If you’re a veteran of the armed forces, you certainly learned your share of military-specific jargon, acronyms, and other associated lingo during your service. Even the alphabet is phonetic. Now I want to introduce you to another term specific to veterans: Claims shark. A claims shark is a third-party company that contracts with a veteran to file and pursue claims for veterans’ benefits in exchange for the veteran paying upfront for the service or making payments out of their benefits. A National Public Radio story
reporting on claims sharks documented widespread predatory practices and illegally charging veterans tens of thousands of dollars for services they can’t legally provide, and which any veteran can get for free. Veterans reported getting billed for up to $20,000 for claims filed with the VA. The U.S. government enacted laws as early as the Civil War regulating the claims process with the objective of stopping crooked players from cheating veterans. Current law requires anyone helping veterans file claims to be an accredited veteran’s services officer. VSOs cannot charge any fees for their help. Clinton County staffs a Veterans Affairs with several knowledgeable VSOs. They will not charge anything. You can reach them at the Clinton County Administration Building or call 563-242-1151. But any veteran can access free, accredited, and honest help making their claims. Better to use these resources than give up your personal information and medical information to third parties that charge high rates for services they legally are not allowed to perform.

Wild Winter Wednesday on Jan. 21 will feature Linda Russell, who will present a singalong titled “Hank Williams, Sr. - Country Music Legend.“ The presentation will take place at the Linda Russell Windmill Cultural Center, 110 10th Ave., Fulton. Russell has enjoyed sharing music with others since taking piano lessons as a child. She graduated from Central College and has taught music and directed all types of choirs. Her favorite retirement hobby is creating singalong movies, which she shares with retirement/health care facilities. Doors open at 8:30 a.m. for coffee, hot cider and Mill flour treats. The program begins about 9:15. The building is accessible. Programs are free and open to the public.
Prophetstown author to hold book signing Jan. 26
The public is invited to attend a book signing and speaking event by local author Stark Wilson/Thomas Nance of Prophetstown. The romance novel “Trying For Home” is Nance’s first book, a story that pivots between the drama on the diamond and
the off-field turmoil of the main character who faces real-life battles of the heart. The event will take place from 6:30 to 8 p.m. Jan. 26 at Henry C. Adams Memorial Thomas Nance Library in Prophetstown. Refreshments will be provided. Copies of the book will be available for purchase using PayPal, check or cash.
Learn how to improve online health literacy at Morrison library Feb. 10
Odell Public Library in Morrison will host “Improving Online Health Literacy,” a free, in-person program aimed at increasing online health literacy for all ages. The session will begin at 6 p.m. Tuesday, Feb. 10, in the Odell program room. The hourlong session, led by Western Illinois University faculty, will describe the role of digital health records as well as common challenges and barriers for patients. Participants will learn to recognize trusted websites and databases and how to complete their own personal health records. SHAW LOCAL NEWS NETWORK contact@shawmedia.com Four music ensembles from the Clinton Symphony Orchestra will perform Sunday, Jan. 11, at Zion Lutheran Church in Clinton. It’s the fourth concert in the symphony’s 72nd season. The 2 p.m. performance will open with Anton Dvorak’s “American” quartet performed by the Prairie Rose String Quartet. The piece was composed in 1893 during the composer’s
summer vacation in the village of Spillville, Iowa, and is one of the most well-known works for string quartet. Clinton Symphony Orchestra violinist Kellie Connolly leads the quartet, along with violinist Leticia Oyervides, violist Natalie Backes, and cellist Haley Nicholson. Three instruments of the flute family – piccolo, flute, and alto flute – will perform three pieces by contemporary composer Herman Beefunk. The movements are titled “Birdsong,” “Flight,” and “The Journey.” The
