Longtime Savanna police chief resigns
New lights planned at City Hall
Dimmick appointed as interim chief with Michael Moon’s exit BY MICHAEL MILLER For Prairie Advocate
SAVANNA – After 16 years as Savanna’s chief of police, Michael Moon turned in his formal resignation to the City Council last week. Moon, who has taken an offer to become a part of the Morrison Police Department, has been on the Savanna force for 21 years. His official letter of resignation stated that he planned to take early retirement from the Savanna Police Department as a deferred pensioner. He spoke briefly about the matter at the council’s meeting May 23. Moon told the council he had “really enjoyed his time here, and I’m going to miss a lot of people; the police department, the council, the mayor’s office, the city office and a lot of the citizens. … Savanna’s a wonderful town, and unfortunately I’m going to have to relocate. But I’m always a phone call away, so if you ever need anything, give me a call.” Mayor Chris Lain thanked Moon for helping with his transition.
Moon’s last day will be June 9. Lain recommended Lt. Kevin Dimmick to serve as interim police chief. Dimmick has served in the department for nearly 26 years. Alderman Sara Despain Purdom suggested that Officer Dan Nevills could be another choice, given his military background and experience with undercover operations. As the council discussed the dynamics of filling the position full-time, City Attorney Phil Jensen presented several options, including filling the position from within the department, conducting local and national searches for a candidate, and hiring an outside agency to find such a candidate. Lain said it would be “fantastic” if they could promote from within. Dimmick, present at the meeting, said he would be interested in the accepting the position on a permanent basis. The council approved the appointment of Dimmick, with Purdom the sole “nay” vote.
Two applications for TIF district
TIF Committee Chairman Pat Sanchez reported that two more businesses had applied for
assistance through the TIF district, including 208 Chicago Ave. and 44 Main St. (the site of the former KFC/Taco Bell). The committee recommended approving resolutions which would allow each of the businesses to proceed with their improvements and renovations, with a subsequent application to be filled out which would provide more exact detail of the type, scope and cost of such work. Alderman Jeff Griswold asked what types of business would be going into each property, and Sanchez said that the business at 208 Chicago Ave.(The Filling Station) planned to do some expansion work and that the other owner would address the council shortly.

Pastor Gary Peneta of First Presbyterian Church addressed the council, asking for volunteers and informing them of his group, Savanna Helping Savanna, and its purpose. He said it consists of “interested community residents who want to volunteer their time to improve the community.” He said the intention was to give

free aid to low-income residents and people with illness and disabilities with exterior painting, yard cleanup, mowing, and removing unwanted clutter from homes or yards. Peneta also wanted help in finding people who need such help, and presented brochures and forms for volunteers and application for aid assistance.
New business owner discusses plans
Travis Prowant, who has purchased the building at 44 Main St. addressed the council with an overview of his plans and his request for TIF assistance. He said he purchased the building from the owner of McDonald’s in Savanna, who originally wanted a clause stating it could never be used as a fast food business. Prowant said he negotiated that down to a 20-year covenant, so as to free up future options for Savanna. He said all the funds put into the project are his. He said he plans to use the building to open a gaming parlor and drive -hrough liquor store. Prowant said he plans to initially have five gaming machines, then expand to 10. He said he was willing to spend between $200,000 and $300,000 to do needed major renovations.

MOUNT CARROLL – A little more light will shine at Mount Carroll City Hall. The City Council voted May 23 to approve a proposal from Herrell Electric to improve light fixtures and lighting at City Hall. City Clerk Julie Cuckler said the lights will be changed to LEDs, which requires removing the old electrical ballasts at the facility. “It’s $2,111. There’ll be a refund of some lighting equipment, about $750. Through savings, it’ll pay for itself over time,” Cuckler said. The council’s next meeting will be at 7:30 p.m. June 13 at City Hall, 302 N. Main St.

