IN BRIEF Local authors to discuss publishing LANARK – Lake Carroll authors Donna Flaska and Carol Margosein will have a book signing and presentation at 6 p.m. March 16 at Lanark Public Library, 111 S. Broad St. Flaska and Margosein created “Waddling Walter Runs Away to the Wide, Wide World.” The book tells the story of an ornery goat who learns the hard way that being mean isn’t the best way to work with others. Signings and book sales will take place from 6 to 6:30, with Flaska and Margosein discussing publishing their book at 6:30.

Some expenses set to increase were approved at the Mount Carroll City Council’s Feb. 28 meeting. Alderman Mike Risko said a final appropriations ordinance will be voted on in April. Disbursements for next fiscal year are projected at $915,350, a $163,575 increase over the current year. The biggest reasons for the increases are the purchase of a new police car in the police budget and demolition of cityowned properties.

MOUNT CARROLL – While some expenditures are expected to increase in Mount Carroll’s 201718 budget, officials have prepared for at least some of the changes. General fund items, including the administrative, police, streets, and community house budgets,

Obituaries Lorena Morhardt
LANARK – Lorena Morhardt, 86, of Lanark, formerly of Stockton, passed away Friday, March 3, 2017. She was born May 1, 1930, in Mount Carroll, to LeRoy and Evelyn (Theobald) Fast. She married Glen H. Morhardt on Dec. 22, 1948, in Mount Carroll. She was a member of Berreman Church of God. She and her husband, Glen, farmed for 28 years north of Mount Carroll. Survivors include her two daughters, Barbara J. Dittmar of Bethalto and Debra K. Things are starting to happen at The Answer Fitness Center. We have received approval from the insurance company and have started the removal process of all the damaged equipment and items from the gym. A cleaning company will be in soon to do the majority of the smoke removal. We will also be doing some of the cleaning ourselves. We will be putting in a lot of hours and back labor, but we know the outcome will be amazing. That is what is keeping us going – the finish line with a new and improved facility. We will be asking for help from the community when the time comes to help with painting of the main floor. (Pizza and drinks on The Answer!) We have received many offers and would appreciate the help. We also like to involve the community. So, if you
would like to help volunteer when the time comes or would like to come in and see the process, please email or call us. We will be keeping everyone posted via Facebook with updates and photos. We plan to reopen by April 20. We are excited to announce that we now can offer our members a temporary membership to the Savanna Inn and Suites in Savanna, formerly known as The Super 8 Hotel. Limited recycling service for transfer station BY MICHAEL MILLER For Prairie Advocate
SAVANNA – Rising costs led the Savanna City Council to make changes at the transfer center that will limit service options and decrease hours of operation. The council on Feb. 28 approved a city committee’s recommendations to limit recycling services at the station to metal, tires and yard waste. Also, the station will be open on only the first and third Saturdays of the month to reduce labor costs. The changes are in response to Moring Disposal’s rate increase requests, which the city has approved. Bill Robinson, chairman of the Water/Sewer/ Refuse/Streets and Alleys Committee, said Moring wants rates raised from $39.90 per ton to $45, plus $200 for trucking of garbage to the transfer station. It also

is incresing its rate from $36.85 per ton to $40 for recycling boxes – plus $200 for load trucking – with annual increases of 3 percent. Public Works Superintendent John Lindeman said trucks would come once every couple months for recycling, and every couple weeks for garbage. Robinson said, “What we’re doing here, by paying these bigger prices, we’re paying for people outside the city limits while people in town are paying their city taxes to pay for people outside of town.” He added that residents have unlimited curbside recycling service every 2 months. “What we’re trying to do,” he said. “is get all the costs down so the transfer station pays for itself.” Lindeman noted there is a fee for tire recycling. Also under review is
increasing the fee for bags for the garbage portion of the station from $2 to $4. To bolster his point, Lindeman presented charts that indicated expenditures far outweighed revenue at the station. While revenue for 2016 was $12.040.80, expenditures were $20,874.18, with 2017 expenditure projections even higher at $27,184.62.

Robinson said the committee recommended approving a new agreement rate with Moring Disposal for $10.33 a month, a $1 increase. The same collection rubric will be used for garbage as previously (two 3.5-gallon bags allowed per week, and unlimited recycling pickup every other week), but the fee for an extra garbage bag will go up from $1 to $2 per

