All aboard? Not everyone $8 billion project would be a boon to rail transport, but already the plan is drawing opposition BY PAM EGGEMEIER

A federal regulatory agency is running public meetings to gather input on a proposed 278-mile rail line project that would extend from southern Wisconsin to northern Indiana. Building the Great Lakes Basin Railroad would cost an estimated $8 billion. The rail system would be entirely funded by private investors led by Frank Patton of Crete, a former software developer. The system would extend from La Porte, Indiana, to Milton, Wisconsin, requiring overpasses for several interstates and four rivers, including the Rock in Ogle County. The rails would reach Illinois near Manteno, and catch the far eastern edge of Lee County. The route would run through sparsely populated areas, bypassing the congested Chicago rail system. The new rail lines would connect with existing Class I railroads. The 10 public meetings were organized by the Surface Transportation Board, an agency that works independently within the U.S. Department of Transportation. The information gathered at the meetings is used primarily for the assessment of the project’s potential environmental impact. Opponents, primarily landowners, have gathered to voice their concerns about the project. About 300 people showed up at the first public meeting Monday in Manteno. Farmers there said the path would split through farmland, ruin irrigation systems, and displace wildlife in nature areas.

Landowners also were concerned about the possible use of eminent domain to acquire property. In Rochelle, about 150 opponents didn’t even wait for the public meeting planned for April 20 at the high school. The crowd gathered Sunday at Lincoln Elementary School, sharing many of the same concerns as the landowners in Manteno. While regional officials are intrigued by the proposed project, the enormity of it presents many challenges. Plans call for one of the branches to connect with Rochelle’s rail system on the city’s southeast side before continuing to an Interstate 39 overpass. “If it ever does come to pass, it would be an interesting dynamic to have equal access to three major railroads,” Rochelle Economic Development Director Jason Anderson said. But Anderson knows firsthand what an arduous process it can be to bring rail projects to fruition. “We have been trying to get one small bridge over a tiny creek for the city’s system, and we’re still working on it well over a year later,” Anderson said. “We think it’s going to take a while to get permitting for a project like this.” Patton has said he thought permitting and construction could be done in 4 years, which at that time would have put the project’s completion date in 2019. That timetable would seem overly optimistic. “Looking at the map, this involves building overpasses over several major highways, and bridges over four

rivers,” Anderson said. “This could be a long process.” Lee County Board President Rick Ketchum said he will go to one of the public meetings, but it’s too early in the process to spend much of the county’s time or energy on it. “I didn’t want to bring it to the full board until I had more details,” Ketchum said. “It’s kind of a pie-in-thesky project at this point.” The county board is also working on a more pressing rail project. Rochelle is working with the county to expand the city’s rail system north of tiny Steward into the intermodal hub. “Our industrial park is built to the

county line, so our next major project will probably be in that Steward area,” Anderson said. Utilities would be run along the Elva Road area, as part of a 1,000-acre buildout included in Rochelle’s comprehensive plan. “It’s not that we’re not interested in the Great Lakes Basin project, it’s just that the rail extension with Rochelle is more important right now,” Ketchum said. The public comment period for the Great Lakes Basin environmental impact study has been extended to June 15. The proposed Great Lakes Basin Railroad would extend from La Porte, Indiana, to Milton, Wisconsin, requiring overpasses for several interstates and four rivers, including the Rock in Ogle County. The rails would reach Illinois near Manteno, and catch the far eastern edge of Lee County.

Drug courts are a type of restorative justice program used across the country, but it was not until Sept. 11, 2014, that the program launched under guidance from Whiteside County State’s Attorney Trish Joyce. Woman’s death by train declared a suicide BY ANGEL SIERRA

MORRISON – A Morrison woman who was struck and killed by a Union Pacific train just east of the Cherry Street tracks Jan. 31 committed suicide, police said Wednesday. Whiteside County Coroner Joe McDonald said at the time that it appeared Anna C. Stockham, 28, stood in front of the train as it was eastbound on the north set of tracks. Morrison Police Chief Brian Melton reviewed video from the train and confirmed Wednesday that Stockham, who was facing away from the train as it hit her, did not

attempt to move, and that toxicology results showed no alcohol or drugs in her system. The incident was reported about 3 a.m., when Union Pacific Railroad called the Whiteside County Sheriff’s Department. Several railroad crossings were closed as a result. Melton completed his report March 29, and turned it in to McDonald, who authorized Stockham’s death certificate, Melton said.

Stockham had recently moved to Morrison from Mountlake Terrace, Washington. She had just lost her job as a nurse’s aide, was trying to find a way to get back home to her young daughter in Seattle, and was struggling with a personal relationship, said Ashlee Much, 25, who worked

with her at Resthave Nursing Home. In the past decade, there have been five reported railroad-related fatalities in Whiteside and Lee counties – in 2008, 2010, 2013, and 2015 – according to data from the Federal Railroad Administration. Stockham is the area’s sixth.

