SPRINGFIELD – She’s still getting her feet wet, but State Rep. Tony McCombie wants to make sure those feet hit the ground running when the General Assembly returns to work this week. The freshman lawmaker is sketching out an ambitious agenda that includes expanding a senior tax freeze, committee appointments, education funding, property taxes, and municipal funds – the last item already moving

up on her list of priorities. McCombie wants to keep municipalities’ money from getting locked up in a legislative stalemate again. “I’m looking at a bill with the Illinois Municipal League. It’s for municipal funds, such as video gaming, to be automatically distributed without a budget,” McCombie, R-Savanna, said during a telephone interview early last week. The former Savanna mayor, who defeated twoterm Democratic Rep. Mike Smiddy in the November election to win the 71st District seat, cited as an

example the sales tax funds that are supposed to go to Thomson, but won’t get Rep. Tony McCombie there until there’s a state budget in place. “I don’t want it to be held up. It’s not the state’s money,” McCombie, 43, said. McCombie also wants to address property taxes, starting with raising the senior property tax freeze threshold. Current rules require seniors to have a total household income of $55,000 or less to receive the freeze. “If I’m a senior and I’m making $55,001, I am not

able to apply for the senior freeze,” McCombie said. So far, she has sought an appointment to the tourism committee, which she said would be a useful tool for the district. She also is interested in serving on banking, insurance, or real estate panels, but would accept other positions. “I told [Republican Minority Leader Jim] Durkin I’m open to anything, because I think it’s important for legislators to be well-rounded,” McCombie said. The new face in Springfield will get guidance from more experienced House colleagues. She’s seated next to 93rd District Rep. Norine Hammond, R-Macomb, who’s

beginning her fifth term, and Brian Stewart, R-Freeport, first appointed to the post in 2013, whose 89th District includes part of Whiteside County. In addition, Hammond and another legislator will be running a mentoring program, McCombie said. As she gains more experience, McCombie wants to address education funding and property taxes, in that order, she said. “I’ve met with [36th District] Sen. Neil Anderson, [7th District] Rep. Chris Welch and Whiteside County Farm Bureau on education funding. Until we do something with education funding, we can’t do much with property taxes,”

McCombie said. She also wants to help fix the state budget, but is still getting her feet wet. “The bottom line is, communication will get that budget passed. I’m looking to sit down with other Republicans and Democrats, continue to talk about it,” she said. However negotiations go, McCombie said she stands on her campaign promises, including one not to raise taxes. “I’m looking at compromise. It’s not my plan to propose or support any tax increases. We can’t just keep raising taxes. It’s not fair to us, the citizens, and it’s very irresponsible as legislators to keep proposing that as a solution.”

Snowy owls normally live in the Aleutians in Alaska, or in northeastern Manitoba, northern Quebec and Labrador in Canada. Sometimes in the winter, however, they can be found as far south as Texas and Florida.

SUV driver cited for rear-ending Eastland bus Prairie Advocate staff

SHANNON – The driver of an SUV that rear-ended an Eastland school bus Jan. 11 was cited for failure to reduce speed to avoid an accident. Heather Skerik, 30, of Shannon, also was cited for failure to wear a seat belt.

The accident happened around 3:20 p.m. Jan. 11 on Shannon Road at the Canadian Pacific Railroad crossing. The southbound bus, carrying students in grades K through 6, stopped at the crossing and was just beginning to accelerate when it was

Hansen also gave a brief update on legislative proposals in Springfield, among them a possible budget compromise in which income taxes would be increased in exchange for a property tax freeze. Obituaries Larry D. Slick

