CTE Academy links education to employment Vocational center serves students in Carroll, JoDaviess counties BY MICHAEL MILLER For Prairie Advocate
ELIZABETH – The name and some of its processes have changed, but the mission of the Jo Carroll CTE Academy remains the same – to connect education to employment. The Jo Daviess-Carroll Area Vocational Center opened in 1972. It changed its name to Jo Carroll CTE Academy in 2015 and underwent both physical and directional changes. “We added the culinary program back that had been idle for 4 years,” said Nancy Jogerst, CTE Academy director since 2014. “We expanded the early childhood program from part time to full time. We’ve changed curriculums and added technology, updated equipment, including more technology for the automotive program and for health occupations, and we’ve looked at techniques of teaching, we’ve put LCD projectors and screens in every classroom, and upgraded the wiring to make sure the internet’s faster. We’ve looked at our general practices in how we approach students and student learning.” All of this, Jogerst said, has renewed the connection between employers and
the program’s high school juniors and seniors. “The focus has changed to make sure what we’re teaching on a daily basis is work related and applicable to local industry,” she said. “And [we’re] trying to instill in the students the skills, personable attributes, and behaviors that employers and colleges expect to see in applicants and potential employees, or even practices in the college classroom.” Teachers have an advisory board on which they talk those in local industries to make sure the academy teaches to their needs and to the industry’s changes. “If we provide students that have personal attributes (put down your phone, show up on time) ... that society has left behind, ... then we’ll be providing [employers] with people who are actually good in the workforce and will stay and will have some kind of general skill and ability to bring to the table.” Jogerst said about 80 percent of students go on to college, though only about 27 percent of jobs require a college degree. “So, the number of students that are going to college, and the jobs that are available to those folks, is not equal,”
she said. “Therefore, they are mounting debt to obtain a degree that they may or may not find employment to pay off their loans and give them a decent living. “Whereas trades are underserved. ... A lot of people are aging out in the trades, especially the skilled trades, and we need to make sure we’re building future employees for these vocational areas.” The academy also works to combat the notion it serves only a certain set of students. “We serve all populations of students,” Jogerst said. “We serve the student who’s going directly to work. We serve the student who’s going to career/ technical school, or certificate program for associate’s degree. And we also provide for those who want a 4-year degree and have certain asperations.” Because CTE equips students with usable skills, Jogerst said, “if they go to school, they could actually be doing something in that field at the same time and [be] building job experiences and their resume right along with the training.”

Obituaries Margaret A. Hartman
CHADWICK – Margaret Anna Hartman, 93, of Chadwick, died Friday, Dec. 2, 2016, at Good Samaritan Society – Mount Carroll. Margaret was born May 13, 1923, on the family farm in Salem Township near Chadwick, the daughter of Albert and Olive “Ollie” (Barnhart) Queckboerner. She grew up on the farm and attended the one-room Beede Country School with the same teacher for 8 years, Lenora Spealman. Margaret graduated in 1941 from Chadwick High School. On Nov. 27, 1943, she married Glen “Jiggs” Hartman in Chadwick. They celebrated 59 years of marriage before Glen’s death in 2003. Margaret farmed with her husband for most of her life. She enjoyed baking, playing cards, gardening, quilting, and dancing with Jiggs. She was a lifetime member of Chadwick First Evangelical
Lutheran Church, Golden Rule Circle, and was a leader of the Lamplighters Home Extension for many years. Margaret will be dearly missed by a daughter, Jan Marie (Ray) Appel of Thomson; two sons, Roger G. (Jackie Fecht) Hartman and Thomas R. (Ruth) Hartman, both of Rock Falls; eight grandchildren, Michael Berschinski, Beth (David) Wilkinson, Nadine Appel, Kay Appel, Sheila (Kurt) Alexander, Chad (Erin) Hartman, Nathan (Cami) Hartman, and Emily (Ryan) Miller; 16 greatgrandchildren; a sister, Mildred Kaul of Sterling; and many nieces and nephews. She also was preceded in death by her parents; four brothers, Robert, Ray, Russell, and Lyle; a sister, Lenora Bushman; and a grandson, Scott Lee Appel. Visitation was Tuesday at Chadwick First Evangelical Lutheran Church. The funeral will be at 10:30 a.m. today at the church. Burial will be at Chadwick Cemetery. Memorials may be made

