How to spend $40M? Debt and overdue projects limit city’s options on spending BY DEREK BARICHELLO
DIXON – While nearly $40 million sounds like a huge windfall for the city, the options for spending it are likely to be limited by debt obligations. Dixon faces a sizable debt and overdue maintenance projects, restricting options for spending what it will recover from an out-of-court settlement and sold assets from Rita Crundwell’s estate, Finance Director Paula Meyer said Thursday at a town hall meeting. About 200 residents and media filled roughly threefourths of the auditorium at Loveland Community House. The meeting was held for residents to give their input on how the money should be spent. They suggested everything from paying off the city’s debts, to tax abatements and recreational projects. Paying off debts for sewer projects to in turn lower sewer rates was a common request of residents who spoke Thursday. It even drew applause and an “amen� from an audience member the first time it was mentioned. No feedback was given by public officials. The next phase in determining how the money is spent will come after a city administrator is hired. A vote on a recommendation is expected from the council Nov. 4, Mayor Jim Burke said. Several days of advance notice will be given to the public, as well as time for them to weigh in on a course of action regarding the money, Burke said. In total, the city is expected to receive $29.7 million – after legal fees – from an out-of-court settlement reached last month with its former auditors and bank. Also, it expects about $9.245 million from the sale of Crundwell’s assets, Meyer said. The city faces debts of $8.7 million in money borrowed from its own operating funds and $12.3 million in debt from three outstanding bonds. The bonds cannot be paid off contractually until December 2021, amounting to about $4 million more owed in interest. Meyer said paying down the debts totaling $23,234,387 are a must. Streets, sewers and building projects were listed as options, the finance director said. Setting up $5 million in general fund reserve, $4 million toward a River Street sewer and road project, and $2 million toward other sewer capital projects were suggestions given by the finance director. Also, investing in economic development programs was mentioned as a possibility, Meyer said. Former Commissioner Walter Lohse said he would like to see the money spent on paying down debts to give residents relief in either property taxes or sewer bills, while others called for outright property tax abatements. Both suggestions present challenges, Meyer said after the meeting.

In regard to lowering sewer rates, Meyer said, “We can pay back that outstanding debt, but we would have capital projects to tackle that would put that bill right back on citizens.� Others spoke about increasing recreational activities to help entice economic development. Projects mentioned included riverfront improvements and renovating or building a new swimming pool. The city’s Veterans Memorial Pool has been closed for the past dozen years and there is an ongoing movement to renovate it. A program to issue loans to businesses looking to improve infrastructure to accommodate the disabled was suggested, too. All suggestions will be considered, Burke said. “The bottom line for the council is to do what is in the best interest of the taxpayers and the community at large,� Burke said. “That is our guiding principle.� Burke said the City Council has been under disclosure restraints regarding the Crundwell incident.

A hair-‘razing’ day at school Students shave teacher’s head for cancer fundraiser BY KIMBERLY WATLEY For Sauk Valley Media
AMBOY – Students were more excited than usual to get to Amboy Junior High School Thursday morning. In addition to being an early dismissal day, an assembly unlike any other was scheduled. They got to shave a teacher’s hair off. Sixth-grade social studies teacher Allen Duerksen walked around the gym with a floppy pink sun hat atop his shoulderlength, curly hair as students filed in, most wearing pink in support of Cancer Awareness Month. His hair was sectioned off in small ponytails around his head. His wife Peggy, a twotime cancer survivor, couldn’t contain her smile as her husband took center stage. Each year, sixth-grade students work on a community service project. This year they are raising money for the American Cancer Society. Duerksen asked everyone who knew someone who had died from cancer to please stand. Many in the crowd rose to their feet. “Look around. Now, how many of you know someone who survived cancer?� A smaller, yet significant number remained standing. “This is why we are doing this,� Duerksen said. “It is everywhere, and it’s gotten to be overwhelming,� he said

razor. Each student approached with laughter, taking the razor to his hair. Fake groans ensued, making students laugh even harder. “What a start, you guys have already raised $360!� he said. A few months ago, when Duerksen had asked his class what type of project they wanted to work on this year, there was no hesitation – they wanted to show support for people faced with cancer. A past project saw the students raise hundreds of dollars for Operation Migration. Whooping cranes take a path from Wisconsin to Florida that cuts right through Lee County. Duerksen

said it was an opportunity to teach students about the birds and geography, all while giving back to nature. Two years ago, the class raised hundreds of dollars that went to the Joplin, Mo. long hair served him well. He has played in rock bands since 1975, and now plays electric bass for Rat Baxter. His bandmates have never seen him with short hair, but he has no doubt he will still “head-bang� with the best of them. Duerksen said it’s been 10 years since his last drastic haircut. While he thinks it looks “weird�, he says it was worth it.

