It’s beginning to feel a lot like Christmas in Shannon Village gets in holiday spirit with Hometown Christmas BY TONY CARTON For Prairie Advocate
SHANNON – The fragrance of burning Yule logs wafted over the village of Shannon Friday evening, creating a thin gray haze through the colors of an early winter sunset. The firehouse was alive with the sights and sounds of holiday merriment, as friends and families gathered at tables to share stories and food. Bright-eyed children giggled and ran with sheer excitement, some stopping for a session of holiday face painting, while others peeked shyly to see if the jolly old elf was really watching their every move. The Shannon Chamber of Commerce presented its annual Hometown Christmas Friday and Saturday, and sponsored holiday activities throughout the village. “We have multiple activities throughout the 2 days,” said Chamber Hometown Christmas Coordinator Amanda Klinefelter. “The chili supper is hosted by the Shannon Fire Department, and the Shannon Lions Club provides the chili. We have Santa available for the little

our community and our children and to bring in the Christmas spirit.” There was also an annual Parade of Lights starting at the schoolhouse and moving to the village park for lighting ceremonies. “We have some very nice prizes this year for the floats and vehicles in the parade,” Klinefelter said. “We host the Hometown Christmas festival Hawken Lamoreux gets a face tattoo in a booth run by the Eastland High School cheerleaders before heading over to Santa’s lap for a discussion about his Christmas morning priorities. people. set up in their homes and in businesses throughout town. “This whole event is about
every year on the weekend before Thanksgiving. It’s our way of kicking off the Christmas season.” The Shannon Chamber added something special to the festivities this year “We are lighting a tree with a beautiful star on its top for Carolyn Deininger and her family,” Klienfelter
said. “We have extra lighting and decorations in the park that were provided by the Deininger family.” Deininger died earlier this year, but Klienfelter said Carolyn always had a special place in her heart for Christmas. SHANNON continued on A74

MORRISON – A longtime dining staple in the city’s downtown will expand at its current location. Kevin and Lynn Kenady have owned the Happy Joe’s at 109 W. Main St. for 29 years. The Kenadys are adding a Happy Joe’s PizzaGrille in two vacant buildings they own east of the restaurant. PizzaGrille is part of the Happy Joe’s franchise, but it’s a full-size variation of the business model that offers a tap room with craft beers, a new design, and an expanded pub-type menu that will include burgers and appetizers. While PizzaGrille brings a different environment, walls will be knocked out and both businesses will be connected. “We still have the Happy Joe’s family atmosphere,

Kenady said customers and staff should appreciate the improved accessibility when the project wraps up. “The party room is now on the second floor, and that will be moved to the main floor,” Kenady said. “That will make it much easier for our elderly and disabled customers, as well as our workers.” The owners had thought about the expansion for several years, but everything finally came together this year. “We bought the other two buildings 3 years ago, and we’ve gone through several plans since 2009, but this is the first time we’ve drawn up a blueprint,” Kenady said. SAVANNA – Taxpayers will see only a little increase in their property tax bills – perhaps about $10 yearly on a $100,000 home – as a result of a tentative district tax levy, West Carroll Superintendent Adam Brumbaugh told the school board during its Nov. 16 meeting. The district’s levy increase would be about 1.9 percent over last year, Brumbaugh said. West Carroll school board President Jerry Anderson asked how district tax rates would be impacted by a proposed statewide property tax freeze. Brumbaugh said he hoped to hear more about this at the upcoming Triple I conference, but said that if the freeze were enacted, the district would be “stuck” at its levy rate at that time. It’s not known if a freeze would be for 2 years or be permanent. There was brief roundtable discussion about the 1 percent sales tax measure that has failed to pass five straight times In the district. Though the proposed tax levy doesn’t require a Truth in Taxation hearing – that is the case only if the levy is 5 percent greater – Brumbaugh
said there will be one Dec. 21 because it allows the public to speak on the issue. Brumbaugh also said he had “some good notions for alternative revenuem” but did not go into specifics. Brumbaugh said that a loan from the ISBE will allow the district to have cost-effective technology in its schools. He said there are 1,000d devices in the district. The district is considering using Chromebooks, which are harder to break (breakage has been a major issue with the oneto-one initiative in the district). The plan would have the old devices in use going to the Middle School to allow the district to have inventory on hand. The loan would be at 2 percent over 3 years, with the total cost of the devices being $74,950. In other action, the board: • Approved the appointment of
Jamie McCombie as secretary pro tem until Beverly Kilpatrick returns from vacation. • Heard a presentation from representatives of the FFA regarding their trip Oct. 19-22 to the 2016 National FFA Convention and Expo. The students thanked the board for allowing them to attend the event, and reported that they had enjoyed it and learned a lot. Anderson noted that the FFA is “one of the biggest activities we have at this school.” He said the board was “very proud of the FFA, and they represented the program very well.” • Approved setting 1 p.m. Saturday, May 13, as the graduation date for the 2016-2017 school year. • Approved granting a bid for Workman’s Compensation Insurance to Bullis and Sundberg,of Galesburg, for $72,618, which Brumbaugh said represented an 18 percent decrease in premiums from last year.