Alderman Jeff Griswold questioned the need for annual increases since Moring had not sought increases previously. Lindeman said Moring wanted to move away from using the Consumer Price Index as a proof for expense hikes and move toward simply using a set rate. Robinson and Lindeman cited truck and dumping expenses as examples of increased costs. Griswold also asked if there were other bids on the contract in light of the increases, and Lindeman said Moring was the only bidder the past two times the contract was bid out. “The only other major commercial carrier in our area is Allied up in the

his summer, we are going to change up our annual membership appreciation breakfast. We are not going to do a breakfast this year. We are going to stir it up and do an evening event, along with adding in some family activities. No one is more conscious of the changes our organization is facing than our board, and its members want to change along with it. It never hurts to try something different. The worst thing you can say in business is, “We have always done it that way.” So stay tuned as more information will be coming. However, save the date for July 13. Summer is surprisingly filling up already. We have just scheduled our library programs for June and July. This summer, we will be focusing on wind and farm machines. Programs will be offered in late June and the middle of July. So, keep an eye out at your local library to see when it is hosting a program. March is celebrated as National Ag Month. Agriculture is our livelihood in Carroll County. The market value of products sold off the farm was more than $270 million, according to the last ag census. Here are some ag facts for you: • Farmers and ranchers receive only 16 cents out of every dollar spent on food at home and away from home. The rest goes for costs beyond the farm gate: wages and materials for production, processing,
marketing, transportation and distribution. In 1980, farmers and ranchers received 31 cents. Farm and ranch families comprise just 2 percent of the U.S. population. One in 3 U.S. farm acres is planted for export. Thirty-one percent of U.S. gross farm income comes directly from exports. • 2 million farms dot America’s rural landscape. • About 99 percent of U.S. farms are operated by families – individuals, family partnerships or family corporations. • Today’s farmers produce 262 percent more food with 2 percent fewer inputs (labor, seeds, feed, fertilizer, etc.), compared with 1950. • Today a farmer feeds 155 people. New social group to start for people with disabilities Prairie Advocate staff
GALENA – Registration is open for a new program for people with disabilities to share tips on empowerment and to socialize. An informational meeting for Empowerment University will be from 4 to 5:30 p.m. March 14 at Galena Middle School, 1230 Franklin St. The program is open to people 18 and older with a disability, from Carroll, Jo Daviess, Lee, Ogle, and Whiteside counties. Northwestern Illinois Center of Independent Living is partnering with Riverview Center and Illinois Imagines Coalition to provide the free program. Empowerment University will offer interactive activities, skill building, and discussions on empowering individuals. Michele Miller, executive director of NICIL, said, “There is no group activity where people can come and say, ‘I don’t know how to
handle this.’ For example, we get a lot of people who, say go to the doctor’s office and the doctor didn’t have time to talk about it. Here, they could talk about how to handle this. Nobody says, ‘It’s OK to advocate, here’s how you do it.’ There are ways to get out of a funk – music, crafts, etc. A lot of times, people will say, ‘I know that,’ but there’s no way to connect how to do it with who you are.” The program will meet from 4 to 5:30 p.m. the second Tuesday of each month, with subsequent sessions on April 11 and May 9. Meetings will remain at the middle school through May, but will have to move after that, Miller said. MOUNT CARROLL – The Carroll County Board met March 2 to hear the completed 2016 county audit, vote on possible changes to GES fees, complete its position letter to the Illinois Legislature, and allow forward movement on several county bridge projects. Independent auditor Matthew Schueler walked the board through the completed audit. His report shows the county to be fiscally healthy, but facing difficulty as its pension liability increases. “Unfortunately, as pension liability swings, it impacts your unrestricted net position,” Schueler said. “Your net pension liability is $2.1 million in the current year, and when we compare that to last year it was $1.2 million, or an increase of $900,000.” He said the increase does
not change how the county is funding its IMRF pension obligations. “The information that is being reported for the net pension liability as of Dec. 31, 2015, shows the county to be a full 11 months off,” Schueler said. “2016 was a favorable year for IMRF, so I would anticipate that the net pension liability would go down, but you will see as we continue that a lot of the results of what is in the manifested income for the pension fund will make the county subject to market swings within its financial reporting. However, we currently see there is nothing to be alarmed about because they are pretty well funded.” He cautioned the board, noting comparison of the county’s net position with the previous year shows a decrease of $430,000 when held next to last year’s

increase of $615,000. “A million-dollar swing downward has a lot to do with the pension increase or pension liability,” Schueler said. “If that pension expense goes up by about a million, it is going to be a direct hit to your change in net position.” Among the footnotes to his report, Schueler told the board only two departments had overspent their budgets for the year. “We do about 10 county audits out of our Sterling office, and it is very
unusual to only have two funds overspend,” he said. “Carroll County does a very good job budgeting, especially when we see another positive report with the county having no deficit fund balances at the end of the year.” The board moved and approved by voice vote to accept the audit. In other business, the Highway Department sought and received board approval of resolutions to appropriate county matching tax funds to pay the local agency
construction of a new bridge instead of repairing the old structure. “The IDOT will put $2.3 million toward the new construction, and our share will be the $506,000 and that ... will be divided equally between the county and the city, so our share will be $253,000,” Vandendooren said. It’s just about that time of year again when the crack of the ball on the bat will be heard on high school ball diamonds around the area. With nicer weather on the way, it looks to be an on-time start to the seasons for both baseball and softball, which are scheduled to play their first spring games very soon. With that in mind, here is our look into the area teams our local schools will be putting on the field this year.