MILLEDGEVILLE – Larry D. Slick, 79, of Milledgeville, died Thursday, Jan. 19, 2017, at his home. He was a farmer. Larry was born Nov. 30, 1937, in Lanark, the son of Luke and Irma H. (Butz) Slick. He married June R. Andrews on Aug. 31, 1958, in Polo. Larry served in the Army. He was a member of Milledgeville United Methodist Church. Survivors include his wife of Milledgeville; two daughters, Susan (John) Slaughter of Arlington, Texas, and Deanna (Gilmar) Espana of Houston; one son, Marvin (Julie) Slick of Byron; one sister, Verda Werkhiser of Pearl City; two brothers, Franklin Slick of Milledgeville and Alden Ethridge of Lena; and seven grandchildren. He was preceded in death by his parents, five brothers, and one sister. Visitation will be from 4 to 8 p.m. Friday at McDonald Funeral Home in Milledgeville. The funeral will be at 10 a.m. Saturday at Milledgeville United Methodist Church, with the Rev. Sophia Hyon officiating. Burial with military honors will be at South Elkhorn Cemetery in Milledgeville. In lieu of flowers,

Raymond F. Kloth

SAVANNA – Raymond F. Kloth, 77, of Savanna, died Tuesday, Jan. 17, 2017, at his home. Raymond was born April 3, 1939, in Elmhurst, the son of James and Catherine (Atkinson) Kloth. He married Judy Laursen on Jan. 19, 1959, in Wadsworth. Ray worked for 35 years for Abbott Laboratories in Abbott Park, retiring in 1994. After retirement in 1997, Ray and Judy bought a farm and built a home in rural Savanna, satisfying a lifelong dream of theirs to live in the country. Ray was a self assured man who wore bib overalls, loved to collect antique farm equipment, and was affectionately known in the community as “farmer.” Ray was a family man first and foremost, known to all as being outspoken, generous, full of life, fearless and ready to embrace any challenge that life brought. Ray was a loving brother, husband, father and grandfather. As a young boy, he was the driving force to support and keep

his family together, a common thread throughout his life and that which will continue. Ray was a man of many interests, talented in woodworking, leatherwork and a collector of all things great and small. An engineer at heart, Ray designed and built many grand projects throughout his life. He had a passion for fishing, fly tying, and camping. Ray also raised roller pigeons and enjoyed attending competitions. Ray was an avid Chicago Bears fa.n and enjoyed watching the games with his daughter. He also enjoyed traveling with his wife, Judy. and was particularly drawn to the history of the West, and together, they traveled extensively throughout the western U.S. Raymond will be dearly missed. but never forgotten. by his wife, Judy; three daughters, Cindy (Ayed Albtounieh) Kloth of Karak, Jordan, Vicky (William F. Todd) Kloth of Mount Carroll, and Brenda (Jim) McMillan of Savanna; one son, Kevin Kloth of Savanna; four grandchildren; five greatgrandchildren, with one in the bun; three sisters; and one brother. MOUNT CARROLL – Donald G. Fisher, 86, of Mount Carroll, formerly of Chadwick, died Monday, Jan. 23, 2017, at Good Samaritan Society – Mount Carroll. Don was born Feb. 11, 1930, the son of Herbert and Helen (Robinson) Fisher in Rock Falls,. He attended Rock Falls country schools. Don proudly served his country in the Army during the Korean War, earning a Purple Heart medal due to injuries he received on Sept. 19, 1951 at Heart Break Ridge, Korea. On Nov. 6, 1950, he married Alta Beaston in Sterling. They celebrated 46 years of marriage and raised five children. Alta passed away June 29, 1997. Don and Alta farmed for 34 years near Chadwick and Mount Carroll. He then owned and operated his

own welding shop, Fisher’s Welding, for 12 years until retiring. Don was a member of Hickory Grove United Methodist Church in Wacker, Disabled American Veterans, Military Order of the Purple Heart, and the American Legion. He loved spending time outdoors fishing, hunting, and boating. He also enjoyed meeting with the “Dirty Dozen” every Thursday, and especially loved spending time with his family. Don will be dearly missed by his four sons, Edward Fisher of Wisconsin Rapids, Wisconsin, Rick Fisher of Great Falls, Montana, Roger (Betty Jean) Fisher of Dickeyville, Wisconsin and Dave Fisher of Valdosta, Georgia: one daughter, Linda Sue (Dan) Davis of Lanark; eight grandchildren; 13 great-grandchildren; and one brother, William “Wes” Fisher of Rock Falls. Donald also was preceded in death by three brothers, John, LeRoy, and Robert; a sister, Lula Belle Folsom; and a dear friend and companion, Virginia Novicki. Visitation will be from 4 to 7 p.m. Thursday at LawJones Funeral Home in Mount Carroll. The funeral will be at 10 a.m. Friday at the funeral home. Burial will be at Oak Knoll Memorial Park in Sterling. Memorials may be made in Don’s memory to the Disabled American Veterans Organization.