MOUNT CARROLL – Jean Kehl, 64, of Mount Carroll, entered heaven on Thursday, Nov. 16, 2016, at Select Specialty Hospital in Davenport, Iowa. Jean was born April 23, 1952, in Freeport, the daughter of Maynard and Bernice (Dinderman) Kehl. She attended Mount Carroll High School and graduated with the class of 1970. Jean married Dale Brown in 1974. She received her nursing degree from Clinton Community College. Jean was caring, loving, and empathetic, which led her to have a great career in nursing. She worked at Savanna City Hospital. She then worked as a registered nurse for Mercy Home Health Care for many years, and finally worked as a registered nurse for Big Meadows Nursing Home in Savanna. Jean’s faith was a very important part of her life. She enjoyed her church’s small group meetings and always made time in her life for charitable work. She loved spending time with her family; she never missed a sporting event or school activity for her son. Jean also enjoyed cooking, crafting wreaths, decorating, woodworking, painting, coloring, riding motorcycles, shopping, flower gardening, and bird watching. She will be dearly missed by her son, Frank (Lauree) Brown of Savanna; two sisters, Barbara (Bill) Kampas of Elkhorn, Wisconsin, and Linda
(Bill) Zink of Fulton; and many nieces, nephews, and cousins. Jean was preceded in death by her parents, Maynard and Bernice; and her mother-inlaw, Jeanice Brown. Visitation will be from 4 to 8 p.m. Friday at Mount Carroll Church of God. A celebration of life service will be at 10:30 a.m. Saturday at the church. MILLEDGEVILLE – Charlotte E. Woodin, 95, of Milledgeville, died Friday, Nov. 18, 2016. at Rockford Memorial Hospital. She was born Nov. 2, 1921, in Sterling, the daughter of Rufus and Maye (Coats) Capp, and was a 1940 graduate of Sterling High School. She married Earl L. Woodin on June 20, 1943, in Polo. She was a homemaker all of her life, and helped her husband with the running of his business, Woodin Funeral Home in Milledgeville. She was an active member of Elkhorn “Brick” United Methodist Church near Polo. She is survived by her daughter, Wanda (Ron) Kloster of Pecatonica; grandchildren, Wesley Woodin of Erick, Oklahoma, Cheyenne (Matt) Andrews of Burkburnett, Texas, Clay Kloster of Sycamore, Travis Woodin of Tulsa, Oklahoma, and Kelly (Jason) Fisher of

during its Nov. 14 meeting. “This expansion will be a great addition to Main Street, and the loan program will help owners who have been at their current location in Morrison for nearly 30 years,” City Administrator Barry Dykhuizen said. The city said the revolving loan program has a “fill-the-gap” provision that fit the owners’ situation. They have loans from commercial lenders, but the city’s contribution provided what was needed to complete the proposed renovations to the buildings.
Dykhuizen said the business loan program hasn’t been tapped into for a few years. “It’s been 3 years since we’ve approved applications for the program, and that was for Resthave Home and the Casey’s gas station,” Dykhuizen said. Kenady said work has started on the project, but it probably won’t be finished until February or March. Happy Joe’s has a staff of 15, and Kenady said the expansion will require a few more employees, including a bartender.

