ROCK FALLS – Two Rock Falls High School students have been charged with cyber-stalking, a felony, in connection with threats to “shoot up� the school that were posted on a Facebook page. The 16- and 17-year-old boys were arrested last week before being released to the custody of their parents, police said. On March 12, Rock Falls police learned about the Facebook page, which reportedly had “rude and disrespectful� comments on it pertaining to sinners, God, the devil, and Matt Anderson, the Rock Falls High School student who recently died in what authorities are calling an accidental shooting.
After being made aware of the threats, police stepped up their patrols at the school. Rock Falls Police Chief Mike Kuelper said his detectives launched an investigation, in conjunction with Facebook, to determine the identities of the people who used the page, which had been set up anonymously with false identifying information. Facebook accessed the IP addresses of the account’s users, which were provided to police, Kuelper said. Interviews with students and parents, and the following up of leads police received from Facebook, led to the arrests of two boys.

ROCK FALLS – Rock Falls police are investigating a break-in that happened at Rock Falls High School over the weekend. Shortly before 6 a.m. Sunday, police responded to an active alarm at the high school. When they arrived, they discovered a door window had been broken on the mechanic’s room door on the north side of the building. Four windows total were dam-
aged – two on the north side of the building and two interior room windows, according to a news release. Police have no suspects, but are examining security footage from the school. They also took fingerprints and samples from blood found on glass fragments. Rock Falls schools are on spring break, but when teachers return, police say they’ll do a thorough inventory of their rooms to see what, if anything, was taken.

Time for new buildings in school district? Task force: District’s schools inadequate for educational needs BY MATT MENCARINI
DIXON – The strategic planning task force will recommend that the school board develop a plan to address what it calls inadequate schools in the district and hire a consulting firm to help with the process.
The recommendation will be given during the next board meeting on Wednesday, in the form of a report summarizing the task force’s 8 months of meetings, building tours and discussions with architectural firms. Task force members met Thursday night to review, edit and finalize a draft of the document. The plan – or blueprint – developed by the district and a consilting firm will look at how
the school district can address its aging facilities. Reagan Middle School, the newest building, was built in 1959. Dixon is at a tipping point in regard to the facilities, the task force said in its report, and it can’t put the issue off any longer. The school facilities were determined to be insufficient for “21st century� learning, in regard to safety and security, compliance with the Americans with Disabilities Act and
when it comes to athletic and performing arts facilities. Starting with Washington Elementary School, the task force toured all the school facilities and rated their elements on a scale of 1 to 5. Dixon High School was rated as the worst building, and Lincoln Elementary School was rated as the the worst elementary building. In December, the school board voted to close the Lincoln building and relocate its students starting in the 2014-

15 school year, in an effort to address budgetary constraints. While it wasn’t listed in the final report to be presented to the school board, the task force expressed concern regarding its limited land to expand, if a new school building were to be built. Paying for any major facility upgrades or new buildings would require increasing either sales tax or property tax, something voters would have to approve.

GOP looking to close appointment loophole SPRINGFIELD (AP) – Senate Republicans crying foul after Gov. Pat Quinn used a rare procedural maneuver to try to aid the confirmation of two appointees announced several efforts Thursday to close what they described as a constitutional loophole. State Sen. Tim Bivins’ amendment would prevent an extension of the 60 session days of consideration the Senate has by law to confirm appointments made by the governor. Senate Republicans are also sponsoring a modification of the
Senate rules, and have asked Illinois Attorney General Lisa Madigan to issue an opinion on the current law. “This flies in the face of the constitution and its intent,� Bivins, of Dixon, said of Quinn’s actions. He noted that under the constitution, “the potential exists to make all appointments in this manner.� Quinn faced opposition from the chamber’s black and Latino caucuses over budget cuts and other issues in the reappointment of Julie Hamos as the director of the Illinois Department of Healthcare
and Family Services and in appointing Manny Flores as the head of the Department of Financial and Professional Regulation. The governor’s withdrawing the names of Hamos and Flores from consideration by the Senate and then moving to re-nominate them allows the time clock on the appointment process to restart, giving supporters of the an extra 60 days to secure votes in their favor. Hamos, a former state lawmaker from Evanston and director of the agency since 2010, oversaw an overhaul of Medicaid
that included $2.7 billion in cuts. Black and Latino caucus members had asked Quinn to replace Hamos, arguing that the cuts came down hardest on the neediest of their constituents. Republicans, at the same time, have criticized her for moving too slowly to implement Medicaid reforms. Flores, a Chicago Democrat and former city alderman, has had repeated political clashes with state Sen. Willie Delgado, a ranking member of the Senate appointments committee.

Winter fish kills normal, agency says GALESBURG (AP) – The Illinois Department of Natural Resources says fish kills on lakes and ponds around the state can be blamed on the hard winter. DNR spokesman Chris Young says that the deaths of hundreds of fish were caused by thick ice that limited sunlight getting to the water. That shut down the growth of oxygen-producing plants. But Young says the die-offs that have happened in locations such as Citizens Lake in Monmouth and Eureka Lake in Eureka are normal in harsh winters. DNR biologist Ken Russell said the winter of 1978 and ‘79 was also bad for fish kills.
Groups seek end to turnaround policy SPRINGFIELD (AP) – Prison reform groups are asking the Illinois Supreme Court to stop a state practice forcing more than 1,000 sex offenders to serve parole behind bars because they
have no appropriate place to live. On Thursday, 17 advocacy groups delivered a petition to the high court on behalf of Johnny Cordrey, who had to stay in prison beyond his April 2013 release date. “We stand strongly for the proposition that, in the modern day, the state of being poor, indigent or homeless is never valid cause for imprisonment,� states the petition by lawyers from the MacArthur Justice Center at Northwestern University School of Law and the Uptown Peoples’ Law Center. There are 1,100 sex offenders subject to a decade-old “turnaround� policy that bars paroling a sex offender if he or she doesn’t have housing approved by state officials. Spokeswoman Stacey Solano said the Illinois Department of Corrections is following the law. “If they are unable to find an approved host site, IDOC will continue to house them until an appropriate site is found or until their discharge date, as IDOC cannot keep an offender past that date,� Solano said.