Board OK’s start delay option for bad weather BY MICHAEL MILLER For Prairie Advocate

SAVANNA – The West Carroll school board during its Jan. 18 meeting approved granting district Superintendent Adam Brumbaugh the authority to delay school when weather or other emergency conditions dictate. Brumbaugh told the board he was seeking direction on his authority to delay school due to bad weather conditions. Currently, he has the power only to cancel school or to let students out early for such conditions. He said that if the board wanted to allow him the option of delaying the start of school – or even if it did not – it should be written as such in the handbook. Board member Jamie McCombie wondered what the policy is regarding earlymorning sports practice if school is canceled. Board member John McIntyre said his understanding was that practices would be voluntary on days when weather is bad enough to cancel school. “Normally, if we cancel school because the roads are too bad or it’s icy or snowy, if the coach is going to open it up, that shouldn’t be held against the kid,” Brumbaugh said. He added that in a recent day there were 31 other school districts that had used a two-hour delay due to weather conditions. Board President Jerry Anderson, who cast the lone “no” vote, said he had always been against such a policy, and he still was. He said that with a 2-hour

West Carroll Superintendent Adam Brumbaugh told the school board the district was “pretty spot-on with where we should be at 50 percent of the school year.” Board member Beverly Kilpatrick asked about how much money the district was owned by the state. Brumbaugh said that categoricals had not yet been released, but in an email the district released shortly after the meeting, it was revealed that the State of Illinois owes the district $950,773.32 for fiscal year 2017 and $1,149.97 for fiscal year 2016.Brumbaugh said in response to Kilpatrick that the district has not received any transportation payments, nor has it received any of its Early Childhood grants. “They told us that this was going to be the best budget in 7 years,” Brumbaugh said, “because it was going to be fully funded. ... And yet, if we are not receiving the categoricals, then are we worse off than we were in previous years?”

Other board action • Brumbaugh reported that after a pilot and training period, West Carroll plans to adopt the Schoolology program for grades 5 to 12. According to schoolology.com, Schoolology is a learning management system that allows institutions to create engaging content, design lessons, and assess student understanding. • Assistant High School Principal/Athletic Director Joe Hansen reported that the Manny’s Shootout was “a lot of fun.” • Middle School Principal Julie Katzenberger noted that her staff members had achieved a 97 percent attendance rate, and commended them on this achievement. • High School Principal Jeff Utsinger commented on the FFA competing in parliamentary procedure at Blue Ridge, reporting that the Middle School, freshman and high school teams all won first place. West Carroll’s Daniel Hartman took first overall for chairperson, Emma Alljets for secretary, and Luke Jones took first place for floor member, with “many other great results,” Utsinger said. • District Superintendent Adam Brumbaugh thanked the Savanna City Council and Savanna Mayor Peg Haffey for considering his proposal for a “home rule” tax. “It isn’t going to happen this election,” the superintendent said, but he held out hope that it could at some point in the future.

Board member Fred Tipton said he had a concern about the liability of the school putting buses out on those early, perhaps foggy or icy roads, and possibly creating a hazard for the students or other drivers. “This way, if you have a 2-hour delay and it’s still bad, you can still cancel school,” he said. “... And if it does clear up, we can keep our money coming in. It’s no different than getting out at 1:30.” Kilpatrick noted that with so many other districts having the delayed start option, somehow those parents must have to make accommodations

for their children in such a circumstance. Anderson said this is different than a case of early dismissal, when there is a plan in place. In the morning, he said, it’s much harder to make arrangements. Kilpatrick said that another consideration is that if a school district cancels more than 5 days, it does not get to make those additional days up. McCombie expressed confidence in Brumbaugh’s ability to gauge whether conditions had improved sufficiently after 2 hours. Brumbaugh said this power would be “highly discretionary.” “We don’t want to create hardships on families; we want them to be safe,” he said.