MILLEDGEVILLE – A proposed $10.4 million improvement project for Milledgeville High School will not affect the veterans memorial park west of the school. Chadwick-Milledgeville School Superintendent Tim Schurman said he talked with the Milledgeville Park District on May 23, and the project will be redesigned to go to the north of the school, and away from the memorial park. “We’re changing the design. It’ll have a new approach and two parking spaces dedicated for the memorial park,” Schurman said. The new design will not use any of the memorial park’s land. Schurman said the redesign may push back the project. “It’s in flux,” Schurman said. The initial proposal was created by OpTerra Energy Services after tit toured the school earlier
Next meeting The ChadwickMilledgeville School Board will meet at 7 p.m. June 19 at the library at Milledgeville High School, 100 E. Eighth St. in May. replacing the school’s HVAC system and some windows, and asbestos abatement for about $5.9 million, and creating an addition with a gymnasium and office space for an estimated $4.5 million. The project also includes repurposing and remodeling some of the building’s lower level. A final vote on the project is scheduled for the school board’s June 19 meeting.

Lanark library seeks Lego creations for contest Prairie Advocate staff
LANARK – Lanark Public Library and Friends of the Lanark Public Library are offering a Lego contest for Old Settlers Days 2017 to celebrate the library’s 60th anniversary as a tax-supported entity. Completed works must be the builder’s own creation, finished at home, and brought to the library, 111 S. Broad St.. Builders can use their own Legos, Duplo blocks, Mega Bloks, or other compatible plastic bricks. Works should fit within a
space of 24-by-24 inches. Builders are asked to provide a sign or label with their project, stating their name, age category, and title of work. Categories for judging are by grade level as of the school year starting this August – preschool and kindergarten, first and second, third and fourth, fifth through seventh, and eighth through 12th. First place in each age group will receive $10, with second place receiving $5. The grand prize is $25, with viewers’ choice overall receiving $20. Suggested topics are
Carroll County agriculture, farming, local architecture, recreation, animals, food, and birthday cake. Projects must be dropped off June 22 and 23. Judging will be June 23, and projects will be displayed from 10 a.m. to 3 p.m. June 24. They can be picked up June 27-29. The library will have a float featuring John Deere in the Old Settlers Day parade at 11 a.m. June 24. The parade route is Broad Street from Pearl Street to Carroll Street. Servant leaders mark 20th anniversary

FREEPORT – More than 350 servant leaders, with their families, teachers, mentors, and guests, marked the 20th annual year-end celebration of Highland Community College’s High School Servant Leadership Program on April 23. A total of 13 area schools took part in the 2-year program, which is devoted to training local high school juniors and seniors to be lifelong leaders and servers. Thirty-one students were recognized for perfect attendance, with eight achieving perfect attendance for both their junior and senior years. Three keynote senior speakers were chosen by their peers – Patrick Gustafson of the Aquin chapter, Cristian George of the Freeport chapter, and Cameron Timm of the Forreston chapter. Leadership Institute Scholarship winners were Joanna Dillion of the Warren chapter, Heather Musser of the Stockton chapter, Shelby Fryar of the Eastland chapter, and Shelby Skiles of the West Carroll chapter. Skiles received the Kim Brashaw Award. The Chad Monte Award was presented to Christian Kampmeier of the Stockton chapter, while Zachary Sperry of the West Carroll chapter received the Mary Vincent Perfect Attendance Award.

Ayden Michael Hoffman weighed 7 pounds, 8 ounces at birth and was 20 inches in length. He is welcomed by Tyson Speers, 4. Savanna Rotarians recognize Klein

