A new leash on life for Heartland Animal shelter in Savanna has new board members ready to take over many duties BY MICHAEL MILLER For Prairie Advocate
SAVANNA – Heartland Pet Welfare animal shelter is financially solid, its interim manager said, but the workload for its remaining board members has become overwhelming. Sue Gerlach-Hilgendorf, who had been the shelter’s manager for a decade, said that problem can be eased by a group of new board members who are poised to be elected during a public meeting at 7 p.m. Dec. 28 at Naaman Diehl Auditorium in Mount Carroll. The election of new board members also will signal Gerlach-Hilgendorf’s exit. She told the board more than a year ago she would be resigning, but agreed to be interim manager until a new manager and new board are established. “I’m grateful that someone will provide this service for the community,” she said. There won’t actually be a manager – those duties will be shared by a group of people, said incoming board member John Gloor. He will be the group’s treasuer, and

THOMSON – Officials plan to borrow $200,000 to settle a complaint filed 11 years ago by two former part-time police officers who claimed successfully that the village discriminated against them. Village Board members voted unanimously Dec. 6 to approve the settlement with Andrew Schott and Robert Groharing. It includes back pay, interest and attorney fees. “The board is looking at local
banks for borrowing options,� ​ Village Treasurer Jean Smith said Thursday. On Oct. 31, 2005, the men filed complaints with the Illinois Department of Human Rights claiming the Thomson Police Department retaliated against them after they complained Beth EvansBalk, another officer, was given preferential treatment because she is a woman. The department filed a complaint on their behalf with the state Human Rights Commission, which ruled in the men’s favor. The village appealed the ruling to the
Second District Appellate Court; it upheld the commission’s decision on Nov. 22. In its ruling, the appellate court noted that in August 2003, thenpolice chief Larry Carroll told Schott that expectations were different for Evans-Balk because she is a woman, and that the different treatment was sanctioned by then-Village President Merrie Jo Pauley. Schott resigned March 1, 2005. He and Groharing each complained the next month to the Illinois Attorney General’s office that Balk, who is now the village police chief, was receiving
preferential treatment because she was a woman. That April, Randy Starr, thenchairman of the village police committee, came up with a plan to restructure the police department from the ground up, which the board adopted that May 2. The department was dissolved with the agreement that no current employees would be rehired. That meant Schott lost his job. About a month later, board members, who knew Schott and Groharing had filed complaints with the attorney general, reversed their decision and rehired Balk and
other officers. “Schott and Groharing submitted applications, but the village never considered them for positions within the department due to their complaints of Balk’s preferential treatment, notwithstanding the men’s past service and above-average performance applications,� the appellate court said in handing down its decision. “The department’s dissolution was ... nothing more than a means to discriminate against Schott and Groharing on the basis of gender and in retaliation for prior complaints.�

Obituaries Garian E. Cox CHADWICK – Garian E. Cox, 84, of rural Chadwick, died Monday, Dec. 12, 2016, at CGH Medical Center in Sterling. He was born in Viroqua, Wisconsin, the son of Clarence and Mildred (Sidie) Cox. He married Berta Dunham on Oct. 16, 1954, in Sabula, Iowa. Garian was employed for more than 31 years at the former Northwestern Steel and Wire Co. in Sterling, Plant 4, in the electric weld. He was a member of Milledgeville Brethren Church, and served in the past as custodian and
maintenance caretaker. He enjoyed hunting, fishing, gardening, and working in the outdoors. Surviving are his wife; four sons, Mike Cox, Mitchell Cox, and Monte (Deb Snapp) Cox, all of Milledgeville, and Matthew (Maggie) Cox of Polo; his brothers, Fantus (Betty) Cox of Jonesdale, Wisconsin, and Arleigh Cox of Nancy, Kentucky; seven grandchildren; seven great-grandchildren; and one great-greatgrandchild. He was preceded in death by his parents; his daughter, Michele Kingery; a sister, Cleone Freas; a brother, Verlyn Cox; and a granddaughter, Tessa. YORKVILLE – Penny Beth Reynolds, 52, of Yorkville, passed away Wednesday, Dec. 14, 2016, at Edward Hospital in Naperville. She was born Dec. 23, 1963, in Morrison, the daughter of Ronald and Marsha (Lotzbough) Green. Penny was united in marriage on Feb. 13, 1993, to Mr. Patrick J. Reynolds, and they spent the next 23 happy years together. Mrs. Reynolds was employed as an exercise psychologist at Edward Hospital. She
attended St. Anne Catholic Church in Oswego. Penny was a loving daughter, sister, wife, and mother who will be deeply missed by her family and friends. Penny is survived by her husband, Patrick Reynolds of Yorkville; her children, Caitlin Reynolds, Erin Reynolds, and Ryan Reynolds; her mother, Marsha (Floyd) Green Roberts of Lanark; and her sister, Teresa Green of Lanark. She was preceded in death by her father, Ronald Green. Services were Sunday at Nelson Funeral Home in Yorkville. Interment was private. A memorial service will be at a later date in Lanark. Sales tax referendum for school district proposed BY MICHAEL MILLER For Prairie Advocate
SAVANNA – The Savanna City Council’s Finance Committee on Dec. 13 reviewed a proposal by West Carroll schools Superintendent Adam Brumbaugh for a tax referendum in April that would use the city as a taxing body to help school facility funding. Brumbaugh said the proposal was being brought to the Savanna council first, before Thomson and Mount Carroll, because of the city’s history of approving countywide sales tax referendums in the past – though it has failed in the county each time. Savanna Mayor Tony McCombie said it will be difficult for the council to approve a sales tax referendum this time around. “It’s a lot to think about, and I don’t know if we’d be willing to do it this year,” she said. “The catch is that, per state statute, you can only do this kind of arrangement until 2020.”
McCombie said several issues were brought up during the presentation, including the question of whether the proceeds would stay within the two existing Savanna facilities, potential property tax relief, and bond pay down.’’ McCombie said that, if the referendum is pursued, different scenarios could be looked at involving the distribution of the proceeds of the tax. New gear for fire department
The council during its regular meeting approved the purchase of RSX turnout gear (coats and pants) at a cost of $1991 per unit for a 37 paid and volunteer
firefighters. The total cost would be $73,667.00. Finance Committee Chairman Bill Robinson explained that the current units have exceeded their 10-year life cycle, and that normally the department is able to obtain the necessary funding for this through grants, though this year that did not occur. The city will pay 20 percent ($14,733.40) up front, and the company will give the city an interest rate of 2.8 percent over a 5-year

Letters and Commentary Budget deal would be great Christmas gift By the Sauk Valley Media Editorial Board
The sentiment “Peace on Earth, good will toward all” doesn’t seem to apply to Illinois politics, does it? But in this season of Christmas, we believe it should. Illinois state government needs a successor agreement to the half-year stopgap budget that took effect July 1 and will run out on Dec. 31. While the stopgap budget funds K-12 schools through June 30, 2017, other major areas will soon be left out in the cold. That is, if Republican Gov. Bruce Rauner and leaders of the Democratic majority in the Legislature, House Speaker Michael Madigan and Senate President John Cullerton, don’t come to an agreement before the first of the year. In case you haven’t noticed, it’s been mighty cold out there lately.
Such brutal weather is analogous to the brutal financial problems the state’s budget woes have caused across the state and in our locality, too. Just last week, we reported on the upcoming demise of Secure Recycling Services in Dixon, an award-winning division of Kreider Services. While state budget woes weren’t the sole reason for the planned Dec. 31 closure, insecure state funding and uncertain business via contracts with the state contributed to it. Agencies that provide services to domestic violence victims, such as YWCA of the Sauk Valley and Riverview Center, have likewise suffered from unreliable state funding. Sauk Valley Community College has been shorted about two-thirds of the state funds it expected, according to a recent report. The Lee-Ogle Transportation System,
What we think What better way to warm the hearts of Illinoisans than for the governor and legislative leaders to reach a budget deal before the stopgap budget runs out Dec. 31? Unless, of course, peace and good will don’t apply to Illinois politics. which provided nearly 80,000 rides last year, faced closure at year’s end before a long-overdue state payment arrived in the nick of time. Even so, funding uncertainty remains, as the state will still owe LOTS about half a million dollars by Dec. 31. The Northwestern Illinois Center for Independent Living, based in Sterling, has also been greatly hampered by lack of promised state funding. People who face domestic violence, have disabilities, need transportation to medical appointments, want to recycle, or simply need an education have come
to rely on the state helping to pay for these services, which will be threatened anew if a reliable source of funding isn’t forthcoming in 2 weeks. We get it that Rauner and Madigan, who also is the state Democratic Party chairman, are bitter rivals. The governor, who took office in January 2015 with the slogan “Shake up Springfield; bring back Illinois,” believes his eventual support for an income tax increase is a valuable bargaining chip that can lead to the Democratic-controlled Legislature’s approval of some of his “turnaround
agenda” reforms. Longtime leaders Madigan and Cullerton, who have been party to many legislative deals in the past, don’t want to agree to any of Rauner’s proposals. Thus, there’s been no annual budget since July 1, 2015. And now, the 12.8 million residents of Illinois must wait apprehensively for another deal, makeshift or otherwise, that will help state government to run better than it has. If the spirit of Christmas won’t warm the cold hearts of our state leaders, what will? We hope they finally see that treating budget victims with Scroogelike indifference during protracted political standoffs does the public an incredible injustice – not only through the decline in state-funded programs, but psychologically, too. Uncertainty over budget
woes has descended upon state residents like a dark winter night, where Charles Dickens’ ghosts of Christmases Past, Present, and Yet to Come rule our collective dreams. What Illinoisans would not give for a Scroogelike Christmas morning transformation in our leaders that would foster renewed hope for a better, brighter, happier, and more prosperous future? A compromise budget agreement would go a long way toward warming hearts and boosting spirits across our state. Governor, Mr. Speaker, and Mr. Senate President: In this season hope and joy, it’s not an unreasonable request that you do your jobs and produce a new budget before the stopgap runs out. Unless, of course, you believe that peace on earth and good will toward all don’t apply in your line of work.

