LANARK – A remedial summer reading program for K-2 students in the Eastland School District will start in early July after approval at the March 13 school board meeting. The program will assist about 12 children whose reading skills are significantly below grade level. The initiative will cost about $14,000 for three licensed teachers, who will plan and implement the program. Bus transportation will be provided, with students attending half-days Monday through Friday until Aug. 4. The program is mandatory, as is parent involvement. The initiative was first proposed at the board’s Feb. 14 meeting. There, Eastland Elementary Principal Angela Mahoney shared data from spring 2015 to spring 2016 indicating that only 16 percent of Eastland students in the bottom 25 percent of reading skills were meeting their reading growth target. Likewise, only 40 percent of students with individualized reading programs were meeting their reading growth target.

“We want to keep it small right now and make sure it’s working right, and work with kids who are at the lowest level,� Mahoney said at the February meeting.
New laptops
The board also authorized Superintendent Mark Hansen to enter into a lease-to-own agreement for new laptop computers for students in kindergarten, first and seventh through 12th grades. The laptops are on a 4-year renewal cycle, and the ones for students in seventh to 12th are at the end of their cycle. Hansen will complete the 2017-18 budget by the end of April, then determine whether financing the purchase is necessary, or if the money can come from the next budget. “We had been leasing on a low-interest loan through Exchange State Bank. I want to see if we can buy those,� Hansen said. The laptops would either be leased or purchased from CDW-Government, a company that works with school districts, said district secretary DiAnn Adolph. Without interest, the projected cost would be about $181,900; with interest – about 2.5 percent – the projected cost would be about $186,447.50.

Grant to fund city park upgrades Prairie Advocate staff
WASHINGTON, D.C. – The city of Lanark will receive a $25,000 federal grant to complete handicap accessibility improvements to the city park. The U.S. Department of Agriculture grant, announced March 15 by U.S. Sens. Dick Durbin and Tammy Duckworth, both Illinois Democrats, was among four projects to receive a total of $82,000.
“This federal funding will help boost communities, serving to upgrade police vehicles, make a city park full accessible, and upgrade village equipment,� Durbin said in a news release. “I will continue working with Sen. Duckworth to ensure that our state’s rural communities have access to the critical federal investments that drive economic growth.�

Committee takes step toward allowing chickens BY MICHAEL MILLER For Prairie Advocate
SAVANNA – A city committee will draft a zoning regulation that would allow for chickens within city limits. The Personnel/Public Relations/Ordinance Committee recommended to the City Council on March 14 allowing conditional use zoning that would allow residents to raise chickens. Committee Chairman Christine Lee said many municipalities already have made such allowances. Public Works Superintendent John Lindeman has expressed opposition, but noted in correspondence that if the committee did decide to allow chickens in the city, it should do so through zoning regulation. That would require a public hearing
on each case, allowing neighbors to voice concern and the city to place and enforce specific conditions. The committee on March 14 also: • Decided against expanding or changing the reimbursement program for sidewalk repairs. The city will try to raise public awareness of the program. • Addressed complaints that the city isn’t enforcing its dumpster ordinance that requires screening and fencing. Most of the 150 dumpsters in use in the city are not in compliance, Lee said. She said she will attend Chamber of Commerce meetings to speak with dumpster owners. • Removed from its agenda the removal of five billboard signs within city limits because of the expense involved.
Savanna receives IEDA funds, talks old and new TIF district BY MICHAEL MILLER For Prairie Advocate
SAVANNA – Finance Committee Chairman Bill Robinson said during the City Council meeting March 14 that the city had received $379,566.52 from the EDA, representing that agency’s 20.3 percent reimbursement for previous construction, engineering and

The council approved first reading of an ordinance creating a fine, rather than a court date, for people caught with 10 grams or less of marijuana or
administrative costs, paid by the city or with IDEA loan funds. The council also approved resolutions allowing developers Scott Behrens of Riverside Dental and Mark Klein of the Answer Fitness Center to possibly qualify for TIF funds. The council approved removing certain parcels from the city’s new TIF area, including Sullivan’s,
paraphernalia. Police Chief Michael Moon requested the ordinance for ease of enforcement and to reflect the change in state law last July that makes such offenses civil cases rather than criminal. “This will be much easier

Alderman Jeff Griswold questioned why it was necessary to waive the second reading, when the purpose of two readings is to inform the public and let them have a chance to voice concerns before final passage. SAVANNA – The West Carroll school board faced a public armed with a litany of issues on at its meeting March 15. They included a lack of communication between the board and the public, the efficacy of the 7-period day and its relation to test scores, and staff budget cuts. But most of it came back to the same fundamental issue: how to shore up funding for the financially troubled district. “The 7-hour day is just one of many concerns the community has just learned about,” Laura Shelly of Mount Carroll said. “The reason for the 7-hour day was to raise test scores. So, now you’re going to cut the district’s librarian? ... Lack of funds is the root cause and this community needs to know what the school administration and the school board are doing about it.” She had a list of questions for the board. “Why is there not an active campaign to get the 1 percent tax passed?” “Why has the board and administration not formed committees to combat specific difficulties?” “Why isn’t the public made aware of what votes are going to be on the table at board meetings?” District Band Director Emily Bressler had some ideas for how the district can save and make money. All coaches and directors of extracurricular activites should be certified to drive buses, eliminating the need to pay drivers to “sit and wait” and then drive home again. She also suggested having teachers “give up something from a list of things they’ve always done”, clean energy initiatives, and “pay to play” athletics. On the 1 percent sales tax issue, Bressler said she would agree to a pay freeze if the district could convince the tax’s loudest opponents to speak out in favor rather than in opposition. “If our prominent business owners wish to remain an enemy of the 1 percent sales tax, then as a board,

