SHANNON HOMECOMING

SHANNON – A festival begun to honor soldiers returning from World War I will kick off for this year on Saturday. Shannon Homecoming is one of the oldest festivals in the state, started in 1919. Music, a barbecue contest, a parade on Labor Day, and the Shannon Homecoming raffle are just some of the activities. This year’s parade grand marshals are Nelson and Linda Snavely. Nelson has been a Shannon Lions Club member for 39 years, and has helped with various projects in the village, such as new lighting at the baseball field in Lions Park. “It was kind of a surprise. I’m not one that likes to get put in the limelight,” Nelson said. The Shannon Lions and American Legion will once again have elephant ears and cheese curds for $4. Skinner Amusements will have rides starting at 1 p.m. Saturday and Sunday, and 11 a.m. Monday. Also taking place each day is a craft show at the Shannon Fire House, 14 S. Hickory St., with hours from noon to 6 p.m. Saturday, 9 a.m. to 6 p.m. Sunday, and 9 a.m. to 4 p.m. Monday. On Saturday, a car, truck and tractor show will take place from 11 a.m. to 3 p.m. Call 815-291-7619 for more information on the car show, and 815-864-2313 about the tractor show. Registration for the Eastland High School CrossCountry 5K Memorial Run starts at 2 p.m., with the run
at 3 at the village park on Sixth Street. Proceeds will go toward the Homecoming and the Eastland crosscountry team. Call 815-8212373 for more information. Homecoming royalty will be picked at the stage, with the Little Mr. Firefighter and Junior Mr. Firefighter contests at 4 p.m. and the Shannon Little Miss at 4:30. The 61st Shannon Homecoming Queen will be crowned at 5. Also at the stage, the Eastland Jazz Band will perform at 6 p.m, followed by Spotted Dog, a ‘60s and ‘70s rock and roll band, at 7 p.m. Sunday activities feature a barbecue competition starting at 8 a.m., with chicken thighs, ribs, and pork shoulder for pulled pork. A community church service will be at 11 a.m. at Bethel United Methodist Church, 217 S. Hickory St. Christian music will feature at the stage, with Shannon Baptist Church performing at 3 p.m., Elvert Williams and Friends from 4 to 6 p.m., and the Allegiance Trio at 6:30. In case of rain, the Allegiance Trio performance will be inside the firehouse. Monday’s activities start with parade registration from 8 to 9:30 at Lions Park, on West Arch Street. Obituaries Lorna J. Kuhlemeier
PEARL CITY – Lorna J. Kuhlemeier, 71, of Pearl City went to spend eternity with the Lord on Wednesday, Aug. 9, 2017. Lorna was born Dec. 5, 1945, in Freeport, to Elmer and Helen (Altenburn) Prasse. Lorna attended Millerburg Country Grade School until eighth grade, and then graduated in 1963 from Freeport High School. Lorna graduated in 1966 from Freeport Memorial School of Nursing. On Oct. 16, 1966, Lorna was united in marriage to Randall Kuhlemeier at Salem Church in Elroy, where her family attended. Lorna and Randall farmed alongside each other until present, and quit milking in 2016. They attended church up the road a mile at Zion, then attended Evangelical Free at Lena, and then Park Hills Evangelical Free in Freeport. Lorna loved spending time in prayer, singing and writing notes to others, spending time with her grandchildren and going to their sporting events
with her cowbell, getting together with her ladies’ groups, Bible studies, and baking cookies. Lorna also enjoyed her cow collection, silk flowers, cinnamon rolls, butter, and salt, and she loved drinking milk. Lorna is survived by her husband; her daughter, Anita (Dave) Evans of Lena, and their children, Ben (Rose) and their daughters, Summer and Violet (Lorna’s great-grandaughters), Luke, and Sarah Evans; her daughter, Amy (Don) Visel of Lena and their children, Josh (Amanda) Visel, Rachel (Caleb) Zimmerman, Isaac (fiancé Brianne Myers), Noah, Josiah, Caleb, Hannah, Rebekah, and Joanna Visel; her daughter, Tricia (Pat) Vandenburgh of Freeport and their children, Christa, Tim, Zeke, Katie and Micah Vandenburgh; her son, Bill (Heidie) Kuhlemeier and their children, Joseph, Ella, Abigail, and Lola Grace Kuhlemeier; her brother, Ron (Evelyn) Prasse; her sister-in-law, Teresa Kuhlemeier; and nephews, Michael Kuhlemeier and Nathan and Rob Prasse. She was preceded in death by her parents, Elmer and Helen Prasse; her stepmother, Doris Prasse; her mother- and father-inlaw, Norman and Marjorie
Kuhlemeier; her brotherin-law, Mark Kuhlemeier; and her daughter in infancy, Kristy Kuhlemeier. The funberal was Aug. 13 at Park Hills Evangelical Free Church in Freeport. Marietta Preston
KIRKLAND – Marietta Preston, 63, of Kirkland, formerly of Lanark, died Monday, Aug. 21, 2017, at Kishwaukee Hospital in DeKalb. She was born Sept. 24, 1953, in Astoria, Oregon, to Kenneth and Mary Scott. She married E. Dent Preston on Feb. 5, 1972. Marietta graduated from Lanark High School in 1971 and Northern Illinois University in 2004. She taught English at Kishwaukee Community College, and was a Master Tutor at NIU. Marietta enjoyed meeting and talking to people. She was able to make them feel comfortable, and they often shared their
life stories. She loved history, feeding people, English, and antiques. She liked nothing better than to snuggle up with a grandkid for movies and popcorn, lol even if you did have to explain the parts she slept through. Marietta worked hard all her life – the last few years were especially difficult due to her health limitations. She did her best to still support her grandchildren and attend their events. They provided joy and purpose for her, and she provided unconditional support and a listening ear. She will be greatly missed. Survivors include her husband, E. Dent Preston of Kirkland; children and grandchildren, Scott and Dawn Preston and their kids, Drew, Shelbie, Kendall, and Rory of Lanark, Anthony and Amanda Preston and their kids, Braydin, Lowden, and Sophie, also of Lanark, and Andrea Preston of Baltimore; siblings, Maureen Scott and Maureen Kincaid, both of Aurora, Micheal Scott of Forreston, Melissa Scott of Amory, Mississippi, and the late Glenn Scott; aunt, Glenda and uncle, Paul Finley; and aunt, Mary Ellen Scott; along with many nieces, nephews, and cousins. A memorial service to celebrate Marietta’s life is