I
t is no secret that athletics and sports are a big part of my house. It is also probably no secret that I try to also eat healthy most of the time. There is a lot of weight lifting done at our house, a lot of supplements, and protein via shakes and red meat. Just last week, there was an article in Sauk Valley Media’s weekend edition on a girl from Sterling who is quite the running athlete. She has qualified for state in track her first 3 years and medaled 2 years. She began struggling with breathing. She was diagnosed with asthma, but an inhaler didn’t help. She was being told she might need to give up running. After many, many trips to doctors, they found out her iron was very dangerously low. She was a vegetarian. Now, don’t get me wrong in this, I am not saying there is anything wrong with that lifestyle. The doctors told her she needed more iron, and she needed to take iron supplement pills and change her diet. As someone who does watch my diet, I focus more on not eating carbs, but I can also tell when I have had too many salads and too much fish. I crave that red meat. Our bodies need it. It is all part of being healthy and having balance. May was National Beef Month. There are many ways and many lean cuts of beef that can easily be combined into a healthy diet. And with 22 grams of protein in a quarter-pound hamburger, it is a great source of iron, protein, and B-12. Just like
everything in life, eating is about balance. I will have that burger for supper, or have it in my salad at lunch, and still have a greens snack shake before the gym, as I know I need both of them in my diet. I never saw our news release on our scholarship winners in any of the local papers. $1,000 General Scholarships were awarded to: Anna Badtke, daughter of Bruce and Rhonda Badtke. Anna is attending Iowa State University, where she is pursuing a degree in Athletic Training. Bailey Durward, daughter of Andrew and Janice Durward of Thomson. Bailey is attending the University of Illinois, where she is pursuing a degree in Accounting and Ag Business. Bailey is a member of Phi Eta Signma Honor Society at the U of I. Ashley Beyers, daughter of Jason and Heather Beyers of Lanark. Ashley graduated from Eastland High School in May. Â Ashley will be attending Gannon University in Pennsylvania, where she will be pursing a degree in Pre-Vet medicine and biology. Kristen Habben, daughter of Gene and Karen Habben of Thomson. Kristen graduated from Milledgeville High School in May. Kristen will be studying sonography at Sauk Valley Community College this fall. Farewell, Susan! Susan Lawler retired after serving several years on the Carroll County Senior Center Board. Susan volunteered to be on the board in 2011 and has served as vice chairman and treasurer. What do you do with your old cellphones? Carroll County Senior Center has a donation box for old and broken cellphones. We recycle them by sending them to a company that refurbishes them for emergency 911 phones in areas devastated by disasters and for sale to low income persons. There is one box at the Senior Center now. If the program goes well, we will increase the number of boxes and place them in other areas around the county. If you know of anyone looking to get rid of old cellphones, ask them to drop them off at the Carroll County Senior Center during our regular business hours, 8 a.m. to 2:30 p.m., Monday thru Friday. One of our dedicated board members, Susan Lawler, has retired. She will be dearly missed by board members and staff. Susan dedicated the past year to helping get the Senior Center ready for our moving forward direction. Carroll County Transit has hired a new dispatcher, Kathy Barker. Kathy is from Mount Carroll and has been in the community her entire life. The Board of Directors has appointed Deb Connor to be the director for the Senior Center and for the Transit Department. This month for the Veterans Coffee, we will watch a documentary The Senior Center is having a Quilt Raffle again this year. The beautiful quilt pictured above was donated by Cathy Gies, from Thomson. The size of the quilt is 69 x 50. This is a Whimsical Shoofly Quilt. Raffle tickets are $1 for one or $5 for 6. The drawing will be held on Sept. 11, 2017, at the Senior Center.

Activities at the Senior Center Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/ or haul the papers to the distribution center. Senior Center Gift Shop The Gift Shop at the Senior Center has very unique gifts handmade by talented volunteers working throughout Carroll County. Bingo Bingo is held from 12:30 to 2:30 p.m. the first and third Tuesday of each month. Players play with nickels and dimes, so make sure to bring your extra change, because sometimes there are “big” winners. Veterans Coffee will meet from 9 to 10 a.m. Friday, June 2, at the Senior Center. This is a time of sharing memories and experiences over coffee and treats. We invite all veterans from any branch and from all times of service from WWII to the present. Army Sgt. 1st Class Curtis Pilgrim, combant infantry veteran of the Korean War, will tell of the epic attack and defense of Outpost Harry during the final weeks of the Korean War. Eighth Army Headquarters ordered men of the U.S. Third Infantry Division to “HOLD OUTPOST HARRY AT ALL COSTS!” Thousands of Chinese communist soldiers contested that order. The 1-hour documentary video, beginning promptly at 9 a.m., told by the men of the 15th Infantry Regiment who fought it, describes the savage 8-day siege when American, Greek and South Korean soldiers fought and died against incredible odds to hold the strategic position against massive Chinese attacks Veterans from all branches and all times of service, as well as all other interested persons, are invited to attend this program.

