Will dogs’ owner be charged? State’s attorney expects report BY DAVID GIULIANI
Although Ogle County impounded the pit bulls that attacked a rural Ashton woman Monday and got the owner’s agreement to euthanize the dogs, no action has been taken so far against the owner. State’s Attorney Mike Rock said Wednesday that he expects to receive a report on the attack before he determines what action the county can take. In an interview, Tom Champley, the county’s animal control administrator, wouldn’t release the owner’s name, citing the owner’s privacy. He said the Ogle County Sheriff’s Department might be able to do so, but a person answering the phone at the sheriff’s office said Champley’s office was handling the investigation. Champley said he would get the state’s attorney’s opinion on the incident. On Monday, the woman, Aneda Ebert, 63, 3413 Dugdale Road, was jogging past a neighbor’s house in southern Ogle County, near Ashton, when two pit bulls ran out of their yard and attacked her. Her husband, Larry, rescued her. If he hadn’t, Champley said, she could have been killed. Champley said his county can cite an owner of loose dogs, but “there’s not a fine if a dog bites.� Vanessa Scott, Whiteside County’s animal control warden, said authorities can charge owners of attacking dogs when there is evidence the owners knew their dogs had the potential to do harm without provocation. Previous incidents, she said, can serve as proof. “If this happened in Whiteside County, we would have gone to the state’s attorney to get proper direction to go further with it, to see whether we could charge the owner criminally,� she said. Champley said his office can’t base its decisions on hearsay. “Legally, there has to be a prior report on these dogs� before animal control can pursue charges, he said. Then-state Rep. Jerry Mitchell, R-Sterling, sought to change that. He wanted legislation that focused on certain breeds of dogs such as pit bulls, but some felt his effort was unfair. After a couple of years, Mitchell succeeded in passing a bill that he considered watered down. The new law revised the Animal Control Act to include a definition of potentially dangerous dogs. If a dog is running unsupervised with three or more other dogs, it can be deemed potentially dangerous and required to be spayed or neutered. This law wouldn’t have applied to the Ogle County situation, which involved just two dogs. Mitchell said his original bill was based on extensive research. “I heard from a lot of people, such as in the Chicago area. They were so angry,� he recalled. “What they were upset about was that I had pinpointed pitbulls as the problem.� The ultimate bill, he said, wasn’t as effective as he had wanted. “I wanted it restricted to dogs that are the most aggressive. Research shows that they can be as docile as can be, then they turn,� Mitchell said. “I think we should do something as a state to control these dogs so they don’t run free, and I don’t care whether you are in the city or the country.�

Victim looking ‘considerably better’ BY DAVID GIULIANI
ASHTON – A woman who was severely attacked by two pit bulls Monday “looked considerably better� Wednesday, her family says. Aneda Ebert, 63, 3413 Dugdale Road, was jogging past a neighbor’s house in southern Ogle County, near Ashton, when two pit bulls ran out of the yard and attacked her. “Mom already looked considerably better today,� the family said in an update on Ebert’s Facebook page about 1 a.m. Wednesday. “She’s very broken on many levels, but time will heal her.� On Monday, the posting said she had undergone surgery to clean up her wounds. “Tomorrow, she will have surgery again around noon to start her repairs,� the posting said. “She is very nervous about creating more pain, but this will be a big step toward recovery, so she’ll get through this.� The family thanked the public for its support. “Keep the comments coming – it lifts mom’s
spirit to hear your comments, texts.� When Ebert was jogging, her husband, Larry, was riding a bike. In an interview Tuesday, Tom Champley, Ogle County’s animal control administrator, said it was good that her husband was with her, or “it might have been a fatality.� She suffered severe injuries to her neck, shoulder and leg. Ebert was taken by ambulance to KSB Hospital in Dixon. The dogs were impounded by animal control, Champley said, and the owner agreed that they should be euthanized. He said no previous problems had been reported with the two dogs. Champley said privacy issues prevented him from releasing the name of the dogs’ owner. Ebert is a part-time teacher at Tilton School in the Rochelle Elementary school district. “Obviously, we’re all concerned,� Superintendent Todd Prusator said Wednesday. “We care about Aneda. We hope she makes a complete recovery.�

Older boy gets 5 years probation Sentence includes 200 hours of public service BY CHRISTI WARREN
STERLING – The older of two half-brothers who started a fire that devastated downtown Prophetstown in July was sentenced Tuesday to 5 years of probation. The boy, now 17, was 16 when he and his 12-year-old halfbrother left their father’s house in the middle of the night July 15 and set fires in recycling bins around downtown Prophetstown. A fire started behind Cindy Jean’s Restaurant spread, destroying eight buildings, damaging two others, and leaving more than half a dozen people homeless. The fire erupted around 2:30 a.m. in the 300 block of Washington Street, which is the town’s main street and the heart of its historic downtown business district. The buildings were about 150
years old and housed business such as D’s Variety Store, Twisted Scissors salon, Kim’s Monograms, and the town’s historical society. Just before being sentenced Tuesday, the boy stood from his seat in the courtroom to offer a statement, the first time he’s done so in court. “I don’t really know what to say,� he said, breaking down into tears. His mother, father and grandmother, seated on a bench behind him, were crying as well. “But I’m really sorry for what I did, and I changed my life around, and I’ll work as hard as I can to pay everything off,� he continued. As part of his probation terms, the 17-year-old will not be allowed to possess lighters, matches or incendiary devices, nor will he be allowed to have unsupervised contact with his half-brother.
He also will be required to do 200 hours of public service work, and will have a curfew from 8 p.m. to 6 a.m., when he is not to leave his mother’s house without her supervision, except for church-related obligations. During the sentencing hearing, Whiteside County Assistant State’s Attorney Carol Linkowski raised concerns about the boy staying in his mother’s care in Wisconsin. Linkowski noted how the boy had seen a psychiatrist to address the issues he was having in school and with his family, and last April was prescribed a medication for the treatment of bipolar disorder. Linkowski said, and his mother confessed, that in May the boy had stopped taking the medication without his doctor’s permission. Free of medication, the boy went to stay with his father for the sum-

mer in Prophetstown. “I’m not a big medicine fan,� the boy’s mother said. After being questioned by Judge Bill McNeal, she elaborated. “He wasn’t the same person,� she said. “He was always tired. He didn’t want to do anything. ... After a while, you give up on going to see doctor after doctor after doctor, if they’re doing nothing, just giving him the same medication in different doses.� As part of the sentencing terms, McNeal said, the boy must be evaulated by a psychiatrist and a psychologist, in addition to the counseling sessions and anger management courses he’s taking. The boy also will attend another fire safety course with the Oshkosh Fire Department near his home in Wisconsin, McNeal decided. Linkowski also had expressed

concern that the boy had two charges of disorderly conduct and one for arson while living while his mother. But the boy has had no problems since returning to live with his mother in October. “He’s starting to mature,� his mother said. “He’s starting to become an adult. He’s starting to know what life is about.� The younger brother pleaded guilty in January and also was sentenced to 5 years probation. Sauk Valley Media is not identifying the boys, because they were charged as juveniles.

Tourism radio station back up and running D rivers on Interstate 88 now have a chance to listen to what Dixon has to offer. The city’s low-powered Travelers’ Information Station – 530 AM – was repaired this month and is now broadcasting three 40-second ads for the city. Many municipalities in Illinois and the rest of the county have stations that broadcast tourism or other information to interstate travelers. Dixon’s station wasn’t operational for a while, said City Administrator David Nord, who wasn’t sure how long it had been down but said it wasn’t working when he was hired in November. “It’s cheap,� Nord said. “It’s there. All you have to do is flip a switch.� The station is broad-

casting ads for Dixon Tourism, the Northwest Territory Historic Center, and the Ronald Reagan Boyhood Home, Nord said, adding that a Dixon Main Street ad promoting the downtown could be added later. Signs along the interstate that tell travelers about the station also will be moved farther from the exit, Nord said, which will give travelers more time to tune to the channel and
decide whether they want to visit Dixon. With the signs’ current locations, Nord said, a driver going about 70 mph on I-88 has about 30 seconds to see the sign, find the channel, and listen to part of an ad before having to decide whether to exit at Dixon. The signs will be moved 3 to 4 miles, which should be done by the end of the month, Nord said. The city is allowed up to 17 ads at once, he said, but four of the ad slots are reserved for the police department for emergency purposes.

