Tough call to make District will shut doors after current school year BY MATT MENCARINI
DIXON – Despite mounting financial pressures, the Dixon school board’s decision to close Lincoln Elementary was not made quickly or easily. Board members voted 4-2 during the third hour of their meeting Wednesday to close the district’s oldest building. John Jacobs and Terry Shroyer voted against the closing. Kevin Sward was absent. Josh Arduini, who voted to close the school, wanted to explore a ballot referendum to give Dixon residents the chance to vote on a tax increase to keep the school open. But as doubts arose on whether the issue could be placed on the March ballot, and whether
it would be successful, Arduini ultimately voted with Jim Schielein, Tom LeMoine and Pam Tourtillott. In October, Superintendent Michael Juenger presented the board with a proposal to close Lincoln as a way of addressing the school district’s $1.5 million deficit in the education fund for the 2013-14 school year. That would leave a fund balance of $1.4 million. “I don’t want to do any of this, mind you,� Tourtillott said. “But I would prefer to take the money from a building than from additional teachers.� The education fund pays for Alex T. Another vote on Wednesday’s agenda had an impact on Jacobs’ vote against closing Lincoln. That vote was on a request to change a contract and add work on Reagan Middle School, a project that will cost $2.4 million, which was scheduled to be addressed after the Lincoln vote. However, Jacobs moved to delay the vote on Lincoln until he knew the outcome and could address his concerns about the contract. He wanted to open the contract to other bids, he said, to see whether the district could get a lower price for the project. That work includes, among other elements, work on air conditioning, boilers, lighting and ceiling tiles. “If it comes in at $1.8 million, that would keep Lincoln open for 2 more years,� he said. “Why aren’t we getting a second price? ... “I do share John [Jacobs’] concern about the cost of it,� LeMoine said. “But I think the necessity of moving forward with this overwhelms that. I just don’t see the connection between the two. And I think the public will understand that, because the education fund is completely different from the [operations and maintenance] fund or selling bonds.� The board voted 4-2 to approve the work on Reagan, with Jacobs and Shroyer voting against. With that vote settled, the board returned its attention and debate to whether to close Lincoln. Shroyer voted against closing the school, in part, he said, because he shared a concern that had been voiced by some parents – having younger students in the same building with older students. Second- and third-grade students attending Lincoln will move to Jefferson Elementary School, while fourth- and fifth-grade students at Jefferson will be housed at Reagan Middle School, according to Juenger’s October proposal. Juenger assured the board that the district is capable of making the changes without diminishing the education or safety of any students. Closing Lincoln is expected to save about $246,000 a year in the education fund and $70,000 a year in the operations and maintenance fund. “I think it’s unlikely we’re going to raise $250,000 by any other means other than closing the building,� LeMoine said. “[If Lincoln remains open], that means layoffs in staff. And that’s not what’s best for our kids. Keeping that building open is not what’s best for the kids, in my opinion.� Closing the elementary school is part of the plan to get the district to a balanced budget by 2017. The other part of that plan may consist of staff cuts which, Juenger has said, could come from attrition and cuts to various school programs.

DIXON – The check is in the mail, quite literally. Dixon expects to receive a $9.2 million check in the mail today, said Mayor Jim Burke. The check, traveling standard mail, according to
Burke, is for the city’s share of the proceeds from the sale of former Comptroller Rita Crundwell’s property. The U.S. Marshals Service moved that $9.2 million one step closer to Dixon’s bank account when it transferred the money to the U.S. District Court in the Northern District of Illinois on Dec. 13, the agency said in a news release Thursday. According to the Mar-
shals Service release: The clerk of court for the Northern District of Illinois then issued the restitution payment to the city. The sale of five properties, a luxury motorhome, more than 400 quarter horses, a jewelry collection, and other personal assets brought in a total of $12.2 million. After court-ordered claims and expenses, the
city will receive $9.2 million in restitution, the release said. Crundwell’s property was sold in December 2012. In addition to the proceeds from the auction, the city was awarded $40 million in an out-ofcourt settlement in September with its former auditors and Fifth Third Bank. The city has already received all its settlement

money, Burke said, and the $9.2 million check will be immediately put into in interest bearing account. Burke received a tracking number for the check when it was mailed, he said. After paying its lawyers $10 million for the settlement, the city received $39.2 million as partial restitution for the nearly $54 million Crundwell stole from the city during
2 decades. Crundwell is serving a sentence of 19 years, 7 months in a federal prison in Waseca, Minn. In November, a three-judge panel of the 7th U.S. Circuit Court of Appeals in Chicago unanimously affirmed the sentence after it was appealed by her lawyers. She will be at least 77 when she walks out of prison.