MOUNT CARROLL – Attorneys for a Freeport man sentenced to life for his wife’s Dec. 5, 2015, murder are going to a state appellate court after a Carroll County court denied a reconsideration of the punishment on Nov. 30. Morgan D. Hake, 50, was found guilty Sept. 23 of first-degree murder in the slaying of his wife, Suzanne Hake, and was sentenced Nov. 4 to life in prison. Hake’s Moline-based attorneys, Daniel P. Dalton and Nate Nieman, filed a reconsideration motion Nov. 22. Circuit Judge Val Gunnarrsson heard the motion last week and denied it. Nieman filed a notice of appeal with the Carroll County Circuit Clerk’s office, and the appeal will be taken to the Second District Appellate Court of Illinois in Elgin. A date for an appeals hearing had not been set.
In the reconsideratoin motion, Dalton and Nieman cited four reasons to rethink the sentence: • The court failed to consider statutory factors in mitigation, or reducing Morgan D. the severity, among them Hake that Hake’s imprisonment would endanger his medical condition, cause excessive hardship to his daughters, and that he is unlikely to commit another crime. • The court failed to consider nonstatutory factors in reducing the severity, including his education, work history, family support system, and history of drug and alcohol use. • The court improperly relied on factors inherent in the offense when imposing the sentence, by making its own detailed finding of facts and relying on those facts. • The life sentence constitutes cruel and unusual punishment.

MILLEDGEVILLE – When the guys from “American Pickers” needed help fixing up a high-wheel bicycle from the late 1800s, they took a turn off state Route 40. “It needed a new handle grip,” Allen Polhill, 84, said Thursday as he walked past shelves of parts for lawn mowers and other items, and down a row of narrow stairs into a repair shop at Polhill’s Inc., 448 N. Main Ave. Among the tools and parts sat the restored bike in all its historical glory – complete with a 54-inch-high front wheel, restored brakes, and other repairs performed by the lawn mower shop’s owner. MOUNT CARROLL – Circuit Judge Val Gunnarsson on Thursday administered the oath of office for all newly elected county offices and after a County Board vote, Kevin Reibel received the gavel as board chairman. The board also voted Darrell Stitzel as vice chair and approved the dates, times and location of board meetings. Coroner Matthew Jones, State’s Attorney Scott Brinkmeier and Circuit Clerk Patricia Hiher were among those sworn into office during the ceremonies. In other business, the board unanimously approved a State’s Attorney Appellate Prosecutor Resolution recognizing the county’s continuing support of the operation of the Office of the State’s Attorneys Appellate Prosecutor and designating it as its agent to administer the operation of the appellate offices and process appellate court cases for Carroll County. The resolution also allows attorneys employed by the Office of the State’s Attorneys Appellate Prosecutor to assist the Carroll County state’s attorney in the prosecution and trial of cases and provides an appropriation of $7,000 for providing a portion of the funds required for financing the operation of the Office of the State’s Attorneys Appellate Prosecutor. he Festival of Trees is open and just awaiting you to come see it. We have a great display from many new organizations. The groups put time and effort into planning their tree, and it makes the auditorium look very festive. Be sure to stop by during our office hours to check them out! This past weekend, our delegates went to the IAA annual meeting, where we were awarded for our past year’s accomplishments. Jeremy Flikkema, our Young Leader chair, won the top Young Leader Chair in our membership group. As far as awards go for our different committees and accomplishments, our Young Leaders received a bronze star. Our Women’s Committee received a silver star, and the Primetimers received a gold star for their past year’s events. As for the various categories, we received a bronze start in Ag Literacy, Commodities and Marketing, Health and Safety, Local Affairs, and Member Relations. We received a silver star in Communications and Promotions.
As the holidays approach, it can drive some people to make bad or desperate decisions. I don’t know if you saw in the news a few weeks ago about “skimmers” that were put on ATM machines and gas pumps. There were even reports here locally. Just the week before that hit the news, our Women’s Committee had a speaker from the attorney general’s office come talk about scams going on. The lady mentioned how thieves will put a “skimmer” on machines that look like it belongs there, but if you wiggle it, it will come right off in your hand. If you don’t notice it there when you put your card in to pay for gas or take out money, it will process your card like normal, but the skimmer will have collected all your account info, including you pin. So then they can come back later and pull off the skimmer and steal your money! The bad guys normally will pick a pump or ATM that is farthest from the door. Another big scam many are getting calls on lately is the IRS. Let me tell you, the IRS will never call you!

“We made 15 of these bikes, replicas, in the early 1970s,” Polhill recalled. “A lot of the local kids rode with us in parades. We had five [local] families who joined the Wheelmen.” The Pickers sent Allen a DVD of the episode he appeared in, but he’s not done with them yet. “Danielle [Colby, another member of the Pickers] and a film crew are to come and get the bike,” Polhill said.