Anna taught Junior High School Social Studies at Sheffield, Iowa for two years where she met Curtis Pilgrim, vocational agriculture instructor. Anna and Curtis were married at Bethlehem Lutheran Church in Lost Nation, Iowa on June 23, 1957. March 1, 1960 found Anna, Curtis and infant son, David moving from Sheffield, to Thomson, Illinois to engage in farming. Anna was a full partner in the farming operation, working completely in every phase of the business -- in addition to caring for a large garden, preparing delicious meals, keeping a neat and clean home. Her hard work, modesty and exceptionally good sense in all matters elicited admiration from everyone. Anna has been a devoted member of First Evangelical Lutheran Church of Chadwick, Illinois for 57 years. She filled a vacancy on the Church Council in 1979, followed by election to two more 3 year terms-- the first woman ever to serve on council in that congregation. Anna was church treasurer for seven years, has been a member of the Finance Committee for decades, and has been Financial Secretary for 27 years. Anna is the mother of three children: David Alan (Naddene) Pilgrim of Fairbury, Illinois; Janice Kay (Pilgrim) Winkler of Cottage Grove, Minnesota; and William Curtis (Denise) Pilgrim of Thomson. LANARK – Don’t put away the pocketbook or debit card once Black Friday is over. Businesses in Lanark and Sterling will take part Saturday in Small Business Saturday, a day to support small entrepreneurs. According to Janna Groharing, executive director of Sterling Main Street, the day was started nationwide in 2010 with support from American Express. Small Business Saturday takes place the Saturday after Thanksgiving. “When you shop small, for every $100 spent at a locally owned business, $68 will stay in the community. When you spend the same amount at a national chain, only about $43 stays in the community,” Groharing said in an e-mail to the Prairie Advocate. This year, Lanark businesses will feature special deals and treats during Saturday’s Jingle Fest celebration. A vendor

The Winter Wonderland will also be open during normal Farm Bureau business hours of 8 a.m. to 4 p.m. Dec. 5-8 and Dec. 12-15. Well, just because the election is over doesn’t mean that it is time to ignore those who won. It isn’t time to put aside your blinders and say, “Thank God that is over.” Now is more important than ever for you to be watching what is going on. I have to say I am appalled at how people are freaking out over the unknown. I am not saying either way is right, but time will tell what happens, and until then we have to relax. What has really set me off is that people feel that now that they have voted, they have done their due diligence. So not true! Yes, that right to vote is very important. But more than that is the continued following of legislative issues and talking to our legislators no matter who they are. We need to voice our feelings throughout the year. It is not intimidating at all to contact your legislator. It is very important to make sure our voices are heard. All you need to do to contact your legislator is to

“She loved Christmas, and we wanted to do something special in the park for her,” Klienfelter said. “We’ve added some lighting, and decorations and plans are underway to do something much larger in the near future.” Laurie and Allen Woessner are Shannon Lions and were hard at work in the fire station’s kitchen stirring simmering pots of chili and prepping those special side dishes and desserts that made the night extra special. “We all really do the supper as community service,” Laurie Woessner said. “This is not a
fundraiser. We do it because Shannon is our village and we love Christmas.” The Shannon Lions will also be hosting a Senior Citizens Luncheon at 9 a.m. Dec. 3 at Bethany United Methodist Church. “The luncheon is for any senior in the area,” she said. “We will have bingo and prizes and lunch, and it’s just an event that provides some holiday fun. We love doing these events. “This is our 12th year working the chili supper and it’s just another way we can get out to meet and serve our community. We enjoy doing it, and Hometown Christmas is a great way to get the holiday season started.”

n the past decade, the path to the ballot box has been greatly straightened and smoothed for Illinois voters. But based on the voter turnout results Nov. 8 in the region, you would hardly know it. Various pieces of legislation that have taken
effect since 2006 allow for early voting, voting by mail, grace-period voting, and same-day voter registration. And indeed, area voters have embraced these options. According to figures posted Nov. 10 on the Illinois State Board of Elections website, Whiteside County voters cast 2,417 early voting ballots, 1,585 mailed-in ballots, and 400

Additionally, our members volunteer to assist the Chamber of Commerce in its efforts. Friends of LPL are volunteers who year after year continue to work for the community and strive to make the library a focal point of the community. In 2016, Friends of LPL funds have provided co-sponsorship for the Summer Reading Program by providing prizes for children reaching their reading goals; a donation to the Old Settlers Days Committee to keep that tradition going, and also participation in the parade and afternoon entertainment for children and adults;

