Groups discuss heroin problem Leaders meet on what can be done BY CHRISTI WARREN
DIXON – A Dixon woman died of a heroin overdose Tuesday morning. She was 34 years old, white, and the third person in as many weeks to die of a heroin overdose in Lee County. Tuesday afternoon, on the second floor of the Lee County Health Department, a group of officials met to discuss the drug’s grip on the county, and how to stop it. Representatives from the health department, Dixon Police Department, Lee County Sheriff’s Department, Lee County State’s Attorney’s Office, Sinnissippi Centers, KSB Hospital, Dixon Park District, and Lutheran Social Services were all there. The meeting began with a
conversation about the scope of the problem, and the type of people it affects. State’s Attorney Anna SaccoMiller said she sees addicts as young as 15 or 16, and some in their late 20s. “Once they’re addicted, it’s harder to kick, so they’re still using at 27, 28, 29, 30,” she said. “They may start with something else and then graduate, or start with heroin and become an addict right away.” Dixon Police Chief Danny Langloss echoed that. “It’s a difficult issue to address locally from the supply [standpoint] because most of the supply is out of Rockford,” Langloss said. “From talking to the drug users ... it’s cheap, it’s fairly easy to get, and they’re running in packs. You don’t see people purely selling heroin in town. ... It’s a different problem to address than cocaine and marijuana.” The idea for the meeting, and the ones that will follow, was

sparked when a member of the public approached Cath Ferguson, the administrator for the Lee County Health Department, and asked her if she could put out a public service announcement about the problem. “I knew that it was a public health issue, but I didn’t have the expertise to tackle it on our own, so I reached out to all of our partners,” she said. “In a matter of a couple days, I was able to assemble this group.” Among the problems they see locally that need fixed are the lack of inpatient rehab centers, and a dearth of medical staff who are able to prescribe anti-
addiction drugs such as Suboxone, which specially trained doctors can give to help fight opioid dependence. Withdrawal from the drug can be lethal, and that’s part of the addiction cycle, said Natalie Andrews, director of Adult Services at Sinnissippi Centers. “This is a chronic, relapsing disease. This is an insidious disease. There is no cure.” The most serious rehabilitation treatment that Sinnissippi Centers offers is the intensive outpatient groups, which Kevin Buss, a clinician at Sinnissippi, runs. He said that part of the problem is that even when addicts hear about how harmful the drug is, that’s not always a deterrent. “The concern that I have, and that I’ve seen in clients, is everyone’s alarmed by the fact that it’s so lethal, but at the same time it really becomes a trigger,” he said. “It’s fear and intense curiosity.” For now, group members

decided at Tuesday’s meeting, they’ll start with a public service announcement approach – to flood social media and get their message in the papers and on the radio, with a promise to do more. But for all the good intentions about improving and expanding upon local drug rehab efforts, Patrick Phelan, president and CEO of Sinnissippi Centers offered the group a solemn warning about what could lie ahead. “Of course, for all these programs for treatment and prevention, the proposed cuts are 20 percent off the top,” he said, referring to the Gov. Bruce Rauner’s budget proposal and the cuts he’s recommending to Health and Human Services funding. “So, at Sinnissippi, that means about 500 people that get treatment now don’t get treatment next year. So there’s a huge threat on the horizon with funding.”

