‘We mourned as one’ Students, faculty, staff release balloons to remember teacher BY MATT MENCARINI
A
gainst a gray sky, balloons twisted in the wind and floated high above Amboy on Thursday. Just moments before those red, black and white balloons were released, more than 100 students, faculty and staff at Amboy High School gathered in the parking lot after classes for the day had ended. Principal Joshua Nichols told them how proud he was of them for the way they had handled a week in which one of their teachers was lost. Mike “Paz� Pasley, 47, who had taught social studies at the high school for 10 years, died unexpectedly Sunday at KSB Hospital in Dixon. Counselors and clergy members were on hand Monday for those who needed them. The school also brought in a substitute teacher in case any teachers felt the need to step out at any time. “You’ve taken a tragedy, you’ve taken it in,� Nichols said. “You’ve handled it better than I thought could happen.
When I saw how well all of you were dressed today for the service, I was very impressed. “Thank you. Thank you for everything you’ve done this week. I appreciate it.� After Nichols spoke, the group that had gathered raised the balloons and released them. After what Nichols described as a “rough� week, there was laughter as the students, faculty and staff watched the wind grab the balloons and carry them away. Some of the balloons floated farther and farther into the sky, while a few others got caught on power lines. Those caught balloons, to senior Alicen Etheridge, represented the memories of Pasley not ready to leave the school. It was Etheridge’s idea to organize the balloon release. She remembered a balloon release from when her father died, and approached school administrators about organizing one for this week. Etheridge was the only senior in a class of freshmen that Pasley was teaching. “It’s been quiet,� she said of her class

Nearly 200 students, including 18 choir members, made the trip, Nichols said. Counselors were on hand at the high school when the students returned
from the service. But Nichols dismissed them after a while, he said, because the students were coping with the loss of their teacher, the day and the week in their own ways. “It’s been a tough few days, but staff and students have gotten through it,� Nichols said. “Couldn’t have done it without them.�

Cuts for fiscal year 2015 proposed Two special ed teachers let go BY PAM EGGEMEIER
STERLING – Sterling Public Schools Superintendent Tad Everett presented a list of proposed cuts for fiscal year 2015, the third phase in the district’s 3-year initiative to balance its education fund, at Wednesday’s board meeting. The plan was developed in 2012 to address a $1.8 million education fund deficit. The original plan was to cut $600,000 in each of the 3 years, but several factors threw that plan off course, Everett said. “Little did we know we would face a recession of this magnitude,� Everett said. “The biggest factor, though, was when the state prorated general state aid. We’ve had $2.3 million less in revenue in the last 2 years.� The state prorated aid at 89 percent in fiscal year
2013, and 88.7 percent for fiscal year 2014. Local EAV also decreased in both those fiscal years, costing the district a total of $101,000. There also has been a $3.4 million loss since 2010 in the employee benefit plan. The proposed cuts for the third year would include the reduction in force of two special education teachers and the loss of 10 additional positions. The board approved the dismissal of the two special education teachers, Carol Ann Cooper and Kelli Cecchetti, at Wednesday’s meeting. The rest of the positions will be cut through attrition – either retirements or resignations. Some grades are also slated to see a reduction in sections. The two dismissals were the only action taken on the proposed fiscal year 2015 cuts. The proposal also includes savings from taking over the

Taking over that program is projected to save about $65,000 a year. It
also would allow some staff to be saved by moving them to that program, which would be housed at Franklin Elementary School, Everett said. The savings from the proposed cuts in the final year of the initiative are projected to be $856,886. An estimated $850,000 reduction in spending in 2015 was needed to balance the education fund. Spending was cut by $769,000 in the first year,
and by $1,072,821 in the second year of the initiative. Some members of the Sterling Education Association were at the meeting and spoke on behalf of the organization. “We want you to know we really do appreciate the efforts to reduce the number of RIFs this year,� one of the members told the board. While Everett said he was proud of the work that staff has put into working toward a balanced budget, it has been a difficult period for the district. “We have lost 43 certified people in the last 4 years, and the emotion of it has been gut-wrenching,� Everett said. “That also means that the people still here are doing more work and many of them with bigger classes. What we’ve had to do to get here doesn’t feel good.� In other action, three fee increases were approved for fiscal year 20142015. There will be a $50 increase in the grades
9-12 registration fee, a $5 increase in the performing arts fees, and 10-cent hike in in lunch fees. Also, Sterling Schools Foundation Board of Directors members Paul Osborn, Heather Sotelo, Gloria Grant, Kristie Geil, and Marilyn Henry were each appointed to another 4-year term. The board also approved a resolution to enter into a 4-year lease agreement with Apple Inc. The company will provide computers, a protection plan, software, and training for the high school’s one-to-one computer initiative. The entire initiative is being funded by the Dillon Foundation. At the end of the lease agreement, the district will own the computers. The board went to closed session for two matters – one related to personnel and the other to collective bargaining.

