Some state parks open just in time for spring Area residents flock to area parks after order modified BY EARLEEN HINTON & JERRY LINDSEY Shaw Media It’s official. You can now hike and fish in a handful of area parks, as long as you continue to practice social distancing. Lowden State Park, north of Oregon, White Pines State Park, between Oregon and Polo, and Morrison-Rockwood State Park, by Morrison, reopened to the general public on Friday. That was just in time for Tricia Clark, of Sterling, her two-year-old son, Declan, and Summer Trenholm of Dixon. “We haven’t had anything to do about two months,” said Tricia as the trio walked across the bridge over Pine Creek at White Pines State Park. “We are just going to walk around today and look at the water.” Declan stopped long enough to find a rock and toss it into the creek.

Further down the creek, Mary McConnaghay and Kyle Akins of Sycamore, were fly fishing. “We actually caught a few,” said Akins. “A trout and some smallmouth bass.” “It’s such a nice day,” added McConnaghay. Ten miles to the east, John Tuttle of Oregon and his rescue dog Gracie were hiking on a trail at Lowden Miller State Park. “Isn’t it wonderful that the park is reopened?,” said Tuttle. “Gracie is enjoying it.” Illinois Governor JB Pritzker announced last week that Lowden would reopen May 1. White Pines and a handful of other area parks, joined that list via the IDNR website on Friday. “Parks will be open from sun-up to sundown. Guests will be allowed to engage in activities such as wildlife observation, hiking, biking, equestrian use and fishing (both from the bank and boats with a limit of two persons per boat regardless of the relationship of the people in the boat) and mushroom hunting,” the IDNR website said. “All visitor centers, campgrounds, playgrounds, shelter reservations, interpretive educational programs,

Council hears update about Wacker Road project BY MICHAEL MILLER For the Prairie Advocate SAVANNA — The Savanna City Council heard an update on the ongoing Wacker Road Project during tis regular April 28 meeting. via the Zoom web application. MSA’s Jared Fluhr said Fischer Excavating had completed all the underground utility work and roadway excavation on the project and Sjostrom and Sons had poured the curb and gutter, sidewalk and driveways on Willow Street and Hickory Street.

He said Sjostrom is currently preparing to pour mainline concrete pavement on Wacker Road, followed by curb and gutter. Civil will be mobilizing to complete the asphalt paving on Willow Street, Hickory Street, Poplar Street, Eaton Street, JC Carey’s parking lot, and driveways in early May. Fischer’s sub-contractor, Conin Contracting Services, started final grading, seeding, and miscellaneous restoration over the last few weeks and will come back in mid-May to complete the remaining grading and seeding work, Fluhr said. The excavation and base work at Willow and

Hickory Streets are now complete, as is the curb and sidewalk work at those two locations. Paving work at these locations should be completed by early May, Fluhr said. Maple Street to the railroad excavation is also complete and the Wacker Road mainline paving should be complete by May 8. The work at the JC Carey Motor’s parking lot should be done by early May with seeding and miscellaneious restoration done by sometimes this month. The final project completion date looks to be May 29.

that bunch!” with a huge smile on her face when she saw her family. Dorothy’s family brought cupcakes, balloons and root beer floats to celebrate the special occasion.

Rahn and his wife, Ellen, co-own and operate their cow-calf, feeder and row crop farm, R & H Land and Cattle, with Ellen’s father,

Lyle Hopkins, in Northwestern Illinois. The farm consists of 85 head of “mama cows” and 110 steers and heifers, as well as 1,200 acres of corn, soybeans, rye and alfalfa. OBITUARIES KAY L. RUBLE LANARK – Kay L. Ruble, age 59 died on Tuesday, April 14, 2020 at Generations at Neighbors in Byron. She was born Nov. 21, 1960 in Freeport, the daughter of Ronald and Sharon Ruble. She graduated from Lanark High School in 1978. She enjoyed collecting glassware and Partylite. She was a member of the Women of the Moose. She had a unique sense of humor and enjoyed making people laugh. She was preceded in death by her father, Ronald. She is survived by her mother, Sharon Ruble of Lanark; brother, Michael (Linda) Ruble of Lanark; sister, Karen (Mike) Reed of Lanark; four nephews; and two nieces. All hands on deck at family’s Strawberry Stewards