Community A pair of Dixon residents don’t want to see one more person die at the hands of drugs. That’s why they’ve formed a group to help give people a safe place to go to talk about addiction. The group, Safe Harbor of Lee County, was founded by Dixon residents Matt Appleman and Carolyn Sweeney in response to the recent increase in heroin overdose deaths. The group’s goal, Sweeney said, is to bridge gaps they see between community organizations, and to provide a safe place for residents to talk about addiction and to seek help. “It sort of took off quickly,� she said. “I was really close with [one of the people who died recently of an overdose] ... I got on the horn with Matt and I said, ‘We can’t have one more.’� “I kind of put my feelers out and found out what’s going on and that the stuff that’s out there right now is so potent users don’t understand what they’re getting into,� she said. “The odds of it harming them has so greatly increased, but it’s something that’s so preventable.� So far a core group of founding members has been working to set up appointments with local politicians and community organizations, Sweeney said. Services, staff at stake Proposed cuts would halve cities’ share of income tax revenue BY MATT MENCARINI
DIXON – Five area mayors gathered in Dixon this morning to talk about what might happen if their cities lost revenue as a result of state budget cuts. The consensus was that a result would be reductions in services and staffing. The proposed cut to local governments, from 8 percent of the state’s income tax revenue to 4 percent, were included in Gov. Bruce Rauner’s budget proposal on Feb. 18. His budget also included deep cuts to many state services. Today’s meeting, in the Community Room of the Dixon Public Safety Building, was called by Dixon Mayor Jim Burke. Burke said the state was trying to fix its budget issues by pushing the burden on to cities, which could end up compounding the problem. In attendance were Mayors Bill Wescott (Rock Falls), Chet Olson (Rochelle), Tom Nauman (Amboy), Larry Rus-
sell (Fulton), and Don Ross (Ashton). Also in attendance were Dixon Finance Director Paula Meyer and Commissioner Jeff Kuhn. The current funding level from the state provides about $99 for each resident. The proposal calls for it to be cut in half. Dixon estimates the reduction could cost the city about $777,000 a year. Wescott said the cut would cost Rock Falls about $458,000 a year, but the city won’t factor that into its budget; rather it will amend it after it’s approved if the cuts go through. “I don’t think we’re going to get hit with all of it at one time,� Wescott said. “I think they threw it out on the table to show the magnification of the issue, but I think there will be something that will come down. “It has to be approved by the [General Assembly], and many of the other items will have to be negotiated with unions. All of those things are time consuming, as

Tim Bivins, R-Dixon, and state Rep. Tom Demmer, R-Dixon, to attend the meeting, but both said they had prior engagements. The governor’s office also was aware of the meeting, Burke said, and asked for an update afterward. The Illinois Municipal

League, a group that lobbies on behalf of local governments, has a form letter that local government representatives can send to Rauner and their area’s representatives in the Legislature. Burke suggested the group that gathered today send an additional letter. A portion of Thursday’s discussion was about the response each city’s residents were having to the proposed cuts and the possible reduction in services and staff. Russell, the Fulton mayor, said the reaction there had been mixed. “A lot of people say, ‘Well, it’s about time,’� he said. “But when it comes down to it, it’s a minority that are saying that.� Olson, the Rochelle mayor, said cuts to Illinois cities could be similar to those that local school districts have seen in the past. Rochelle has already had discussions with the Rochelle Park District about teaming up to cut grass and perform other services in ways that might save both money, he said. “The bottom line is we’re all going to have to tighten our belt, at some point or another,� Olson said. “We’ve been doing it in local government for quite some time. Middle-schoolers fit right in Club combines fitness and friendship BY JERMAINE PIGEE
STERLING – Tyson Pace, a seventh-grader at Challand Middle School, slowly pedaled a stationary bike. After a couple of minutes, Shelley Atilano, a counselor at Challand, told him to pick up the pace. “Go hard for 30 seconds,” Atilano said Thursday afternoon. “Turn up the resistance.” With a red face and gasping for air, Pace followed Atilano’s orders and ped-
aled as fast as he could for the next 30 seconds. “I enjoy working out,” Pace said as he caught his breath. “I lose my energy, and it makes me tired sometimes.” Pace was one of about 15 students who participated in a new afterschool fitness club Thursday at Challand. As part of the club, kids work out for an hour twice a week. “This is something I’ve wanted to start,” Atilano said. “It’s important that we work on our physical health as well as mental health. It’s also a great way to relieve stress.” The fitness club got underway 3 weeks ago, after Atilano realized some of her students were not
working out at home. “A lot of them did not have activities and things to do after school,” Matt she said. “It Birdsley was more about creating health and wellness for the students.” The club is run by three staff members with fitness and coaching backgrounds. Atilano is a former boys track coach at Rock Falls High School; Lindsy Stumpenhorst, the school’s assistant principal, is a former girls track coach at Dixon High School; and Jennifer Campbell, a computer teacher, is a former aero-
bics instructor. Inside a gym at the school, the students broke into three groups as they participated in a circuit training exercise. As part of the circuit, they rode stationary bikes and did mountain climbers, planks, burpees, and different yoga exercises. Matt Birdsley, principal at Challand, said the fitness club did not take the place of physical education. “These kids have PE or health class during the day, and this is something extra that they are doing,” Birdsley said. “This is something totally different to keep the students engaged in something.” Participating in the club
is something Pace looks forward to, since he does not work out on his own time. “It makes me fit,” said Pace, 12. “It makes me feel really good.” Brianna Chandler, an eighth-grader, said she enjoys working out with
some of her friends, who also participate in the club. “It’s more fun when I work out with people I know,” said Chandler,13. “It makes me feel more comfortable when I work out with them.”

