Alcohol affects a teen’s brain differently than an adult’s. The brain is fully developed by age 12. Alcohol use can impair impulse control, memory, judgment and decision-making skills. Alcohol poisoning can cause difﬁculty breathing, unconsciousness, and death. Binge drinking kills as many young people as all other drugs combined. Having friends that drink alcohol increases the risk that you will too. If a person is unconscious or “passes out” you should immediately call 911. Damage to the brain by underage drinking can be long-term and irreversible. People that start drinking by age 13 have a 7% chance of becoming alcohol-dependent. The brain’s hippocampus is responsible for learning and memory. Studies show that the hippocampus can be 10% smaller in underage drinkers. Alcohol slows down brain activity and hinders development. The brain goes through rapid development and “wiring” changes during the ages of 12 through the early 20s. Alcohol can damage the brain’s ability to sense pleasure from normal, healthy things and experiences. Parents should allow their teens to have privacy in their texting and Internet activity.

Building permit fees will increase Council OKs shift to $50 flat fee BY MICHAEL MILLER For Prairie Advocate

SAVANNA – Building permit fees in the city will increase from a base of $15 to a flat fee of $50 with the City Council’s approval at its Oct. 10 meeting. Fees currently start at $15, and increase based on circumstances, including the building structure and type of work. “There was no rhyme or reason as to how it was being done,” said Jim Friedenbach, chairman of the Building and Public Property/Health and Safety Committee, which is reviewing permit fees. He said there was little consistency in charges. Historically, Friedenbach said, inspections did not include the type of

detailed work that would come from a certified building inspector, so he recommended charging a flat $50 for a zoning clearance. He said Alderman Roger Husband noted that even charging only for a zoning clearance wasn’t covering the cost of the superintendent and administrative staff working on the approval process. The $50 flat fee will be inplace unti inspections are instituted. Lindeman said doing actual inspections on a new home could be quite a lengthy process. Husband moved to raise the building permit fee to $50 to cover city costs, which will require a reworking of the relevant ordinance. Alderman Chris James wondered if the fee structure couldn’t be based on a percentage of the cost of the building, saying he hated to discourage peo-

ple from improving their property. James said he thought it made sense to survey what the costs were for other communities. “If you are going to build a half a milliondollar house, … you probably can afford $50,” Alderman Sarah DeSpain Purdom said. James and Alderman Pat Sanchez voted “no”, with Friedenbach, Christine Lee, and DeSpain Purdom voting “yes.”

Filling Station regarding remaining documentation needed to begin receiving their payments this year. If documentation is not filed by Nov. 1, they will not be paid until December 2018, pushing payments back a year without losing benefits as long as their projects are finished within the time approved by the committee and council. “The ball’s in their court, and they have to get back to us,” Sanchez said. Sanchez also said the committee received a letter from the owner of 502 Main Street, former home of Brother’s Restaurant.

RECORDS OBITUARIES FRANCES D. KNAPP MOUNT CARROLL – Frances D. Knapp, 85, of Mount Carroll, passed away Sunday, Oct. 8, 2017, at FHN Memorial Hospital in Freeport, with her daughter, Sandy, at her side. Frances was born July 28, 1932, in Woodland Township, Illinois, the daughter of Amil and Hazel (Thompson) Bork. She attended Pauls Grove Country School, Spring Grove Country School, and Mount Carroll High School, graduating with the Class of 1950. On May 1, 1955, Frances married Raymond Knapp. They celebrated 56 years of marriage until Raymond’s death in 2011. Frances worked as a secretary for the Savanna Army Depot and the Mount Carroll

Most of all, Frances’ life revolved around her family, and she cherished spending time with them. Frances will be dearly missed by a daughter, Sandy (Keith Brinkmeier) Allen of Pearl City; grandchildren, Diane (Garry Mapes) Randecker of Stockton, Marty Knapp of Savanna, and Amber (Ashley) Knapp and Ashley Knapp, both of Casper, Wyoming;and greatgrandchildren, Courtney, Brittany, Alyssa, and Jon Randecker, and Tessa, Avery, and Rose Marie Knapp. Frances also was preceded in death by one son, Marty; one grandson, Matthew; three sisters; seven brothers, and her parents. The funeral was Thursday at Law-Jones Funeral Home in Mount Carroll.

Lindeman announced that he Public Works Department would be flushing hydrants in the city from 1 to 5:30 a.m. beginning Tuesday, Oct. 17. He said residents should run their cold water first thing in the morning to make sure rust has settled down and is not drawn in using hot water. The tradition has been to start at the top of the city near Pinnacle Place, then down through Main Street, working down to Chicago Avenue and the east end of town. Normally the work is complete by Friday morning, he said. Comptroller/Treasurer Sheryl Sipe noted that the city office is now accepting debit and credit cards for water bills, fine and licensing, or you can pay online or call in the amount.

