinois county sheriffs and discovered that the Ogle County sheriff is responsible for more departments, employees, and money than his counter-
parts. “It doesn’t allow him enough time to do statemandated duties,� she told the county board April 15. Besides overseeing the Sheriff’s and Corrections Departments, Ogle County Sheriff Michael Harn is also in charge of the Ogle County Emergency Management Agency, the county’s Buildings & Grounds, Information Technology, telecommunications, and
security for the courts, as well as all county properties. In all, he oversees Michael more than Harn 80 county employees and a large share of the county’s budget. “The Ogle County Sheriff is responsible for more departments and funds than other counties surveyed. Checks and bal-
ances and supervision can be an issue in delivering services,� the report McNeilly presented read. McNeilly said the recommendation of the League of Women Voters is that the board remove Buildings & Grounds and Information Technology from the sheriff’s duties and instead appoint a department head for each. McNeilly said seven of the 11 counties contacted responded to the organization’s request for infor-
mation. Ogle County officials did not respond, she said, and officials in three other counties told her Harn requested they not participate. McNeilly said the three other counties that did not respond were Boone, LaSalle, and Whiteside. The counties that participated were Carroll, DeKalb, Lee, Kendall, McHenry, Stephenson, and Winnebago. In none of the respond-
ing counties does the sheriff serve as computer services director, maintain the Information Technology System or maintain county buildings. Winnebago County was the only one where, like Ogle, the sheriff also serves as the Emergency Management Agency director and provides security for all the county’s buildings and grounds. Harn did not return a phone call seeking his comments for this story.

Half-million Illinois voters seek gerrymander end SPRINGFIELD (AP) – With the help of wealthy donors and a bipartisan group of politicians, a petition to end the gerrymandering of Illinois election districts was presented Thursday, but it faces a stiff constitutional challenge that could keep the question off the November ballot. A group called “Yes for Independent Maps� submitted more than half a million signatures to the state Board of Elections, proposing a ballot question that would take the job of creating legislative districts away from lawmakers and give it to an independent commission of experts. It faces powerful opposition, including a lawsuit filed Wednesday by allies of House Speaker Michael Madigan, the state Democratic Party chairman, which also seeks to stop voters from imposing term limits in Illinois. Advocates of reform say the current method of allowing politicians to

draw the state’s political maps leads to the majority party in Springfield unfairly accumulating power that can last a decade, by adjusting a district’s lines to protect incumbents and limit votes for political foes. Democrats now hold supermajorities in both the state House and Senate, partly due to maps their party drew after the 2010 Census. “Democrats have done it. Republicans have done it. If they didn’t do it, we would think something was in the water in Springfield,� said Mike Kolenc, the campaign’s manager. “We really feel that this will actually allow voters to choose their legislators, rather than the other way
around.� The initiative would set up an 11-member commission to draw the maps, similar to recent reforms in California and Arizona. The group has 532,000 signatures, but only needs about 300,000 to get the proposal on the general election ballot.
Past efforts to overhaul the process have failed. The most recent in 2011 by The League of Women Voters, which supports the current measure, did not gather enough signatures. Opponents of reform say the current process is fair, and is a way to protect the interests of racial
minorities and other constituent groups from having their influence diluted. At a hearing last week in Springfield, Madigan dismissed the proposal as an effort by “angry� Republicans to regain influence in the state. “Put the Republicans in charge of something and there’s going to be an adverse effect on minorities,� Madigan said. But other influential Democrats are lining up in support of reform, including David Axelrod, the political consultant who helped President Barack Obama get elected. Among those donating funds to the campaign are wealthy Illinois businessman and Republican donor Ken Griffin and billionaire former
New York Mayor Michael Bloomberg. State Sen. Heather Steans, a Chicago Democrat, donated to the campaign. “Fundamentally, it’s to help restore faith in our political system,� Steans said. “It changes the incentive for people to work together, not to go to the extremes, which is a healthy dynamic.� Legislators now get the first shot at drawing a new map. But if a majority of lawmakers can’t agree on a plan, a bipartisan, eight-person commission is supposed to draw the map – which has occurred every year but 2011 since the process was established in the 1970 state constitution.

Until recently in Illinois, you couldn’t record someone in a private conversation without that person’s knowledge. That is still the law in California, where Sterling’s conversation with the woman presumably took place. Last week, I was on the phone with a man who tried to make the case that our coverage of Ogle County Sheriff Michael Harn was unfair. Mid-conversation, he asked me whether I was recording the conversation. I told him no. “I heard a click,� he said. Then I told him what I have told others: I have never recorded a conversation secretly. At the beginning of my career, I used a recorder a few times at public meetings. But I quit because it was a hassle. At one time, I worked with a reporter who regularly recorded interviews without sources’ knowledge, in a state where doing so was legal. Once, it really helped him. A source said my co-worker had misquot-

My co-worker, Matt Mencarini, recently reported that the agency’s last post was March 13, 5 days before the sheriff lost his bid for reelection. After seeing the reader’s email, I checked the department’s page. It was quietly taken down. I noticed that when Harn signs official documents, he includes his title – “Sheriff Michael Harn.� Even the president doesn’t do that.

