Raising biliterate children Voluntary dual language program coming to Jefferson elementary BY JERMAINE PIGEE

STERLING – Sophia Lopez is only a preschooler, but her mother already is preparing for her future. Jenna Lopez, who is also a reading specialist at Jefferson Elementary School, plans to enroll her daughter in a new dual language program being launched at the school. “If she is bilingual, she will be more successful,” said Lopez, 30. “She may not understand right now, but when it comes to school and jobs in the future, she will have more opportunities.” The voluntary program is designed to create biliterate students – those who will be able to read, write and speak English and Spanish. The program will begin with kindergartners and follow them as they advance into higher grades. “The first class is a pilot

class for all grades,” Principal Sara Dail said. “Right now, we are writing our kindergarten curriculum, and our first-, second- and third-grade teachers are helping to write that.” The first classroom will be at Jefferson, which has K-2 students, with both English- and Spanishspeaking students learning both languages. Because the district allows open enrollment, children who normally would attend Franklin Elementary, Sterling’s other K-2 school, can apply to attend Jefferson. Whether they will be accepted depends on that year’s enrollment numbers. Once students enter Washington Elementary School as third-graders, a program will start there. To be eligible, students must be 5 by Sept. 1 of the school year in which they want to participate; demonstrate strong oral language skills in their first language; demonstrate kindergarten readiness; and have parents who are willing to commit to the program through fifth grade. The kindergarten classroom will have a bilingual teacher and a bilingual teaching aide. Eighty percent of the class will be

taught in Spanish, and 20 percent will be taught in English. Hand motions and other techniques will be used to help students understand the language. The percentage changes to 70-30 in second grade, and 60-40 in third grade. In fourth and fifth grades, 50 percent of the instruction will be in Spanish and 50 percent will be in English. In kindergarten and first grade, students will be encouraged to use both languages throughout the day. In second and third grades, most of the academic subjects will be taught in Spanish, and in third grade, formal English reading and writing will be emphasized. “Because we have a high population of Spanish speakers in the area, we choose Spanish and English for our two languages for the program,” Dail said. “With our current personnel, we are fortunate that we have teachers who are bilingual.” Of the five kindergarten sections, only one will be dual language; the others will be taught in English. The program will not cost the district anything until 2020, when the students reach fifth grade, Dail said. “At that time, we will need one more bilingual

teacher,” she said. “At Jefferson, we have three grade levels and three bilingual teachers, but when they get to Washington School, they will have three grade levels, but only two bilingual teachers.” Plans call for adding some dual language classes at the middle and high school levels. “Students will also get a seal of biliteracy on their transcript,” Dail said. “Colleges and employers will see that.” Dail has heard no opposition to the program. “It’s a voluntary program, so it’s not like we are making every kindergartner go into the program,” she said. “People I’ve spoke to want their students to have this opportunity. I’ve already gotten calls from interested parents.” Lopez said she looks forward to her daughter starting the class. “I’ve had many career opportunities because I am bilingual,” she said. “If you have a job candidate who is Englishspeaking and a candidate who is bilingual, the bilingual candidate will get more of an advantage over the English speaker because she can offer more.”

During the skydiving off-season, November through April, Anderson said the hangar is used as a banquet hall that can hold 500 people. The airport has hosted a concert and several fundraisers. “The airport has become a center of activity,” Anderson said. “And that’s what we wanted.” He said it seems like Dixon is starting to do the same things Rochelle did 7 years ago. The current lights are about 25 years old. The replacements will be more energy-efficient and safer for pilots. The fence will be installed along the north side of the property. It’s part of a Federal Aviation Administration initiative to get fences around American airports. It will help keep people and animals out of the airport, Brown said, adding that animals are generally the bigger concern at the Dixon airport. On the city’s long-term wish list for the airport is a longer runway, up to 5,000 feet, which is the length m o s t insurance companies require as a minimum for corporate jets. It’s a growing customer base for hangar spots and can be an asset when attracting businesses to locate to the city. Currently, the corporate jets can land at the Rochelle and Whiteside County airports, but they bypass Dixon. The city owns 11 acres at the west end of the airport. The land has water and sewer lines, and