Kmart to close Company plans mid-January shutdown of store BY DAVID GIULIANI
STERLING – Sterling’s Kmart is going the way of many others across the country. The store announced to its local employees Thursday that it would close its doors in mid-January. It plans to start its liquidation sale Oct. 27. “The store closures are part of a series of actions we’re taking to reduce ongoing expenses,� corporate spokesman Howard Riefs said in an email to Sauk Valley Media late Thursday afternoon. The store in Sterling has 58 employees. “They have the opportunity to apply for positions at other Kmart and Sears stores,� said Riefs, who works for Sears Holdings Corporation, which owns Kmart. The store had no outward indications Thursday that its days were numbered, with the exception of a sign
in the layaway department indicating that the store, effective Thursday, would no longer accept layaways. The store’s shelves were fully stocked. Unloading her cart, Charlin Nolan of Sterling said she was sad to hear the store was closing. “Another empty building, just what Sterling needs,� said Nolan, who owns a gardening business. “This is a store you can get in and out of. Pie by the stack Take old-fashioned dessert to new heights with combo BY SHARON THOMPSON MCT News Service
I
n Kentucky, stack cakes are common, but few people are familiar with stack pies. A recent article in The New York Times generated some buzz about this old-fashioned dessert. Times food writer Melissa Clark wrote about stack pies in a July issue, then the story was picked up by NBC’s “Today� show, and now it’s getting attention from other food reporters and bloggers. Clark interviewed Karen Thornton, who was researching her family’s genealogy, and Thornton told Clark about a recipe for stack pies she found in a book from the ’30s about western North Carolina, where her family is from. In the book, given to her by an aunt, there was “one paragraph that describes people bringing fruit pies to church functions. Each family’s pie would get stacked on top of one another, and when it was dessert time, the whole thing was sliced like a layer cake.� Thornton and her husband, Chris, who have their own blog, Thepeche.com, were intrigued and began to bake dozens of stack pies in different flavors. We asked several cooks in Central Kentucky about stack pies, and discovered they are unfamiliar to most people except for those in and around Washington and Mercer counties. Sandra Davis of Springfield, Ky., author of “That Special Touch� cook-
book, said they probably originated at church potlucks or reunions. The recipe she has is from “my mother-in-law, who got it from her sister-inlaw. The handwritten copy came from Kathy Elliott, whose mother came up with the original recipe. Her name was Dot Davis, a wonderful cook. She baked the stack pies for her daughter and son-in-law’s restaurant in Lebanon, Ky., called Country Kitchen. She would make stack pies and then use the egg whites to make old-fashioned angel food cakes for Sunday dinner at the restaurant. “The people in Lebanon had never heard of stack pies, but they were a sellout every weekend. “My mother-in-law, Ella Mae Davis, always made them for Thanksgiving and Christmas, and I got to take the leftover pie home to put in the freezer and enjoy during the spring. It’s so rich you only cut a sliver. All the pies are stacked and covered with caramel. “Ella Mae always made them to sell at the homemakers’ annual bazaar. Not many people made them because they were too much trouble and rather expensive. Some were five pies high and some four.� Tyler Horton, co-owner of 1851 Historic Maple Hill Manor Bed and Breakfast in Springfield, said recipes for stack pies can be found in many Washington County, Ky., cookbooks. “We have been known to serve a

Stack pies are common around Mercer County, Ky., and in that area they’re referred to as custard stack pies. Betty Dean Coleman of Harrodsburg, Ky., has never made the stack pie, but she buys them from people in the area. “They are very, very rich, and they have a lot of brown sugar and caramel, and they have anywhere from three to 12 pie crusts as the stacking, and this caramel buttery filling goes in between,� she said. “Then when they’re stacked up, you cover it all with frosting or icing of some kind, but most of the time it’s caramel.
“They’re delicious, but you have to serve them Âź-inch thick. You can’t eat any more.â€? The Thorntons’ pies were stacked two or three pies high, so we decided to make ours only two pies high, although tradition calls for many stacks.
Pumpkin-Pecan Stack Pie Pumpkin pie: 2 cups cooked pumpkin, or 1 can (15 ounces) pure pumpkin 1 cup brown sugar 1 cup evaporated milk 3 whole eggs 2 tablespoons pumpkin pie spice ½ teaspoon salt 2 tablespoons butter 1 (9-inch) unbaked pie

shell Pecan pie: 1 cup dark corn syrup 3 eggs 1 cup sugar 2 tablespoons butter, melted 1 teaspoon vanilla 1½ cups (6 ounces) pecans 1 (9-inch) unbaked pie shell To make pumpkin pie: In medium bowl, beat together all ingredients and pour into unbaked pie shell that has been sprayed with non-stick cooking spray. Bake at 425 degrees for 10 minutes. Reduce oven temperature to 350 degrees (do not remove pie from oven); bake an additional 50 minutes or until almost
set. Cool completely on wire rack. To make pecan pie: Preheat oven to 350 degrees. In a medium bowl, mix corn syrup, eggs, sugar, butter, and vanilla using a spoon. Stir in pecans. Pour filling into pie shell that has been sprayed with non-stick cooking spray. Bake on center rack of oven for 60 to 70 minutes. Cool completely on wire rack. To assemble: When pies are completely cool, very gently remove pecan pie from pie pan, using two spatulas, and place on a cake plate. Remove pumpkin pie from pie pan with spatulas, and place atop pecan pie. Slice into thin wedges and serve.
