Lanark’s newly elected city clerk resigns Accusations of fraud, poor job performance fuel 20-year-old’s decision BY PHILLIP HARTMAN Prairie Advocate phartman@saukvalley.com 815-625-3600, ext. 5525

LANARK – In the wake of accusations of fraud and citing veiled threats of “legal proceedings” if she did not quit, the town’s 20-year-old city clerk has submitted her resignation fewer than 5 months after being elected. Sabrina Yoeckel signed the letter at 9:30 a.m. Aug. 29 at City Hall. Mayor Ken Viglietta, City Attorney Ed Mitchell, also a notary, and an unnamed Lanark police officer were present, according to an unsigned email sent to the media from the Lanark Police Department email account that afternoon. By state law, if an elected official resigns in a municipality with fewer than 500,000 people, the resignation must be in writing, signed by the person resigning, and notarized. Yoeckel said Thursday that she was told before the Aug. 1 City Council meeting that she was being investigated for fraud. She has hired an attorney, she said. She declined to name her attorney, or who told her she was being investigated. Concerns about Yoeckel’s job performance – that she was not checking the mail, making bank deposits or completing QuickBooks accounting training –

were raised publicly at the Aug. 1 City Council meeting. At the next meeting on Sabrina Aug. 15, Yoeckel Yoeckel told council members that she was making deposits, gathering the mail and had completed her training. “Everything had kind of calmed down,” Yoeckel said. Then her attorney called her on Aug. 28 and told her “they’re going to go ahead with certain proceedings,” she said. “From what I can tell, they were going to try to do something legally involving me not having my job any more, or I could give them my resignation,” Yoeckel said. “I don’t think anyone was specifically pressuring me. It was all handled through outside channels. Nobody ever came to me and said, ‘We want you gone.’” She said she doesn’t know who contacted her lawyer and said she was being forced out. “Even if I did know, I don’t want to put any names out there to make anybody look bad. It wasn’t [Viglietta] pressuring me,” she said. She found a resignation letter template online and signed it the next day, Yoeckel said. “I don’t even know who

her attorney is,” Viglietta said Thursday. “Ed Mitchell was dealing with [Carroll County State’s Attorney] Scott Brinkmeier in connection with alleged malfeasance and issues with her performance.” Yoeckel ran unopposed for the clerk’s job in April, after Jackie Hawbecker, who held the position for 19 years, decided not to run. The city clerk position paid $11,000 a year. Yoeckel also was the town’s utility clerk, which paid $13,000 a year. After Yoeckel was elected, $84,000 in unpaid water bills were found in a cabinet drawer; she and City Treasurer Carol Kruzek were trying to determine who owes what, if anything. At the Aug. 1 meeting, Ward 1 Alderman Haley Grim raised concerns about Yoeckel’s job performance as utility clerk. Grim said it was brought to her attention that Yoeckel had not been making bank deposits on time, hadn’t been picking up mail, and hadn’t completed QuickBooks training. “If I was in that position in any job, any of us, if we didn’t do our job, we would have been let go,” Grim said at the time. “This is the come-to-Jesus moment,” Ward 2 Alderman Lara Tallman said. “If we have to give you a list, we have to give you a list. You are a young woman in a very important position in

OREGON – A Mount Carroll attorney has been chosen to fill the 15th Judicial Circuit associate judgeship that will open when John F. Joyce retires Friday. John “Jerry” Kane, 50, of Lake Carroll, was chosen by a vote of the circuit’s judges, Marcia M. Meis, director of the Administrative Office of

Chief Matt Magill told Yoeckel at the meeting. Two weeks later, Yoeckel told council members those issues had been dealt with. She had completed training, was getting the mail and making deposits on time, even going so far as to check the drop box at least once a day and depositing those checks if she found them before 2 p.m., she said. Grim told her to keep it up. In an interview Thursday, Yoeckel denied committing fraud, and said any misunderstanding over the deposits was “completely unintentional, and due to the ignorance of my job.”

This 1950 Chevrolet pickup, owned by Scott and Tami Kevern, was just one of the classic vehicles to run in the Shannon Homecoming Parade on Monday. Good weather and mild temps had huge crowds lining the streets for the yearly event.

You can register to paint your own 5’X5’ square on Morrison’s Main Street, alone or with a friend. For a modest registration fee, participants receive an assigned, framed space, a ﬁve-bottle primary color paint set, brushes, cups, stirrers and a palette for mixing colors, color mixing instructions, a logo t-shirt and lots of give-aways from Paint the Town sponsors.

Early registrations for $13 must be received by 4pm, Thursday, September 14. Walk-ons are accepted the day of the event for an $18 fee.