West Carroll places 3rd in judging Pearl City sweeps livestock event; Eastland tops in dairy Prairie Advocate staff
SAVANNA – The West Carroll FFA Livestock and Dairy Judging teams competed Saturday in the Section 1 FFA Livestock and Dairy Judging contests at the County Highway Building in Mount Carroll. West Carroll had a team score of 1,113 in the Dairy Judging Contest and 1,208 in the Livestock Judging Contest, good for third place in each. Pearl City’s Addison Keltner was the top judge in the livestock contest dominated by Pearl City. Eastland won the dairy contest, edging Galena by 10 points and West Carroll by 16. Individually for West Carroll, Riley Getz placed first in the Dairy Judging Contest with a score of 419. Getz also placed ninth in the livestock judging contest, while West Carroll teammate Daniel Hartman finished eighth individually. The Livestock CDE consisted of 3 rings of beef, 3 rings of sheep, and 3 rings of swine. Top teams in the livestock contest were: 1. Pearl City 1,352; 2. Eastland 1,246; 3. West Carroll 1,208; 4. We’ve done everything we can in the 6 years I’ve been on the board for the 1 percent sales tax.” Board member Jon McIntyre said, “We can talk to voters all we want, but we can’t control them once they get into the ballot box.” Audience member Ray Skiles said, “We’ve got enough people in Savanna that we need to worry about our town. We don’t need to worry about what Lanark does, or Milledgeville. We can make it pass in Savanna. ... We can’t wait ‘til it gets to this point where we’re starting to cut jobs and do it. We need everybody to be involved with it, from the beginning to the end.” Board member Jamie McCombie said “people are just tired of hearing about the 1 percent sales tax.” “It’s failed so many times,” McCombie said. “And we can explain to people all day, and we would, but we cannot be the only ones that explain and express how badly our schools need this.” Shelly said, “Let us help you help our school survive, and then get better. ... Let us start helping you, because we’ve never been informed enough or asked,” Shelly said. “I don’t see any problem with doing that,” Anderson said.

West Carroll school board president “You don’t need us to get together to help us solve our problems,” board member Fred Tipton said, encouraging the public to form ideas independently and bring them to the board. “We’re all in this battle together, and just about everybody sitting around this table has kids just like yours.” Librarian Jennifer McGuiness presented a document with a long list of reasons why the district should retain a librarian. These included the end of the RAILS membership, which would mean no interlibrary loans, no continuing education opportunities, and no per capita grant money. McGuiness also explained the ways a librarian can promote information literacy through educating and guiding students in various forms of information gathering. She also noted the librarian’s ability to help teachers select books and help teachers participate in various book award programs, help administer the yearly library budget, control inventory at all three schools, supervise library support staff, participate in book fairs, and other functions.

United Way just shy of ’16 campaign goal

he crazy weather we have been having takes me back to the meeting we sponsored with COUNTRY Financial this February. We bought in Elwynn Taylor from Iowa State University to talk weather. Do you know the difference between forecast and outlook? A forecast is 80 percent accurate, which is why they are normally only a few days out. An outlook is 60 percent accurate. Well, according to my weather bug app, it was certainly in the 40 percent off for this week! No 60s to play baseball in. Dr. Taylor also mentioned how climate risk in agriculture is going to likely be greater in the next 20 years. I would say the same for scheduling baseball games in March! Dr. Taylor also talked about how tree rings indicate climate cycles. While it is very rare to see a high school player use a wooden bat, composite and aluminum bats don’t like the cold weather! Next Wednesday at 1 p.m., we will be hosting a trip preview meeting for the Branson trip this November and the San Antonio trip for next March. STERLING – The United Way of Whiteside County came within a hair of making its 2016 workplace fundraising goal, officials announced at its annual recognition luncheon March 15. The goal was $720,000 and nearly 99 percent of that – $710,648 – was raised. When you add money raised outside the campaign, the total for 2016 jumps to $755,648 in funds to help 24 agencies and programs that serve county residents. Among the organizations it supports are Big Brother Big Sisters, Home of Hope Cancer Wellness Center, Catholic Charities, Morrison Day Care, Rock Falls Civic Fund, Woodlawn Arts Academy, and its own Let’s Feed Our Children free summer lunch program. Donations have declined in recent years. The agency raised $753,210 in 2014 and $739,432 in 2015. A goal for the next campaign, which begins in the fall, was not announced, but new CEO Diana Verhulst said she hopes to

