Sauk Valley women shine BY PAM EGGEMEIER

DIXON – “Shining Bright Like A Diamond� was the theme of the 2015 YWCA Women of Achievement Luncheon, and the room was full of gems. The annual fundraiser for the YWCA of the Sauk Valley was attended by about 270 people who celebrated the accomplishments of area women Thursday at the Dixon Elks Club. Eight awards were presented, but one of the most brilliant diamonds in the room this year wasn’t a nominee. Retiring Executive Director Carol Fitzgerald was honored for her nearly 30 years at the helm of the YWCA of the Sauk Valley. Because of her retirement, she spent time reflecting on the Women of Achievement events over which she has presided. She decided the theme perfectly captured her feelings about the luncheon. “I have been lucky enough to participate in 24 of the Women of Achievement

luncheons since they began in 1982,� Fitzgerald said. “I’ve seen the shining, smiling faces of the winners, those who nominated them, and those who were inspired by the winners.� Fitzgerald said she has enjoyed watching the awards luncheon evolve in step with the changing roles of women in society. “We started out with just three awards, and we added more as we saw women nominated from more nontraditional fields,� Fitzgerald said. “What an honor it is to be recognized with so many amazing women.� The winner of the Crete Dillon Bowman Award for Community Leadership was Whiteside County State’s Attorney Trish Joyce. Joyce was instrumental in starting a county drug court program, and she is active in several community programs, including April House and Honor Flight. Sara Dail, principal at Jefferson Elementary School in Sterling, received the Jane Reid Keefer Award for Professions and Education.

Dail also is the school’s bilingual program director, and she volunteers for United Way of Whiteside County and the CGH Medical Center Foundation. The L.L. Ely Award for Clerical Excellence went to Jennifer Farrell, longtime executive secretary at the Illinois Department of Transportation District 2 office in Dixon. Farrell’s managerial skills also earned her IDOT Employee of the Year honors in 2013. Dawn Olds, senior vice president at HALO Branded Solutions, was the winner of the Pearl Woods Award for Business and Industry. Olds has been with HALO since 1988, and now manages several hundred HALO employees nationwide. Cynthia Weisel, a nurse and 20-year employee of the Whiteside County Health Department, was the recipient of the Louise Bittorf Sullivan Inspirational Woman Award. Weisel is the health department’s HomeCare coordinator. She also is involved with many humanitarian projects through her

church, and works with hospice families. Two winners were chosen for the Spirit of Achievement Award that recognizes accomplishments posthumously. Sue Hohlen, a former executive director at United Way of Lee County, and Jean McCue, a 36-year middle school teacher, were the winners. Emily Spangler, a Sterling High School junior, received the Young Woman of Tomorrow Award. She is the daughter of Dave and Dawn Spangler. Spangler is a National Honor Society student, president of the GayStraight Alliance at the high school, a music therapy volunteer, and has been recognized nationally for her political activism. While a freshman, she started a Twitter campaign to connect progressive, Democratic women. Spangler plans to start her

ling High School Wednesday, she noticed a student wearing an edible necklace. “Is that a candy necklace?” she asked Isaac Anderson, an 18-year-old senior. “Yes, it is,” he said. “I remember eating those,” Bustos said. “They make your neck sticky when you eat them.” Anderson was one of the many students, teachers and staff members Bustos met during her visit. “It was really cool to see her take an interest in what we have,” said Maddie Neal, an 18-year-old senior. “I look up to liberal Democrats, because they are who I strive to emulate. It’s great for her to be here and interact with us, because it shows that she cares.” In addition to visiting the school, Bustos spent about an hour at Regency Care of Sterling, formerly Coventry Living Center. She spoke with residents and administrators about the importance of protecting Medicare and Social Security.