Two people die in crashes near Mount Carroll Prairie Advocate staff

MOUNT CARROLL – Two people died last week in separate crashes north of Mount Carroll, the Carroll County Sheriff’s Department reported. John Sobol, 65, of Mount Carroll was northbound on his motorcycle on state Route 78 just south of Elizabeth Road when he hit a drainage culvert and was thrown from the bike. Deputies came upon the accident around d 5:57 a.m. Aug. 30, and Sobol was airlifted to FHN Memorial Hospital in Freeport, then taken to MercyHealth Hospital in Rockford, where he was pronounced dead, the department said in a news release. No further details were provided. About 12 hours earlier, a Mount Carroll woman injured in a three-vehicle crash on state Route 78 near Lowden Road died as she

was en route to a helicopter. Lawrence Andersen, 76, was northbound on 78 at about 5:30 p.m., about to turn left into a private drive when he was struck head-on by a southbound pickup truck driven by Ronald Preston, 72, of Savanna, that release said. Anderson’s car spun into the northbound lane, where it was struck again by a pickup driven by Tyler Stricker, 25, of Savanna. Sandra Andersen, 76, was taken by ambulance to a helipad in Shannon, where she was pronounced dead, the release said. Her husband was taken to FHN Memorial Hospital in Freeport, which does not provide patient conditions. Preston, Stricker and a passenger in Stricker’s truck, Nicholas Warren, 25, of Mount Carroll were not injured. Both crashes are under investigation, the releases said.

ERIE – An Erie native who says he loves working with his community is the fifth man to announce his candidacy for Whiteside County Sheriff. Republican Clark Mortensen Jr., 47, a 1988 Erie High School graduate, was a police officer in Colona from 1992 until 2000, when he became a police officer and firefighter for Quad City International Airport. “I have never worked in Whiteside County, and want to serve my community and home. I believe I have a lot to offer,” Mortensen said. The sheriff’s department has not had a lot of turnover, and he would bring some fresh ideas, he said. “I would be someone from the outside looking in.” His experience makes him an ideal candidate, he said. In addition to his 26 years in law enforcement, he served on the Colona City Council from 2001 to 2005. His father, Clark Mortensen Sr., of Erie, is a retired Illinois State Police trooper. “I have always been interested in politics. I like going out and meeting people and talking to them,” Mortensen said. “I love serving as a police officer, and I got into the field to help people. I want

ack to school means back to learning for thousands of students across the region. And it means back to the classroom for hundreds of teachers who are educating the next generation. What a huge challenge today’s teachers face. As they instruct their classes, they must do their best to meet the expectations of administrators, the school board, parents and the community, not to mention all the mandates placed upon them by state and federal law. They must deal with students who, growing up in the digital age, likely have shorter attention spans and face all sorts of distractions – smartphones, social media, gaming and the like – that compete with the time necessary to learn. They must deal with students who, growing up in today’s society, might be more likely to come from split families, or who must deal with family problems, including lack of adequate income. They must deal with students whose

They go above and beyond in providing for students – by paying for certain supplies out of their own pocket, for example. They watch out for their students. In other words, they care. Students would do well to learn all they can from teachers like these. Parents should support such teachers, too. We recall a time when parents always supported teachers. They were on the same team, so to speak, in the combined effort to educate young ones – the teachers in the classroom, the parents in the home. Unfortunately, from what we’ve heard, some parents might not be as supportive of teachers as in the past. Parents might not have the inclination. Busy parents just might not have the time. As the new school year dawns, a good resolution is for parents – and the community at large – to do all they can to support local teachers as they shoulder the responsibility of educating today’s students. The region’s next generation depends on it.

They must deal with the show-offs, class clowns and troublemakers. They must deal with kids who are unprepared for this stage of school. How on earth do they manage it all? Our observation is that there are plenty of successful teachers out there, and they have developed outstanding skills to motivate young people to learn what they need to know. These teachers are positive. They are optimistic. They are flexible. They have the right demeanor – genuine and approachable. They have a sense of humor. They have a way of relating to students that wins respect. They have the answer when a student asks, “I’ll never need to use this; why do I have to learn it?”

s I sit here and type this week’s column, I am quite thankful for the quietness of a Monday morning at the office. For what seems like quite a while, I have a lot to type. This past weekend was more than exhausting, but it was also a great weekend for Farm Bureau events here in Carroll County. Friday was kicked off with a farm tour for Congresswoman Cheri Bustos. We were approached about a week prior to the tour asking if we would like to host the congresswoman and her staff for a farm tour. Of course we would! Our board knows how very important it is to keep in contact with our legislators and keep them updated on agriculture. We toured Lower Farms in Lanark, where Rep. Bustos was able to learn more about hog operations. Following the tour, we hosted her and her staff for a lunch, where topics like the next Farm Bill were discussed. A big thank you to Chris, Mark, and Jon Lower and their families for allowing us to tour their farm. Also to Char White, the lady in charge of the hogs! She did a great job explaining all the ins and outs. Sunday finished off the weekend with the Young Leaders sponsored Farm to Fork. What a great evening!