In action items Tuesday, the council voted to OK this year’s tax levy of $251,800, up from $241,500 in 2015. A home valued at $50,000 will see a property tax increase of about $48. The biggest change in the levy is the contribution to the retirement fund. Last year’s levy was $33,000; this year’s

to $6 per month, and the Basic User Rate Schedule for nonresidential users will go from $197.88 to $167.88 per quarter (or a reduction of $10 per month). In other news, Police Chief Michael Moon warned that the department has been getting reports of “late night prowlers” in the Chestnut Park area, and to be sure to lock their cars and homes.

STERLING – Several workers with developmental disabilities showed up at Self Help Enterprises for their shift Sept. 26, but weren’t allowed to punch the clock. The sheltered workshop – a place that employs people with disabilities separately from others – has taken a guarded approach to the Workforce Innovation and Opportunity Act, federal legislation that took effect July 22. With a goal of getting youth with disabilities into the best jobs possible, the new law actually has left those 10 accustomed to having a place to be and a purpose in life with neither. Dozens more won’t get to try their hand in a workshop until assessment deems such a work atmosphere appropriate. Under the act, in order to continue working for agencies allowed to pay subminimum wage, people 24 and younger with disabilities who weren’t hired before July 22 must go through training, counseling and transition services to determine whether they should be working elsewhere in the community, rather than at such workshops. The U.S. Department of Education filed the final version of the law Aug. 19, and its finer points were discussed at regional training Sept. 7. Among those points: Workers hired before July 22 were grandfathered in, and allowed to stay with the workshops. A section in the legislation, however, prohibits workshops from contracting with educational agencies. A packet provided at the training concludes with the following advisory stating that state and local agencies: “May not enter into a contract or other arrangement with an entity for the purpose of operating a program for an individual age 24 or younger under which the work is compensated at minimum

“There’s a whole human factor here,” Haubrich said. “We had to say goodbye to students we’ve served for a couple of years, whom we’ve come to know, love and respect. We had staff equally upset, because they weren’t going to see those people anymore.” Self Help is the biggest of four such workshops in the Sauk Valley, serving 230 clients with
its developmental training and workshop. It has had to turn away 30 potential clients and refer them for vocational rehabilitation since July 22, in addition to the 10 existing clients put out of work.

We want to make sure we’re covered, and we’re trying to do everything we can, but we’re forced to sit back and wait for more information and guidance,” said Brandon Rumler, who celebrated his 2-year anniversary as Rolling Hills executive director Wednesday. “The two counties don’t communicate, and Self Help is taking a very narrow decision-making approach, and I don’t blame them for
that,” said Laurie Heston, Bi-County’s executive director. “Self Help is taking a very restricted view, whereas other workshops are being cautious but still helping kids in their community.” Village of Progress in Oregon employs as many as 10 people 22 to 24 years old each school year through its contract with Ogle County Education Cooperative, and is continuing to do so. “It’s frustrating for everyone, because we want to abide by the law and the
provisions, but we haven’t been able to get any clarity,” said Executive Director Brandon Rumler Brion Brooks, whose 30-year-old daughter, Rachel, has worked at VOP since 2009. A former lawyer, he’s baffled by the lack of guidance. He came to Oregon as a pastor, and became executive director of VOP in 2014, and it became something of a
ministry to him. “The whole thing is rather personal to me – all of this is trying to figure out what is going to be most beneficial for people like my daughter,” he said. “For some of these folks, the most beneficial thing might very well be to be integrated into employment in the community. For some of them, what’s going to be most beneficial is to stay in the shelter and have their support and friends they can trust.” STATE continued on A134