“I serve this area in Congress,” Bustos said as she stood in front of Denny Hartz’s U.S. Government class. “I am your voice in Washington, D.C.” She spent about 10 minutes with the class, and showed students a picture of herself with President Barack Obama on Air Force One. “I want to know some of the things that are innovative in the school,” Bustos said. “Students here have their own computers that the community have supported financially. I love sharing best practices, and they are doing those things at Sterling High School.” Bustos, whose 17th District includes Whiteside County, said her visit was part of her “Cheri on Shift” effort, in which she shadows workers at their jobs. “It’s my way of seeing what men and women in our district do for a living and how they support their families,” Bustos said. “I do different things to see what regular men and women do for a living, and I get to learn

everything we are doing academically, athletically and activity-wise,” Austin said. “Whenever you get a chance to show that off to your congresswoman and have her see the teachers, students and administrators in action, it’s a privilege to be able to do that.” Austin hopes Bustos will remember the school. “If we have something to talk to her about, she is now more likely to take our call,” Austin said. “She can be a person we can go to that has knowledge about our school, and for us, that is a benefit.” Junior Emily Spangler, 17, said seeing Bustos was a pleasant surprise. “It’s fantastic to have a politician come to our school,” Spangler said. “A lot of politicians don’t come to schools, so it was surprising to see her here.” Spangler said she would love to see more officials visit schools. “Not just our school, but other schools in general,” she said. “It would be cool if more politicians came.”

Last month, Bustos, an advocate for middle-class families and seniors, voted against a budget plan that would raise out-of-pocket Medicare costs. In January, she sent Obama a letter asking that he reject any proposals what would negatively impact Social Security benefits in his budget for fiscal year 2016. “I want to make sure Social Security is safe and sound, not just for their generations, but for other generations as well,” Bustos said. “I tell any senior I meet that I will refuse to balance the budget on their backs. Many seniors are on fixed income, and we need to look out for them.” Mary Rick, Regency’s director of admissions, said the residents enjoyed Bustos’ visit. “She mingled with them well and she participated in songs and activities,” Rick said. “The residents saw her as a person that could relate to them and interact with them.”

ROCK FALLS – As the city’s utilities enterprises continue to grow, so does the responsibility for overseeing their operations. Work done on the fiscal year 2015-2016 fiscal year budget passed by the council Tuesday shows that the utilities now make up 78 percent, or $15 million of the city’s annual budget. Mayor Bill Wescott is starting conversations at City Hall about establishing a Public Utility Governance Board to maximize the potential of the electric, wastewater, and water utilities. The city also plans to spin off its burgeoning broadband business, now part of the electric department, into a separate unit. Wescott made an initial appeal for the board to council members at Tuesday’s meeting. “For us to continue to move our utilities forward, ensure fiduciary responsibilities, and identify and respond to the highly technical and complex issues that are the basis of utilities, it is time for us to put in place a governing board to oversee them and report to the council,” Wescott said. Wescott and City Administrator Robbin Blackert have participated in ongoing educational programs to keep up with the rapidly changing municipal utilities business. In December, they received certification in the American Public Power Association’s Public Power Governance Program. The electric department alone is generating about $10 million a year in annual revenues and operating expenses. “This board would allow the city to run the utilities as the businesses that they are, and it would not allow for political influences,” Blackert said. It is hoped the board would also look out for the interests of ratepayers. “It would provide more financial oversight, and take the utilities as a whole matrix to measure price efficiencies,” Blackert said. Wescott said the plan is in its early stages, but it would be based on the Public Power Governance model. The board would allow for citizen involvement because they are in essence utilities stockholders. “We are a municipal utility, so our customers need to have a role in how we conduct business,” Wescott said. “The governance model, when functioning properly, should organize all facets of operations to efficiently ensure future growth.” The number of members has not been determined, but it would likely include council members, business owners, and residential customers within and outside the city limits. The board would replace the standing committees that now oversee the utilities. The board would still have to answer to the council. “Setting up this board in no way reflects on the work done by people on the utility committees, but we need an oversight committee that deals specifically with these issues,” Wescott said.

