Rededication in Mount Carroll
Though Mount Carroll has dealt with a handful of routine write-offs of utility bills in the past, the village has not had to deal with a situation similar to the one in Lanark, where city officials are trying to sort out the status of $84,000 in unpaid utility bills discovered by the new city clerk. Mount Carroll City Clerk Julie Cuckler said the city has had write-offs on at least two utility accounts in the past 30 years, but the amounts have ranged from less than $1,000 to less than $5,000. A quote from Lanark Mayor Ken Viglietta in the June 14 Prairie Advocate said that Mount Carroll chose to wipe out “just under $50,000” in write-offs. Viglietta made the comment during a Lanark City Council meeting June 6.

MOUNT CARROL – The Carroll County Board on Thursday approved offering county health insurance coverage to Carpenters Union members who work on county projects. But there was some confusion about the extent of the coverage. The union made the request when health insurance costs for members nearly tripled from $575 monthly ($6,900 yearly) to $1,666 ($19,992 yearly) starting Aug. 1. Board Chairman Kevin Reibel said workers could continue to be covered by union insurance, but “it would be at their expense.” Not clarified before Thursday’s vote was whether county insurance would also be offered to members of a union worker’s family. “It is very confusing, because in their letters they are saying no families,” county Administrator Mike Doty said. “But they are offering families based on their response back.” He explained composite coverage as applying one rate to everyone who is insured. “Basically, if the rate for an employee is one of whatever the price is, then when you apply the factor to a spouse coming on

JULIE Inc. Damage Prevention Manager Dave Van Wy requested the agency have free or reduced access to the county’s Geographic Information System data. JULIE Inc. provides Illinois excavators and underground utility owners with a one-call message handling and delivery service committed to protecting underground utilities and the safety of people working or living near them. JULIE neither owns nor marks any underground lines. “We are a privately owned not-for-profit mandated by federal and state law,” Van
Wy said. “We try to keep our costs as low as possible, while providing the best service to our constituency, which is any excavator and all facility owners.” He said the GIS data is expensive, but necessary to JULIE’s work. “We don’t sell data or make it available to the public,” Van Wy said. “We use it when someone is digging at a specific address and needs information pertinent to digging at that spot.” He said GIS data allows for a more efficient use of resources in notifying neighboring properties. “I fully appreciate the fact that the taxpayers in Carroll County paid for this GIS data,” he said. “Those same taxpayers are paying their electric bills and gas bills and water bills, ... [and their] costs will go up because as a not-forprofit we cannot afford to continue providing quality JULIE services.” Following considerable discussion, the board directed County GIS Technician Jeremy Hughes to return with a counterproposal of costs and expenses. MOUNT CARROLL – As the results came in last Nov. Nov. 8, Ann Williams started feeling physically ill. “Where are my American compadres saying, ‘No, this isn’t right’?” Williams, 51, recalled Monday to a crowd of nine people at the Mount Carroll Community House. A Democrat and Galena resident, Williams is starting her campaign to run in next November’s 89th District Hstate House race. The incumbent is state Rep. Brian Stewart, R–Freeport. While Williams shared her concerns about the national discourse, she said she’s not running because

Obituaries The Rev. David W. Davies Jr.
SAVANNA – The Rev. David William Davies Jr., 73, of Savanna, passed away Monday, June 12, 2017, peacefully at home, in the care of his loving family, Dave was born Feb. 20, 1944, in Chicago, the son of David William, and Margaret (Williams) Davies Sr. He was a 1961 graduate of Austin High School in Chicago. Dave was a 1965 graduate of Northern Illinois University with a degree in education; he later received his master’s degree in physical education. On Dec. 17, 1966, Dave married Bonnie Forbes in Cicero. They raised three children and celebrated 50 years of marriage. Dave taught school and coached in the Chicago area for 23 years, including Tinley Park and Cicero. He also coached football and girls track. Dave later entered the ministry for the United Methodist Church and served several churches for 26 years. He would say, “I’ve always been a teacher, just switched subjects.” Dave served as pastor for United Methodist churches in Fenton, Fairhaven, Chadwick, Albany, and Ottawa. Wherever he served, he would get involved in the community, serving on volunteer fire departments, umpiring softball, participating in Lions Club, and the Masonic