Shelters and agencies are given state liaisons to contact, and all report a stark lack of guidance. “The whole problem is the state isn’t giving you a whole lot of answers,” Brooks said. Nor are federal agencies. Officials from the U.S. departments of health and human services, education, and labor, including the labor’s Wages and Hours Division, referred Sauk Valley Media to each others’ agencies, with each department saying it couldn’t help interpret the legislation’s conflicting sections. Kreider Services in Dixon also has retained youth hired before July 22, although there’s no risk, since it’s not through a contract with an educational agency. Kreider CEO Jeff Stauter said since
July 22, the workshop has been approached by three or four school districts and at least half a dozen parents, all of whom Kreider has had to turn away until they meet the new legislation’s requirements.
Where do they go? Each state has a designated state unit that must document workers’ completion of the requirements to work for sheltered workshops. In many cases, those units also conduct the training and counseling. In Illinois, that agency is the Department of Rehabilitative Services, a division of the Department of Human Services. The supervisor of the Sterling office, Mark Krupke, deferred to the Springfield office, where Kris Smith, the department’s director, spoke to the spirit of the new act.
“The intent really sets expectations for people with disabilities,” she said. “It looks at making informed choices for those individuals. It’s addressing what expectations parents and service providers should have. Let’s include them in the decisionmaking. What are you interested in? What would you like to do?” Vocational rehabilitation, however, can take nearly half a year to complete the requirements: 30 days for an application to be filled out, 60 days for the unit to determine whether the applicant is eligible for vocational rehabilitation services, and another 90 days to set up a plan for employment. The process typically moves along swiftly, Smith said, but with the budget impasse, state agencies aren’t adding staff, period, let alone at a pace to match
the increased demand. The Sterling office has five employees: Krupke, two rehab counselors with master’s degrees, and two coordinators who tackle a lot of the clerical work. That staff has remained pretty consistent over the years, Smith said. Workshops’ workers over 24, too, must receive regular counseling and training in order to keep working there. Brooks and Stauter are both grateful for Northern Illinois Center for Independent Living, a nonprofit which has subcontracted with DORS to help potential workers through the system. Brooks said OCEC is helping one youth along, and NICIL will start providing the workshop with peer counseling after the turn of the year. “The door isn’t shut permanently,” Stauter said, “but it’s locked for the moment for a lot of folks.

I’m sure it is a busy time of the year, and this is yet another email that found its way into the inbox, but if someone reads this, I hope it finds its way to where others read it (especially the man that was so kind). This random act of kindness touched my heart in more ways than I can describe, and although he may not
ever read this, I hope his kindness will inspire others as it has for me. To understand the magnitude of this to me, I want to preface my year. My husband and I just had our first child together in July. Last year, we lost one after having difficulty getting pregnant. We also have five other children from previous marriages. My husband lost his job earlier this year, and I’m a stay-at-home mom. The job offer my husband did

We have crashed with my sister-in-law and have added five people to her household of five people. So, with 10 people in the house, she has graciously accommodated all the craziness. everything we needed and even gave me money to Christmas shop for the kids. So, today my niece was sick and my sister-in-law stayed at home to care for her. There were some things she needed from the store, so I ran into town to get them. While at Walmart in Sterling, I checked out and the man behind me offered to pay for our groceries. I thanked him and said Merry Christmas, as that was all I could muster. I was so