Regional jobless rates keep declining BY PAM EGGEMEIER
Local unemployment rates fell throughout most of the state in February, and the Sauk Valley was no exception. Rates fell in Whiteside, Lee, Ogle, Carroll and Bureau counties last month when compared to February of last year, according to data released Thursday by the Illinois Department of Employment Security. Ogle’s numbers showed the most marked improvement with a jobless rate of 11.7 percent in February, compared to 12.8 percent a year ago. Ogle still has the highest rate in the five-county region, but the
February number also was three-tenths of a percentage point lower than the previous month. Whiteside County came in at 9.9 percent in February, still the lowest in the region, and six-tenths lower than a year ago. Lee County’s jobless rate fell from 10.8 percent in February 2013 to 10.1 percent this February. The state jobless rate was unchanged from January, at 8.7 percent, and down from 9.2 percent a year ago. The numbers continue to build on a trend of gradual growth. Since January 2010, when compared to the previous month, Illinois has posted job growth in 35 months and job loss in 14 months.

The state’s latest jobless rate is its lowest since February 2009, considered to be the middle of the recession, but with many counties still in double digits, Illinois has some work to do, IDES Director Jay Rowell said. “February’s job numbers show that our economy continues to improve,� Rowell said. “It also reminds us that more is needed and expected because that economic success has yet to return to every household.� More than 250,000 jobs have been created in the past 5 years, yet Illinois was ranked dead last in the nation in job growth prospects for 2014, according to information compiled
by the Pew Research Center, an independent public policy nonprofit organization. Although continued signs of gradual growth were seen in January and February, there are some bigger factors at play when analyzing prospects for the rest of the year, IDES spokesman Greg Rivara said. T
he Masters Tournament in Augusta, Ga., is one cheesy place. The first time my husband, Roy, and I went to it, we fell in love. Not with each other – we did that a couple of decades ago – but with those ohso-famous and oh-sodelicious pimiento cheese and egg salad sandwiches on white bread for which the Masters have become so renowned. Wrapped in a clear green cellophane-type wrapper – a hat tip to the tournament’s famous green jackets – the sandwiches are made daily for the world’s best known golf tournament. They’re fresh and just plain wonderful. Plus, they’re dirt cheap. At a place where tickets can cost a mortgage payment or two or three, these white-bread wonders cost a paltry $1.50 each. But getting the recipe for either sandwich is a Masters mystery. Don’t bother calling Augusta National, where the tournament is held, for its super-duper top-secret recipes, because, as we say here in the South, it ain’t happenin’ – no way, no how. A spokesman for the notoriously private club politely and goodnaturedly declined my request for the recipes. Using the basic Kissin’ Cousin egg salad recipe, you can make the egg salad more extravagant by adding other ingredients. Olives, onion, celery, cucumber, shallots, capers, avocado, cayenne and curry come to mind, and you can always add extras like lettuce, tomato and bacon. But for real taste of the Masters, leave off all those extras and eat it naked – but the sandwich should be naked, not you.