STERLING – The Illinois Department of Employment Security on Thursday released data it says supports the agency’s previous contention that allowing emergency state benefits for the long-term unemployed to expire was a bad idea. Congress decided to phase out those benefits at the end of 2013, immediately affecting 74,000 Illinois residents at the end of December. The federal program for long-term job seekers was not renewed after having been extended 11 times since 2008. For some recipients, the program had extended benefits for up to 47 weeks. At the time of the benefits expiration, IDES had said the long-term unemployed needed more help, given circumstances unique to this postrecession economy. “While today’s job growth allows most newly unem-

jobs. The rationale was that, after the phaseout, the jobless would either take less desirable jobs or stop looking for work, either way causing them to drop from the jobless ranks. Rowell says the data doesn’t support that premise. “This seriously undermines the perception that unemployment insurance discourages workers from finding employment,� Rowell said. “You should look at this analysis as confirmation that re-authorizing emergency unemployment is a cost-effective way to help families stay in their homes and put food on their tables. But you cannot look at this and say
double digits in March, seeing its jobless rate drop from 10.9 percent to 9.8 percent. The bad news, however, is that it was the only one in the five-county region that didn’t see a yearover-year decline. Carroll checked in at 9.8 percent last March. Bureau County also dipped below 10 percent, moving from 10.9 percent to 9.5 percent in March. Statewide, the unemployment rate hit a 5-year low in March. Illinois checked in at 8.4 percent, its lowest rate since January 2009. That said, Illinois’ jobless rate still far exceeds the nation’s rate of 6.8 percent. The recession left a deeper mark on Illinois than most other states, IDES spokesman Greg Rivara said. “The recession hit Illinois harder than in most other states,� Rivara said. “But Illinois has been adding jobs the past 3 years, and that often gets lost in larger issues about the state’s economy.�

ployed individuals to find work after several weeks, the long-term unemployed face additional hurdles,� IDES Director Jay Rowell said in a news release. “Ending this modest program based on a calendar date, rather than economic principles and job skills, could slow economic growth.� An IDES analysis done shows that of those 74,000 Illinois residents cut off at year’s end, 64,000 still were jobless at the end of January. Legislators in favor of phasing out the benefits maintained that the longterm assistance was incentive to turn down available

that people don’t want to work.� Rivara says Illinois is uniquely equipped to do this type of analysis, because it is the only state that requires employers to provide monthly wage reports. This requirement was part of a state antifraud initiative to keep people from simultaneously collecting benefits and a paycheck. An attempt to reinstate the benefits was resurrected this year in the legislature. In mid-March, the Senate approved a bill extending long-term benefits for 5 months, but it is expected to die in the House, IDES says.

Unemployment rates continued to drop throughout the area in March, according to local numbers released Thursday by the Illinois Department of Employment Security. Ogle was the only area county to still have double-digit unemployment. Although the rate declined 1.3 percentage points from the previous month, unemployment still was at 10.4 percent. The jobless rate also dipped 1.3 percentage points in Lee County, moving from 10.1 percent to 8.8 percent in the past month. Whiteside County’s numbers showed similar movement, showing a drop from 9.9 percent to 8.7 percent from February to March. Carroll County shook