Seared to perfection Pan searing great for smaller cuts of steaks, pork chops, chicken breasts BY JAMES P. DEWAN MCT News Service

top me if you’ve heard this one: culinary school, Day 1: pound cake. I ask the instructor how long to leave it in the oven. “Until it’s done,� she says. “I know,� I say, “but how long do I leave it in the oven?� And she says, again, annoyed, “Until it’s done.� Now, my memory’s a bit fuzzy on the details, but, as I recall, we went back and forth like this for several hours until, finally, after clonking me on the head with her rubber spatula, I understood her point: Cooking, like everything else in the known universe, follows the laws of the universe (I know I’ve said that before). This means that, in order to predict an outcome, say, the time it takes a pound cake to get “done,� you need to understand all the variables: How hot is your oven, really? How thick is the batter? I could go on. What I learned that day was, I had a lot to learn and a lot to practice. Oh, and the value of a good clonking. Today, we’ll apply those prin-

Sure, I can give some good advice that will increase your chances of success: Have a pan that’s just big enough to hold what you’re cooking, and get it nice and hot first, then dry your protein thoroughly and season it. But, the sad truth is that, just like me with that pound cake, the main thing you want to know is, how long do we cook it? And the answer, always, is “until it’s done.� You see, because of those aforementioned gajillion variables, there’s no way to predict exactly how long something will take to cook. Consider: Pan materials: Different metals conduct heat differently Pan shape: Straightsided pans trap moisture, preventing meat from browning as quickly as it would in sloped-sided pans The protein: What is it, and how thick is it? Burner temperature: What does “medium high

What’s so great about searing? Pan searing is great for any relatively small piece of protein, like your steaks and your chops, your chicken breasts and fish fillets. All those meaty, meaty things we like so much.
The steps you take We call this method pan searing because it produces a lipsmacking, golden brown crust surrounding a perfectly cooked inside. For chicken breasts, that’s an internal temperature of 165 degrees. For steaks and chops and fish fillets – well, what do you like? Medium rare? Well done? Obviously there’s no one “right� way. And that’s part of the challenge. First, the good news: Pan searing is easy. Now the bad news: There’s a caveat. Here’s what I mean: It’s easy, in the sense that there’s not much to it: Drop a seasoned piece of protein in a hot, lightly oiled pan, then flip it
heat� mean, anyway? Yikes. Here’s my best advice: Accept the fact that cooking well is not easy and requires practice. You’ll cook some things imperfectly, and that’s OK. Approach every meal as practice. The more you practice, the quicker you’ll understand those variables. Plan on having chicken breasts or pork chops or salmon fillets three times this week or, better yet, invite some friends over and cook 10 pieces of whatever in quick succession. Pay attention. Take notes. Use an instant read thermometer to track the speed at which the meat cooks. And press on the top to feel it firm up as the meat cooks. Yes, it’s science. But, it’s not rocket science. You can do it. Here are the basics: 1. Set a sloped-sided saute pan, just big enough to hold your protein comfortably, over medium-high heat. 2. When it’s hot, add just enough fat – oil, clarified butter – to coat the bottom of the pan. 3. Add your seasoned protein to the pan, presentation side down.
(“Presentation side� is the most visually appealing side.) Don’t touch the meat until it has developed a nice crust and is about halfway done, then flip it and cook until done. Once again, what’s “done�? Well, here’s where that practice comes in. A good indication of doneness is touch. Raw meat is spongy. The more it cooks, the more the proteins tighten up and the firmer it becomes. Make a point, whenever you cook protein, to poke it and poke it some more. Feel the changes as it cooks. Insert an instant read thermometer frequently to make the connection between internal temperature and firmness. Take notes. You’ll get it. One last thing: It’s true that, instead of flipping proteins only once, flipping them every 30 to 60 seconds throughout cooking can result in more even doneness with reduced cooking time. Personally, I find the constant flipping somewhat bothersome and the results are not better enough to warrant the annoyance. If you want
to try it, though, feel free. And take lots of notes. Pork Chops with Apple Cream Sauce Prep: 15 minutes / Cook: 15 minutes / Makes: 2 servings Ingredients: 2 pork chops Salt and freshly ground pepper Canola oil or clarified butter 1 apple, peeled, cored, cut into medium dice 1 shallot, minced 1/4 cup apple cider 1/2 cup chicken broth 1/4 cup heavy cream Directions: 1. Season the pork chops with salt and pepper; pan sear them in fat over medium-high heat until done, 3 to 6 minutes per side, depending on thickness. 2. Remove chops to a warm plate; add apples and shallots to the skillet. Saute until lightly browned, 1 to 2 minutes. 3. Deglaze with cider, then add broth and reduce by two-thirds. 4. Stir in heavy cream, heat to a boil to reduce, then season with salt and pepper. Pour sauce over pork chops and serve.