MILLEDGEVILLE – Paul M. Grant, 36, of Milledgeville, died Sunday, Aug. 20, 2017, at CGH Medical Center in Sterling. Paul was born Sept. 5, 1980, in Freeport, the son of Micheal and Laura (Smith) Grant. He was employed by the Illinois Department of Transportation for 16 years. Paul was an avid Chicago Cubs and Chicago Bears fan, and enjoyed riding snowmobiles with his friends. Survivors include his mother, Laura (John) Folkers of Sterling; one sister, Jill (Wendell Ebersole) Queckborner of Chadwick; one brother, Marty (Lucy) Grant of Byron; one stepbrother, Chad Folkers of Sterling; his maternal grandma, Carol Smith of Milledgeville; three nephews, Jake (Kristy Richard) Queckborner, Tyler Grant and Brett Grant; four nieces,
Courtney Queckborner, Jocelyn Folkers, Jacqui Folkers and Juliana Folkers; and three great-nieces, BryLee Queckborner, Emilee Queckborner, and Paisllie Richard. He was preceded in death by his father, maternal grandpa and paternal grandparents. Visitation will be from 5 to 8 p.m. Friday at Dutchtown Church of the Brethren in Milledgeville. Council OKs rate hike for part-time police officers SAVANNA – Police officers, part-time and fulltime will be paid at a higher rate of pay after action was taken by the Savanna City Council at its meeting Aug. 22. The council voted unanimously to increase the hourly pay rate for part-time officers to between $17 and $18 an hour, depending on experience and at the discretion of Mayor Chris Lain and Police Chief Kevin Dimmick. The move was made to provide greater incentive to prospective officers. The council also voted to hire current part-time ordinance officer Matthew Herpstreith as a full-

