For McNinch, business about passion and fun Local business owner gets inaugural award BY MATT MENCARINI
DIXON – Tim McNinch got a phone call earlier this week asking if he was going to attend the Sauk Valley Area Chamber of Commerce dinner. He hesitated. He wasn’t planning on it, but the call was made to ensure that he’d be there. McNinch had been selected as the inaugural recipient of the Sauk Valley Area Chamber of Commerce Champion Award. “This is a total surprise. Thank you very much,” he said after being given
the award Thursday night at The Brandywine. “Any time you run a business, if it’s your passion, it makes it a lot of fun. And I can’t say enough about the fact that my family has supported me.” McNinch, a Sterling resident, is the owner of Airplay Sports & Espresso and The Rusty Fox, both in downtown Sterling. This award will be given to an individual or organization who has gone above and beyond in either professional or volunteer service to the community. In addition to the businesses, McNinch sponsors and hosts national disc golf tournaments and is a member of Sterling Main Street. According to the chamber’s
news release, he’s been a leader in the development of Fourth Fridays and the downtown Music Fest held in the summer. Whiteside Area Career Center’s Creating Entrepreneurial Opportunities class helped plan the event and also performed a skit. It was the second year the class has helped with the dinner. After the dinner and skit, before the awards started, the students in the CEO class spoke about what they’ve learned from the class. One of them said something that resonated with McNinch. Before it was Airplay Sports & Espresso, his business was a downtown storefront selling disc golf equipment. And before it was a storefront,
McNinch ran it out of his home. “One of the kids said tonight that life truly starts just outside of your comfort zone,” McNinch said. “And after working 37 years for other people, venturing out and trying something on your own, I only wish I’d have done it first.”

During the dinner, the chamber recognized three retiring board members: Eric Shaffer of Sterling Federal Bank; Jon Byar of Midland States Bank; and Heath Olson of the Walmart Distribution Center. Their vacancies will be filled by Steve Munson, of The Medicine Shoppe;

ROCKFORD – An 81-year-old Mount Morris bicyclist is in serious condition today at a after being struck by a semitrailer in a hitand-run Wednesday morning. Michael Chizzo was riding his bicycle through the snow just before 6 a.m. – part of his morning routine, Ogle County Sheriff Brian VanVickle said – when he was hit in the 4000 block of state Route 64, east of Mount
Morris. The driver didn’t stop, and even though there was a witness, VanVickle said his department doesn’t have much to go on. “It was snowing pretty bad at the time,� VanVickle said. The semi was described as a tractor with a sleeper of an unknown color, and a box trailer of an unknown color, possibly with minor damage to the passenger-side front bumper. Chizzo was taken to
KSB Hospital in Dixon then transferred to OSF St. Anthony Medical Center in Rockford. Anyone with information about the hit-andrun is asked to call the sheriff’s department at 815-732-6666.

Whose wall is it, anyway? Three-way disagreement delays talks in fixing wall outside old courthouse DIXON – It’s been an issue for a while: After the retaining wall outside the old Lee County Courthouse collapsed in spring 2013, the city paid to clean up the debris. But who’s responsible for repairing it? It’s a 2-year-old tale of he said, he said, he said, and it came up again at Tuesday’s County Board meeting. The gist of the argument between the city of Dixon, the county, and Illinois Department of Transportation is that back in the early ’90s, when the intersection at Galena and Second avenues was expanded, the state bought some of the county’s property on the block that houses the courthouse, added a right-hand turn lane, and rebuilt a cement block retaining wall with a limestone facade. When that happened, IDOT also entered into a maintenance agreement with the city that said the state will maintain its roadway, and the city will maintain the side-
walk and appurtenances, which basically means anything abutting the roadway. In IDOT’s opinion, the wall is an appurtenance, IDOT engineer Kevin Marchek said. As far as the city’s concerned, though – and as officials have brought up in talks with the county and state – the wall wasn’t built properly to begin with, street commissioner Jeff Kuhn said. “The limestone is a facade up against the cement blocks,” he said. “There was nothing in there for drainage, and with the hydraulic pressure ... the expansion pushed the cement block sideways, and that’s what knocked the limestone off the wall, which caused the problem. “It was the state who came up with the drawings and paid for the wall to be built, but we feel it was not built correctly. ... There’s a lot of misunderstanding. There’s a lot of finger-pointing. If you’re going to find a solution, the three sides need to sit down and do it, but we’re not at that point yet.”
IDOT does not agree that the wall was built incorrectly. “It was built in accordance with the plans,” Marchek said. “If there was water pressure behind the wall, or pushing the wall over, you would think the dirt behind the wall would come down with it, but now the dirt is still standing.” So where does the county come in? “The courthouse is on that block,” Kuhn said. “And the wall goes around that building, so therefore I believe they should have ownership of it, too.” According to state and county officials, repairing the fallen portion would cost $18,000 to $20,000. Replacing the entire wall likely would $500,000 to $600,000. In the beginning, talks between the city, state, and county broached the idea of splitting the cost of the repair three ways, but that fell through because the county didn’t think just patching it would be sufficient, County Board Chairman Rick Ketchum said. He would consider bringing it to the board

Also at Tuesday’s Lee County Board meeting, an intergovernmental agreement between the county and the city of Dixon regarding the deputization of nine city police officers was approved. ties during major crime investigations in the county. City officers will continue to be paid by the city, and deputies will continue to be paid by the county. The agreement also was approved at Monday’s City Council meeting. “The rest of [the wall] is leaning bad,” Ketchum said. “It’s going to fall, it’s just a matter of time.”