If you qualify, you can apply for the Benefits Access Program, formerly Circuit Breaker, and receive a discount on your license plate sticker. Income guidelines per year are: for one – $27,610; and for two – $36,635. Also if you have applied before please check with us to see if it is that time of the year to reapply for your license plate discount. CCSC NOTES Exercise equipment at Senior Center
The Carroll County Senior Center now has six pieces of professional-grade equipment available: Treadmill, rowing machine, stair stepper, E-Force cross trainer, and recumbent bicycle. You are welcome to use any of these anytime the Senior Center is open, Monday through Friday from 8 a.m. to 2:30 p.m. These fine pieces of exercise equipment have been donated to help seniors get some needed movement and cardio work that can improve both their physical and mental states. As anyone can tell you, a few minutes walking or riding a bike can go a
long way. We have moved the exercise equipment to the downstairs area for more privacy for those who wish to use it. So bring a few friends and all of you can work out together, and the best part—it’s free!

Starting in June, Carroll County Transit will be providing transportation on the first Wednesday and third Friday of every month to veterans who have appointments at the Madison VA Medical Center in Madison, Wisconsin. Please call Carroll County Transit at 815-244-0011 to set up your ride.
Wayside Saloon raises money for Little Cubs Field
GRO – Great River Outreach The Great River Outreach offers a delicious meal, friendship, and good conversation at two locations. In Savanna, food is served from 11:30 a.m. to 12:30 p.m. Monday through Friday, at the former Chestnut Park School near Poopy’s, south of town on state Route 84. In Mount Carroll, food is served from 11:30 a.m. to 12:30 p.m. Wednesday at Mount Carroll United Methodist Church. Any age is welcome. Donations are accepted but not required. Penny Von Essen cooks for both locations and food is brought to Mount Carroll. Volunteers are involved in this endeavor. Why eat alone? Consider joining the group often! Are You Turning 65? Do you need help understanding Medicare A, B, C and D? Then come and see us at the Senior Center. We will help make this time easier for you. Turning 65 can be very confusing with all the information you receive in the mail about which Medicare D Plan to take or which supplemental to get. If you have questions, stop by and see our SHIP Counselors, Deb Connor and Karen Holm, and we can help you sort through the confusion. Also remember to stop at the Carroll County Court House to complete
your Senior Citizens Assessment Freeze Homestead Exemption application and affidavit. When you turn 65 and become eligible for Medicare, the best time to enroll is during your Initial Enrollment Period. Your IEP includes the three months before, the month of, and the three months following your 65th birthday. Your IEP will span from September 2016 to March 2017. If you enroll in Medicare during this time, you will avoid late enrollment penalties. The date when your Medicare coverage begins depends on when you enroll during your IEP. For your coverage to begin as soon as possible, it is best to enroll in the first three months of your IEP. Your Medicare coverage will then go into effect starting the month you turn 65. To enroll in Medicare, please stop by the Senior Center and we can do this for you. It is important to be proactive and take the steps to enroll during your IEP. If you miss your IEP, you may be limited to specific times when you can enroll in Medicare in the future, and you may face a penalty for late enrollment, resulting in higher premiums. The Senior Center is open from 8 a.m. to 2:30 p.m. Stop by and get your questions answered.
Do you qualify for extra help with your prescription drug costs? Extra Help is the federal assistance program that helps individuals with limited finances pay for their Medicare prescription drug costs. In 2016, individuals who receive $1,485 or less each month and have $13,640 or less in assets should qualify for Extra Help. In 2016, couples who receive $2,003 or less each month and have $27,250 or less in assets should qualify for Extra Help. Do not count your home, vehicles,
personal possessions, life insurance, burial plots, irrevocable burial contracts or back payments from Social Security or SSI as assets. If you have Medicaid, a Medicare savings program, or you receive Supplemental Security Income, you should get Extra Help automatically. If you do not get Extra Help automatically, or think you may qualify, please stop by and see Karen or Deb at the Senior Center, and we can apply for Extra Help on line.