The council also approved a draw of $347,682.84 for the waste water treatment plant and in system sewer project. Also approved were requests for funds from the Public Works Department for a backup pump motor for Well 4, for $21,000, as well as maintenance on Well 4 for $25,000 and on Well 5 for $34,000. The council approved the use of city property in conjunction with Bridgefest on Oct. 21.

According to the center’s Facebook page, it has been in business since 1963, with a full-service hardware store and lumberyard, 3D computer modeling, and special ordering for projects. The center is open from 7 a.m. to 5 p.m. Monday through Friday and 7 a.m. to 1 p.m. Saturdays.

Department of Natural Resources staff are asking hunters to use non-lead ammunition during firearms deer hunting seasons In a news release, Upper Mississippi River National Wildlife and Fish Refuge staff wrote that one lead fragment smaller than a grain of rice can be lethal to a bald eagle, if ingested. Solid copper ammunition, which expands instead of fragmenting, is recommended. A recent study examined 58 dead bald eagles collected along the Upper Mississippi River corridor, with 38 percent of them having clinical lead poisoning. X-rays of 25 deer gut piles collected from hunters showed that 36 percent of the piles contained lead fragments.

Animals can get sunburned and may overheat, so make sure shelters can block the sun’s rays on hot days, while also allowing for air to circulate through the dwelling. It’s also key that the shelter be capable of accommodating all of the animals at the same time. Livestock shelters do not have to be complicated. They can be as elaborate as a barn or as simple as carports or tarps and shade cloth.

Fresh water Access to fresh, clean water is also essential. Dehydration can set in, particularly for animals with thick coats or those that are young or elderly. Animals

tend to expend a lot of energy to cool down or stay warm, so they will need an ample supply of water to remain hydrated and healthy. Standing water can become a breeding ground for parasites and insect larvae. Therefore, change water frequently to make sure it is sanitary. Some farm experts advise aerating troughs to help prevent algae growth or mosquito infestations. A small amount of raw apple cider vinegar may help as well. However, always discuss water sanitation methods with a veterinarian before testing them out on farm animals.

Mold-free feed Hot, humid temperatures can cause mold to grow on hay and other feed sources. Cows do not like to eat moldy hay and it can make horses ill. The University of Minnesota Extension says horses are particularly sensitive to dust from mold spores and can get a respiratory disease similar to asthma in humans

Rest Livestock should not be worked and handled during the heat of the day. Their productivity levels may be diminished, and the extra exertion may affect their health. Rest will help them stay happy and healthy until the extreme weather has subsided.

Conserving energy is a great way to protect the planet and save money. While energy bills might be highest in summer thanks to air conditioning units, certain factors around a house can make winter more wasteful and costly than it needs to be. Energy bills are influenced by a variety of factors, including geography and how energy-efficient a home is. For example, according to data from the U.S. Energy Information Administration, the average monthly utility bill in Connecticut in 2015 was $153.13, while New Mexico residents paid slightly more than half that amount ($79.23) on

average. Homeowners cannot control winter weather, which can greatly affect how much energy homeowners consume between December and March. However, there are other ways for homeowners to curtail their energy consumption and save money throughout winter. · Address any leaks or drafts. Drafty windows and doorways can make the air inside homes feel warmer in the summer and colder in the winter. As autumn weather grows colder, homeowners can perform simple inspections around windows and doorways to determine if they have any leaks.

Use caulk or another type of sealant to address leaks so you can keep cold air out and set your thermostat to a reasonable, eco-friendly temperature. · Inspect air vents, faucets and plumbing fixtures. Air vents, faucets and plumbing fixtures attached to exterior walls should be inspected for leaks. Such inspections might need to be conducted from outside the home, which can make it more difficult to detect if cold air is entering the home. Look for gaps in the insulation around these areas, filling in those gaps as necessary.

· Inspect heating systems at the start of each new season. According to

EnergyStar.gov, heating systems account for 29 percent of the average homeowner’s energy expenditures. Inspect your heating or HVAC system before the start of winter, making sure all gas or oil connections are operating properly. EnergyStar.gov notes that dirty burners and cracked heat exchangers can cause heating units to operate less efficiently and may even pose a safety risk. Inspect the air filter of the heating system at least once per month, as filters can quickly become dirty during a heavy-use season like winter. Dirty filters cause the system to work harder to keep a home warm, unnecessarily wasting energy as a result.