Plans are afoot Golf ran its course for owners

Now that the public has weighed in, city’s trail committee ready to move forward with next phase of project BY PAM EGGEMEIER

ROCK FALLS – The public has shared its vision for the city’s trails system, and now it will be woven into the master plan. The Hennepin Canal and Trails committee met Thursday to review input received from about 25 residents during a charrette held March 21, with a facilitator from the Illinois Department of Natural Resources. The brainstorming session exceeded the committee’s expectations, ranging from such basics as restrooms and benches to more specific ideas like bike repair stations and solar lighting. Now that rough drafts of amenities plotted on maps have been drawn up, the panel wondered if everything on the lists should be in the master plan. Members drew on the experience of Coloma Township Park District Director Mike Sterba, who has worked on several green space master plans. “Do you want to include what seems like pie-inthe-sky stuff, or do you want to put everything in it, and hope you get to it someday?” Sterba asked. Sterba said there are a few things in the Centennial Park master plan that haven’t yet been done. The park district primarily uses memorial donations to chip away at the list. He said it’s wise to be as proactive as possible with Americans with Disabilities Act compliance. “The feds will get worse with ADA demands, and while incorporating everything from the beginning is costly, it’s even worse if you have to do things twice,” Sterba said. Sterba said restrooms

can be challenging, especially if they are open year round. Sewer and water would have to be brought in at the Avenue D hub. The trails system will have two hubs – one at Avenue D, and the other along the riverfront. The riverfront amenities will be put in as the green space project takes shape near the new hotel on East Second Street. Plans are for patrons of the Holiday Inn Express & Suites to have trail access right outside the hotel’s doors. The trails planning, from the beginning, has been done with an eye on grant opportunities. The city will rely heavily on them to fund the project. City Administrator Robbin Blackert has been the point person on that front. She said it makes sense to put everything in the master plan. “From a grant perspective, it’s OK to embrace it all, but we need to categorize it,” Blackert said. “We’ll break out the city infrastructure items for grants, and the rest of the amenities will go to fundraising.” The city also plans to get civic organizations involved in bringing some of the dreams to fruition. Blackert said the time for doing grant applications is nearing, but there is one caveat – the state needs to get its act together. “We’re getting close, but we don’t want to start until we know what the state is doing with grants, because a lot of these types of grants reimburse for engineering costs,” Blackert said. The city is switching from community planning to community information mode. New maps, brochures, and

PowerPoint presentations will be needed to further engage the public – a key component of the grant-writing process. “We can continue to update it, but we just need to get the meat and potatoes in for the public now,” Blackert said. Some priorities have been identified for getting the word out. Now that amenities were finetuned during the public meeting, the committee sees a need to return to some of the big-picture concerns. “I think it’s important that we get a sense of how long the trail will be, and how the trails will be connected,” Committee Chairman Jim Schuneman said. The panel also wants to refocus on the teaching component of the project. “I don’t think the importance of the educational aspect was really emphasized at the charrette,” Schuneman said. The recently completed Storybook Trail and nearby prairie will be a learning centerpiece. That half-mile trail stretches from Avenue D near Linville Crossing to McNeil Road, and pages from nature-themed books are exhibited on 32 poles along the trail. Schuneman said the master plan will be discussed at the next couple of committee meetings before it is presented to the Rock Falls City Council.

Two area golf courses won’t reopen this year BY JERMAINE PIGEE

MORRISON – Two longtime local golf courses will not be open this summer. Prairie Ridge Golf Course, 903 West Morris St., Morrison, and Oakville Country Club, 8044 Oakville Road, Mount Carroll, have been sold. Prairie Ridge Golf Course had been owned by Lowell Beggs, who purchased the course in 2007. He couldn’t be reached for comment, but City Administrator Barry Dykhuizen said the course was open last year, “but from what I understand, he made the decision over the winter to not reopen.” The 18-hole course, which originally opened in 1911, had a driving range, practice bunker and putting green. The course also included the Oak Room Restaurant, which is also closed. Dykhuizen said Beggs decided to close the restaurant last fall. “I have not heard that it is for sale, and I don’t know what Mr. Beggs’ intentions are with his business,” Dykhuizen said. About 20 miles north of Morrison is the former

home of Oakville Country Club. For the first time in a half-century, the nine-hole course, just a few miles southeast of Mount Carroll, will not open this spring. The course opened in 1963 by Bob and Bobbie Hartman of Mount Carroll. In 1986, Nancy Woodside and her husband, Al, purchased it. Today, the land is owned by two different parties. John and Betty Tautz, owners of Tautz Trenching Excavating in Mount Carroll, bought 46 acres in February for $315,000. The purchase includes holes one through six and hole nine, the clubhouse and equipment shed. Jeff Lessman, president of Eastland Motor Sports in Lanark, and his wife Patty, bought the 13 acres that make up holes seven and eight. He declined to say how much they paid for the land, which they closed on in early February. “We bought property from Nancy,” Betty Tautz said. “She is 78 and she didn’t want to do it anymore. Her husband passed away in 2007 and it was just her and her son, Jeff, running it.” Woodside, of Mount Carroll, could not be reached for comment and messages left to her son went unreturned. John Tautz said they spent about a month clearing the land of brush and trees, and even added a few holes

– of a different kind. Fifty cases of dynamite were used to remove 670 tree stumps. For now, the course is sitting idle, but the Tautzes, hope something can be done with the land going forward, whether it’s as a golf course or cornfield. “It’s getting to be late in the season to plant beans and corn,” the Tautzes’ son, Karl, said. “If someone comes along with the right figures, we’d still like to see it turned into a golf course. I don’t want to put figures out there, but if we get something competitive with farmland prices, we will take a look at it.” Lessman said he has no immediate plans for his portion of the land, but he, too, would like to see a golf course on the property. If that plan doesn’t pan out, he said they’d “use the 13 acres for recreational purposes or land management.” Lessman and his wife have lived right off the course for the past 5 years. “We wanted to be in a rural setting,” he said. “We bought the land because the surrounding area is beautiful. This property also protects our backyard.” “We are holding out hope that we will lease the property and turn it back into a golf course,” he said. “But there doesn’t appear to be anyone who is interested.”
