DIXON – Near the beach Ronald Reagan once patrolled as a lifeguard, there could eventually be a statue dedicated to the country’s 40th president. An artist’s rendering of Dixon’s next Reagan statue was unveiled during a press conference at City Hall on Thursday. It will be placed in Lowell Park and depict a young Reagan running toward the Rock River to rescue a swimmer. The statue will be 7 feet tall and have a base about 3 feet wide, according to sculptor Gary Tillery, of Rotblatt Amrany Fine Arts Studio in Highland Park, a Chicago suburb. It’s same gallery that did the Michael Jordan statue outside the United Center in Chicago. Omri Amrany and Tillery will do the sculpting, Tillery said, adding that the
process could take a little more than 2 months and will start after the funding has been raised. Fundraising for the project, which was estimated at $200,000, according to Mayor Jim Burke, could start March 1 and will hopefully be finished by June 1. The city will approach private donors, as well as have four musical tributes. Funds for the initial work were donated by KSB Hospital, Midland States Bank, Dixon Tourism, John Weitzel, Lee County Republicans and the Dixon Area Chamber of Commerce, Burke said during the news conference. The city decided to go with a nationally known art gallery, Burke said, to help with the fundraising. A website will be set up once the fundraising begins. Amrany and Tillery have worked together on other sculptures, including the
Pat Tillman statue for the Arizona Cardinals in Tempe, Ariz. The Reagan statue will begin as metal poles welded together, Tillery said, before wood and wire are added, and the clay is put on. Then, the sculpting begins, he said. Similar to other sculptures, the face will be among the most difficult elements, Tillery said, especially because the sculptors won’t have a picture of a young Reagan running to use. “In a situation like this, you want kind of a grimmace,� he said. “You want something with some intensity. Otherwise it’s just a face stuck onto a sculpture.� Because the statue will show Reagan wearing a 1920s-era bathing suit, like he would as a lifeguard, a significant amount of time will be spent on the leg and
arm muscles. The sculptors will likely have a live model pose in a running stance, Tillery said, and then take photographs from all angles to use as references. The statue will show Reagan doing something most people don’t associate with the former actor, governor and president. And it will show him at an age most don’t associate with him. “It’s a challenge,� Tillery said. “We’re using an image of him from a time when he was probably in his early 20s. The face is going to be a little different than most people expect.� The image the sculptors will use as reference is of Reagan standing still. Members will get survey results and other information ready for presentation at the City Council’s Committee of the Whole meeting at 6 p.m. Feb. 17 in council chambers. The survey was sent via residents’ utility bills. In addition to asking questions, the survey solicited public comments. The annexation of the canal was a priority of former Mayor David Blanton. Although the land runs through the city, it is not city property; it belongs to the Illinois Department of Natural Resources.

ROCK FALLS – A committee has been formed to better coordinate the city’s recreational development efforts and expedite the possible annexation of 2.2 miles of the canal into the city. The Hennepin CanalTrails Committee will meet for the first time Feb. 13. One of its most important jobs will be to explore all angles of annexing the part of the canal that extends through the city, from the Arduini boat ramp to the state Route 40 bridge outside the city. The purpose of the new committee is to bring together separate bodies that had been working on closely related recreational projects, primarily the canal and a developing trail and bike path system. “Over the years, we had established various ad hoc committees for
work in maintenance,� Hahne said. “People retire and they aren’t replaced. It’s a big area to cover.� His office covers 96 miles of the main canal area, an additional 5 miles in Milan, and three other satellite areas. The annexation by Rock Falls would allow the city to take on some of the simpler maintenance chores. Hahne sees annexation as potentially being mutually beneficial to the city and IDNR. “This would allow us to work together to achieve our goal, which is for the state and city to get a much better product out there,� Hahne said. Both IDNR and the Rock River Development Authority have a representative on the new committee, whose chairman will be Jim Schuneman. Before the land could be brought into the city, the entities would have to draw up a lease agreement that Wescott says has not yet been prepared. The document

More than a decade of draconian state budget cuts have made these types of annexations appealing to both the municipalities involved and IDNR. From 2002 to 2013, the agency has seen its general funding drop from $107 million to $45 million. Personnel has been halved, leaving a maintenance backlog of nearly $1 billion. would, among other things, spell out the division of maintenance responsibilities. With a lease agreement in hand, the city could proceed with annexation. That would include engineering work for drawings, a public hearing, and notification to neighbors within 250 feet of the property. “The city would draw up the annexation agreement in ordinance fashion, and it would be voted on by the council after a second reading,� Wescott said. In addition to the added manpower for maintenance, other advantages cited by the city include bringing the area into the jurisdiction of Rock Falls police, giving the city authority to determine use policy and make upgrades, and providing grant opportunities for feeder canal projects. The area is now under the policing jurisdiction of the Whiteside County sheriff. Rock Falls Police are often asked to respond anyway until the sheriff’s department can
get there, Wescott said. The area could be included in the city’s regular police patrols. The obvious disadvantage is cost, and the city’s inability, up to this point, to put a price tag on taking control of the area has been a stumbling block. “The costs are the biggest concern,� Wescott said. “There are no new taxes or revenue from this to put in.� Researching the cost is a work in progress, although numbers in the $100,000 to $200,000 a year range have been tossed around. The cost to the city would also be documented in the lease agreement. Wescott is optimistic that costs could be held in check, largely because of commitments from several local volunteer groups. “We plan to have a majority of the work done by volunteers,� he said. “It’s also possible that there won’t be any lease cost, but that’s something we haven’t discussed with IDNR yet. There are still a lot of questions to be answered.�

STERLING – A local group is helping immigrants who are in the country illegally to get their driver’s licenses. This week, Theresa Hooper of Trabajando Juntos (Working Together) sent an email to members of the group, asking them for help with taking immigrants to their appointments at motor vehicle offices. “Many people from our area [Sterling/Rock Falls] are applying for the driver’s licenses for undocumented people,� Hooper wrote. “However, some who already
have appointments made do not have anyone to take them to their appointments.� Three such appointments are set up for next week, she said. A state law to allow immigrants in the country illegally to get driver’s licenses took effect July 1. Illinois, New Mexico and Washington are the only three states to allow such driver’s licenses. Proponents say “temporary visitor driver’s licenses� help to ensure that immigrants are trained and insured drivers, while opponents argue that giving such licenses makes states a mag-
net for those who break the law. To get the special license, a person must set up an appointment at one of 36 designated motor vehicle offices. Dixon and Sterling’s offices are not on the list. The nearest offices giving immigrant licenses are Silvis (outside Moline), Princeton, Rockford and DeKalb. In an interview, Hooper said she favored the new law. “This is so important that they are working toward their licenses,� she said. “They need a license to drive a car legally. We are a group that works on issues related to Latinos.�
So far, 50,000 appointments have already been logged in with the secretary of state’s office, which runs the motor vehicles division, said the agency’s spokesman, Henry Haupt. An appointment set up now will take place in about 90 days, he said. The appointment is a first step in the process. After that, the secretary of state will proceed to verify a person’s information, Haupt said. “If we didn’t have appointments, there would be thousands waiting in line,� he said. “The appointment process has worked. We understand that there is high demand. We simply urge that people please be patient.�

MORRISON – An investigation has been opened to determine whether a criminal prosecution is warranted after a report of sexual misconduct was made about a former Whiteside County probation officer. Kevin Johnson, director
of court services for Whiteside County, declined to comment, but he did say that the suspect, Dale Merema, was no longer employed there. He wouldn’t say when Merema left. According to court documents, the investigation was opened because Merema is believed to have attempted “custo-
dial sexual misconduct.� Whiteside County State’s Attorney Trish Joyce said during a phone interview that because the matter involved a county employee, she had a conflict of interest in handling the case herself, and so she asked that a special prosecutor be appointed. The court agreed in November.

ong before the dawn of the breakfast sandwich, there was toast. John Friend recalls his parents pushed him out the door of his home in Kansas City, Mo., when he was a child with a slice of buttered sourdough toast in his hot little hands as he made his way to school. “There are a lot of people in the artisan bread industry that shy away from doing things to their bread that would mask the flavor, but we’ve always been about the toppings,� says Friend, the 28-year-old vice president of Farm to Market Bread Co., a Kansas City artisan bread company that recently marked its 20th anniversary. The truth is toast is humble enough for even the shakiest of home cooks to master: The easiest versions are embellished with melted butter and maybe spread with jam, a tasty combo for any morning meal. But when savory toppings are thrown into the mix – and creatively slathered on all manner of interesting artisan breads – toast is transformed into a square meal deal appropriate for any time of day or night and just about any occasion, including cocktail parties. Slices of Farm to Market breads get an upscale twist at restaurants such as the Drop in Martini Corner in Kansas City, where one of the more exotic toppings is a red
grape, Gorgonzola and balsamic vinegar reduction. At the Urban Table in Prairie Village, Kan., bruschetta toasts are topped with a luxurious medley of roasted chicken, mushroom duxelle and fontina. But in our own kitchen, we also were wowed by the results of store-bought pimiento cheese smeared on white bread toast. Some toast-masters pop their slices in a slotted toaster, while others prefer to set the oven to broil or throw it on the grill. Either way, toast is best made with day-old bread that has been evenly browned by radiant heat to the point that the natural sugars and starch molecules on the face heat up (scientifically speaking that’s the Maillard reaction) to create a slightly crunchy exterior and a warm, sponge-y center. “The true toast addict is fussy about its preparation, choosing day-old baker’s bread to make it, and insisting it is eaten as soon as ready, for good toast must be consumed whilst hot. ‌ Left to go cold, it becomes leathery and loses its aroma,â€? according to the authoritative tome “The Oxford Companion to Foodâ€? by Alan Davidson, who portrays toast as an almost exclusively British fixation. Marion Cunningham’s classic “The Breakfast Bookâ€? (Knopf, 1987) includes a chapter on toast, and she notes that many early American cookbooks included chapters on how to create “modest-size meals on toastâ€? to “offer a little more nourishment and varietyâ€? to the diet. Cunningham’s cookbook
includes recipes for sausage applesauce toast, apple and cheese toast, ham toast, banana toast, tomato toast, creamed mushroom toast and smoked salmon toast. More recently, toast has been the subject of articles in Cooking Light, Bon Appetit and the Food Network magazines. A Google search turns up from five to 351 fanciful ways to top your toast.