ne of my least favorite parts of my jobs is trying to figure out what people want. Isn’t that one of the hardest things in life, period? Last week, I bit the bullet and scheduled a Cubs trip. Not something I had 100 percent confidence behind, since the last time we did a Cubs trip I had an extra 20 tickets left. Also with winning the World Series, ticket prices have increased. Needless to say, I bit the bullet and we sold out within 2 days by posting only on social media. Something I would have NEVER guessed would happen. With that being said, I am sitting here fretting over the fact that I am ordering more tickets! Yes, we are going to try two buses. This makes me quite nervous, but go big or go home! The date of the trip is Friday, June 9. The Cubs will be facing the Rockies.

It is a 1:20 p.m. game. We will leave Carroll County at 9 a.m. We will be sitting in the infield reserve terrace. Cost of the tickets and transportation are $85 for members and $90 for nonmembers. Payment is needed to reserve your seat. As I mentioned, tickets are selling fast! So contact our office today! Another least favorite thing to do is make the decision on whether or not to close the office. Martin Luther King Day was quite the icy one. It is a day when schools, banks, the courthouse, the post office, and others are closed. So there is no way to figure out who is closed for the weather, since they are all already closed! Knowing it is a day when most people do not expect us to be open, and if I tried to leave my house I more than likely would have slid the slope right into the neighbor’s yard. ... With today’s

In action items, the board

voted to change dates for the March and April board meetings to the third Monday of each month, instead of the current third Wednesday. The March meeting will be March 13 instead of March 15, while the April meeting will be April 17 instead of April 19. Hansen said the moves were to allow board members to watch their children’s baseball games. The board also held a closed session for personnel topics. Afterward, members

accepted the resignations of Brandon Bull as assistant theater director, and Mallory Clements as head volleyball coach, both for this year. Both openings will be posted, as will a summer school credit recovery facilitator for seventh through 12th grades, a full-time, self-contained fifth-grade teacher, and a full-time special education teacher with Learning Behavior Specialist 1 endorsement.

SHANNON – Village personnel will have a special board meeting at 5 p.m. Jan. 31 at the village hall, 17 E. Market St., on an upcoming water treatment project. Two of the village’s wells contain levels of radium which exceeds U.S. Environmental Protection Agency and Illinois Environmental Protection Agency standards. Over time, exposure to radium can increase the risk of cancer. To reduce the levels of radium, the Village Board voted in December to approve a contract with Fehr Graham Engineering and Environmental for designing a treatment facility building and permanent radium treatment equipment. In an email, Village President Bonnie Foust said the village plans to have the filtration system up and running by September 2018. The standard maximum contaminant level for radium isotopes 226 and

228 is 5.0 picocuries per liter. On Nov. 29, Shannon’s well number 4 tested at 6.7 pCi/L,while well 1 and 2 tested at 7.5 pCi/L. In a public notice, village personnel let residents know that they do not need to use an alternative water supply. The board passed an initial water user rate increase of $15 per month, effective in January, to help fund the project. The village also is applying to the Illinois Public Water Supply State Revolving Fund for financial assistance to bring the water supply up to Illinois Environmental Protection Agency standards. In December, the Eastland school board decided to request water quality updates from Shannon village officials. Eastland Elementary School is in Shannon. MOUNT CARROLL – During its first meeting of 2017, the Carroll County Board on Thursday approved the Computer Information bid for CAD System improvements that are expected to be completed by May, clearing the way for implementation of the county’s Next Generation 911 plan. The board authorized the first payment of $27,868.53. The county’s total portion of the project cost will be $50,000, which was budgeted in the General Fund. Sheriff Jeff Doran presented a progress report on the continuing installation of LED lighting on Mount Carroll streets,

commending the project for its increased safety and energy conservation. County Treasurer Diane Powers informed the board of the completion of W2s for county employees, and said her office is seeking an intern. Also, auditors will arrive this week. Circuit Clerk Patty Hiher discussed the legal issues

Weaver named to Dean’s List at Goshen College GOSHEN, Indiana – Austin Weaver, a junior from Lanark, was one of 25 graduate and continuing studies students recognized on the fall 2016 Dean’s List at Goshen College.