time police officer, at a starting wage of $17.47 per hour. Lain and Dimmick commended Herpstreith’s performance as ordinance officer. Herpstreith will begin training at a police academy in DuPage for 14 weeks, then will begin fulltime duties in Savanna. Dimmick’s pay was also increased by the council, by 5 percent to $27.26 an hour,
or $56,700 annually. The council also approved $787,311.01 in payments related to the new wastewater treatment plant and in-system projects. Of that, $752,394.94 was for construction and $34,916.07 to MSA Professional Services for engineering, with money coming from IEPA loan funds and EDA funds.
A veterans memorial would be built in the 1100 block of Main Street, behind the “Welcome to Savanna” sign, the council ws told by Todd Swanson, chairman of the Savanna Veteran’s Committee. The committee, he said, has met since May and chose the site because
it’s a high-traffic area – both for road and river traffic. The area is about 13,000 square feet, Swanson said. “We’re kind of excited about it, really,” he said, asking the city to allow the site to be used. Lain said Public Works Superintendent John Lindeman, who was not at the meeting, has expressed approval. The city already

Proposed deficit budget ‘best we could probably do’ SAVANNA – The proposed budget for this school year in the West Carroll district has a projected deficit of $234,000. It’s based on some assumptions about state payments, and serves as a reminder that the district will need to continue considering cuts and additional revenue sources, Superintendent Adam Brumbaugh said during the school board’s meeting Aug. 23. “It’s depressing,” board member Beverly Kilpatrick said. This year’s projections are better than last year, Brumbaugh said, but still not great. He said the following assumptions are made about state funding: • That the foundation level of $6,119 per student will remain the same as it has

since 2010. An education funding bill, which the state Senate approved then advanced by overriding Gov. Bruce Rauner’s amendatory veto, remained under House consideration at press time. If that bill doesn’t pass, Brumbaugh said, the old rate would still be in effect. • That the district will receive all categorical funding for fiscal year 2018, even though all the FY 2017 categorical money still hasn’t been received. The first General State Aid payment of the year, scheduled for Aug. 10, hasn’t become because there is no funding mechanism in place. The state comptroller did release the third quarter categorical money, for Transportation, Special Education and some Early Childhood block grant money. For West Carroll,

SAVANNA – A 1-year contract between the West Carroll school board and district teachers was announced Aug. 23. The contract is for the current school year. The teachers’ union ratified the contract Aug. 14, and the board unanimously approved the deal at its meeting Aug. 23. Key negotations outlined in a joint statment include: • A hard freeze for all staff, with this was about $225,000.00, Brumbaugh said. • That the district will receive all General State Aid payments. tarting here as September approaches, there will be a few changes at our office. As I mentioned here a few weeks ago, Jessica left for a full-time position. For the fall, I am going to be the only one manning the office to start off. We get really quiet around here, and the amount of time I am out of the office also decreases. There will be days periodically that our office will be closed due to my being gone for a meeting. I will publish those days in advance. I will be available for any calls and questions by having the calls forwarded to my cellphone. And as always, we have our drop slot on the front of the building. As has been for the past 4 years, our office will remain closed on Fridays. In September, as of today, the office will be closed Sept.. 19. There may be times our office is also closed over lunch time. We appreciate your patience during this time. We are again sponsoring a Freezer Meal Fundraiser for our Ag in the Classroom program. The freezer meal orders are due by Sept. 18 and will be available for pickup from 2 to 5 p.m. Wednesday, Oct. 4.
This time the meals will include: pulled pork, smoked meatloaf, pulled chicken, bourbon chicken with green beans, Swedish meatballs, cheesy chicken with stuffing, tator tot casserole, lasagna, beef stew, and chicken pot pie. MILLEDGEVILLE – Milledgeville High School won’t be getting a new gym, at least for the foreseeable future – but neither will district residents be getting the tax increase that would have gone with it. Chadwick-Milledgeville school board members voted Monday to approve issuing about $4 million in general obligation bonds, and about $4 million in federal zero-interest bonds, for about $8 million in critical building upgrades at the high school. The project is being done with an eye toward eventually moving all pre-K through 12th-grade classes into the Milledgeville building by 2019. Chadwick Junior High would still be slated for closure by May 2019, with savings from the closure going to help pay for the bonds. The work approved Monday is slated to start in May 2018. The district has a performance agreement with OpTerra Energy Services, guaranteeing the work will not exceed $8 million. The board had been looking at four different