We were thrilled that a variety of individuals, community organizations, and businesses chose to support this event, and we will indeed be able to send our winner and one parent/ guardian to the Scripp’s National Spelling Bee in Washington, D.C. The schedule for the National Bee begins with registration on May 28 and concludes

Nobody longs for a safe and loving home more than a child in the abuse/ neglect court system. As a Court Appointed Special
Advocate volunteer, you are empowered by the court to help make this dream a reality. Volunteers get to know the child by talking with everyone in that child’s life: parents and relatives, foster parents, teachers, medical professionals, attorneys, social workers and others. They use the information they gather to inform judges and others of what the child needs and what will be the best permanent home for them. Becoming a CASA volunteer is an investment
of time, energy and heart. CASA volunteers are everyday citizens appointed by a judge to speak for the best interest, safety and well-being of children who are victims of abuse and neglect. All volunteers must be 21 years old, complete 30 hours of pre-service training, be willing to complete necessary background checks, provide references, be available for court appearances and meetings with advance notice, and be willing to commit to the CASA program until

Another Pierce at Eastland Kelsey takes over volleyball program built by her mother

LANARK – There will be a familiar face on the sideline coaching the Eastland volleyball team next fall. She’s got a really familiar name, too. A Pierce will once again run the Cougars volleyball program, as the next generation takes over a program built by her mother. Kelsey Pierce was hired as Eastland’s next volleyball coach at the March 13 school board meeting, replacing Mallory Clements, who stepped down following the season – her only season as Cougars coach, in which she led them back to the Class 1A state tournament and brought home the runner-up trophy. Clements replaced Kristy Pierce, who had coached the Eastland program since the
school’s inception in 1986, and led the Cougars to three state titles while amassing 941 wins over 30 years. “Mom was a wonderful volleyball coach and ran a terrific program,” said Kelsey Pierce, who played for Kristy before graduating from Eastland in 2008. “She built it from the time she graduated college until she retired, which is incredible for a coach to stay in one program for that amount of time. “I don’t think anyone can step into shoes that big, and I think it’s important to build my own program. This will now be this Pierce’s program, and there will obviously be similarities, but it will be my own program on my own footing.” Kelsey Pierce was a team captain as a player, and served as an assistant coach at Eastland from 2009

Penney has been a great tenant for the mall, offering fashion clothing, home goods, appliances, accessories and a salon,” Karyn Brouilette, general manager at Northland Mall, said in a news release. “The store was a great service to the Sterling community for many years.” The mall, however, says the new plans for the future of the mall are a source of optimism and excitement. “While we are sad to see J.C. Penney close, we are excited about this plan to attract new stores and services to the Sterling community,” Brouilette said. “We are always focused on bringing the best mix of tenants to the mall and are working hard to bring the community some new shopping options.”

learned some things and got some tricks up my sleeve that maybe Mom didn’t.” Eastland athletic director Scott Hartman was also an assistant coach on that 2009 title team, and has known Pierce for years. He made sure Pierce knew about the job opening, and things fell into place when a fifth-grade teaching spot opened up in the district last month. Hartman and principal Monica Burkholder moved quickly to get Pierce on board and approved earlier this week. “After talking to Kelsey, we were very confident that she was the person we wanted,” Hartman said. “On top of volleyball, we heard rave reviews from the people at Stockton about her being an excellent teacher as well. “Her parents know more about volleyball than most people, by far,. and she’s
grown up in the gym and learned the sport inside and out. She has a lot of experience with successful programs, and she’s taking the right path to create her own legacy.” Pierce and her sister now run the No Limits volleyball club out of Westwood Sports Complex in Sterling, which was originally founded by their parents. She knows many of the Eastland players, and her knowledge of the personnel and program should make for a smooth transition. In fact, her future players are already on board with the hire. “I heard at club this week that when some of the girls were told about it, they cheered,” Pierce said. “That means a lot, and I’m really looking forward to coming back and getting a chance to work with these girls outside of No Limits.”
Sterling Mayor Skip Lee said he realized that J.C. Penney, like most large retailers, was planning to close stores, but he was surprised that the local store was on the list. “I understand the general trend for retailers to focus more on the online part of the business, but I thought this was a profitable store,” Lee said. “I’m saddened for the people losing their jobs, and by the fact the community has lost an important retail option.” The mayor said he even feels an emotional attachment to a store that provided a special relationship between staff and customers. “J.C. Penney has also been active in the community for so many years – it’s like losing an old friend,” Lee said. The mayor said he hopes the city can work with
the mall to help fill the vacancy. “We’ll do whatever we can to help because the mall is a critical part of the city’s business structure,” Lee said. The company said its strategic plan, which also includes the closure of two distribution centers, is focused on putting its investment dollar in the stores that are most profitable and most easily integrated with its online business. “We believe closing stores will allow us to adjust our business to effectively compete against the growing threat of online retailers,” J.C. Penney CEO Marvin Ellison said in a news release. The stores on the closure list represent about 14 percent of the company’s brick-and-mortar presence, and less than 5 percent of its total annual sales.