Well, believe it or not the movie was inspired by actual events. ‘ My point is this: if Allied and German soldiers could come together at Christmas, then maybe it’s not too farfetched to believe that there’s hope for us in Illinois. We aren’t enemies facing off on a battlefield, we are political opponents who just see things differently. I hope and pray that we can find a way to leave our trenches and meet in the middle. I would be remiss if I didn’t make mention of all the local charities that need all of our help at this time of year. There are too many to mention, but all of them do great work for Northwest Illinois. Amid the hustle and bustle of holiday shopping and gift
giving, please remember to give a gift to those in need. I truly believe that you reap what you sow, so why not go into the new year sowing good seeds throughout our community? Whether it’s a red kettle, a toy drive, or a donation to a food pantry – please consider investing in our community. Christmas is without a doubt my favorite time of the year. I’m not quite sure how to explain it exactly, but during the 2 weeks leading up to Christmas, everyone just appears to be happier, and it couldn’t come at a better time considering we are suffering through a cold spell in the dead of winter. We all enjoy the little things about the holidays: whether it be the decorations, the lights, the music, the presents, or the Christmas movies. And then there’s the glimmering hope of the new year; the idea that everything bad that happened in 2016 will be in the past. The year 2017 will be a blank slate and a fresh start. This is certainly the most wonderful time of the year. Over the past several months, you’ve heard me week after week lamenting the current state of the state. By now you know that we have more than our share of challenges in the coming new year, but we also have a grand opportunity: we can start the new year fresh. Of course, the issues that have plagued our state will still exist 2017, but that doesn’t mean that the partisan conflicts need to continue. Perhaps I’m being a hopeless optimist, but I see a sliver of hope for Illinois. The task ahead is daunting and the road is long, but as I’ve said before there isn’t a reason why we can’t meet somewhere in the middle. Just this morning I read that the other side of the aisle is considering backing away from an adversarial role. If true, that would be welcoming news to just about all of us. There is also a report out from Chicago Tonight that House Democrats may be considering an early retirement for the longtime speaker of the House. Just maybe, for the first time in decades, bipartisan compromise is within grasp. Perhaps my friends on the other side of the aisle will seek a thawing of relations
for the good of the state. As far as I’m concerned, that would be the ultimate Christmas State Rep. Brian Stewart gift. I mentioned Christmas movies earlier in the column, and right now there’s one that comes to mind when we talk about putting aside our differences to meet in the middle. There’s a foreign World War I film (I know, not your traditional Christmas movie) called “Joyeux Noel.” To give you a brief synopsis: Allied and German soldiers reach an unofficial truce on the Western Front in 1914, and both sides cross into no-mans land and spend the night singing Christmas carols. The premise sounds

MOUNT CARROLL – Fifth grade students at West Carroll Middle School learned about viscosity and types of fluids through an Ag in the Classroom program. Students gained knowledge about friction and its effects. They discovered when machines work, friction is created. This friction can be undesirable when it comes to machines because it can make them work less efficiently and can cause parts to wear out quickly. These problems are addressed with lubricants. Some lubricants are made from agricultural sources such as cattle by-products or plant oils, while other lubricants are made from petroleum products. Then, through a hands-on activity, students explored viscosity. Viscosity is the measure of a fluid’s resistance to flow. In the activity, students compared the viscosity of different types of fluids such as soybean oil, corn syrup, and water. The students timed how long it takes for a marble to travel through each fluid to discover

“If it comes through, it’s a perk you shouldn’t have planned on. I’d hate to set them up for false hope.” For the third straight semester, MAP grants, which help financially strapped students pay tuition and other expenses, will not be immediately available. The stopgap budget signed June 30 by Gov. Bruce Rauner did not include MAP funding for the 2016-17 school year, and Sauk will not fund them in the hopes of being reimbursed. It did that in fall 2015, providing about $60,000
for 468 eligible students, but simply hasn’t had the money to do so again. The school also was able to reimburse students for this spring’s grants, using stopgap funding. This fall, 75 students were eligible for MAP grants, Schultz said. The stopgap budget fully funded K-12 education for the whole school year, but provided community colleges and universities with funds only through the end of the calendar year. If nothing changes in Springfield, Sauk will continue to operate on a fiscal year 2017 budget with a deficit of about $1.9 million. “There are some
institutions out there that are in rough shape,” said Melissa Dye, Sauk’s dean of business services. She and other college’s chief financial officers met in October, and little if any light was shed on higher education funding discussions in Springfield. Sauk is part of a growing number of community colleges that aren’t guaranteeing MAP funds. A survey released recently by Illinois Student Assistance Commission, which disseminates the funds, showed that only 53 percent of 96 colleges surveyed said they’d guarantee MAP grants in the spring, down from 60 percent in the fall.

The students chose messages on decorated note cards and tied them to the tree. Some of the messages were about alcohol and drugs: “If you drink you end up on the naughty list,” “I don’t use drugs or alcohol so I will be successful,” “Candy canes & Christmas snow – I will not use tobacco.” Some were about everyday experiences: “I will speak out against bullying in 2017,” “I will not judge other