SPRINGFIELD – The Illinois House of Representatives has unanimously approved a House Joint Resolution naming the Savanna-Sabula bridge after a Navy captain and astronaut from Savanna. The Dale Gardner Veterans Memorial Bridge “gives much deserved recognition to the service and accomplishments of U.S. Navy Capt. Dale Gardner and the veterans who dedicated their lives to this country,” said state Rep. Tony McCombie, R-Savanna, who sponsored the resolution. “Through this resolution, their accomplishments will live
on.” Dale Gardner was a the valedictorian of Savanna Community High School class of 1966, and earned a Bachelor of Science and Engineering from the University of Illinois in 1970 with a 5.0 GPA. After graduation, he joined the Navy, where he earned his Naval Flight Wings and rose to the rank of Captain. In 1978, NASA selected Gardner to be an astronaut, and he logged 337 hours in space, orbiting the earth 225 times. Before his death on Feb. 19, 2014 at the age of 65, Gardner earned numerous awards and medals for his service and
accomplishments. The new Dale Gardner Veterans Memorial Bridge is scheduled to open in 2018 and cost $80 million. It will replace the outdated and functionally obsolete 20-foot-wide, half-mile-long Savanna-Sabula Bridge, which opened more than 85
years ago. HJR 58 was an initiative of Dale Gardner’s classmates from Savanna High School to name the new bridge spanning the Mississippi River connecting Savanna and Sabula, Iowa. To read the full resolution, visit repmccombie.com.