come, never dreary. Time to heap them over shortcake and make short work of saluting spring.
3TRAWBERRY 3HORTCAKE
(30 minutes to prep, 17 minutes to bake; serves 8) 2 quarts (2 pounds) fresh strawberries, hulled and thinly sliced stem to point 6 tablespoons sugar 2 cups flour 1 tablespoon baking powder ½ teaspoon salt ½ cup (1 stick) unsalted butter 1 cup heavy cream (or, for extra delicious, try ½ cup heavy cream whisked into ½ cup creme fraiche) 4 cups Whipped Cream (recipe follows) 1. Rest: Toss together sliced berries and 4 tablespoons sugar. Mash a few of the berries with a fork to release juices. Cover and let rest at room temperature. 2. Whisk: In a large bowl, whisk flour, remaining 2 tablespoons sugar, baking powder and salt. 3. Cut-in: Use a pastry blender or quick fingers to work in butter until lumps range from crumbs to small peas.

Cut: Turn out clumps onto a work surface. Knead a few seconds to get the dough to hold together. Pat into a ž-inch thick square, about 8 inches across. Use a heavy knife to cut into 8 4 x 2 inch rectangles. 6. Bake: Set biscuits on a baking sheet, allowing them some elbow room. Brush tops with the remaining cream. Slide into a 400-degree
oven and bake until golden brown, about 17 minutes. Don’t fret over their looks; shortcake is no beauty pageant. 7. Serve: Use a fork to poke biscuits along their perimeters and open, English-muffin style, while still warm. Spoon strawberries and their juices onto bottom halves. Crown with biscuit tops. Lavish with whipped cream. Enjoy.

I’d had enough of the snow and freezing temperatures. And I was bored. So, it was time to throw a party – a tapas party. Tapas, popular throughout Spain, are the Spanish version of appetizers. They can range from small plates as simple as cubed cheese, ham and olives to more elaborate dishes.

(Empanada with Marinated Pork and Roasted Red Pepper) Serves 6 to 8 depending on portion size 4 cloves garlic, peeled 8 tablespoons extra-virgin olive oil, plus more for oiling the bowl 2 tablespoons dry white wine 1½ teaspoons Spanish pimenton dulce (sweet paprika) 1 teaspoon dried oregano Salt, to taste 1 bay leaf Pork fillets (12 ounces total), thinly cut into 1/3-inch-thick strips 3 cups all-purpose flour, plus more for work surface and pan 1 teaspoon salt 1½ tablespoons packed fresh baker’s yeast or 2 teaspoons active dry yeast ½ cup whole milk, warmed (105 to 115 degrees) 2 eggs, whisked
2 medium onions, thinly sliced 1 red bell pepper, halved crosswise and sliced into thick lengthwise strips Butter for greasing pan 1. In a large bowl, blend garlic, 3 tablespoons of the olive oil, wine, 1 teaspoon of the paprika and the oregano. Add salt (to taste), bay leaf and pork. Turn over to coat. Cover and marinate at least 2 hours. 2. Meanwhile, put the flour in a large bowl; sprinkle in the remaining paprika and the 1 teaspoon salt, blend with your fingers; make a well in the middle. Dissolve yeast in the milk; pour the yeast mixture into the well along with one egg. Begin working flour into a ball while adding 2 tablespoons olive oil. (Add a touch more milk if needed.) Transfer the dough to a lightly floured work space and knead by hand about 10 minutes, until supple, elastic and slightly tacky. Place dough in a lightly oiled bowl, covered with plastic wrap, and let rise about 1 hour, or until about doubled in size. 3. In a large skillet or saute pan, heat remaining 3 tablespoons olive oil over medium heat, add onions, and cook until they begin to soften and turn pale, about 5 minutes, add the bell pepper and cook until both are tender, about 25 minutes. Place a lid
over the pan during the last 5 minutes of cooking. Transfer to a bowl. 4. Preheat a heavy skillet over high heat. Discard garlic and bay leaf from the marinade. Place the pork evenly in the skillet (you may have to do this in batches, don’t crowd the pan), quickly brown the pork in its marinade, 1 to 2 minutes. Place the pork in the bowl with the onions and bell peppers and blend well. 5. Preheat oven to 400 degrees. 6. Butter and flour a 10 ½-inch pie pan or line it with a piece of parchment paper cut to fit. 7. Divide dough in half with one piece slightly larger. On a lightly floured surface, roll the large piece of dough into a circle (about 12 inches). Gently place the dough over the pan then gently fit it into the pie pan leaving the excess dough draped over the rim of the pan. Spread the pork mixture evenly over the pie crust. 8. Roll out the remaining piece of dough (to fit the pan about 10- to
11- inch circle); Place it on the top of the filling like a lid. Cut away excess dough, leaving enough dough to pinch the dough edges together with your fingers. Make about a 1-inch hole in the center of the top crust to allow some steam to escape. 9. With the excess dough, decorate the top crust as desired. Roll out some pieces to run across the top or make a cross or a simple braid to run along the edge. 10. Use a pastry brush to spread the top of the empanada with the whisked egg. 11.