Homemade stock: Homemade granola It gets in your bones bars travel well

I
t’s that time of year. That time when the cacophony of sneezing, sniffling, and coughing take over otherwise quiet households. That time when hand sanitizer, tissues, and Vicks VapoRub are never too far from reach. That time when not much sounds better than a nap, a steamy shower, and a piping hot bowl of soup (in that order). While I can’t help you with a nap or a shower, I can help you with a bowl of soup. The key to the most flavorful and most healthful bowl of soup is madefrom-scratch broth or stock. (The difference between the words “stock” and “broth,” by the way, is negligible. Most people use them interchangeably, but “broth” sometimes means made from meat and vegetables, while “stock” always includes the bones.) The recipe – if one can really call it that – actually is quite simple: Throw bones (usually chicken or beef) in
smashed 2 bay leaves 1 tablespoon kosher salt 1 teaspoon whole black peppercorns 4 quarts (16 cups) cold water 2 tablespoons vinegar Other fresh herbs, if available, including parsley, rosemary, and thyme 1. Place the chicken bones or broken-down carcass in a large stainless steel stock pot, along with the onions, carrots, celery, garlic, bay leaves, salt, and peppercorns, as well as the water and vinegar. Let the mixture stand for 30 minutes to 1 hour. 2. Bring the mixture to a boil over medium-high heat, and remove any scum that rises to the top. Reduce the heat to low, cover and simmer the stock for 6 to 8 hours, or longer, if time allows. (Note: The longer you cook the stock, the richer and more flavorful it will be.) 3. About 10 minutes before the stock is finished, add the fresh herbs, such as parsley. 4. Strain the stock into a large bowl and reserve in the refrigerator until the fat rises and congeals at the top. Skim off this fat and store the stock in airtight containers in the refrigerator or freezer. So, now the question is what do you do with all that liquid gold?

The components of a healthy stock – that is, one that will give you the most immune-boosting power for your brothy buck – mostly come from the bones. In a properly prepared stock, bones are allowed to sit in water with a bit of vinegar for about an hour before they are brought up to a boil, then allowed to simmer. The vinegar, an acid, draws the calcium and other minerals out of the bones and into the water – and thus, in a form that is more easily absorbed by the body. The hourslong simmering process breaks down the bones and cartilage, which releases collagen, thought to help with joint health, and gelatin, believed to aid in digestion. So, without further ado, here’s the recipe for good old-fashioned chicken stock:

Should I take a spin at the wheel, I feel like I’m trespassing. The music is up-tempo and up-volume. The coffee empties are black. And the passenger seat is occupied by a carton of granola bars. Apparently the enduring fruit/nut/ oat chews work as both handmeal and hand-out. Looks like she’s never planning to leave the car. Good thing; I’m never planning to leave the house.

½ cup shelled pumpkin seeds ½ cup maple syrup 2 tablespoons unsalted butter 1 tablespoon dark brown sugar Heaping ½ teaspoon kosher salt 1. Chop: Toss cherries, apricots and 2 tablespoons oats in the food processor. Pulse several times, cutting down fruit. Slide into a large mixing bowl. Sprinkle on vanilla. 2. Toast: On a large rimmed baking sheet, toss together remaining oats, the almonds, pecans and pumpkin seeds. Slide into a 400-degree oven and toast, shaking once or twice, until almonds turn golden and the whole mix gives off a nice nutty fragrance, about 8 minutes. Slide oat mixture into the bowl with the fruit; toss. Lower the oven temperature to 300.

3. Boil: In a medium saucepan, heat maple syrup, butter, brown sugar and salt to a boil. (Note: It will foam up.) Pour this hot syrup over oats. Mix thoroughly. 4. Bake: Tumble oat mixture into a 9-by9-inch baking pan lined with parchment paper. (Leave some overhang.) Cover with another sheet of parchment (to protect fingers from heat and stickiness) and press the dough firmly into the pan. Remove top paper. Slide into the 300-degree oven; bake until golden brown and still soft to the touch, about 35 minutes. 5. Cut: Cool completely. Lift out the granola block by the parchment paper and set on a cutting board. Slice into 18 bars. Wrap each in waxed paper for portability.