What a lot of work! We have a great group of Young Leaders and their wives. In fact, most of the credit does need to be given to the wives who took this program under their wing and ran with it! I have wanted to do a harvest meal or farm to fork event for sometime but wasn’t sure where to start. Luckily, Augusta Witt has experience working with the one in Madison, Wisconsin, and was able to lead the group in the right direction. Tickets had been sold for the event for the past couple months. We kicked off the event at Livengood Barn. Once everyone gathered, we used hay racks and people movers to transport the group to Livengood Beef. The event included a tour of Ed and Kali’s beef operation. Ed spoke to the group about his farm and how he raises his cattle. The group was then transported back to the barn, where we had a great meal using local ingredients prepared. During the meal, the attendees were able to listen to our local producers speak on their farming operation and how they raise their commodity. Lots of questions were asked and answered. MORRISON – A Dixon resident will give a program on orphan trains on Sept. 18 at Odell Public Library, 307 S. Madison St. The presentation will be at 6 p.m. Carol Chandler, a member of the Lee County Historical and Genealogical Society’s board of directors, will discuss the trains, which were conducted from the early 1850s until 1929. An estimated 150,000 to 200,000 orphaned, impoverished, or neglected children were taken from urban slums in the Northeast and placed in foster homes, many of them in the rural Midwest. A grandmother of one of Chandler’s friends was an orphan train child. The

Our brain is more complex than the worldâ€™s most powerful computer. It is responsible for everything we think, see, hear, feel, smell or do. It even creates and directs all of our emotions. It does this through more than 100 billion brain cells called neurons. SPRINGFIELD – Carroll and Stephenson county 4-H members were among winners Aug. 19 in the 2017 4-H Dairy Judging Contest at the Illinois State Fair. A group of 39 contestants from 22 counties took part in the competition. Local 4-H members named to the Illinois 4-H Dairy Judging Team are Jared Dickman from Stephenson County and Connor Erbsen from Carroll County. First alternate is Payton Erbsen from Carroll County. In the Top 10 Senior Division, of 4-H members who were 14 and older as of Jan. 1, Dickman placed first with 347 points. Payton Erbsen was second with 341 points, while Connor Erbsen took third with 325 points. Other Carroll County winners were Dylan Houzenga, at fourth with 323 points, while Nathan Erbsen took 11th place with 307 points and Rachel Scidmore

PEARL CITY – The fourth annual Pearl City Boulevard Bash and the fifth annual Pearl City Pitmasters cooking competition took place Aug. 26, raising $13,000 for charitable causes. The Boulevard Bash committee was able to give $5,000 to the Conservation & Agricultural Partners Foundation, $3,000 each to the Pearl City Food Pantry and Pearl City School Needy Children’s Fund, $1,500 to Pear City Educational Foundation, and $500 to Pearl City Flood Relief. A total of 12 cooking teams took part in Pitmasters, with categories

in ribs, hamburgers, chicken legs, ham, and this year’s mystery category, salmon. Classic rock show opens Friday at TLP Prairie Advocate staff

MOUNT CARROLL – The Broadway musical “Million Dollar Quartet” opens Friday, and runs through Sept. 17, at Timber Lake Playhouse, 8215 Black Oak Road. Courtney Crouse will direct the performance, which tells the true-life story of one night in 1956 at Sun Records in Memphis, Tennessee, when music legends Elvis Presley, Johnny Cash, Carl Perkins, and Jerry Lee Lewis recorded together. Record producer Sam Phillips narrates the 90-minute program, with “Great Balls of Fire,” “Walk the Line,” “Blue Suede Shoes,” “Whole Lotta Shakin’ Goin’ On,”

and other classic hits among the musical pieces. Grant Brown will portray Phillips, while Patrick Martin plays Carl Perkins. Newcomers Tyler Breeding and Erick Baldemar portray Elvis and Johnny Cash, respectively, and Ethan Ray Parker plays Jerry Lee Lewis. Parker also will direct the music. The cast is rounded out by Courtney Jones of Chicago as Dianne, Charlie Malave as bass player Brother Jay Perkins, and Kieran McCabe as Fluke, the drummer. University of Illinois Extension and Illinois State Board of Education staff conducted the session, which provided participants with six hours of U.S. Department of Agriculture Professional Standard credits, to help fulfill annual continuing education requirements.