OREGON – Early winter weather this month has delayed the final tests on the Black Hawk statue. Frank Rausa of Sterling, who is heading up an effort to repair the 102-year-old world-renowned icon,
said experts will likely return in early January to Lowden State Park, where the statue stands on a high bluff overlooking the Rock River. Created by sculptor Lorado Taft in 1911 as a tribute to all Native Americans and listed on the National Register of Historic Places, the statue is on a 125-foot bluff. It draws thousands of visitors each year. The statue has devel-
oped cracks, and large pieces of its concrete surface have dislodged. The folded arms of the 50-foot monolith have been especially affected. The cost for the assessment and repairs was estimated at $625,000. Much of that money has been raised. Rausa, a member of The Friends of the Blackhawk Statue Committee, said the price tag for the study and repairs is up to
$700,000 now and could go even higher. More than half the money already raised for the project came from a $350,000 grant that the IDNR received from the Illinois Department of Commerce and Economic Opportunity. The rest came from donations, as well as funds raised during the annual Oregon Trail Days festival held at Lowden Park since 2010.

OREGON – Ogle County will soon own another piece of property near its judicial center. The county board voted 20-4 this week to authorize board chairman Kim Gouker of Byron to sign documents to buy the house at 102 S. Fifth St. in Oregon for $99,500 and to enter into a 3-year lease with the current occupant. The deal has been a long time in the making. The county wanted the property in case it expanded its operations in the future. “It’s a piece of property we’ve looked at ever since we built the judicial center,� Gouker said. The judicial center, which is next door to the house to the south, was
completed in 2005. The board bought the property north of the house, where Jackass BBQ is, at 501 W. Washington St. (state Route 64) last June from John Spoor for $150,000. The county leases that property to restaurant owner Andy Riegel. The board will buy the house from Scott and Barb Spoor and lease it to Robert Lowe, who has a law practice there. Lowe has a contract to buy the house from the Spoors for $89,500 but is willing to forgo the purchase if he can rent it from the county, Gouker said. Lowe will pay the county $300-a-month rent for the property, pay the real estate taxes, and take care of maintenance, Gouker said.
Gouker said an appraiser hired by the county valued the house at $89,500. Board member Lyle Hopkins of Polo opposed the purchase price. “If it was appraised at $89,500,� he said. “I don’t think we should offer one penny more.� Board member Greg Sparrow of Rochelle disagreed. “If we were buying it just for a house, I would agree with you,� he said. “It’s a vital piece of property for the further expansion of the judicial center.� Gouker said the Spoors were originally asking $129,000 for the house. He said the $300 rent Lowe will pay over the next 3 years will make up the $10,000 difference between the appraisal and the purchase price.

Pat Quinn’s administration has announced it will accept paper applications, but not until 6 months after the process begins. The about-face came after some lawmakers complained that many residents, particularly those in rural areas, don’t have access to computers or are not comfortable using them, according to the Springfield bureau of Lee Enterprises newspapers. “Many of us are hear-
ing of the hardship that would be [imposed] on many, many of our constituents,� said state Rep. David Leitch, who attended the meeting Tuesday when the reversal was announced. It was clear that the Illinois State Police, the agency that will be taking the applications and anticipates 400,000 in the first year alone, was not close to being ready for the change; one official balked when Leach said he would like to see the paper applications ready to go in March. “I cannot commit to March,� said Suzanne Bond, chief legal counsel
for the state police, which is responsible for accepting applications, conducting background checks and offering firearm training for the flood of residents expected to apply to carry concealed weapons. Bond’s comments underscore a concern that things might not go smoothly next month, when the law goes into effect. “I think they are going to be pushed to do something sooner,� said Todd Vandermyde, a lobbyist for the National Rifle Association, said of the delay until July 1. “But it shows how incompetent they are.�

Judges seeking cameras in courts PEORIA (AP) – Cameras and live blogging by journalists could be coming soon to central Illinois courtrooms if a plan by circuit judges gets the OK
from the state’s Supreme Court. The Peoria Journal-Star reports that a majority of 10th Judicial Circuit judges on Tuesday approved
the proposal, which could take months for the high court to vet. The circuit includes Peoria, Putnam, Marshall, Stark and Tazewell counties.
Judges would still have discretion on whether to allow cameras. The rules would also include a prohibition on cameras at trials whenever juveniles
or sexual-assault charges are involved. Widening electronic access to state courts is part of a pilot project launched early last year
by the high court’s thenchief judge, Thomas Kilbride. His successor, Rita Garman, has said she enthusiastically backs the effort.

And then there’s the Italian Feast of the Seven Fishes, an array of seafood dishes served on Christmas Eve. My Polish-Ukrainian family is no exception. At my uncle’s Livonia, Mich., home this weekend, we’ll be busy making kielbasa – 400 to 500 pounds of it. It’s a holiday tradition my late father started in 1961. Today, we take a peek into the kitchens of four families for just a taste of the treasured food traditions taking hold this holiday season.