The city approved engineering agreements to add new lights along the runway and build a fence, and started the process of creating a task force to study airport development. In the fall, the city borrowed $50,000 from the cityâ€™s attorney generalâ€™s mortgage settlement funds to use for preliminary costs until the economic development group is able to put the funding together. City Manager Scott Shumard said the money was made available for any early design work or marketing that needed to be done. The county had owned only the courthouse portion of the building, but eventually decided to buy the rest of it because falling bricks were damaging the courthouse roof. Brian Hollenback, president of the development agency, said it usually has five to nine options at its disposal in what is fierce competition for tax credits. â€œThere were six in this application, including tax credits, a bank donation, and private investment,â€? Hollenback said. â€œTax credits are usually 40 percent to 60 percent of overall project costs.â€? The county owns the entire building at 101 E. Third St., which houses the courthouse on its first floor. A few years ago, the group got into the business of buying land near the 882-acre natural area when that tract came up for sale, with the intention of eventually selling it to the state.

The group acquired the 40-acre tract a few years ago with the help of a grant from the Illinois Clean Energy Community Foundation, said Donna Ducharme, committee chairwoman. “The idea always was to be able to buy then sell it to the state to add to the Franklin Creek State Natural Area,” Ducharme said. “Part of our mission has always been to develop the natural area and add land to it. So, when highquality land adjacent to the natural area comes up for sale, we try to purchase it so that when the state has the money, the land is available.” The state paid $264,000 for the acreage, and that money that will go toward other land

purchases, restoration efforts, and stewardship activity, Ducharme said. In December, the group closed on an additional 22 acres it hopes to sell to the state eventually. According to the Department of Natural Resources website, the Franklin Creek Preservation Area Committee was the first volunteer organization in the state to “improve state-owned land for park purposes through volunteer efforts.” Ducharme said the state is going to seek “nature preserve” status for the 40-acre parcel, which is the highest form of protection. “It’s going to be protected forever,” she said.

And 98 percent of surveyed scientists say it’s a problem that we don’t know what they’re talking about. Scientists are far less worried about genetically modified food, pesticide use, and nuclear power than is the general public, according to matching polls of both the general public and the country’s largest general science organization. Scientists were more certain that global warming is caused by man, evolution is real, overpopulation is a danger and mandatory vaccination against childhood diseases is needed. In eight of 13 science-oriented issues, there was a 20

The figures for scientists are slightly different than past academic studies because of wording of the question and the fact that AAAS members include many specialties, but they tell the same essential story, said Pew associate director Cary Funk. What to do about climate change is another issue. Nearly two-thirds of scientists favored

building more nuclear power plants, but only 45 percent of the public did. But more of the public favored offshore drilling for oil and fracking than scientists did. More than four out of five scientists thought the growing world population will be a major problem, but just less than three out of five members of the public did. Pew polled 2,002 adults in August and did an online survey of 3,748 AAAS members in the fall. The margin of error is plus or minus 3.1 percentage points for the public and 1.7 percentage points for the scientists. In 2009, Pew has asked only a handful of questions like these to both scientists and the public and the gap hasn’t changed much since, Funk said.

Man gets 108 years for sexual assault JOLIET (AP) – Authorities in Will County say a Romeoville man convicted of sexually assaulting a 12-year-old girl and filming the abuse has been sentenced to 108 years in prison. Pasta pairs perfectly with sausage, spinach BY SUSAN SELASKY Tribune News Service

When cooking pasta, some people add oil to the water. Others add salt. I typically add a good heaping tablespoon or more of kosher salt. The water should taste salty. Today’s recipe originally called for heavy whipping cream and regular Italian sausage. I used Italian turkey sausage. You can use sweet, mild or hot. To make the sausage easier to slice, freeze it until just slightly firm. Instead of heavy whipping cream, I used light cream, but you could also use fat-free half-and-half.