New greenhouse filled with flowers of all varieties BY LYNETTE FORTH For the Prairie Advocate MOUNT CARROLL — The residents of Mount Carroll and surrounding communities have a blooming new business located at the intersection of Illinois Route 78 and Elizabeth Road, about a mile and a half north of Mt Carroll. “Strawberry Stewards” is a family owned and operated greenhouse by Jason and Esther Yoder. The Yoders are not new to town, as they have been a fixture at the local farmers market offering their home grown produce to local residents. Since relocating their family of seven to rural Mount Carroll about four years ago, the pair have always had a vision which would one day allow them to offer their goods to the public in a larger way. On April 22, that dream became a reality. “ We chose the name Strawberry Stewards Plants and Produce because our property on West Point Road, used to be home to the old Strawberry School until about 1949, and a steward is someone who takes care of something else or property, and we take care of God’s land, so that’s where the name comes from”, Esther said. The large greenhouse offers an enormous variety of flowers, hanging baskets, potted flowers, trellis pots, and also vegetable plants. ”This property came up for sale at the perfect time for us, offering a lot better exposure for our business. We wanted to work with living things, and gardening is that,” Esther said. Jason and Esther have five children, four boys and a girl. Jason said the children are very involved in the business, offering assistance in many ways at home, and now at the new business. The children are responsible for taking care of feeder cattle and chickens, along with lawn mowing, and various other responsibilities on the homestead, he said. Pans for the future include a produce stand, which will give customers many fresh, organic

MOUNT CARROLL – Timber Lake Playhouse has announced the postponement of all performances and events through the end of June. TLP staff are working with concert promoters and licensing agents to reschedule dates. Over the next several weeks the TLP offices will be closed. Voice messages and emails will be answered. There are plans to offer a summer season once it is safe to do so. Having previously been employed as a dairy farmer in Wisconsin, Jason found that profession not to be conducive for the area, and decided to grow produce instead, which has allowed the family to work together. Couple marries at Grandpa Frank’s nursing home MORRISON – Halie Ward wasn’t about to let the coronavirus spoil her big day: Because her grandfather Frank Ward couldn’t come to her wedding, she brought her wedding to him. Halie, 21, and her fiancé Alex Burge, 23, both of Morrison, were married last Saturday at Resthave Care & Rehabilitation with 94-year-old Grandpa Frank by her side, safely separated by a window and with Frank listening to the ceremony on a cellphone. Dan Hovey, a Morrison Community Hospital EMT, an ordained minister and a friend of the family, officiated. A man of few words, Frank said it “meant a lot” to him that his granddaughter chose to marry at to Resthave. “Halie was both ecstatic and overwhelmed to have her grandfather there to see her get married,” said her mother, Sally Ward. Halie summed it up nicely after the ceremony: “Mom, this was the best day ever.”

CGH to resume routine care throughout region SUBMITTED BY CGH MEDICAL CENTER STERLING – CGH Medical Center is reopening its clinics at a reduced volume. Staff will continue to follow Illinois Department of Public Health and Centers for Disease Control guidelines for patient screening, masking, social distancing, intensive cleaning and other safety issues. The ban on visitors remains in place in all its facilities. The overview: • All CGH clinics reopen today, except the Walnut Clinic, which is under construction. • Patients are encouraged to bring and wear their own masks; masks will be provided to those who do not bring their own. • All patients will be asked COVID19 screening questions and have their temperatures taken upon arrival. Those with symptoms might be sent to another location. • No visitors/extra family members will be allowed at any CGH location, unless the patient is a minor or needs a support person, and if so, only one person per patient will be allowed.

