Off-highway trail discussion continues County ‘trying to make it a little more palatable to as many people as possible’ BY TONY CARTON For Prairie Advocate MOUNT CARROLL – While an off-highway vehicle trail can be a tremendous economic asset to any area looking to become a tourism destination, there can be drawbacks. The Carroll County Board heard brief summaries of both sides of the argument during its regular meeting Thursday. Carroll County Highway Engineer Kevin Vandendooren had organized and staged a public meeting March 7 to gather public comment and present plans for the trail. Eighty-five area residents attended the session. “I thought it was a good meeting,” Vandendooren said. “We had a lot of responses on issues I had not addressed. For instance, we didn’t have any restrictions on time for operation.” Other issues brought forward include noise, a 35-mph speed limit, damage to private property, availability and costs of law enforcement, and geographic location of the trail. “Ultimately, we are not going to please everybody, but we are trying to make it a little more palatable to as many people as possible,” Vandendooren said. Board Chairman Kevin Riebel attended that public meeting, and noted the remarks concerning law enforcement. “I would think at this time, as far as enforcement goes, if the County Board were to pass something not knowing what a group could offer

the laws are written, it’s going to be on some road somewhere. So, the County Board will have to be involved.” There is no county ordinance regulating a trail, but by state law the only place an off-highway trail can actually cross a highway is at an established intersection. “There is proposed legislation where they are going to try to make it permissible to cross a state road anywhere, provided there is a stop sign in place for the trail riders. But right now, to cross the state

road, it has to be at an existing state approved intersection,” Vandendooren said. Reibel asked Vandendooren to use the information gained at the March 7 meeting to help the board formulate a trails ordinance, and he suggested the County Board host a public meeting on the matter. “We do need another meeting to discuss a possible ordinance,” Vandendooren said. “It is easier to become more restrictive than less restrictive with an ordinance. We do need additional restrictions within an ordinance, and that’s something we’re going to work toward and then get updated with all the good comments we got the other night.” Off-highway trail discussions will continue from both sides, and estimates put the earliest possible trail construction projects (if approved) a year in the future. In other business, the board approved a resolution put forward by Students Against Destructive Decisions recognizing Alcohol Awareness Month, and approved the appointments of Lou Schloderback to the Board of Review, Bill Robinson to the Jo-Carroll Foreign Trade Zone, Sherry Morel to the 708 Board, and Jenny Bergman to the Board of Health. The next regularly scheduled County Board meeting is 9:30 a.m. April 5 in the Carroll County Courthouse Small Courtroom.

SHANNON – James D. “Jimmy” Wallace, 43, of Shannon, passed away Saturday, March 17, 2018, at home, surrounded by his family after a long battle with cancer. He was born Aug. 22, 1974, in Savanna, to the late Donald And Janet (Traum) Wallace. Jimmy was a 1992 graduate of Eastland High School, and attended Sauk Valley Community College. Jimmy worked for Honeywell Sensing and Control in Freeport; and at Seward Screw Products, Greenlee Textron, Triparts Screw Products, Process Screw, and Rudes Custom Butchering in Shannon and Polo. He was co-owner of G&J Trucking Co., and owned his own machine shop, Wally’s Screw Products. Jimmy enjoyed hunting, the outdoors, and computers. He is survived by his wife, Corrine of Shannon; his daughter, Carmen; his sister, Tammy (Henry) Ihus; his father-in-law, Paul (Pat) Rhoads; his mother-in-law, Lupe Rhoads (John Grove); and many nieces, nephews and cousins. He was preceded in death by his parents and his sister, Brenda Reed. Visitation will be from 5 to 7 p.m. Friday, March 23, at Hermann Funeral Home in Shannon. Funeral service will be at 10 a.m. Saturday, March 24, at the funeral home. Interment will take place at Brethren Cemetery in Shannon. Wildlife refuge offers summer jobs for teens PRAIRIE ADVOCATE STAFF THOMSON – Applications are wanted for this summer’s Youth Conservation Corps crew at the Savanna District of Upper Mississippi River National Wildlife and Fish Refuge. Refuge staff will hire four high school students from 15 to 18 years who attend River Ridge and West Carroll high schools. The schedule will be from 7:30 a.m. to 4 p.m. Mon-

day through Friday, June 11 to Aug. 3. Crew members will report to work daily at the Lost Mound Unit, 3159 Crim Drive, 8 miles north of Savanna. Applicants must be U.S. residents. Hiring will be without regard to social, economic, racial, or ethnic backgrounds. Crew members will work with a crew leader, refuge staff, and volunteers on biological, maintenance, and visitor service projects at the unit.

Applications are due by 3 p.m. April 20 at the refuge office, 7071 Riverview Road, Thomson, IL 61285. Application forms are available at the West Carroll secretary’s office, the River Ridge counselor’s office, or from 8 a.m. to 4 p.m. Monday through Friday at the refuge office. 6 Chadwick-Milledgeville FFA members compete in speech, science competition

The Chadwick-Milledgeville FFA had members compete in speaking and in the science fair March 14 at Polo High School. Queckboerner placed first in the section FFA job fair in social agriculture issues with her research on public perceptions of GMOs. Maddy Hicks, who is not pictured, placed first in water conservation. Her research was based on using charcoal to filter water contaminates. Ebersole placed first in plant science research on work that determined effects of vinegar, barn acid and sugar water on soybean growth. Scidmore placed first in chemical research, researching the results of mixing aluminum and hydrochloric acid. Feary placed third in her prepared speech on animal chiropractic. Wilkinson placed fourth in extemporaneous speaking about urban lawn fertilizers. In the job interview contest, Queckboerner placed second and will be advancing to district, and Scidmore placed third.

Carroll Pheasants Forever chapter celebrates Has 21st annual banquet at Manny’s PRAIRIE ADVOCATE STAFF SAVANNA – Carroll County Pheasants Forever Chapter members held their 21st annual banquet March 10 at Manny’s Pizza and Saloon.

Gun raffles, bucket raffles, and a live auction took place, and the Longspurs Shooting team’s 10th anniversary was recognized. Jill Harmston gave a speech praising the coaches and program, and received a $1,000 scholarship from Scholastic Clay Target Program. Thom and Denise Casey were honored for meritorious service, and Denise was given an quilt with pictures of the teams they coached.

Two new scholarships were awarded to Alicia Sheddan of the Chadwick-Milledgeville area and Connor Erbsen of Lanark. Additional scholarships were awarded to Coleton Eubanks, Gabrielle Sheddan, Danielle Sheddan, Christy Ralston, Cassie Johnson, Daniel Hartman, Jacob Casey, and Natalie Shaw. Each of the recipients gave a brief description of where and what they were doing at college.

Rock Falls man’s public defender withdraws motion following mental evaluation BY KATHLEEN A. SCHULTZ Sauk Valley Media kschultz@saukvalley.com 815-625-3600, ext. 5535 MOUNT CARROLL – The attorney for a Rock Falls man charged in the death of a Sterling DCFS worker will not seek a hearing to determine whether he is fit to stand trial. Andrew Sucher, 25, faces at least 20 to 60 years in prison in the death of Pamela Knight, 59, of Dixon. Knight died Feb. 8 in a Chicago hospital of injuries investigators say Sucher inflicted on Sept. 29 when he kicked her in the head, fracturing her skull and causing severe brain damage. Sucher is being held on $1 million bond, charged with five counts of first-degree murder, as well as aggravated battery causing great bodily harm and aggravated battery of a state employee, each of which carries 2 to 5 years in prison. March 9 in Carroll County

Court, Sucher’s public defender, Colleen Buckwalter, withdrew her motion for a fitness hearing. The results of a mental evaluation were submitted to the Andrew J. court Feb. 23. At the Sucher time, Buckwalter told Judge John “Jerry” Kane that she had not yet been able to discuss the contents with her client, and asked for some time to decide whether a fitness hearing was needed. The contents of such evaluations are not part of the public record, but Carroll County State’s Attorney Scott Brinkmeier said at that hearing that he didn’t see anything in it to indicate Sucher was not mentally fit. Both sides now have 45 days in which to file any motions in the case; a motions hearing was set for May 4, and the trial for May 21. Those dates are fluid and depend

upon, among other things, what, if any, motions are filed. Knight, a veteran Department of Children and Family Services worker based in its Sterling office, went to Sucher’s home to take a 2-year-old into protective custody. When he wasn’t home, she went to his parents’ home in Milledgeville to check on the whereabouts of the child; she was attacked shortly after getting out of her car. She spent the following 4 months hospitalized, the first 2 in a coma, underwent five “major surgical procedures,” and in the last few weeks of her life was being treated at Shirley Ryan Ability Lab in Chicago, trying to learn how to communicate using eye movements and undergoing physical therapy to help her regain movement in her arms and legs. She was admitted to another Chicago hospital 4 days before she died for unspecified emergency surgery. Sucher also is charged with aggravated battery of a peace officer,

which carries 3 to 7 years. Officials say he was being moved to another cell in the Carroll County Jail on Dec. 19 when he became “verbally combative” and punched Chief Deputy Craig Dimmick in the face. He subsequently was transferred to Stephenson County, where he remains. Bond in that case is $75,000. Sucher also has pleaded not guilty in Whiteside County to aggravated battery of a child, which carries 2 to 5 years, and battery, domestic battery, and interfering with the reporting of a domestic battery, all misdemeanors. He is accused of dragging a 6-yearold by the foot and striking him in the face with a squirt gun, and of throwing a woman against a wall and taking her phone in a July 29 incident. He was out on bond in that case when Knight was attacked. It’s on hold while the Carroll County cases proceed.

The Shaw Media publication’s all-area selections were announced in Saturday’s SV Weekend. Golden Warriors, and scored the program’s only triple-double in its history Feb. 12 in a 3A regional quarterfinal game against Freeport. Frederick, a senior forward, averaged 15.9 points per game and 6.8 rebounds for the Missiles, and advanced to the state finals in the IHSA Three-point contest in February. Henze, a sophomore guard, led the Cougars to a regional championship, scoring 14.1 points per game and dishing out 5.1 assists per game. Jaynee Prestegaard of AFC repeated as Player of the Year, and her sister, Madeline, rounded out first-team selections. BOYS BASKETBALL Faith’s Hauck signs with Sauk Trevor Hauck, of Shannon, will continue his basketball career at Sauk Valley Community College. In a news release, Rachel Orf with the National Corn Growers Association said Brad Smith of Milledgeville placed second in the AA No-Till/Strip-Till Non-Irrigated class, with a yield of 308.4609 bushels per acre. Agency exceeds goal, announces new program BY PHILLIP HARTMAN Prairie Advocate phartman@saukvalley.com 815-625-3600, ext. 5525 STERLING – “It was really a great year.” That’s how United Way of Whiteside County board member Keith Grell summed up the agency’s 2017 campaign, in which it exceeded its goal by $27,000. Donors and the United Way raised $752,000, with $675,180.12 of that raised from individuals and businesses, the rest through fundraisers and grants. The campaign goal was $725,000, Grell and campaign Chairman Robbie Minor said March 14 at the agency’s annual recognition luncheon at Bethel Reformed Church in Sterling. Whiteside United Way CEO Diana Verhulst also announced a new initiative starting this fall, Born Learning Academies, workshops for parents of infants through age 5 that will teach them how to turn everyday activities into learning opportunities. The pilot program will launch in

the River Bend School District in Fulton, Verhulst said. Kevin Anderson, director of information technology at CGH Medical Center, will lead this fall’s campaign, which will feature Born Learning as a component. Also at the luncheon, longtime Executive Director Russ Siefken Jr., who retired Dec. 30, 2016, was honored with a lifetime achievement award. Among others receiving awards: • CGH Medical Center in Sterling, Company of the Year, for raising the most money, consistently allowing the United Way a presence among hospital staff during the campaign,

Farm Bureau in the legislative district has a trustee who is involved in this process. ••• I was just printing off something else to set on our counter when I saw how many other things were laying out there. We seem to have quite a bit going on. There are a number of trip flyers available to look into. We also recently put together a flyer on what we are calling the Carroll County Convoy. This event is taking the place of the Carroll County Tractor Drive this year. Yes, you read that right. We are taking a year off to do something different. We know some of you are already talking about it. It could prove to be bigger than our tractor drive! This year, we are going to do a convoy of semi trucks (no trailers), straight trucks, grain trucks, etc., but no pickup trucks. We will be holding the event on Saturday, June 9. We will be leaving from the Carroll County Fairgrounds. We will travel a path through the county and return back to the