CHICAGO (AP) – Some of Illinois’ highest-profile Republicans voiced support Tuesday for an immigration overhaul that’s stalled in the U.S. House as a “morally right� and business-minded decision, an election-year move they hoped would help break the stalemate. The unusual gathering – even for a state that has some of the nation’s most immigrant-friendly laws – featured former U.S. House Speaker Dennis Hastert, former Gov. Jim Edgar, Republican state House and Senate leaders, and several candidates, including state Sen. Jim Oberweis, a U.S. Senate hopeful who has made divisive statements in the past about immigrants. Organizers said the GOP support, echoed in similar gatherings nationwide, indicated there’s been movement and Illinois could help bring legislation lead to a vote soon. Half of the state’s six Republican congressmen support Tuesday’s efforts. However, some political experts and members of Illinois’ active immigrant rights groups said the event was more of an attempt to win over immigrant and minority voters
ahead of some likely tight elections this year. The message among Republicans at Tuesday’s event – which included business executives and Republican gubernatorial candidate Bruce Rauner – was pushing forward with comprehensive plans that address all immigrants. Most said they’d support pending legislation that tightens border security and outlines a pathway to citizenship for the estimated 11 million immigrants living in the U.S illegally. “There’s a lot of folks that came here that aren’t under documentation, and they need to be a part of this nation,� Hastert said. “We need to be able to give them legitimacy.� A shift was clearest with Oberweis, who is challenging U.S. Sen. Dick Durbin, the Senate’s No. 2 Democrat who helped craft the legislation. In 2004, Oberweis released a campaign commercial in which he flew over Soldier Field warning that enough “illegal aliens� were entering the country daily to fill its seats.
“It was poorly done,� Oberweis told reporters. “Certainly, 10 years ago I was very naive and not knowledgeable about politics, and I made some mistakes.� He and other Republicans said they didn’t back all parts of the legislation, but organizers said their support would still help. “It shows just far how debate this has moved,� said Joshua Hoyt, director of the National Partnership for New Americans. “There’s an acceptance by Republicans in Illinois that immigration reform will help the economy. That there is a moral urgency. That it is political suicide to stay on the wrong side of issue.� Recent statistics for how many of Illinois’ registered voters are immigrants were unavailable, but the number hovered around 10 percent, according to an analysis of 2008 U.S. Census data by Chicago demographer Rob Paral. He said the figure is higher now as immigrants have propped up population growth across the state.

Audit: Police training money misspent Grant funds spent on office rent, conference lodging and catering SPRINGFIELD (AP) – The agency that sets standards for Illinois law enforcement officers misspent grant money for police training and didn’t keep proper records about sessions for homicide investigators and coroners, according to an auditor’s report released Tuesday. According to the report by state Auditor Gen-
eral William Holland, the Law Enforcement Training and Standards Board misapplied training money to such things as office rent, conference lodging and catering. The audit, ordered by the General Assembly last May, reviewed $1.58 million in funding the Law Enforcement Training and Standards Board has
used since 2010 from an account funded by a $2 fee to obtain a certified death certificate in Illinois. It put $1.3 million toward homicide investigation training and $188,000 into instruction for coroners. The review determined the board did not have policies about how money should be used, had no list of approved training courses or training, rarely prepared a proposal outlining a session before it occurred,
and sometimes lacked documentation to back up reimbursed expenses. Kevin McClain, executive director of the board, acknowledged that, because no grant money had ever been used for administrative costs, the agency put $13,846 toward office rent last year. But he said the misdirected spending will not occur again. “We have a lot of work to do to make this better, and we’re going to do it,� McClain said.
The audit found that money was used for room rental, catering and lodging. At a May 2011 training that cost $30,358, catering and room rental totaled nearly $18,000 in unallowable costs. Another $10,000 went for “handouts,� but the audit found those included everything from application packets to awards. Auditors concluded only 8 percent of the cost went toward training. A separate audit Holland released Tuesday
determined that state Treasurer Dan Rutherford’s office had collected 30 unclaimed handguns in the past 4 years, which, according to office policy, should be turned over to the state police every 6 months. The guns, which included what is described as a Starr Arms Co. revolver – a gun used briefly in the Civil War – were discovered in 11 safety deposit boxes that owners abandoned over the years.