Freeze could delay projects BY PAM EGGEMEIER
Gov. Bruce Rauner’s freeze on spending could have serious repercussions for municipalities and local agencies that count on grants for projects and programs. Among several local projects in limbo could be $2 million in state grants to pay 100 percent of Sterling’s eco-tourism riverfront project, and a $400,000 grant for Rock Falls to develop green space amid its waterfront development. On Monday, Rauner signed an executive order for state agencies to halt nonessential spending, and to put grant and state contract activity on pause until July 1. Interstate construction projects and surplus state-owned properties will also be put under the new administration’s microscope. The order requires every executive branch agency to report to the Governor’s Office of Management and Budget to identify every contract awarded
or entered into by a state agency on or after Nov. 1, 2014, and every hiring decision taken by agencies on or after Nov. 1, 2014. When the announcement was made, Rauner indicated that was the first step in what could be a long road to financial stability. “Years of bad decisions have put Illinois in a financial crisis,” Rauner said in a news release. “Today we start the process of putting our state back on the road to fiscal stability by reviewing agency spending, stopping contracts and grants, and selling excess state property.” In Sterling, the city is expecting more than $2 million in state grants to entirely fund its eco-tourism riverfront project. In September 2013, the city learned it would receive a $1.3 million EPA Green Infrastructure Grant and an additional $900,000 from the state’s Mud to Parks grant program to help move 60,000 cubic yards of dredged material from Lake County to be
used to cover the former Northwestern Steel & Wire Co. brownfield site. The Mud to Parks grant was amended just ahead of the governor’s resolution to include the Sterling Park District’s dredging of the Thomas Park pond and change soil locations and project deadlines. City Manager Scott Shumard said he hasn’t heard anything specific that would warrant a change in plans. “The state signed off on the amended agreement before the governor’s action,” Shumard said. “We had made a conscious effort to get that finished as soon as possible.” Shumard said dirt wouldn’t be moved until the weather improved anyway, but the city planned to start much earlier than the July 1 date in Rauner’s resolution. A contract has been signed for a company to do the dirt-moving work. “I don’t know that there is a plan B for this project,” Shumard said. “This is entirely funded by state
grants, so I guess we would have to finance it ourself with bonds.” Shumard said a bigger concern might be any delays with the StanleyNational site cleanup process. “We have a plan in place with EPA for remediation so we can sign off on the National property,” Shumard said. Stanley has submitted a proposal for the company’s part of the cleanup, which is mostly underground issues. The city is responsible for any building contamination. “Site remediation can take a couple months or well over a year,” Shumard said. “EPA can ask for more work to be done or additional samples taken. We are hoping to hear something this summer.” In Rock Falls, the city’s biggest concern would be the $400,000 state grant it won to develop its green space project in the RB&W district. The city learned Jan. 3 it was one of 72 communities chosen to receive an award from the Open
Space Land Acquisition and Development program that is administered by the Illinois Department of Natural Resources. The city is also starting work on a $1 million award through the Illinois Department of Commerce and Economic Opportunity Tourism Attraction Development Grant Program. City Administrator Robbin Blackert said this isn’t the first time municipalities have dealt with grant freezes. Rock Falls was awarded a $330,000 grant in 2009 that finally came in from DCEO in 2013, after the project scope had changed and officials were forced to jump through additional hoops. The money was eventually used to put new roofs on the police department building and City Hall. Blackert said grant delays would be more problematic for projects that would be interrupted midstream. “Fortunately for us, we don’t have a shovel in the ground yet,” Blackert said. “This award is one-
tenth of our project cost, so while it’s nice to have, it won’t make or break it. It would be disappointing if the grant was what we needed to secure financing.” Grant delays could impact meetings the city has just started to secure bonds for the project. “It could affect the payments and delay the project,” Blackert said. “We’re trying to stay positive – it is what it is. We understand that some hard decisions need to be made, given the state’s financial situation.” Blackert said the DCEO Tourism grant isn’t as much of a concern for her because of where the money comes from. “That grant is different because it is funded with hotel/motel tax money, and although it can be frozen, the funding source is secure,” Blackert said. “I don’t believe Rock Falls has ever received this grant, and with all they have paid in, they deserve to have some of that money brought back here.”

Beef with Broccoli
Yield: 4 servings 8 ounces beef sirloin 3/4 pound (12 ounces) broccoli 4 ounces button (white) mushrooms 2 cloves garlic 1 tablespoon sake, dry sherry or dry vermouth 1 tablespoon rice vinegar 1 tablespoon sesame oil 1 tablespoon water 1 tablespoon granulated sugar 2 teaspoons cornstarch 1 tablespoon vegetable oil 1. With a sharp knife, slice the beef into thin, bite-sized strips. Wash the broccoli and divide into florettes, discarding the rest of the broccoli

Add barley, broth, porcini and mushroomsoaking water to vegetables in skillet; heat mixture to boiling over medium-high heat. Reduce heat to medium-low; cover and simmer until barley and vegetables are tender and most of the liquid has evaporated,