Next meeting The ChadwickMillledgeville School Board next meets at 7 p.m. Sept. 18 in the library at Milledgeville High School, 100 E. Eighth St. options for the schools, a response to declining enrollment and needed repairs, and surveyed residents last month for feedback on the options. The results of the survey were presents at an Aug. 7 meeting. The most popular among them – favored by 44 percent of survey respondents – was an $11 million project that called for closing Chadwick Junior High School, adding a gym and office space, upgrading the heating and air conditioning systems, and consolidating all classes at the high school, which now also houses pre-K through third-grade students. That option would have included an 11-cent tax rate increase, or about $15 per year on a home valued at $50,000, to help pay for costs. Superintendent Tim Schurman said the district could muster up the funds for the $11 million project, but “what gets complicated is that funding of that size of a project causes us to have a significant window of bond indebtedness, up to 30 years. We had thought it’d be 20 years.” Schurman said the board spoke with David Pistorius and Ed McCluney, both with First MidState Inc. in Bloomington, about the $11 million project, and received a final price on the possible bond issue. Board member Brad Smith said if the district had gone with the proposed tax rate increase for the more expensive project, it would increase the indebtedness by 10 more years. “We feel the proper course of action is the more conservative approach,” Smith said. The $8 million in work will include heating and air conditioning work, remodeling the current agriculture shop to four classrooms, work on the windows, communications, and other items. It would omit a new front drive, new office space, and security upgrades. Middle school sports would remain