Taking a permanent tax hike? Quinn paints dark future for schools, proposes solution SPRINGFIELD (AP) – Gov. Pat Quinn outlined his case Wednesday for making Illinois’ temporary income tax increase permanent, predicting “extreme and radical� budget cuts to schools and services without additional revenue. The Chicago Democrat – embarking on what’s expected to be a tough re-election bid against Republican businessman Bruce Rauner – tied the idea to relief for homeowners, saying he’d like to guarantee every Illinoisan who pays property tax a $500 annual refund. He also called for increasing the earned income tax credit for lowincome families. “If action is not taken to stabilize our revenue code, extreme and radical cuts will be imposed on education and critical public services,� he said in the roughly 30-minute address before lawmakers. “Cuts that will starve our schools and result in mass teacher layoffs, larger class sizes and higher property taxes.� The question of what to do with the expiring income tax increase has nagged lawmakers and candidates for months. Extending it won’t be politically easy. Polls show that most Illinois voters would rather cut
existing spending than increase revenue. And Quinn’s budget address – which he delayed until after the primary elections – already is being viewed with electionyear scrutiny. Rauner and his fellow Republicans immediately blasted Quinn’s proposal, saying he went back on his word because the roughly 67 percent income tax increase approved in 2011 was billed as temporary. “After 5 years of Pat Quinn’s failed leadership, we have record tax hikes, outrageously high unemployment, massive cuts in education, and there’s still a giant budget mess in Springfield,� Rauner said in a statement. “We can balance the budget without more tax increases, if we create a growth economy, and restructure and reform our broken government.� Other top Republicans said Quinn didn’t address the state’s high unemployment or go far enough on other fiscal issues, like the state’s billions in unpaid bills. The state will see a roughly $1.6 billion revenue dip if the tax increase rolls back in January as scheduled. State agency officials for weeks have been predicting dire cuts if that happens. Quinn said without the increase there would be about 13,000 teachers laid off and 41,000 fewer children in child care. He said maintaining the tax rate would be a “hard choice� but vowed not to institute new taxes on “everyday services� that working people rely on. He said he’d like to double the state’s earned income tax credit, to help poor
families keep more of what they earn, over the next few years. Democrats credited Quinn with taking a bold step. “I would commend the governor for his political courage and honesty, unlike previous governors,� House Speaker Michael Madigan told public television show Illinois Lawmakers. “He told the truth. He laid the cards on the table. If we wish to continue to provide the level of services we’ve become accustomed to education and other services, then the tax increase should be extended.� Madigan added that he plans to call for a vote on the income tax increase. Still, Quinn’s budget proposes an increase in spending over last year, setting up what’s likely to be a difficult budget battle. Budget documents show a $36.8 billion state spending plan, including more for education, public safety and courts if the extension is in place. That’s a roughly 4 percent over last year when lawmakers approved a $35.4 billion budget. Quinn budget director Jerry Stermer said part of the increase addresses rising costs. He said Illinois is still saving money from Quinn’s past decisions, including closing state facilities, a re-negotiated union contract and a Medicaid overhaul. House Republican Leader Jim Durkin called Quinn’s speech “rhetoric� that didn’t address Illinois’ high unemployment. “I would have hoped to have heard something of how we can do that, how we can turn that tide other than we’re going to tax,
tax, tax,� he said. “I don’t believe that we can tax our way to prosperity.� Quinn played down the call for extending the tax increase during the speech, referring to it as “maintaining� current rates. He’s been mum for weeks on what he’d planned to do. The push to make the increase permanent comes as Illinois is also grappling with billions of dollars in unpaid bills, a low credit rating and uncertainty with the state’s pension debt. Quinn briefly recapped his signing of a landmark pension overhaul, which he’s called one of his biggest accomplishments. But the proposed budget won’t contain the estimated savings. The overhaul that cuts benefits for state employees and retirees is undergoing a legal challenge by unions that contend it’s unconstitutional. Republicans and business groups have vowed to fight any extension of the temporary income tax hike and claim testimony from state agency officials predicting dire cuts has been overblown to justify keeping it. They’ve called for cutting spending and limiting new programs. Lawmakers must approve a budget for the new fiscal year, which starts July 1, by the end of May.

DIXON – The Dixon Park District is keeping an eye on the weather. District officials haven’t opened Reynolds Fields because underground pipes and pipes in unheated buildings haven’t yet thawed, Executive Director Deb Carey said. The fields remain closed on a day-to-day basis, she said, adding that they’ll be open by the time the district’s spring activies start. The delay to open the fields is “90 percent� related to the weather, Carey said. She added that budget constraints have limited the number of employees the park district can devote to preparing the fields. Before the fields open, the scoreboards will have to be turned on and checked for any parts or wires that need to be replaced. Once the weather allows, Carey said, the fields will be opened and operated “business as usual.� Roads in Lowell Park and Page Park have been closed recently because of the melting snow and ice. Park board meeting During its regular meeting Wednesday night, the park board approved a contract with Kreider Services Inc. for another year
of recreational programs for people with disabilities, Carey said. The agreement has been sent to Kreider for its approval. State law requires park districts to provide recreational opportunities for people with permanent disabilities as well as temporary disabilities – like recovering from surgery – and allows the district to levy taxes for that purpose, Carey said. She added that the district must partner with another taxing body – in this case, the city. The board also approved a 1-year contract to pay Stewart & Associates $12,000 for security monitoring of parks. The amount is the same as it was last year, Carey said. The board tabled proposed changes to the employee personnel policy, Carey said, until the district goes to the state to determine the best designation for part-time employees who work throughout the year. The district wants to provide some of those part-time employees with benefits, Carey said. The board did, however, approve a change to bar the district’s snowplow drivers from using handsfree cellphones while working. The snowplow drivers need to be completely focused on the road, Carey said.