• Patients will be contacted the day before their appointment to register and to receive instructions for their visit, which may include calling from their vehicles when they arrive. • All staff with any kind of patient interaction must wear a mask. • Social distancing markers will be placed at check-ins and waiting areas. • All surfaces in the waiting rooms and exam rooms will be cleaned after every patient. Patient education, pamphlets, table paper, magazines, etc. will be removed from exam rooms and waiting rooms. • The CGH Emergency Department remains open for emergencies. • CGH Ready Care will be open from 8:30 a.m. to 5:30 p.m., Monday through Friday, and from 9 a.m. to 1:30 p.m. Saturday and Sunday. Patients must call 815-564-1999 when they arrive. • The Main Clinic Lab will be open from 6 a.m. to 5 p.m. Monday through Friday. • Dixon, Lynn Blvd, Morrison, Chiropractic and Downtown medical centers will register patients before their appointments. A nurse at the front door will screen patients, check

their temperatures and provide masks. Walk-ins are highly discouraged. • Milledgeville, Mount Carroll, Polo, Prophetstown, Rock Falls, and Fulton medical centers will not allow walk-ins. Patients will be registered the day before their appointment and must remain in their vehicle and call the clinic office upon arrival. The phone number will be posted at each clinic. Again, a nurse will screen them at the door. • X-rays for CGH Main Clinic providers will be done in its X-ray Department. X-rays for outlying clinic patients (including Dixon and Morrison) will be done at the hospital. • Oral Surgery and Vision Center patients will be registered and will receive instructions to call upon arrival, and will be screened. • Only Optical Center patients who

had an appointment with a provider may shop for glasses, except for cataract patients who had surgery before COVID-19. Adjustments and pick-ups must be scheduled; walk-ins will not be allowed. • Medical Records will reopen Monday. • Main Clinic cardio testing will resume normal business hours on Monday. • Peds Rehab will remain closed until further notice, but telehealth appointments may be made. Morrison passes new WE ARE OPEN TO budget, expects shortfall SERVE YOU BY ERIC INGLES Shaw Media MORRISON – The City Council passed its fiscal year 2020-21 budget with a projected shortfall of $101,540. By comparison, the 2019-20 budget projected a surplus of $15,317. The new budget anticipates lower revenues, down from $1,546,588 last year to $1,406,192 this year. But it also includes $23,539 in cuts to expenses, a 1.5% reduction compared to last year’s. The budget does come with some uncertainties, as Morrison, like other communities, does not yet know what the economic impact of COVID-19 will be, City Administrator Barry Dykhuizen said. “You commonly see municipalities budgeting maybe 20 to 30% less in revenues, that seems to be a range that we see a lot,” Dykhuizen said. “It’s nearly impossible to predict with any certainty.” The budget passed Monday projects a decline in revenue from state income tax, from $421,941 last year to $410,000 this year. It anticipates a drop in the sales tax revenue from $425,000 to $350,000, and a drop in the use tax revenue from $120,000 to $100,000. The budget also projects a complete loss of the $7,000 the city took in last year through community events, and a major drop-off in concessions revenue, from $38,000 to $20,000. The cuts to expenses range from a $62,343 reduction in administrative costs (a little more than 31% of the administrative budget) to a $330 reduction to the Emergency Service Disaster Agency budget. The bulk of the administrative reduction came from full-time salaries, which were cut from $114,000 last year to $60,000 this year. The budget includes increases in expenses in two areas: public safety

and the cemetery. The public safety budget goes from $580,198 a year ago to $635,057 for the new fiscal year, an increase of $54,859, or just more than 9%. Much of that comes from an increase in what the city is paying in fulltime salaries, up from $427,908 last year to $479,167 this year. The cemetery budget rose from $141,100 to $165,100, a $24,000 increase, or 17%. The budget for full-time salaries at the cemetery rose from $80,000 last year to $109,000 this year. Also Monday, the council voted to accept a $14,900 Community Facilities Disaster Grant from the USDA to help pay for a new police vehicle. The council also approved a $14,500 proposal from Wendler Engineering Services to conduct a topographical survey of a 9-acre area at Waterworks Park. The council briefly discussed transferring some property in front of Northside Elementary School along High Street to the Morrison School District to put in more parking spots, with the understanding that the district will handle the costs of that project. Members also discussed the possibility of allowing video gaming at convenience stores, stipulating that the gaming area would be separated from the rest of the store and be monitored. “It’s an opportunity for businesses that have said they would like that and might need it in their businesses going forward,” Mayor R. Everett Pannier said. “Nobody has come to any meetings or made any phone calls to me about it, but it’s something that, if we do this, this is the same ordinance that our attorney wrote for the city of Prophetstown.” No action was taken on either matter.

BY BEN ORNER Capitol News Illinois SPRINGFIELD – The Illinois Department of Public Health on Sunday reported the state’s highest one-day total of COVID-19 tests with 19,417 completed in the past 24 hours. For more than a week, the state has met its long-stated goal of 10,000 daily tests, a trend Gov. JB Pritzker has said is key to incrementally lifting the stay-at-home order and other social and economic restrictions. Since the outbreak began, 319,313 tests have been completed. IDPH also reported 2,994 new cases of COVID-19 on Sunday and 63 new deaths, bringing the state’s totals to 61,499 and 2,618, respectively. Ninety-seven of Illinois’ 102 counties have reported cases and 45 have reported deaths. Many of those infected, however, have recovered. As of midnight Saturday, 4,701 people were in Illinois hospitals with the novel coronavirus. Of those patients, 1,232 were in an intensive care unit, while 759 were on ventilators. Although the majority of Illinois COVID-19 cases have been reported in Cook County and the collar counties, the virus remains prevalent downstate when looking at cases per capita. When comparing IDPH data to the latest population estimates from the U.S. Census Bureau, the top five counties for cases per 1,000 residents are Cook (8.22), Lake (5.97) and then the downstate counties of Randolph (5.63), Jasper (4.68) and Warren (4.63).

Pritzker encourages local enforcement In his daily COVID-19 briefing Sunday in Chicago, Pritzker encouraged local police to help enforce the statewide stay-at-home order amid reports of large parties in Chicago and Peoria. Pritzker called upon police departments across the state to break up parties and large gatherings. “We need local government and local police to make sure that people are following these rules,” Pritzker said, adding that “we need the public to comply with the stay-at-home rule because that is

President Donald Trump has hinted that future coronavirus aid to states could hinge on states’ actions regarding other matters, such as cracking down on sanctuary cities. “I don’t know whether there will be strings attached,” Pritzker said Sunday morning in an appearance on CBS’s “Face The Nation.” “I hope there aren’t too many because the fact is every state has a problem and it’s different in every state where they need to put the dollars. So putting more strings on it makes it much more difficult for us to move forward to get our economies going.” Illinois Senate President Don Harmon, a Democrat from Oak Park, asked the state’s federal lawmakers in April to consider giving more than $41 billion in funding to the state as part of the next coronavirus relief package, including $10 billion to stabilize Illinois’ underfunded pension system. Pritzker said that he is leaving negotiations on future aid up to Illinois’ federal representatives, but he added that “we should try to leave politics out of this and instead look at what the damage is that’s been done to all the states – those who are represented by Republicans, those who are represented by Democrats – and try to help them, all of us, fill the hole that’s been made by coronavirus.” Also on the topic of federal funding, Pritzker on Sunday reminded Illinoisans to fill out the U.S. Census forms that arrived in their mailboxes in April. According to the latest data from the Census Bureau, 61.6 percent of Illinoisans have responded to this year’s census. “I want to encourage everyone to do their part in ensuring you and all Illinoisans get your fair share of federal funding and are fully represented,” Pritzker said, stressing that federal dollars given to states are often based on population counts. Illinois’ response rate to the census ranks ninth in the nation and is above the national average of 56.3 percent. The state’s response rate during the previous census in 2010 was 70.5 percent. Census forms can be filled out online at 2020census.gov.