The zero-interest bonds can be used only for renovations, and must be used by Dec. 31, or the district will lose them. In the meantime, though, the district won’t continue trying to acquire land for the gym from the Milledgeville Park District. LANARK – A lot of donated elbow grease and materials has resulted in a welcoming sight. The Transformers Team of Lanark volunteers, working to promote business and tourism in the city, finished work in June on the Lanark Welcome Booth. The small white building is next to City Hall on Broad Street, and features information on Lanark businesses, maps of the city, and information on Lake Carroll,and Carroll County. Denise Krysiak, a member of Transformers, said construction started Nov. 12, with the booth opening around the time of its completion.
Progress flowed quickly until the weather turned late last year. “We had the walls and roof the foundation, which was completed, and the windows installed by Burkholder and put in, but the weather Sons. This will need to be amended in September when the board approves the final budget numbers, Brumbaugh said. • That the district will receive the same amount in Title 1 and Title 2 grant money, even though the current allocation from the Illinois State Board of Education for 2018 is $94,932 less than was received this year. Title 1 money is uncertain because payments were delayed by the swtich from No Child Gets Left Behind to the Every Student Succeeds Act. The federal budget proposed by the Trump administration eliminates all Title 2 funding; which could result in a loss of $46,000 in funding annually for West Carroll. If the education funding bill passes the state House, according to ISBE figures, it could mean an additional $100,000 for West Carroll
• Primary School Principal Andrew Jordan reported that the PARCC scores had improved from last year. • Principal Julie Katzenberger reported that the Middle School had received free folders from Kids First Community, which recruits area businesses to donate to the costs. She added that the solar eclipse viewing, with special glasses supplied by the Science Club, had gone well, and that the teachers were adjusting well to the new Breakfast in the Classroom program and to self-contained study. • High School Principal Jeff Utsinger noted that Back to School orientation had gone well, and that more than $800 in donations had been received from local businesses to help fund the Thunder Bus program. for FY 2018. Activities at the Senior Center Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/ or haul the papers to the distribution center. What’s happening at CCSSO We were informed by Tri-County in August that LIHEAP will not start in September, and at the time of this article we have no other information. Open Enrollment will start Oct. 15 and go until Dec. 7. That is the time you can come in and check out your drug plan to make sure all your medications will still be on your plan’s formulary, and to see if there is a better
plan to meet your needs. We take appointments during this time because we fill up so fast. So if you would like to call to schedule your appointment for Open Enrollment, please contact one of our S.H.I.P. counselors, Karen Holm, Deb Connor or Sandra Aude. New Medicare cards are coming; scammers are coming, too A Medicare card number is a Social Security number, usually your own, and it is important to safeguard this number against identity theft and never give it to strangers over the phone. We are often asked why Medicare doesn’t just change the number. Well, Medicare is changing the number. Beginning in April 2018, the Centers for Medicare and Medicaid Services (CMS)
will start mailing out new cards to beneficiaries with an 11-digit combination of letters and numbers that has nothing to do with your Social Security number. CMS will stagger these mailings, and by April 2019, all Medicare beneficiaries will have their new cards. You will not need to do anything to receive your new card. It will be sent via mail.
IRS scam alert We have been informed that the IRS scam is starting up again. If you receive a phone call from someone claiming to be from the IRS and saying that you owe thousands of dollars and if you don’t pay you will be arrested, this is NOT TRUE and this is a SCAM! Hang up on them, and if they keep calling back tell them you are going to report this scam to the sherriff’s department. Senior Services Would you like to get a discount on your license plates? If you qualify, you can apply for the Benefits Access Program, formerly Circuit Breaker, and receive a discount on your license plate sticker. Income guidelines per year are: for one – $27,610; and for two – $36,635. The age requirement is 65 or disabled. Also if you have applied before please check with us to see if it is that time of the year to reapply for your license plate discount. Call us at 815-244-1800 to make an appointment for help with your application. If you applied in 2014, you will need to apply again this year. Remember to bring proof of all income for 2015 (i.e. 1099 from Social Security, or your 1040 or 1040A income tax form, etc.) to complete your license plate discount application. The Department on Aging has notified us that starting Jan. 1, 2017, you will need to bring proof of income for 2015 and 2016 in order to qualify for the license plate discount. S.H.I.P. counselors Deb Connor, Karen Holm and Sandra Aude are all SHIP Counselors and Certified Information and Referral Specialists for Aging. GRO – Great River Outreach The Great River Outreach offers a delicious meal, friendship, and good conversation at two locations. In Savanna, food is served from 11:30 a.m. to 12:30 p.m. Monday through Friday, at the former Chestnut Park School near Poopy’s, south of town on state Route 84. In Mount Carroll, food is served from 11:30 a.m. to 12:30 p.m. Wednesday at Mount Carroll United Methodist Church. Any age is welcome. Donations are accepted but not required. An AARP Defensive Driving class will be held from 8:30 a.m. to 12:30 p.m. Monday, Sept. 25, and Wednesday, Sept. 27 at the Carroll County Senior Center, 306 N. Main St., Mount Carroll. This 8-hour course, instructed by Arlyn Thomson, teaches how a person
can become a more efficient and safer driver as the effects of aging cause changes to longtime habits. Completion of the course may entitle the driver to a discount in auto insurance premiums for a period of 3 years, but check with your insurance company to verify. What is SHIP? The State Health Insurance Assistance Program (SHIP) is a federally-funded grant program with the mission to empower, educate, and assist Medicare-eligible individuals, their families, and caregivers, through counseling and training, to make informed health insurance decisions that