Grilled cheese a simple meal elevated by perfect technique BY KAYLA HEIMERMAN Special to Sauk Valley Media

A

grilled cheese sandwich is like a best friend. It never lets you down. It has always been there. It will always be there. Bread + Cheese = BFF The perfect grilled cheese sandwich should be golden brown and toasted (with that unmistakable meltedbutter-on-toasted-bread taste) on the outside and gooey with cheese on the inside. The sandwich gets bonus points if the cheese stretches as the two halves of the sandwich are pulled apart. That’s right. I said pulled apart. What? I thought you might be sharing with your best friend. Back to basics, though. Here’s what you need to know to make the best grilled cheese sandwich every time: Grate the cheese: Grated, or shredded, cheese melts more quickly and more evenly than sliced cheese, which means the bread toasts at the same time, and to the sweet spot of golden-brown doneness, as the cheese melts. A word of caution: Do not, I repeat, do not use bagged shredded cheese. That stuff is coated in powdery preservatives to prevent clumping and sticking. It will neither melt as well nor taste as good as the fresh-off-theblock stuff. Melt the butter: Melt the butter in the pan; don’t spread it – especially not cold, right out of the refrigerator – onto the bread. The latter often results in torn bread, uneven distribution of butter, and an unfortunate-looking sandwich. Cover the pan: Cover the pan to concentrate the heat; this melts the cheese a bit faster, while

Uncover the pan, place the second slice of bread on top of the melted cheese (buttered and slightly toasted side facing up), and push it down gently. Using a spatula, flip over the sandwich. 5. Toast the other side of the sandwich and melt the cheese further, another 1 to 2 minutes. Now that you have mastered the original, here are some ideas for a spin-off: Caramelized onion and mushroom grilled cheese: Combine 4 ounces mushrooms, sliced, and half a medium sweet onion, sliced, with 1 tablespoon olive oil on a baking sheet; sprinkle with salt and pepper; and roast in a 400-degree oven for 20 minutes. Top the bread with 2 tablespoons shredded Gouda, the roasted mushroomonion mixture, and 2

The Perfect Grilled Cheese Sandwich Yield: 1 sandwich Ingredients: 2 slices bread 1 tablespoon butter ¼ cup grated cheese Directions: 1. In a large skillet over medium heat, melt the butter. When the butter begins to sizzle and look a bit foamy, the pan is hot enough; spread the butter around a bit. 2. Rub one side of each slice of bread in the melted butter. Let the bread toast a bit, then remove one of the slices of bread and set it aside. 3. Place the grated cheese in an even layer on top of the remaining slice of bread. Cover the pan with a lid, and let the cheese melt until it’s almost completely melted,

more tablespoons shredded Gouda. Lasagna grilled cheese: Combine ¼ cup partskim ricotta cheese with 1 tablespoon chopped fresh basil, a dash of dried oregano, and salt and pepper to taste. Top the bread with ¼ cup shredded mozzarella cheese, the ricotta mixture, and a few smashed cherry tomatoes. Pepperoni pizza grilled cheese: Top the bread with 1 tablespoon pizza sauce, 6 slices pepperoni, and ¼ cup shredded mozzarella cheese. Jazz it up with black olives, mushrooms, and/or onions. Hawaiian grilled cheese: Top the bread with ¼ cup shredded Monterey Jack cheese, a few slices of Canadian bacon or deli ham, and a few slices of pineapple (fresh or canned). Jalapeno popper grilled cheese: Combine 2 ounces cream cheese with ¼ cup shredded Monterey Jack or

Colby-Jack cheese. Top the bread with the cheese mixture, a slice or two of cooked bacon, and a few slices of charred jalapeno peppers. Some other good combinations: Apple + bacon + Cheddar cheese Grilled chicken + bacon + Cheddar cheese + barbecue sauce Turkey + tomato + mozzarella cheese + pesto A grilled cheese sandwich really is like a best friend. It’s easily adaptable. You can take it to a dinner party with candles and cloth napkins or a backyard barbecue with lawn chairs and libations. It’ll always be appropriately dressed and behaved; it’ll never embarrass you. Hawaiian grilled cheese: Top the bread with ¼ cup shredded Monterey Jack cheese, a few slices of Canadian bacon or deli ham, and a few slices of pineapple

(fresh or canned). Jalapeno popper grilled cheese: Combine 2 ounces cream cheese with ¼ cup shredded Monterey Jack or Colby-Jack cheese.
