Chadwick man facing child pornography charge By Shaw Media

CHADWICK – A 67-yearold Chadwick man was to appear Monday in Carroll County court on one count of possession of child pornography. According to a news release from the Chadwick Police Department, Jim D. Shaffer was arrested Friday after a search of his home in the 100 block of Snow Street.

The Illinois Attorney General’s Crimes Against Children Task Force, state police, Rochelle police and the Carroll County Sheriff’s Department participated in the ongoing investigation. No further information was being released, the release said. Shaffer was in Carroll County Jail on Sunday with a hearing Monday to establish bail, among other things.

LANARK – The city’s maintenance manager was fired for insubordination and code of conduct violations, the mayor said. Council members met for more than an hour June 20 in executive session before emerging at 10:05 p.m. and voting 5-1 to fire Tom Difazzio. Ward 3 Alderman Jay VanMatre voted against the decision. Maintenance worker Geoff Williams is interim maintenance manager. The meeting, which took 3 hours, was packed with community members,

At the meeting, Lanark resident David Davies said he was told that Difazzio shut off the water of a tenant of Alderman Mark Macomber, at Macomber’s request. In response, Police Chief Matt Magill said Difazzio asked him May 30 or 31 if he had to shut off the water, and after checking with Carroll County State’s Attorney Scott Brinkmeier, Magill told Difazzio that if a landlord shuts off a renter’s utility for nonpayment of rent, it is a state code violation. “I informed Mark of this;

Board adjusts budget amid state shortfalls

LANARK – The Eastland school board voted June 21 to amend the 2016-17 budget in the face of a lack of state payments. Superintendent Mark Hansen told board members about the shortfalls at their May meeting. He said the state is about $86,000 short this year on its education fund payments and about $180,000 short in the transportation fund. Transportation expenses will outweigh revenues by about $45,000 this year – $622,167 in revenue and $667,607 in expenses – but reserves will have the fund sitting at $1.275 million by the end of the fiscal year. The state money shortfall represents 28 percent of the budgeted transportation revenues for the year. The education fund will have a surplus of about $700,000, with a projected ending fund balance of about $5.2 million. Hansen said in May that the district doesn’t anticipate receiving any more state payments by June 30.

LANARK – Aldermen are looking to current guidelines on past-due utility payments in deciding what to do about more than $84,000 in past-due utility bills discovered in a drawer at City Hall. Members of the Lanark Streets and fFnance committees met June 21 to discuss the situation, and will recommend to the full council to follow the current ordinance on overdue utility payments, with some adjustments. City Clerk Sabrina Yoeckel, who took office April 19, found a number of unfiled documents in late April in a top-drawer filing cabinet. She also found 52 utility bills which were not mailed out for April. Yoeckel took over from previous Clerk Jackie Hawbecker, who chose not to run again in the April election. Currently, Lanark utility customers have

until the 20th of each month to pay their bill. After noon on the 21st day, they are assessed a late fee of $15, and have 30 days to catch up. On the 31st day, the bill will be considered delinquent, and a disconnect notice will be posted or served. If the bill is going to a nonresident landlord, the notice must be sent by first-class mail. After 5 days past delivery, if the bill is not paid, the city clerk will notify the maintenance department to shut off the water. Delinquencies also can become liens against the property, which are filed at the Carroll County Clerk’s office. Yoeckel said the committees will recommend to the whole council to maintain the current ordinance, while extending the length of time to issue liens to 90 days instead of 30. The committee also discussed what to do when people face hardships. Resident Holly Fogle, who said she

repaid the city $785 and has kept her payments up ever since, said there are resources in Lanark to help people with past-due utility payments. “You have people who are going to abuse this,” Fogle said. Fogle’s husband, Chad, said there should be guidelines. Ward 2 Alderman Brad Knutti read the existing ordinance’s guidelines for determining hardships – the size of the past-due amount, the customer’s ability to pay, their payment history, the reason for outstanding indebtedness, and any other relevant factors related to circumstance for customer and applicants. Lara Tallman, also a Ward 2 alderman, suggested creating an application for people to fill out for hardship assistance. “The application should have a form with what they’ll do (for repayment), and both parties sign,” Tallman said. MILLEDGEVILLE – The proposal is now a plan. The Chadwick-Milledgeville school board has hired OpTerra Energy Services to proceed with a $10.5 million Milledgeville High