Four members of the West Carroll music department were selected to perform in the prestigious ILMEA District 8 Jazz Bands on Nov. 12 in Rochelle. Band members were chosen during auditions in October. American Legion Post 328 in Morrison conducted a shopping spree raffle to allow a winner an opportunity to shop for 2 minutes at Sullivan’s Foods in Morrison. Along with the raffle, the Legion built into the rules that 10 percent of the proceeds would be donated to Morrison Food Pantry. On Nov. 19, Commander Dale Usterbowski (right) presented a $138 check along with two boxes of canned foods to Deb Wikoff, pantry co-director. The canned foods were donated by Legionnaires during the annual Veterans Day Dinner. Morrison Food Pantry is located in the United Methodist Church, 200 W Lincolnway, and is open from 8 to 9:30 a.m. Thursdays. Call the pantry at 815-718-5643.
How to choose the Perfect Gift
It is almost Christmas and many of us are still scrambling around trying to choose the perfect gift for a friend or relative. What do they want? What do they need? What can we buy? We can spend hours in shops asking ourselves these questions. There is another way to select the perfect gift but it involves changing our perception of what gift giving is all about. The problem is that we think about giving gifts as the exchange of physical objects. A useful alternative is to think of a gift as communication. When you give a gift to someone, what you are actually doing is speaking to them. You buy, make or discover a gift that says something to the receiver. They receive the gift, and if they are perceptive, they understand your message. Of course this is obvious, but somehow we forget it when we go to choose gifts. We focus first on the object or the need, then check what message it conveys. You may have realized gifts are communication when someone gives you a gift and you are instantly aware of what it says. Some gifts communicate distance, others intimacy. Some say � I love your creativity�, others “You should look after yourself�. Some are downright insulting. What gifts communicate is seldom attached to their price tag or their prestige. Some of the gifts that I have appreciated the most have been practically free for the giver to arrange for me, but have said so much that they have been immensely valuable. If you harness this thinking, when you choose gifts, then you can quickly move towards the perfect gift. Ask yourself first, “What do I want to say to this person?� Then move on to “What can I give them that will communicate this?�. This is opposite to the more common “What can I
buy them?� and then “What will they think of it?�. This method could help you come up with some slightly off beat gifts, but at least they will be meaningful. One gift that I received recently was given as a result of this sort of thinking. My wife gave me a 1 day ticket of freedom. She took on all of my responsibilities for a day and sent me off to Tokyo to play. She wanted to say that she appreciated everything that I did, and that she understood that my responsibilities were sometimes a burden to me. That helped her to design the perfect gift which was simply a break from it all. I loved it. The gifts that we come up with when we think of gifts as communication may be the same /DNH &DUUROO &OXEKRXVH that we would think of in other ways. The 'LQH ,Q 6SHFLDOV difference may simply be that we arrive at a ,URQZRRG %OYG decision faster and with more certainty that our /DNH &DUUROO ,/ gift is right for that person. Of course, there is a caveat. STERLING – Nationwide Inbound, Inc. of Sterling has been presented with the exclusive ATSI 2016 Award of Excellence, and has now won the award for 8 consecutive years. The award is presented annually by the Association of TeleServices International (ATSI), the industry’s trade association for providers of telecommunications and call center services, including telephone answering and message delivery across North America and the UK. Nationwide Inbound, Inc. received the award during ATSI’s annual convention in Tampa, Florida. “The Nationwide Inbound team excels at customer service,” said Brian Stewart,
president and CEO of Nationwide Inbound. “We’re proud to earn the Award of Excellence for the eighth time to reach Ruby Level status. It’s just one more example of the great staff we have here.” Independent judges are contracted by ATSI to evaluate message services over a 6-month period. The criteria for scoring includes response time, courtesy exhibited during the call, knowledge of the account, accuracy of the call, and the judge’s overall impression of the call. Nationwide Inbound is located in Freeport and Sterling, and operates as a 24/7 answering service and call center serving hundreds of clients in all 50 states and 7 provinces in Canada.
Four members of the West Carroll FFA chapter attended the 360° Leadership Conference on Nov. 18-19 in Normal. The conference focuses on the importance of vision and how to become a visionary leader. Students spent time in sessions conducting a chapter needs assessment, crafting a vision plan for their local FFA chapter, and developing a strategy to implement their vision.