Turning 65 can be very confusing with all the information you receive in the mail about which Medicare D Plan to take or which supplemental to get. If you have questions, stop by and see our SHIP Counselors, Deb Connor and Karen Holm, and we can help you sort through the confusion. Also remember to stop at the Carroll County Court House to complete your Senior Citizens Assessment Freeze Homestead Exemption application and affidavit. When you turn 65 and become eligible for Medicare, the best time to enroll is during your Initial Enrollment Period. Your IEP includes the three months before, the month of, and the three months following your 65th birthday. Your IEP will span from September 2016 to March 2017. If you enroll in Medicare during this time, you will avoid late enrollment penalties. The date when your Medicare coverage begins depends on when you enroll during your IEP. For your coverage to begin as soon as possible, it is best to enroll in the first three months of your IEP. Your Medicare coverage will then go into effect starting the month you turn 65. To enroll in Medicare, please stop by the Senior Center and we can do this for you. It is important to be proactive and take the steps to enroll during your IEP. If you miss your IEP, you may be limited to specific times when you can enroll in Medicare in the future, and you may face a penalty for late enrollment, resulting in higher premiums. The Senior Center is open from 8 a.m. to 2:30 p.m. Stop by and get your questions answered.

We recycle them by sending them to a company that refurbishes them for emergency 911 phones in areas devastated by disasters and for sale to low income persons. If you know of anyone looking to get rid of old cellphones, ask them to drop them off at the Carroll County Senior Center during our regular business hours, 8 a.m. to 2:30 p.m., Monday thru Friday. For large stretches of the second half, they didn’t even have their top running back. But the Milledgeville Missiles did have one thing. “We played with a lot of guts,” Missiles coach Jason Wroble said after his team clawed its way to an opening-night victory over host Amboy-LaMoille on Friday. “It wasn’t as clean as we would have liked, but we never gave up.” Though the Missiles entered this season on the heels of a 2016 playoff berth, the Clippers (3-6 last year) came in as the bigger, stronger, and healthier team for the 2017 season opener. That led Amboy coach Gary Jones to expect a bit of an edge in the trenches, but Milledgeville impressed its hosts with its tenacity and stubbornness. “We didn’t get off the ball,” Jones said. “We were bigger than them, obviously, and I thought we could pound the ball, but whenever

The Missiles weren’t doing themselves any favors, either, committing four early turnovers before a long punt return by Carson Boyer set up a 2-yard TD plunge by quarterback Nate Rahn midway through the third. The score by Rahn, who was thrust into action after the team’s expected starter suffered a concussion last week at practice, gave Milledgeville an 8-6 lead. It was a tenuous lead, however, especially after cramping sidelined Boyer for parts of the second half, forcing Wroble to look deep on the bench for help. “We’re thin numbers-wise,”
he said. “We had to use a couple sophomores in there, but they stepped up and played tough.” With its defense holding up its end of the bargain against the Missiles’ battered offense, Amboy desperately tried to retake the lead, giving the Missiles several different offensive looks, including a spread offense that heavily featured the bruising Vaessen. But Milledgeville’s defense was up to each challenge. “We just had to adjust,” said junior linebacker Cayde Gusloff, who recorded a pair of sacks. “We shifted into their formations. We didn’t know they were going to run some of that stuff, but we played smart and used our quickness.” Le-Win 34, West Carroll 20: The Thunder were able to hang with Lena-Winslow for a half, trailing just 14-0 at the break at the Panther Bowl. Each team put up 6 points in the third and 14 in the fourth quarter. The halftime lead held for the Panthers. Rahveon Valentine led the Le-Win ground
attack, running the ball 30 times for 159 yards and 3 scores. Thunder QB Kody Plattenberger led the West Carroll offense, completing 14 of 25 passes for 164 yards and 2 TDs. AFC 19, River Ridge 6: Caleb Drew passed and ran for scores in the Raiders’ road win. Drew found Cody Penick for a 38-yard touchdown pass and ran one in himself from a yard out. Sam Hahn added a 9-yard score. Adam Hart rushed 22 times for 124 yards on offense and pulled in an interception on defense. Morrison 40, Sherrard 6: The Morrison Mustangs got 75 rushing yards from Grant Slater and 36 rushing yards and 52 receiving yards from Tristan Demay on Friday in Morrison. Slater and Luke Wilkens scored on fumble recoveries during a 27-point second quarter. Slater also opened the third quarter with a 50-yard touchdown run. Sherrard was limited to 92 yards of total offense.