ensemble goes by the name Grace Notes Flutes and is organized by Clinton Symphony Orchestra’s principal flutist Crystal Duffee, along with Karen McClintock and Cheryl Jordan. A trio written by German composer Johannes Brahms for alto voice, viola, and piano will be performed by Clinton native Peter Calhoun, his wife Amy Calhoun and their pianist Kevin Edens. To close the afternoon performance, a trio of piano, violin, and cello will perform one of Mozart’s final piano
trios. The ensemble is three longtime musicians of the symphony – Nadia Wirchnianski, piano; July Marston, violin; and David Spaulding, cello. Admission to the concert is by season ticket, or by a $20 ticket available at the door. All students are admitted free and may apply at the door for a half-price ticket for their adult companion. The academy once again is partnering with Dixon Public Schools for a winter musical theater production. The arts academy and school district will present “Mary Poppins Jr.” at 7 p.m. Friday, Jan. 9, and Saturday, Jan. 10, and 2 p.m. Sunday, Jan. 11, at James A. Wiltz Auditorium at Dixon High School. Tickets are $10.25 each and on sale at centennialauditorium.org. Tickets also will be available at the door. A processing fee will be applied to all credit and debit card ticket purchases. The production of “Mary Poppins Jr.” features fourth through eighth graders from Dixon’s Reagan and Madison schools. Campbell Brock, a mechanical engineering major from Port Byron, was one of several members of the Space Raiders, MSOE’s Lunabotics student organization, who recently were featured on a low-orbit space satellite positioned above Earth. The team found the CrunchLabs Satellite Photo Program through the company’s online engineering outreach and thought it would be fun to submit a team photo. Anyone can submit a “space selfie” to be considered by CrunchLabs to be uploaded on SATGUS, a satellite that orbits 300 miles above the Earth. Traveling at 17,000 mph, SATGUS makes a complete trip around the Earth every 90 minutes, showcasing selected space selfies. “It was honestly surreal,” said Mitchell Brust, vice president of the Space Raiders. “Being selected made our whole team feel recognized, and seeing our photo orbiting Earth was a mix of disbe-
lief and excitement. It gave us a ‘wow, this is real’ moment and definitely boosted team morale heading into the rest of the season. It is difficult to tell from the photo, but it is a photo taken above campus. Somewhere underneath the picture of our team is the rest of us, and it feels amazing to represent the team from orbit.” The Space Raiders are gearing up for a busy spring semester, when they will field a robot for the NASA Lunabotics Challenge at the Kennedy Space Center. The team is hoping to earn a top five award at the competition this year. State comptroller: New year offers residents chance to reset personal finances Tips on tracking expenses, tackling debt By ERIC SCHELKOPF eschelkopf@shawmedia.com Illinois State Comptroller Susana Mendoza is urging that residents across the state make it their New Year’s resolution to set up a budget and tackle debt. “What better way to kick off 2026 than to take a hard look at your finances, make a plan to pay off bills and consider investing to provide for your future,” Mendoza said in a news release. According to Fidelity Investments’ 2026 Financial Resolutions Study, 64% of respondents are considering financial resolutions for 2026, up from 56% in 2025. In addition, 44% of those surveyed said they plan to save more money in the new year, 36% want to pay down debt and 30% are aiming to spend less money. Other resolutions mentioned include building an emergency fund and sticking to a budget. Here are some tips:

By MAGGIE DOUGHERTY mdougherty@capitolnewsillinois.com Preventable pregnancy-related deaths rose and stark racial disparities remained in the Illinois Department of Public Health’s most recent maternal mortality report. The report studied 219 deaths that occurred in Illinois in 2021 and 2022 during or within one year of pregnancy. The two committees that reviewed the deaths determined 94 to be related to pregnancy. This is an increase from past data, which have been published in twoto-three-year increments since 2015. “Each maternal death represents far more than a statistic: it is a profound and often preventable loss that leaves lasting emotional, social, and economic scars on families, communities, and society,” according to the report. “Beyond the immediate tragedy, each loss signals a broader failure to provide equitable, comprehensive, and culturally competent maternal care.” Of the pregnancy-related deaths that occurred in 2021 and 2022, the committees found 91% could have been prevented.