If you dine out and order a pasta dish, chances are you’re getting a huge serving. For those trying to watch portion sizes, that’s not good news. Some entrees at popular Italian eateries can have more than a day’s worth of fat and sodium in one serving. It’s easier when you’re serving a pasta dish at home to watch portion size. Keep in mind when serving pasta that 8 ounces of dry, uncooked, long pasta (spaghetti, angel hair, etc.) will yield 4 cups cooked. For today’s recipe, using 8 to 12 ounces of pasta provides about 1½ cups of pasta per serving. Pairing the pasta with the sausage and spinach helps make a filling meal.

Slicing the sausage for spaghettini with sweet Italian sausage and spinach can be made easier by freezing it until it’s just slightly firm. 1 tablespoon olive oil 3 ⁄4 pound sweet Italian pork or turkey sausage (link variety), cut into ½-inch-thick slices 2 large garlic cloves, peeled, chopped 1 medium onion, peeled, chopped

2 cans (14 ounces each) fat-free, reducedsodium chicken broth ½ cup water 8 to 12 ounces spaghettini or angel hair pasta (whole wheat or regular) 1 bag (10 ounces) fresh

spinach, tough stems removed, coarsely chopped ½ cup fat-free halfand-half or light cream or heavy whipping cream Crushed red pepper flakes to taste Salt and pepper to taste 2 tablespoons chopped parsley 1. In a large stockpot, heat the olive oil over medium-high heat. Add the sausage slices and cook 5 minutes, stirring, until they brown. 2. Add the garlic and cook 1 minute. Add the onion and cook 3 minutes or until it is lightly browned. 3. Add the chicken broth and water; cover and bring to a boil. 4. Add the pasta and cook about 5-6 minutes,

stirring frequently. 5. Stir the spinach into the pasta, cover and cook 3-5 minutes or until the pasta is al dente and the spinach is wilted. Stir in the cream and cook 2-3 minutes or until the sauce is slightly thickened and it coats the pasta. 6. Season with crushed red pepper flakes and salt and pepper to taste. Divide into individual bowls and garnish with a sprinkle of fresh chopped parsley. White chicken chili features sour cream, half-and-half White Chicken Chili Yield: 8 to 10 servings 1 tablespoon vegetable oil 2 pounds boneless, skinless chicken breasts 1 stick butter, divided 2 large onions, chopped ¼ cup all-purpose flour 3 ⁄4 cup chicken broth 2 cups half-and-half 1 teaspoon Tabasco sauce 1½ teaspoons chili powder 1 teaspoon cumin ½ teaspoon salt ½ teaspoon pepper 1 (16-ounce) can white beans 2 (4-ounce) cans whole mild green chiles, drained and chopped 1½ cups grated Monterey jack cheese ½ cup sour cream 1. Heat a large skillet over moderately high heat and add oil. Meanwhile, season chicken with salt and pepper. Cook the chicken until brown

on one side, about 5 minutes. Turn and cook – turning occasionally to keep from burning – until done, 10 to 15 minutes more, depending on the thickness. 2. Remove chicken to a plate to cool. When cool enough to handle, shred it with your fingers and set aside. 3. Melt 2 tablespoons of the butter over medium heat and cook onions until softened, about 5 minutes. 4. In a heavy pot large enough to hold all the ingredients, melt remaining 6 tablespoons of butter over moderately low heat and whisk in flour. Cook this roux, whisking constantly, for 3 minutes. Stir in the onion and gradually add the broth and half-and-half, whisking all the time. Bring mixture to a boil and simmer, stirring occasionally, 5 minutes or until thickened. Stir in Tabasco, chili powder, cumin, salt and pepper. Add beans, chiles, chicken and cheese; cook