ROCK FALLS – Daniel Payette aims to keep the economic development wheel turning within the sixcounty region. The 32-year-old Shannon native was named executive director of Blackhawk Hills Regional Council last month.
The agency serves Whiteside, Lee, Ogle, Carroll, Stephenson and Jo Daviess counties, providing resources to foster enhanced economic growth, workforce development, natural resources conservation and quality of life for their communities. Payette replaced his colleague, former Executive Director Theresa Wittenauer, who became Lee County’s first administrator on Aug. 8 after about 5 years with the council. Wittenauer has been a valuable resource during the transition, Payette said. “You can’t replace
knowledge, but you can hope to supplement it over time,” he said. Payette’s Daniel Payette professional demeanor, organizational knowledge and work in local communities will make him a strong leader, Blackhawk Hills Board President Ed Juracek said. Payette has a master’s degree in urban and regional development from the University of Wisconsin in Madison, and before

He started at the local agency as outreach coordinator and planning manager, tasked with implementing the nine-
county, $69-million iFiber broadband project that improved high-speed internet access for schools, libraries, hospitals and municipal offices throughout northwestern Illinois. During that time, he worked with area institutions and coordinated the iFiber grant, which was administered by Northern Illinois University and provided through the National Telecommunications and Information Agency’s Broadband Technology Opportunity Program. One of his “top goals,”
he said, is to make sure the communities in the six counties that make up the economic development district that is Blackhawk Hills take advantage of all the help – federal funds or other resources – that is available to them. One of the job’s challenges is to make sure the work being done on the regional level will be relevant at the local level, and vice versa, Payette said, adding that he looks forward to focusing on and guiding projects that can spur community and economic development in the region.

MORRISON – The first draft of the city’s tax levy ordinance has landed, and there weren’t any surprises,
city officials said. The City Council discussed the levy at its meeting Nov. 14, and it should be up for a vote at the Dec. 12 session. City Administrator Barry Dykhuizen presented a
proposed total levy of $581,674, a 4.987 percent increase from last year. If the increase in the ratified version remains below 5 percent, which is likely, the city won’t have to conduct a truth in taxation hearing.
“While this is just the first draft, we don’t expect it to change,” Dykhuizen said. “We had some fund balances that weren’t as high this year, but we’re trying to hit our target balances over time.
Land valuations have been consistent, which also helps smooth out the levy process. When the levy is worked on, the property tax revenue is based on equalized assessed valuation estimates. “Last year we were
around $53 million, but after appeals and adjustments, we were closer to $50 million, but now we’re back at $53 million,” Dykhuizen said. LEVY continued on A104

FREEPORT – The 15th Judicial Circuit judges chose a Freeport attorney formerly of Sterling to join their ranks as an associate judge. David M. Olson was one of 11 attorneys, including Ogle County Assistant State’s Attorney Ann E. Switzer and Tina J. Coffey of Dixon, who sought to fill an upcoming vacancy in Stephenson County Court created by Associate Judge James M. Hauser’s recent election as circuit judge. The 15th serves Stephenson, Lee, Ogle, Carroll and JoDaviess counties. The other applicants were Maria N. Berger, Byron; Brandi L. Chuboda, Stillman
Valley; Anthony V. Coon, Freeport; Karla M. Niemann, Freeport; Paul A. Osborn, Lee County; Anthony W. Peska, Freeport; Ruth E. Robinson, Stillman Valley; and Betty J. Roliardi, Galena. According to his website, Olson, who has a single practice in Freeport, grew up in Sterling and was in the process of setting up another office there. He received his undergraduate degree in 1989 and his juris doctor in 1992 from the University of Iowa in Iowa City, Iowa, the Administrative Office of the Illinois Courts said in a news release Nov. 15 announcing the appointment. Hauser, also a Freeport lawyer, first was appointed to the bench in 2006. He will fill the resident judgeship vacated by Theresa L. Ursin, who stepped down in August 2014. David L. Jeffrey is filling in until Dec. 5, when Hauser’s term begins.