School remodeling and addition project. OpTerra toured the school in May, then submitted a proposal calling for replacing the school’s heating and air conditioning system and some windows, and removing asbestos, which would cost about $5.9 million, and building an addition with a gym and office space for about $4.5 million. Some of the lower level also will be remodeled. The work still hinges on a few major

requirements: “We have financing that has to be obtained and land that has to be acquired, or the project won’t happen,” Superintendent Tim Schurman said. “The timeline depends on how soon we can get the land.” The school district is working with Milledgeville Park District to determine how much land is needed and can be acquired. SAVANNA â€“ A motion to alter the West Carroll School Districtâ€™s policy on eligibility for sporting events ended in a 3-3 deadlocked vote, so the rules will remain unchanged until the board has a seventh member again. Current policy allows athletes to play with one failing grade. A revision would have allowed students to remain on a team but not allow them to play with a failing grade. At the June 22 meeting, board member Fred Tipton said he felt it was not too hard to have an â€œFâ€? in high school. He said he thought the policy change would be an â€œincentive to play, rather than a punishment to not play.â€? â€œIâ€™m not a fan of kicking them off of a team,â€? Tipton said.

Board member Jessica Edwards thought a distinction should be drawn between team and individual sports. She agreed with Anderson that fielding full teams could become more difficult, and said the stricter rule would effectively punish the students who did have good grades by depriving them of their teammates who did not pass the new eligibility standards. Tax referendum idea floated

Adam Brumbaugh gave a brief presentation on a proposal to put a new tax referendum on the March 2018 ballot to shore up revenue for the district’s ailing Educational Fund. Brumbaugh said a $.50 increase in the property tax would general an additional $85,000 annually for the fund. He said the owner of a $100,000 preoperty would see their taxes increase by $167 each year. This fund is in dire need, Brumbaugh said, as the district’s amended budget shows that it spent

With Title 2 funding eliminated from the Trump administration’s proposed federal budget, Brumbaugh said, West Carroll could lose about $79,000 from its Educational Fund. Meanwhile, Brumbaugh said, the district’s insurance provider premiums soared by 10.6 percent over the past year, still the second lowest increase in the district’s insurance co-op, he said. He also noted the upcoming collective bargaining discussions with

the teachers’ union as a potential added cost to the fund. The superintendent said one advantage of this measure is that it would be something the district had control over, putting the potential revenue toward teachers’ salaries and benefits. Edwards said that her understanding was that passing this measure would be a way to “set the ceiling for what the district could levy for”; Brumbaugh agreed and said they could always levy less than allowed, as they had done in the past.

The board agreed that it was a good and necessary idea, but that it would be difficult, if not impossible, to pass such a measure. “You’ll need a miracle at the ballot box,” Tipton said Brumbaugh said this measure would be something “the public can do to help attract good employees and relevant courses.” No action was taken on this informational item.

Activities at the Senior Center Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/or haul the papers to the distribution center.

If you qualify, you can apply for the Benefits Access Program, formerly Circuit Breaker, and receive a discount on your license plate sticker. Income guidelines per year are: for one – $27,610; and for two – $36,635. The age requirement is 65 or disabled. Also if you have applied before please check with us to see if it is that time of the year to reapply for your license plate discount. Call us at 815-244-1800 to make an appointment for help with your application. If you applied in 2014, you will need to apply again this year. Remember to bring proof of all income for 2015 (i.e. 1099 from Social Security, or your 1040 or 1040A income tax form, etc.) to complete your license plate discount application. The Department on Aging has notified us that starting Jan. 1, 2017, you will need to bring proof of income for 2015 and 2016 in order to qualify for the license plate discount. New Medicare cards are coming; scammers are coming, too A Medicare card number is a Social Security number, usually your own, and it is important to safeguard this number against identity theft and never give it to strangers over the phone. We are often asked why Medicare doesn’t just change the number. Well, Medicare is changing the number. Beginning in April 2018, the Centers for Medicare and Medicaid Services (CMS) will start mailing out new cards to beneficiaries with an 11-digit combination of letters and numbers that has nothing to do with your Social Security number. CMS will stagger these mailings, and by April 2019, all Medicare beneficiaries will have their new cards. You will not need to do anything to receive your new card. It will be sent via mail. Phony phone numbers The Illinois Senior Medicare Patrol and several SMPs in other states have received reports from people who have tried to call a legitimate government or social