Common causes
As in past years, substance use disorder remained the most common cause of pregnancy-related death, accounting for nearly a third of the deaths in the recent data. Other leading causes included blood clots and COVID-19, which rose in prevalence as the cause of death in 12% and 11% of deaths, respectively. Deaths due to hemorrhage, or postpartum bleeding, doubled to 10% from 5% in the previous period. Black Illinoisians had the highest rate of maternal mortality at 78 deaths per 100,000 live births. The report found discrimination was present in 74% of the deaths related to Black pregnancies, making it the most common contributing factor in Black pregnancy-related deaths. In August 2025, Gov. JB Pritzker signed House Bill 2517, requiring obstetric care providers to take anti-bias training. The course was designed to educate maternal health care providers on historic racial discrepancies to reduce implicit biases and improve health outcomes. Black mothers were more than twice as likely as white mothers to die from any pregnancy-related cause, including sub-

Obesity was the second most common contributing factor for Black maternal deaths, followed by mental health conditions and substance use disorder. Mental health conditions can include postpartum depression, in which individuals may develop feelings of suicidal ideation or wanting to self-harm after pregnancy. Substance use disorder results in a pattern of uncontrolled use of drugs, medication or inhalants that poorly affects an individual’s ability to function, including failure to meet obligations at school, work or home. Mental health conditions were the most common contributing factor for white and Hispanic pregnancy-related deaths. Discrimination also was a factor in almost a third of deaths for Hispanic maternal deaths, while substance use disorder was only present in 9% of deaths for that population. Substance use disorder was more prevalent in white pregnancy-related deaths than those of other racial groups, present in one-in-three deaths. The committees found that all deaths due to mental health conditions and substance use disorder were potentially preventable, with about 20% of those classified as having a “good chance” of prevention had there been “reasonable changes to any provider, facility, patient,
community, or system.” Those with a high school education or less were more than twice as likely to die from a pregnancy-related cause than those with a post-secondary education. Medicaid recipients died from pregnancy-related conditions almost four times as frequently as those with private insurance.
Geography, timing
Rates of pregnancy-related mortality were highest in urban counties outside of the Chicago area and in the city of Chicago, with maternal mortality rates in Chicago increasing over the last three report periods. Counties surrounding Cook County, namely DuPage, Kane, Lake, McHenry and Will, had the lowest levels of pregnancy-related mortality. The maternal mortality rate in rural counties decreased marginally since the past data period. But the report noted that pregnant people in rural locations still face barriers – including lack of providers and long travel distances – to accessing specialized care for mental health services, substance use disorder and other chronic conditions. Fewer than a third of pregnancy-related deaths reviewed in the report happened during pregnancy, with 43% occurring within the first month after pregnancy and another third of deaths occurring two or more months after pregnancy. Deaths due to substance use disor-
The report presents four key recommendations outlined in the Illinois Blueprint for Birth Equity, a multi-agency and stakeholder project aimed at improving maternal health care and birth outcomes in the state. The blueprint, released in September 2025 with the input of advocates, experts and health care providers, is part of a larger birth equity initiative spearheaded by Black midwives and doulas in collaboration with Lt. Gov. Juliana Stratton. Those recommendations centered around expanding access to quality and specialized care. It called on health insurance plans, including Medicaid, to incentivize maternal health providers to practice in rural areas and small hospitals. It also recommended that hospitals employ a social worker or case manager to help with resource coordination and postpartum case management, as well as engaging in more coordination with community-based midwives and doulas. Building on the blueprint’s recommendations, the Illinois Department of Healthcare and Family Services announced new coverage for pregnant and parenting Medicaid customers. That change means that Medicaid now covers home visiting services, including health education, blood pressure monitoring, behavioral health screenings, domestic violence education and screenings, stress management and service referrals. The program, which took effect on Nov. 21, 2025, was intended to bridge gaps in access to timely, quality care, according to DHFS. Home visits can replace or supplement in-clinic care for families with limited access to transportation, busy work schedules or other barriers to attending appointments. In a letter introducing the blueprint, Stratton outlined the Pritzker administration’s commitment to improving maternal health and birth equity. “Every woman deserves to bring life into this world safely and with dignity, and every family deserves to bring their child home with the resources they need to grow,” Stratton wrote. “Whether you’re in the heart of Chicago’s loop or on a farm in Tuscola, Illinois, no family should welcome a new soul with grief for the one who carried it.”