Weaver, a graduate of Eastland High School, is studying business. The Dean’s List includes students earning at least a 3.75 GPA, while completing at least 12 hours of course work for a letter grade. Only grades from the designated semester are included in the Dean’s List selection process.

SAVANNA – A box fan caused a Sunday night fire that damaged a downtown business. Savanna Fire Chief Shawn Picolotti said his department received a call at 8:22 p.m. about a fire at The Answer Fitness and Tanning Club,

319 Main St. He said the fire was out, and his crew was back at the department by 1:45 a.m. “We got it confined to one building,” he said. “There was extensive damage, but I don’t believe it was a total loss.” No injuries were reported. Picolotti said video showed sparks coming from the fan when the fire started at the club. “It was a box fan being used to keep the windows from fogging up,” Picolotti said. A post on club’s Facebook

page says it will be closed “temporarily,” and to check the page for updates. The Highway Department received approval by voice vote for federal participation in the Galena Street Bridge project, and the board approved execution of the agreement by the County Board chair. The board also approved a resolution to appropriate county matching tax funds to pay the county’s share of the project. The board also approved declaration of a 1998 International 4900 Series dump truck and a hydraulic driven broom attachment for a Case 621 wheel loader tractor as surplus equipment, paving the way for County Engineer Kevin Vandendooren to sell the items. Zoning Officer Jeremy Hughes reported a countywide decline in building permits in 2016. The County Health Department reported it has filled its one opening with a part-time hire. Under new business, newly elected state Rep. Tony McCombie, R-Savanna, addressed the board, saying she has opened her new

office in Savanna and is meeting with department heads and boards in all the counties she represents. “Regardless of party affiliation, I am open to all and any discussions, and I will be a voice for all of your needs and concerns,” McCombie said. “Everywhere I look, the State of Illinois is causing funding issues for everybody, so please be sure to reach out to me if you have questions or concerns, and please be sure that I am very open to any discussions and learning more about what your needs are.” Board members also approved bills paid in vacation, bills as presented by Committees on Claims, and the minutes from its Dec. 15 meeting. We have a very dedicated core of individuals who are always ready to help with any activities. Without them, we would not be able to present our programs. Mount Carroll man in hospital after crash

MOUNT CARROLL – Carroll County Sheriff’s personnel continue to investigate a Jan. 12 crash which sent a Mount Carroll man to a Rockford hospital. Deputies responded at 10:20 a.m. to a report of a one-vehicle crash on Oil Valley School Road. A vehicle driven by Tyler L. Zink, 25, struck a tree head-on, and he was taken by OSF Lifeflight to OSF Saint Anthony Hospital. Zink remained in fair condition Sunday at the hospital. Mount Carroll and Savanna fire staff, with Mount Carroll ambulance and police, assisted at the scene.

MOUNT CARROLL – Beginning Tuesday, the Mount Carroll District Library will host a free workshop series at the library conducted by recognized founder of the international slam poetry movement, Marc Kelly Smith. The free workshop series consists of 4 working sessions held every other week from 6:30 to 9 p.m. at the Mount Carroll Library. A final Slam Cabaret performance will be held in April. The game came down to the final seconds, and junior guard Sean Gingrich was given the task to find a good spot to get a 3-pointer. With 4.5 seconds left, Gingrich found his look on the left wing, but the ball banked off the rim. Senior forward Dimitric Young pulled down the offensive rebound near the top of the key with only a second left, but couldn’t get a shot before the buzzer. Sterling (12-7) ran into a Panthers team hungry to get back on the winning track after suffering only their third loss of the season earlier in the day. Willowbrook, which went 4-0 to claim the tournament championship, came back from 17 points down to upend the Panthers.