‘Coming around’ to Rauner Bivins, Demmer warn of 6-month budget in spring session BY JEFF ROGERS
DIXON – Bruce Rauner didn’t have the endorsement of either state Sen. Tim Bivins or Rep. Tom Demmer in last month’s Republican Party gubernatorial primary. But Rauner will have their supportwhen he challenges Gov. Pat Quinn in the general election Nov. 4. “Even if you didn’t support Bruce Rauner in the primary, he’s the clear choice in November,� said Demmer, a Republican from Dixon. Demmer said he thinks “quite a few people are coming around to� Rauner in the party after the hard-fought primary campaign, which included some sharp attacks on the wealthy businessman from Winnetka. Demmer and Bivins met Wednesday in Dixon with members of the Sauk Valley Media editorial board. They were asked what people could expect during the spring legislative session, which resumes Tuesday and ends May 31. “I don’t think you’re going to see a lot of activity,� Bivins, R-Dixon, said. “Most of the bigticket items were dealt
with last year.� But a budget must be passed, and Quinn’s proposal lingers to make permanent a temporary income tax increase of 67 percent. “There’s going to be pressure to say, ‘Let’s just do a 6-month budget,’� Demmer said. That, he said, would delay tough fiscal decisions to the end of the year, when a number of lawmakers will be at the end of their terms because of retirement or election defeat. “That is a dangerous, dangerous situation to be in,� Demmer said. “We’ve got to pay close attention to that and understand the delay could be because of the idea of getting lame ducks to vote for something they might not otherwise vote for.� The 2015 fiscal year will begin July 1. Quinn last month proposed that a temporary income tax increase passed in 2011 be made permanent. The increase of 67 percent on individuals and 46 percent on businesses is scheduled to start sunsetting Jan. 1. Bivins said Quinn’s proposal likely would pass in the Senate, even though “in an election year, it makes a lot of

A proposal to dramatically overhaul the state’s school funding formula isn’t likely to pass either, Bivins said. The bill, sponsored by Democratic state Sen. Andy Manar, is intended to allocate more money to poorer districts. But, Bivins said, “[Manar] can’t even explain it.� “If you dig into it, it doesn’t really change all that much,� Bivins said. Demmer also is skeptical. “I think we need to see what it does to school districts in our area,� he said.

MORRISON – Six members of the Twin Cities Sunrise Rotary Club showed up at 501 N. Madison St. on Tuesday afternoon, ready to work. The reason? The renovation of a gray, countyowned home that is to be the new site of Whiteside County’s child advocacy center, April House. April House is a place where children – victims of varying types of abuse – go to be inerviewed by Johanna Hager, the county’s forensic interviewer and the center’s executive director, about the things they have endured. The club is providing a lot of the funding, as well as the sweat equity needed for the center’s big move. On Tuesday, the guys who showed up were building new door frames and laying down the groundwork for a new, soundproofed wall, which will create a separate room where officers and the state’s attorney will watch the videotaped interviews conducted by Hager. The victim’s family members will be in a separate room, also soundproofed, where they’ll watch movies, play games, and just wait until
Hager’s job is done. But on this Tuesday, the volunteers zeroed in on that one wall, as well as the doorframes, which have to be newly shaped to fit doors that meet Americans with Disabilities Act requirements. Gary Schopt is acting as a sort of liaison for the whole project, and Marv Lofgren, a former club member and retired contractor, is leading the charge when it comes to the technical stuff, like building and soundproofing a wall. Last summer, the center faced closure because of a lack of grants and a downturn in donations. Since then, however, its fortune has turned, thanks in large part ot a $12,500 United Way grant, and a private donor who sought to match it. The next step to ensuring the center’s future lies in its move from its current yellow house location to the more modern gray house next door. Modernizing the center’s location would make it eligible for other grants, specifically a large one from the attorney general’s office, which the center had relied on for years. It, too, required an extensive upgrade, which is where the Twin Cities Sunrise Rotary Club came in. Back in November, Hager gave a presentation at one of the club’s meetings. When members heard of its plight, and understood just how important the center was to the community, they were immediately interested in helping, Schopt said.
“The overlying motto of rotary is ‘Service above self,’ and that’s really what this is all about,� Schopt said. “This is something that, obviously it takes a little bit of skill to do it, but it’s primarily just a matter of being willing to give your time to a worthwhile project. And this is certainly a worthwhile project.� Schopt said he expects the home’s renovation to be completed within the next few weeks. Next
Wednesday, volunteers will install the ADA-compliant doors, he said. There’s just one more thing April House needs: a new video system to record the victim’s interviews, and the wiring system to go along with it. “What’s critical in this whole process is that video replaces the need for the child to appear in court,� Schopt said, “so the child doesn’t have to face the assailant, and yet the message still gets across.�
