The more than 200 new state bills that went into effect Monday don’t include much in the way of sweeping reforms, but they do reach into about every legal nook and cranny. Some of the more interesting bills run the gamut from pet custody to reinforcing “the right to Yelp”. Senate Bill 1261 deems pets marital assets and a judge will decide who gets the fur baby if divorcing couples can’t reach an agreement. Judges have asked for better guidance in awarding custody as part of the divorce proceedings. Factors such as who spends more time caring for an animal and who drops more money on food and veterinary care will be strongly considered in the ruling. The “Yelp law”, sponsored by Rockford Sen. Steve Stadelman reaffirms the right of customers to honestly review restaurants and others businesses’ services without fear of intimidation or retribution when it’s negative.

LANARK – Lucille F. Huggins, 90, of Lanark, passed away Friday, Dec. 29, 2017, at Good Samaritan Society – Mount Carroll. She was born Feb. 19, 1927, in Genesee Township, to James Leroy and Edna (Paschal) Flynn. She married Howard Huggins on Jan. 2, 1945. She was a farm wife until Howard passed away, then worked at Elkay for 19 years. Lucille enjoyed sewing, crafts, and ceramics. Most of all, she enjoyed watching the birds and the flowers. Survivors include her two sons, James (Elaine) Huggins and Richard (Judy Eaton) Huggins; one daughter, Lois Hunsaker; grandchildren, John Huggins and Curtis and Cathy Hunsaker; stepdaughter, Debbie Hunsaker; great-grandchildren, Francesca Huggins and Morgan and Ethan Hamilton; stepgrandson, Zack McComb; two brothers, Michael Flynn of Sterling and William Flynn of Polo; four sisters, Lavonne “Bonnie” Williams of Rock Falls, Arlene Kimmer of Clinton, Iowa, Carol Goepfert of Argyle, Wisconsin, and Mary Jacobsen of West Palm Beach, Florida. She was preceded in death by her son, Bradley Dean in infancy; husband, Howard, in 1967; two brothers, Laverne (Joe) Flynn and Frank Flynn; and one sister, Lorraine Baily. Visitation will be from 9 to 11 a.m. Thursday, and the funeral at 11 a.m. Thursday at First Brethren Church of Lanark, with Pastor Ellis Boughton officiating. This law amends the election code to improve transparency and voter access to ballot referendum information. HB 512 provides that public questions must be published for voter review not more than 60 days (now 40 days) and not less than 10 days (now 30 days) before the election. Expanding the window for posting ballot questions allows voters more time to learn about the proposals that will be put before them at the ballot box, and provides taxing bodies with a more flexible time frame in meeting posting requirements.
• House Bill 2663 – Preschool expulsions
Information wanted on Thomson burglary THOMSON – Carroll County Crime Stoppers are asking the public for information on a residential burglary which took place Nov. 29 on North Street in Thomson, Subjects entered the unlocked home between 5 a.m. and 2 p.m., taking a 55-inch Sharp television, an Acer Aspire laptop computer with a 15-inch screen, an XBox One, and numerous coins and necklaces. Provides that because of evidence that expulsion practices in the preschool years are linked to poor child outcomes and are employed inconsistently across racial and gender groups, early childhood programs receiving state funds shall prohibit expulsions. Instead, when persistent and serious challenging behaviors emerge, the early childhood program must document steps taken to ensure that the child can participate safely in the program and utilize a range of community resources. It also requires annual and biennial reports for early childhood programs.

Each institution of higher education shall adopt a policy to award academic credit for military training applicable to the student’s certificate or degree requirements before June 1, 2018. The policy must apply to any enrolled individual who has completed a military training course. Institutions must develop procedures for annually awarding credit to the Board of Higher Education and Illinois Community College Board.
• House Bill 3709 – Counseling for minors
Minors older than 12 do not need parental consent to initialize counseling or psychotherapy. Until parental consent is given, counseling or psychotherapy is limited to eight 90-minute sessions for minors younger than 18. After the eighth session, the provider must determine whether attempting to obtain consent would be detrimental to the minor’s well-being.
• House Bill 425 – Regional superintendents
Statutory references to “regional superintendents” in the school code must now apply to chief administrators of the three suburban Cook County intermediate service centers (ISC). Any references to assistant regional superintendents must include one assistant appointed by each ISC chief administrative officer.

Transition bumpy as Northland Mall changes hands Four-person team leaves local management office BY PAM EGGEMEIER peggemeier@saukvalley.com 815-625-3600, ext. 5570 @pam_eggemeier STERLING – The Northland Mall sale is final and a new ownership and management team officially took over Dec. 21. Denver-based J. Herzog & Sons sold the mall to Namdar Realty Group, a privately owned commercial real estate investment and management firm. Namdar, based in Great Neck, New York, owns more than 15 million square feet of commercial real estate, much of it strip malls, medical
and office buildings. Namdar’s partner, Mason Asset Management, also based in Great Neck, will manage the mall. According to several store employees at the mall, the early stages of the management transition have been anything but seamless. The mall’s entire local management team, including General Manager Karyn Brouilette, have quit their jobs. Half of the maintenance staff also decided to leave, including the daytime manager. Adding to the tension is a problem with
the heat during the first extreme cold stretch of the winter. None of the stores have had a problem because each one controls its own heat, but shoppers won’t want to take off their coats in the shared walking areas. The problem was noticed when the mall was opened Dec. 26 and was still being addressed a day later. The mall took a big hit in March, when the announcement came down that its J.C. Penney store was one of 138 on the retailer’s latest closure list.

BOYS BASKETBALL HIGHLIGHTS Golden Warriors repeat in Taylorville: Sterling won its second Taylorville tournament title in as many years, and it took avenging a pool play loss to make that happen. The Golden Warriors dropped a pool play game Thursday night to Taylorville, 67-51. After beating Galesburg, 39-36, Friday morning, Sterling took on the Tornadoes in the championship game and won, 65-55. In the championship, Sterling shot 53 percent (21-for-40) from the field, and 22 of 30 from the free-throw line. Sean Gingrich led a balanced Sterling offense with 14 points. Micah Kendrick chipped in 13 and Tyler Willman added 10. Jordan Moats had a game-high 16 points for the Tornadoes, who are coached by former Sterling coach Ryan Brown. The Panthers raced out to a 15-5 lead after the first quarter, but the Flying Geese narrowed it to 25-22 by halftime. Leading 38-33 with 8 minutes remaining, the Panthers were unable to hold on as they saw the lead evaporate in the final 2 minutes. Isaiah Bruce led the Panthers with 18 points, and Sean Ormiston had 16 points. Bruce was named the tournament’s Most Valuable Player. The Panthers went 4-0 in pool play. They defeated Knoxville (5421) and Orion (57-50) on Wednesday, Mercer County (56-46) on Thursday, and Morrison (53-46) on Friday. Morrison earned its first two wins of the season after starting the season winless in its first 12 games. In Thursday’s 54-41 win over Knoxville, the Mustangs held a 31-26 edge after three quarters, and scored 23 in the final 8 minutes to hold off the Blue Bullets in Erie. Ben Brackemyer scored a game-high 20 points for Morrison. The second win came in comefrom-behind fashion Saturday over Peoria Heights (49-42). Brackemyer scored 21 in that game. Morrison’s other two losses came Wednesday to Bureau Valley (62-38) and Mercer County (61-49). Stockton went 1-4 in the tournament, beating Stark County, 47-30, on Friday. The Steamers employed a balanced offensive attack and got a few key stops at the end to pull out a 64-60 victory against the Marcos. Fulton scored the contest’s last five points. “We knew that was going to be a fight,” Fulton coach R.J. Coffey said. “Polo, they play fast. They’re high energy on both ends, and they can really shoot the ball, so we knew it was going to be a tough one. I’m proud of my guys. They did exactly what they needed to do to end the tournament the right way.” The final frantic minutes of the game saw neither team able to gain more than a one-point lead. Polo’s last lead was 60-59 after Trevin Woodin dropped in a pair of free throws with 2 minutes, 12 seconds to play. Fulton responded with a layup from Kyle Schipper at the 1:50 mark to go up 61-60. The quickstrike Polo offense then came up empty, as Woodin’s layup was blocked by Wierema. The Steamers then ran more than a minute off the clock before calling timeout with 30.3 seconds to go. A pair of quick fouls put Cody Sanderson on the line, and he responded with two free throws with 27.2 seconds to up Fulton’s lead to 63-60. Senior forwards Tyler Bruggenwirth (17 points, 7 rebounds) and Nate Wierema (6 points, 12 rebounds) were a handful inside for the Steamers. West Carroll cut its deficit to 10 (37-27) with 5:38 left in the third, on a Dawson Wurster layup. Newman led 49-29 after three quarters, a big enough lead to put it on cruise control in the fourth. Sterling called a timeout to ice Krogman, and it worked, as she hit the back iron on her first attempt. After another Warrior timeout, Krogman’s next attempt bounced a few times on the rim before finally dropping in. “Really there was no pressure, because we could win it in overtime anyway,” Katie Krogman said. “I just wanted to win it there. Where did all the time during the holidays go?

s I sit here and type this, our office is closed, and I realized that I had yet to type this up. How did I possibly forget? I am actually lucky to know what day of the week it is! I also just realized it is Wednesday, and I have less than a week at home and I have yet to accomplish anything. Life flies by so quickly. The rest of this week is filled with 3 trips to the high school gym, a day to watch basketball. When am I going to accomplish my annual break cleanout? And get the living room painted? And the Christmas returns? Sigh. Now if it would also warm up, as the dog is again eating the cat, since it is too cold to be outside long and she is bored. I hope everyone got the chance to enjoy
their holiday weekend ••• There are still a number of nuts and candies available through the office. Currently, we are out of only the pecan halves, but we have walnuts, pecan pieces, cashews, mixed nuts, mint meltaways, bridge mix, and turtles on hand. Prices range from $7 to $11. ••• In 2017, our board of directors established priorities for what we wanted to focus on in our county. Throughout the year, Illinois Farm Bureau calls to action Farm Bureau members to contact legislators on issues where they need to hear our voice. We know the importance of this, and making contacts was one of the priorities we set. They offered up an incentive to voting mem-

When we get back to the office, I will be finalizing the results and contacts. A drone was purchased as the grand prize drawing for people who took part in each action request throughout the year. In January at our board meeting, we will again establish priorities. One of our other priorities was focusing on membership. Our membership numbers have decreased by more than 200 since I have been manager. It is a steady decline when you
look at our aging membership. Through hard work and contacts, we were able to make our annual quota for voting members. It wasn’t an easy feat, but it was a big accomplishment. Another priority was ag in the classroom. With the struggles in the state system, we worried about our program as we are teamed up with the University of Illinois Extension in Ogle County for our program. CHADWICK – The Chadwick Achievers 4-H Club met for November at Hope United Methodist Church, with 29 members and 20 guests present. President Rachel Scidmore called the meeting to order, while Secretary Brianna Wilkenson took roll. Ada’Fia Tehuma led the Pledge of Allegiance, and Dylan Wilkenson led the 4-H Pledge. In old business, Natalie
Wilkenson talked about the Federation trip to a corn maze near Freeport. In new business, project books were handed out. Scidmore and Dylan Houzenga both took part in dairy quiz bowl at the national level. The club’s Christmas party was Dec. 6, with donations for Heartland Pet Welfare in Savanna. Lilly Ebersole discussed her Snap Circuits, or electricity, project, while Kailyn Hutchison talked about her stamp collection. She also showed the club a 4-H stamp she found.

FREEPORT – Winners have been picked for this year’s FHN Community Festival of Trees. A field of 21 entries received a total of 1,477 People’s Choice ballots from Dec. 4 to 16. People’s Choice winners, by name, group, place, votes, and prize, are: “Open Bible Sticks Together,” Open Bible Learning Center, first, 658, $500. “Snowflakes are some of nature’s most fragile things, but look what
they can do when they stick together,” Lincoln-Douglas School fourth grade, second, 157, $250. “People like snowflakes are fragile but when they stick together they can do anything,” YMCA Bluefins Swim Team, third, 146, $100. Judges’ picks were “Open Bible Sticks Together” in first; “Island of Misfit Toys” by the Taylor Park K-Kids, second with a $300 prize; and “Christmas in the Civil War,” by the Civil War Monument Fund, third place and $150.

The Northland Mall has been sold, and according to several store employees at the mall, the early stages of the management transition have been anything but seamless. The mall’s entire local management team, including General Manager Karyn Brouilette, have quit their jobs, and half of the maintenance staff also decided to leave, including the daytime manager.