Dave will be dearly missed by his wife, Bonnie of Savanna; three children, Owen Davies of Moline, Margaret (Roger) Bussan of Lancaster, Wisconsin, and Elyssa (James) Gooding of Mountain Home, Idaho; six precious grandchildren, Kate and Will Bussan, Elaina and David Gooding, and Parker and Chase Davies; and two brothers, Richard (Marilee) Davies of Vienna, Virginia, and the Rev. Douglas (Ruth) Davies of Sheridan, Indiana. Dave was preceded in death by both parents. Visitation will be from 4 to 8 p.m. Thursday at First United Methodist Church in Savanna. Pay bump for interim chief Council told there are 2 internal candidates for police chief post BY MICHAEL MILLER For Prairie Advocate
SAVANNA – Kevin Dimmick was given a pay raise to be the city’s interim police chief while the city officials decide who will be in the position permanently. The Savanna City Council on June 13 approved increasing Dimmick’s pay by 10 percent, to $25.96 an hour, because of increased duties and responsibiities and seniority. Michael Moon, who had been the city’s police chief for 16 years, resigned to join the Morrison Police Department. His last day with the Savanna department was June 9. Dimmick, a lieutenant, has been with the department for 26 years. He told the council last month he would be interested in being chief full-time. Personel Committee member Jeff Griswold said there are two candidates in the department who will be reviewed. The application deadline is Friday, and a review is scheduled for June 28. Griswold said Mayor Chris Lain would like a recommendation from the committee, which he will consider when making his appointment.
Bike trail bridge repair bids rejected
The council, at the recommendation of Public Works Superintendent John Lindeman, unanimously rejected the two bids a $7,600 bid for roofing the county animal control facility. • The board approved appointing Reibel, Jan Schmidecamp, Michael Yuswak, and Dr. Daniel Woods to the Board of Health, and appointed

Wastewater treatment plant update
Lindeman said much of the necessary equipment for the new wastewater treatment plant has arrived, so things like electrical panels and sludge press equipment are being installed. Piping is being finished on the aeromods, and work is progressing on Dennis Bowman to replace John Huggins on the Blackhawk Hills Regional Council. The next board meeting is scheduled for 9:30 a.m. July 6 in the small courtroom of the County Courthouse.

Mayor Lain said that the city had budgeted a 10 percent increase in the cost for the city employees’ health insurance, but a 21 percent increase was being charged. Griswold said he thought in the past there was a discussion on a contignecy fund that might cover any out-of-budget costs. “We have to take care of our employees, that’s the bottom line,” Alderman Sarah DeSpain Purdom said. “We could have done something to save the city a couple of bucks, and then our employees wouldn’t have been able to afford to go to the doctor,” Lain said. “That’s where we would

TIF Committee Chairman Pat Sanchez told the council that Sharon Pepin of Community Funding and Planning Services was awaiting the redevelopment agreement and closing statement receipt from Riverside Dental, LLC, but that everything was “on track” with this request for reimbursement. Hotel/Motel Committee Chairman Samantha Ritchie reported that the committee had accepted the resignation of Hotel/ Motel consultant Tony McCombie, and would be advertising for a new one. Alderman Roger Husband registered his frustration with being asked to approve minutes without being given sufficient amount of time to read them. “I see things that have kind of slipped past me that if I’d had the opportunity to read the minutes, I might have had the ability to raise an informed question.” COUNCIL continued on A64

West Carroll FFA’s Code of Conduct Parliamentary Procedure team won the state championship June 13 in Springfield. The team members each took a 25-question, multiple choice test on parliamentary procedure, and scored 141 of 150 points. They then conducted a 13-minute meeting, using randomly assigned parliamentary motions. After the presentation, each member had to answer two oral questions from the judges about their assigned motion. The team finished the year undefeated through the section, district, and state competitions.

MOUNT CARROLL – Residents will soon see a new face in Mount Carroll police cars. Aldermen voted at the City Council’s June 13 meeting to hire Blake Klosa Jr., 23, of Freeport, as a parttime police officer. The position will not cost the city additional money, since Klosa will be filling in on shifts for other policemen. “His background check was good. He’s ridden a couple times to get the feel of the town, and he’ll have on-the-job training,” Police Chief Fred Cass told the council. SPRINGFIELD – Weather permitting, Phase 2 of scheduled spraying for gypsy moths will begin today in seven northwestern Illinois counties, Carroll, Jo Daviess, and Stephenson among them. A helicopter or airplane will apply a pheromone product designed to confuse male gypsy moths and prevent them from breeding. The material does not affect other insects, mammals, or the environment. Area sites where treatment is planned, by county and estimated treatment acres, include: • Carroll: Loran 1, 400. • Jo Daviess: Hanover 1, 7,600. • Stephenson: Freeport West 1. Visit agr.state.il.us for maps of the treatment areas. The gypsy moth is a non-native pest that will eat more than 250 species of plants. Most of the male moths have a 1.5-inch wingspan and are brown with black markings. Female gypsy moths are slightly larger, typically white or cream-colored, and cannot fly because of the weight of their eggs.
Eight counties in Illinois are under quarantine because of gypsy moth presence – Cook, DuPage, Kane, Kendall, Lake, LaSalle, McHenry, and Will. All nursery and lumber products must be inspected and certified before being taken out of the eight counties. for all involved. In Carroll County we visited Neumiller Farms, Smith Farms, Foster goat farm and headed to Sterling to see how Rock River Grain works. At Rock River, I heard one teacher ask a question that to many in ag wouldn’t make sense, but in truth, she is not the only one around who doesn’t know that we do not eat field corn. The education process is still very much needed out on the street about agriculture. This is probably the biggest task I have along with my board and the rest of our members.