Seniors Around the County GRO – Great River Outreach The Great River Outreach offers a delicious meal, friendship, and good conversation at two locations. In Savanna, food is served from 11:30 a.m. to 12:30 p.m. Monday through Friday, at the former Chestnut Park School near Poopy’s, south of town on state Route 84. In Mount Carroll, food is served from 11:30 a.m. to 12:30 p.m. Wednesday at Mount Carroll United Methodist Church. Any age is welcome. Donations are accepted but not required. When you turn 65 and become eligible for Medicare, the best time to enroll is during your Initial Enrollment Period. Your IEP includes the three months before, the month of, and the three months following your 65th birthday. Your IEP will span from September 2016 to March 2017. If you enroll in Medicare during this time, you will avoid late enrollment penalties. The date when your Medicare coverage begins depends on when you enroll during your IEP. For your coverage to begin as soon as possible, it is best to enroll in the first three months of your IEP. Your Medicare coverage will then go into effect starting the month you turn 65. To enroll in Medicare, please stop by the Senior Center and we can do this for you. It is important to be proactive and take the steps to enroll during your IEP. If you miss your IEP, you may be limited to specific times when you can enroll in Medicare in the future, and you may face a penalty for late enrollment, resulting in higher premiums. • The Fourth of July has been a federal holiday since 1941. Though that may seem like a long time for the country to wait to celebrate the independence it declared in 1776, the tradition of the Fourth of July, often referred to as Independence Day, dates back to the dawn of the American Revolution and the adoption of the Declaration of Independence on July 4, 1776. Since then, July 4th has been recognized as the dawn of American independence, and celebrations that included fireworks and parades can be traced back to the 18th century. • On July 4, 1777, the city of Philadelphia, which would become the first capital of the United States of America, held the first annual commemoration of American independence, and exactly one year later George Washington ordered that all of his soldiers be offered double rations of rum to commemorate the anniversary. • In 1781, Massachusetts was the first state to make July 4th an official state holiday, and the day was actually declared a federal holiday by the U.S. Congress in 1870. However, that declaration did not grant a paid holiday to federal employees. That benefit came in 1941, which is why that year is now recognized as the first year when the Fourth of July officially became a federal holiday.

MORRISON â€“ Morrison Institute of Technology has made Forbes Magazineâ€™s first comprehensive list of the top 30 2-year trade schools in the United States. Forbes, which considered schoolsâ€™ earnings, affordability and quality, as reported by the U.S. Department of Educationâ€™s College Scorecard,Â ranked MIT No. 19 in an article titled â€œThe top 30 two-year trade schools: Colleges that fight the nationâ€™s skills gap.â€? â€œItâ€™s a great honor,â€? Morrison Tech President Chris Scott said. â€œWeâ€™ve been doing great things out here for years. This was a nice way to let other people know weâ€™ve been doing great things.â€? Founded in 1973, MIT has about 100 students, and offers two academic majors: engineering technology and network administration.Â According to the article, enrollment

at 2-year schools â€“ the source of job training for many trades â€“ dropped every year from 2010 to 2014, resulting in almost 1 million fewer students, a trend that troubles many industries. The National Association of Manufacturers estimates that of the 3.2 million manufacturing jobs needed over the next decade, 2 million will go unfilled, it said.

The article came out Monday, but Forbes didnâ€™t notified MIT. MIT found the ranking Tuesday, when school officials noticed a boost in online traffic.Â Itâ€™s too soon to tell whether the ranking will affect future enrollment, but â€œI would hope so,â€? Scott said.Â As the article clearly indicated, â€œwe donâ€™t have enough graduates to fill the positions out there.â€?

A big thank you to all those responsible for the Lanark Blood Drive being a success this year! We collected 30 pints, including three of which were â€œdouble redsâ€? donors. We know that there are many opportunities in the area for the local blood donor to donate blood, and we are especially happy that you chose to come to Lanark and donate your precious life-saving blood to the American Red Cross. Thank you to all those donors giving of their precious blood so that others in need will have it

available when they need it. Of those people who came in, tried to give and were deferred, we say a special thank you, and to try again next year. We had several volunteers who gave of their time and talents. A big thank you to: Mary Block, Alan Brunner, John Gush, June Hasz, Butch Hasz, Jeff Hoak, Dan and John Lamoreux, Dave Shaulis and John Warner. We are always in need of willing volunteers and are very appreciative of these wonderful people giving of themselves. The Lanark Lions Club came through again this year with willing volunteers, and the Lanark Mothers Club provided a wonderful snack for our hungry donors. The Lanark Food Center donated the delicious

sandwiches again this year. The Prairie Advocate again helped out with advertising. A special thanks to the Lanark Methodist Church for providing a cool, airconditioned location to hold our mobile. A final thanks to all the blood donors for your â€œgift of lifeâ€? for helping others.