The actual levy extension won’t be figured out until the land valuations are etched in stone, usually sometime in May. Last year’s total extension was estimated at $566,400, but it ended up at $554,041. This year’s total estimated levy extension is $581,674. The city ratified a 4.6 percent levy increase last year. Morrison is small enough to avoid most of the pensions upheaval faced by larger cities. Statemandated changes in the way contributions are made to municipal police and fire funds are in their second year. Those changes have driven up payment

If the minimum funding levels aren’t hit, the state can divert local tax revenues to the pension funds. Morrison has a population of about 4,100, and most of the pension changes don’t apply to towns with less than 5,000 residents. The city’s police and fire services are also structured
much differently than its larger neighbors. Morrison has no city fire department, but it levies for fire services from a private company. Its police pensions go into the Illinois Municipal Retirement Fund. The city’s levy for IMRF saw a large spike on a percentage basis, jumping from $40,000 to $72,479 this year. There isn’t much guesswork involved in the city’s contributions to that fund. “IMRF tells us what the percentage contribution will be for the year – this year it’s 12.98 percent – and they give us a total employee rate based on the calendar year,” Dykhuizen said. Last year’s contribution to IMRF was set at 11.34 percent.

MORRISON – Sophomores from four area high schools learned about opportunities in the manufacturing field available after they graduate during the Western Whiteside County Manufacturing Day on Nov. 15. “These opportunities include positions as unskilled workers, skilled workers, technology workers, manufacturing engineers and managers,” said Jim Prombo, career placement coordinator at Morrison Institute of Technology. “At the present time there are over 300 manufacturers in the Sauk Valley and many of them need skilled workers right now.” Students from high schools in Prophetstown, Morrison, Erie and Fulton started the day at Morrison Tech, where they heard presentations from Frantz Manufacturing, Walmart Distribution Center, Astec Mobile Screens, Timken-Drives, the Illinois Manufacturers Excellence Council, Whiteside Area Career Center, Sauk Valley Community College and Morrison Tech. The speakers stressed the importance of manufacturing in the

Forreston announces new head coach
FORRESTON – Forrestville Valley school district announced Nov. 16 that Butch Rosecke would take over its girl’s basketball program. Rosecke will replace Tim Bukoski, who resigned from the position. Rosecke had been the Lady Cardinals’ top assistant during the 2015-16 season. He has been an assistant and head coach for both boys and girls at several area schools, including Belvidere, Byron, Pecatonica, and most recently Forreston.

The Sterling School District is leaning “very heavily” toward remodeling Roscoe Eades Stadium, rather than razing it and building new, according to Superintendent Tad Everett. Upgrades and renovations, including making the stadium handicapped-accessible, need to be done on the aging structure, which was built in 1938 as part of President Franklin D. STERLING – The long-discussed Roscoe Eades Stadium project will get done next year. How, exactly, still is in the works. It would cost about $2 million to knock down the dilapidated stadium and install metal bleachers – $500,000 for the razing and $1.5 million to install bleachers, based on similar projects at two suburban Chicago schools. Demolition also would cost a concession stand, bathrooms, locker rooms, a media box, lots of storage under the concrete, and tons of history. Renovating the stadium, in part to make it meet Americans with Disabilities Act standards, will cost less. How much less will be determined by the district’s architect, most likely by Christmas. It’s exciting to know it’s going to get a facelift and be more up to standards.” The membranes surrounding the stone structure need replacing, and the stairways and walkways must be made ADAcomplaint. There’s no safety threat, though, so there’s no specific time by which either of those issues must be fixed. Not yet, at least. “In two straight engineering reports, they’re saying there’s not a safety issue, but within a short amount of time, the issue needs to be addressed,” he said.

In terms of service, Americans who “shop small” likely will be dealing directly with owners who know that happy customers usually come back. The campaign to “shop small” on the Saturday after Thanksgiving started in 2010. It has grown every year. Last year, more than 95 million Americans visited local businesses on Small Business Saturday, and they spent more than $16 billion. We hope that even more Americans participate this year. Small Business Saturday is a great way to start the holidays, support local communities, and boost the national economy. As usual, the school board will finalize its summer projects list in January, to make sure jobs can be let for bid and contracts signed in plenty of time. Those that cost more than $50,000 need board approval before bids can be solicited. Underfiller in the track also will be replaced. The wrong materials were used when it was resurfaced in June, and it’s changing colors. “It’s in great condition, but it’s just not what we ordered, so we’re fixing that this summer,” King said. “It’s their mistake, so we won’t be paying for it.” Also likely to make the summer fix-list are sidewalks, curbs, gutters, pavement and roofs throughout the district, as well as dilapidated playground surfaces at Washington and Franklin elementary schools. The district receives between $1.5 million and $1.6 million from the Whiteside County sales tax bump voters approved in November 2014. Some of that money – about $333,333 – will be used to
abate $1 million in taxes this year, the other two-thirds will be paid over the next 2