For more than 40 years, Angie Bournias of Grosse Pointe Shores, Mich., has made baklava for Christmas. She learned how to make the traditional Greek pastry from her late father-in-law, Nick Bournias. “He told about crumpling up the phyllo sheet and baking the baklava slow in a 325-degree oven,� she says. Since then, Bournias has carried on the tradition and now makes it with her grandchildren. “This is one of those family recipes that are best taught to the children while making it together,� says Bournias. “They love the job of brushing the butter, and as they grow older, become meticulous with the job.� Bournias says she hopes
“they will remember those little tips and carry it on.� Bournias’ tips: Use lemon juice in the syrup to prevent it from crystallizing. And be sure to keep the phyllo covered to prevent it from drying out. Baking the baklava in a low oven ensures that it bakes evenly, doesn’t brown too much on the top or bottom and allows the layers in between to crisp.
Nick’s Baklava Makes: About 30 pieces Preparation time: 1 hour Total time: 2 hours (not all active time) Syrup: 2 cups sugar 2 cups water 1 tablespoon lemon juice 1 stick cinnamon 1/3 cup honey Baklava: 4 cups chopped walnuts (6 cups walnut halves equals this amount), or use chopped almonds, pecans or pistachios 1½ cups granulated sugar 1½ teaspoons ground cinnamon l pound phyllo dough, thawed 3 sticks (or more as needed) unsalted butter, melted Have ready a 9-by-13-inch rectangular stainless, glass or heavy aluminum foil baking pan. To make the syrup: In a saucepan combine all the syrup ingredients and bring to a boil. Reduce heat and simmer for 40 minutes. Remove from heat and set aside to cool. Meanwhile, make the baklava. Preheat the oven to 325 degrees. In a large bowl combine the nuts, sugar and cinnamon. Taste the mixture and make sure it has the right balance of cinnamon. Set aside. Lay out the thawed phyllo and cover with a clean kitchen towel. Using a pastry brush, brush pan bottom and sides evenly with butter; place one sheet of phyllo in the pan, brush again. Add 3 more sheets, brushing each one with the butter. Crumple a phyllo sheet into smaller pieces and place on top of the 4 buttered sheets. Add one more sheet and brush with butter again. Sprinkle one-quarter
of the nut mixture evenly over entire pan. Repeat process with phyllo sheets, butter, crumpled phyllo sheet, another phyllo sheet and then the nut mixture so that you have four layers of nuts. Finish pan with another phyllo layer, butter, phyllo, butter, crumpled phyllo, and two more top layers. Tuck sides all around the pan under, brush again with butter. Before baking, use a sharp knife to cut through the baklava into the size pieces you want. At this point the baklava can be frozen, unbaked. (When ready to use, place in a 325-degree oven without thawing.) Bake until golden brown, about 45 minutes to 1 hour. Remove from the oven and pour the cooled syrup evenly over the hot pan directly from the oven. It will sizzle and rise up. Do not cover. When cool, loosely cover with foil. An Italian tradition, the Feast of the Seven Fishes commemorates the birth of Jesus with a meatless meal composed of seven seafood dishes (though some serve nine or 13). “My favorite part is the fact that it is a tradition,� says Casali, 78. “Not everyone eats the food, but they sit at the table.� Casali says she has served a variety of fish dishes over the years but she always includes three shrimp recipes — a shrimp cocktail and two recipes she crafted herself. In a skillet add the tomatoes and creole seasoning. Heat over medium for about 5 minutes. Add the shrimp. Pour the mixture over the shrimp in the pan and sprinkle the top with bread crumbs. Bake until the shrimp just start to turn pink and are cooked through, about 15 minutes. Remove from oven and serve. If the tamale is steamed properly, the masa should puff away from the corn husk. ——— RUDY MENDEZ’S PORK TAMALES Makes: More than 400 / Preparation time: 4 hours Total time: 4 hours plus tamale assembling and steaming time 35 pounds pork shoulder roast 1½ pounds dried chile anchos 1 tablespoon ground comino seeds 6-7 cloves garlic Crushed red pepper to taste 40 pounds masa dough Bags of dried corn husks, soaked in hot water until pliable A day before making the tamales, boil the pork roasts in water until the meat is fall-apart tender. Remove the roasts from the water, reserving the cooking liquid. Set water in the refrigerator and chill overnight. Skim off and reserve some of the fat that rises to the top of water. Using a fork, shred the meat. Meanwhile, make the sauce. Remove the stemSs and seeds from the dried chiles. Place the chiles in a saucepan and add water to cover. Place over medium-high heat and boil until the chiles are tender and
the mixture is slightly thickened. Remove from the heat, cool slightly and then transfer to a blender. Blend until the mixture is smooth and has a sauce-like consistency. Place some of the reserved fat in the bottom of a large roaster. Add the shredded meat and pour the sauce on top. Grind the comino seeds and garlic to a paste-like consistency and add to the meat mixture. Taste and adjust seasoning if needed with crushed red pepper. Keep the meat mixture warm in the roaster. Have several pots ready with a steamer insert. Add the reserved pork cooking water to the pots, heat to a boil and then reduce heat to a simmer. Lay a corn husk flat on a clean work surface with the shiny side up and the wide end facing you. Using a spatula (a putty knife works great), spread the masa mixture in an even thin layer, no more than Ÿ-inch thick, all over the wide part of the husk, leaving the pointed end clean. Spread the masa all the way to one side (right or left) of the husk, but leave at least Ÿ- to ½-inch clean on either side so the masa layer doesn’t overlap when the husks are sealed. Place 2 to 3 tablespoons of the shredded meat in the center of the masa. Fold the husk over to enclose the filling and roll to completely close; fold the top (narrow end) of the husk over the tamale.