East St.. A band concert will be held, and refreshments will be available, with fireworks at dusk. Sterling fireworks begin at dusk at Westwood Fitness and Sports Center, 1901 Westwood Drive. Attendance costs $5 per carload. • Monday, July 3: Dusk at Shannon Lions Park on West Market Street. The Shannon Lions Club will hold an ice cream social and pork chop sandwich supper, both starting at 5 p.m.; the sandwich supper will continue until 7:30.

It was once stated to me that to be part of a a small town you need at least one person buried in the towns cemetery. I learned that not to be true. Headway with a massive WallCloud traveling westbound on a Illinois state highway near Lanark, IL. White knuckles clenched the steering wheel, while enduring the deafening vibration sound of hail, that can only be described like crashing, shattering glass off the windshield and multiplying hail pellets sounding like bullets piercing through sheet metal adding to the rapidly growing sound of tapping and popping like loose gravel rattling angrily down from the sky, as it culminates into what only can be described as like the sound of a sledge hammer smashing down on the top of my vehicles roof, and the howling, whistling, eerie sound of the wind whipping wildly. The only thought that comes to mind is to pray as the feeling of being held captive wrestles with the blaring tornado sirens, then it’s over! Glory in the creation that surrounds us. I moved to Lanark on Monday, August 4, 2008. That Monday a torrential thunderstorm moved through the area causing devastation throughout the town. Living in a small town causes you to be generally optimistic of the intentions of others. People coming together, neighbor helping neighbor. Always a smile, always a wave, always a hello. It was here that I learned the true meaning and importance of small business and product diversity from the interests and the needs of local consumers and customers. Living in a small town you really see how easy it is to become excited about simple happiness. Like a new business coming into town or being part of a community event or some other dynamic unfolding into prosperity. Being in the local paper made you an instant celebrity. A special appreciation for the moments that are made simple and easy bringing countless smiles and backyard BBQs. School events, school sports, where you grew to understand the true definition of loyalty. After small town living, you will always have home in your heart. Most importantly some lessons that small town living teaches is the notion of home and a sense of belonging. Life is a thunderstorm, a whirlwind of changes, heartbreaks, and opportunities come and go, but there is something truly beautiful about knowing that you always have somewhere to call home.

Old Settlers Days return to Lanark Prairie Advocate staff
LANARK – Old Settlers’ Days returns to Lanark this coming weekend, with a 5K run, a parade, and a wide array of other activities. Festivities start at 3 p.,m. Friday with a craft and vendor market, food vendors, and free inflatables, all at City Park, 240 W. Claremont St. A beer garden will be open from 3 p.m. to 1 p.m. Other Friday activities include: • A coed softball tournament at 5:30 p.m. at Eastland Junior-Senior High School, 500 S. School Drive. • A kids’ quarter-mile fun run at 5:45 p.m. on West Carroll Street. • A paint party from 6 to 8 p.m. at Dave’s Place, 121 N. Broad St. The cost is $30 per person, and advance registration is requested; call Dave’s at 815-4932965 to sign up. • The 18th annual Raging Road Rally 5K run, starting at 6:30 p.m. at On the Move Community Fitness Center, 125 W. Gently used clothing for all ages will be available. Transformers will have an information booth at the park. • A craft and vendor market, food vendors, and free inflatables, all from 9 a.m. to 9 p.m. at City Park. • Viewing for a Lego contest, from 10 a.m. to 3 p.m. at Lanark Public Library, 111 S. Visitors can help sing “Happy Birthday” for Lanark Public Library’s 60th anniversary at the library. A kiddie pedal tractor
pull will take place at the corner of Tower and Boyd streets, while a horseshoe tournament will start at the main tent in City Park. A tractor show and tell program will begin at the north parking lot of the high school. • Bingo, with Bingo Bob and the Lanark Lions Club, will take place from noon to 4 p.m. at the City Park south pavilion. • A dig for prizes treasure hunt will be at 12:30 p.m. at the corner of Carroll and Boyd streets. • Storyteller Brian Fox Ellis will portray John
Deere at 1 p.m. the main tent stage in City Park. Attendees are advised to bring a lawn chair. • Kids’ water fights begin at 1 p.m. in front of the fire station. • Farm families will share stories of their farms at 2 p.m. at the main tent stage. Video surveillance from the area shows a black pickup truck pulling the black, enclosed Legend trailer (shown here in the top left corner) east on Route 64 from state Route 73.

LANARK – Information is being sought in the theft of a trailer and other items taken between 8 a.m. and 1:15 p.m. Friday on state Route 64 just west of Lanark. Video footage from the area shows a black pickup truck pulling the black Legend trailer at about 1:17 p.m. east on Route 64 from state Route 73. The trailer is 7 feet by 14 feet, with Illinois registration 312566TC. Also taken
were: • three pieces of John Deere machinery – a X739 4-wheel-drive mower with arm rests on the seat, a 60HC mower deck, and a push mower. • Stihl items, including two trimmers, a leaf blower, and a hedge trimmer. • Miscellaneous yard care supplies.