The Windmill Cultural Center Education Committee will again offer coffee, tea and treats from 10 a.m. to 1 p.m. on Wednesdays from June through August at the Cultural Center. The suggested donation is $3 for the delicious, homemade specialties, all made with windmill flour. This is a perfect opportunity for you and your friends to relax, converse and enjoy a tasty treat. The May meeting of the Carroll County Kids 4-H club was held at the Wynia house, and the kids participating in archery as a 4-H project gave their demonstrations. Aubrey Charles gave the main demonstration, teaching the club about safety when handling a bow and arrow, and how to properly shoot a bow. Then, Shallon, Marryn and Erawyn Wynia helped distribute bows, and helped all of the kids do a couple of rounds. After at the meeting, the club decided members will buy Carroll County Kids 4-H Club shirts, for kids to wear at the fair. Members also decided they will be making two back-to-school auction baskets for a silent auction at the fair, and had families sign up for the ice cream stand. The next meeting will be June 25 at the Carroll County Fairgrounds Horse Arena in Milledgeville. After that it was all Amboy pitcher Karlee Doege, as she allowed only four more hits the rest of the way as the Lady Clippers took the two run victory in the Dakota sectional. Amboy sent a runner across the plate in the third to tie the score before Amboy took the lead for good on a Hallie Nauman homer in the fifth inning. The Lady Clippers would tack on an insurance run in the sixth to make the final score. Doege got the win in the pitcher’s circle, striking out eight. May 22 EASTLAND REGIONAL Eastland 12, Sterling Newman 10: With both teams hammering the baseball, it was the Eastland Cougars who generated enough offense and timely pitching to outlast the Newman Comets to claim the championship of their own regional. Newman took the early lead but the Cougars responded with three in the bottom half of the third. Newman scored three in the fourth and the Cougars tied it in the bottom half. Eastland erupted for six in the fifth to take a ten to four lead. The Comets closed that gap to four runs at ten to six with a pair of runs in the sixth but again the Cougars responded with a pair of runs of their own to take a twelve to six lead. Newman loaded the bases in the top half of the seventh with no outs. They managed to push across four base runners but the rally fell just short and Eastland was victorious. Kaden Henze, Tucker Welch, Brighton Haverland and Brett Swalve combined to go ten for eighteen with five RBI’s and five runs scored for Eastland. Brycen Bartel went three for four with a pair of home runs and six runs batted in for Newman. The Cougars now advance to play in the Lena sectional. LENA SECTIONAL May 24 Forreston 9, Alden-Hebron 0 Freeport Aquin 12, Eastland 4: The Bulldogs jumped on Cougars starter Tanner Giedd in the second inning and didn’t let up as Aquin claimed the eight run win in the Le-Win sectional semi. Aquin’s Jackson Holder blasted a home run to center field to give the Bulldogs the lead and they would tack on a couple more runs to take the three
to nothing lead. Aquin was also aided by five Eastland fielding errors in the contest. The Bulldogs appeared to be on the way to ten running the Cougars as the plated six more runs in the fifth. Eastland would not go quietly though as the Cougars Nate Strong got the Cougars on the board with a three run homer in the fifth inning. They added a final run in the bottom half of the sixth. MAY 22 Prophetstown regional Morrison 11, Erie/Prophetstown 2:The Morrison offense got things going early in the contest and cruised to the nine run regional championship victory. Six pitches into the game it was already one to nothing and the Fillies piled it on, scoring in each inning but the sixth. The pitching was equally as good as senior hurler Lauren Rice was nearly unhittable. She retired the first ten hitters she faced via the strikeout and finished the game with fourteen K’s with nary a walk. She also pitched five 1-2-3 innings. Brooke Stralow and Emma Sitzmore cranked back to back home runs in the third and Morrison was aided by five E/P errors. Emma Melton went four for four at the plate with a two base hit, two runs batted in and four runs scored. All nine Fillies had at least one hit. Morrison advances to play in the Byron sectional. BYRON SECTIONAL May 25 Morrison 6, Winnebago 0: The Fillies pounded out thirteen hits enroute to the shut out victory over the Indians to advance to the sectional championship game Class 2A baseball against Newman. Morrison sent sectional three across the plate in the BYRON SECTIONAL second inning, scored another in May 25 the third and plated another pair Spring Valley Hall 11, of runs in the fourth. Starting Winnebago 7 pitcher Lauren Rice made sure Warren/Stockton 3, Rock Island that would be enough as she Alleman 2 mowed down the Winnebago May 27 hitters, limiting them to just a Warren/Stockton 4, Spring Valley pair of hits. She was perfect Hall 3 through the first four innings, and struck out eight batters through Class 2A baseball the first four innings. She ended super-sectional the game with a dozen strikeouts. ROCK ISLAND On offense, Emma Sitzmore SUPER-SECTIONAL and Jaeden Workman each had May 29 three hits while Emma Melton Orion 4, Warren/Stockton 3 and Lauren Vos each had a pair of hits. Rice also belted a third Class 2A baseball state inning homer. the same inning, Emma Sitzmore blasted a three run homer to put the Fillies up seven to nil. Workman ended the game going three for four with a triple and three runs batted in. Sitzmore was two for four. Lauren Rice took the win in the circle, allowing two runs on eight hits while striking out eight. Waldschmidt gave up seven runs, six hits and a base on balls in two and a third.

EAST PEORIA SUPER-SECTIONAL May 29 Morrison 9, Rockridge 6: Morrison’s offense was hitting on all cylinders as they advanced to the state final tourney in East Peoria with the three run victory. All nine Fillie starters had at least one hit in the game, led by Emma Melton who went four for four. Jaeden Workman belted a pair of homers and had five runs batted in. Lauren Rice took the pitching victory, striking out seven Rockridge hitters. Daria Parchert led the Rockridge offense as she blasted a pair of home runs in the game. With the victory retiring Fillie coach Tammy Deter will end her spectacular career at the state finals, where Morrison will play for the fifth time. Their last trip, in 2011 ended with a state championship.
