Students thank veterans, and vice versa War heroes thank schoolkids for raising funds for Honor Flight BY LYNNETTE FORTH For Prairie Advocate
SAVANNA – Local veterans attending a program in their honor got the royal treatment Thursday at West Carroll Primary School. As the guests of the afternoon arrived, students greeted them at the door while holding red, white, and blue, holding “Thank you” posters. The hallways and gymnasium were adorned with patriotic posters created by the kindergarten-throughfourth-grade children. Teacher Kris Yingling began the Veterans Day service by welcoming those in attendance and thanking the veterans for their service to our country. For the past 9 years, fourth-grade students at the Savanna school have participated in a bike-a-thon to raise money for the Quad Cities Honor Flight. Each year, Yingling and the kids raising the most money head to the Moline airport to welcome the veterans home after their day in Washington. Fourth-grader RJ Clemmons told the audience of the great honor it was to be able to see the vets come off the plane in Moline Korean War veteran Curtis Pilgrim addressed the crowd,
About Honor Flight Honor Flight honors local and regional veterans by giving a free trip to the nation’s capital to visit war memorials. Veterans within a 75-mile radius of the Quad Cities are encouraged to apply. The program operates on funds from organizations and individuals. Flight events are planned by volunteers, and specially trained guardians go along to accompany and assist veterans for the daylong trip. Top priority is given to WWII and Korean vets, along with those suffering from a terminal illness. Upcoming flights for Vietnam veterans are in the works. Any vets, or volunteers wanting to participate in the program should visit the website honorflight.org and fill out an application form.

MILLEDGEVILLE – Caregivers helped Lynn Oncken out of the van and into a wheelchair. One rolled her into the office at Milledgeville Farmers Elevator, the other brought the cake. The visit Nov. 9 was a surprise for Lynn’s husband, Keith, 84 – a plan friends and family hatched to mark the Chicago Cubs fan’s nearly 40-year career at the elevator, and the Cubs’ World Series win. “I’m a Cubs fan, too, but only for the last 2 years,� said Lynn, 83, as she waited with about 20 other people for Keith to be brought up from the elevator’s feed mill at the west end of town. “From now on, I’ll always watch them, whether they win or lose.� Trucks, cars, and even a forklift pulled into the elevator parking lot, while one of Keith’s co-workers got him over to the main office. SAVANNA – West Carroll schools Superintendent Adam Brumbaugh said he doesn’t anticipate a rough negotiation process as talks have begun on the next contract for district teachers. Most of the school board’s meeting Nov. 9 was spent in closed session to discuss contract talks. The teachers’ current 4-year deal expires June 30, 2017. No action was taken during last week’s meeting. Brumbaugh said “there is so much uncertainty with the state regarding the budget that it is hard to predict what money we will have to spend as a district.� Scott Mattison, teachers union president, said on Facebook, “We are just in the early stages of getting our negotiations team together. [We] hope to have a initial team meeting this week and start the groundwork of deciding how we want to proceed on negotiating our next contract.�

Obituaries Glen A. Heisler
MOUNT CARROLL – Glen A. Heisler, 66, of Mount Carroll, passed away Wednesday, Nov. 9, 2016, at his home. Glen was born Dec. 19, 1949, in Sterling, the son of Alan and Hazel (Smith) Heisler. He attended Mount Carroll High School, graduating with the class of 1968. After graduation, he proudly served his country in the Army during the Vietnam War from 1969 to 1971. Glen married Pam Grenoble on Oct. 23, 1976, in Mount Carroll. Glen worked at Heisler Stone Quarries and Fisher Quarries for 40 years as a heavy equipment operator. Glen enjoyed bowling, trapshooting, watching sports and attending his kids’ and grandkids’ sports events. He also loved riding his Harley, helping his dad work on John Deere tractors, and fixing and repairing what’s needed. He especially enjoyed spending time with his family and friends. Glen will be dearly missed by his wife of 40 years, Pam; his father, Alan; one son, Greggory Heisler of Mount Carroll; two daughters, Jennifer Heisler and Laura (Justin) Knutti, both of Mount Carroll; five grandchildren, Katie, Alyson, Devin, Rylee, and Hannah; one brother, Edward (Arnette) Heisler of Mount Carroll; and a sister, Janet (Delbert) Hockman of Mount Carroll. Savanna Mayor Tony McCombie ousted Democratic incumbent Mike Smiddy from his state House seat in the 71st District in the Nov. 8 general election. The district, which includes Whiteside, Carroll, Rock Island and Henry counties, was one of several Illinois House races targeted by both parties as key battlegrounds for control of that chamber. The Republicans came into the election needing to pick up only one additional House seat to break the Democrats’ supermajority. More than $3 million was poured into the race. Much of McCombie’s money

came from the Republican Party, while Smiddy was financed largely by organized labor. McCombie received about 66 percent of the vote in her home county of Carroll, and 63 percent in Whiteside County. While her lopsided win in Carroll County was expected, her margin of victory in Whiteside was surprising. A week ago, during a campaign visit to Rock Falls by Sen. Dick Durbin on Smiddy’s behalf, the two-term state representative had predicted
that voters in Rock Falls and Sterling would decide the race. McCombie attributed her success in Whiteside County to hard work. She said she found a very receptive audience in the Sauk Valley. “We worked our tails off in Whiteside County, but it was easier than we expected,” McCombie said. “They wanted someone to knock on their doors and really listen to them, and that’s exactly what we did.” McCombie, who also works in real estate, said voters were also hungry for a candidate who didn’t
sugarcoat the situation in Springfield. “People appreciated that I wasn’t afraid to talk about the good and the bad,” McCombie said. The incoming legislator said she plans to work both sides of the aisle as soon as she is sworn in. “I want to talk to both sides and find out why we have this gridlock,” McCombie said. “Communication will be the key, and that has been one of my biggest strengths in everything I’ve done.” Smiddy didn’t respond to requests for comment before press time.

Bustos was unopposed in the Democratic primary, and Harlan, U.S. Rep. Cheri Bustos the Knox County Tea Party president, emerged the winner in his primary race against Jack Boccarossa, a Rock Island Arsenal retiree. Harlan faced an uphill climb against the incumbent, receiving only about $14,000 in contributions, and little support from the Republican Party. Bustos won by more than 20 percentage points, her largest margin of victory in her three 17th Congressional District races. Bustos celebrated by speaking at the Rock

I
f you’re not part of the solution, you’re part of the problem, so the saying goes. Voters in the 71st District, worried about Illinois’ longstanding budget problems, evidently thought state Rep. Mike Smiddy was part of the problem. Garnering only 37 percent of the vote, Smiddy, a two-term Hillsdale Democrat whose district includes Whiteside and Carroll counties, was unceremoniously booted from office Nov. 8. Elected in his place with nearly 63 percent of the vote was Savanna Mayor Tony McCombie, a Republican. Smiddy, who has been on leave of absence from the East Moline Correctional
Center where he worked as a supervisor before being elected to the state House of Representatives in 2012, didn’t do himself any favors. Earlier this year, he chose to vote “present” on a crucial budget bill – not once, but twice. He was caught by a TV cameraman playing a smartphone video game during House debate. And his support of the unpopular but powerful Michael Madigan, a Chicago Democrat, as House speaker likely didn’t help his cause. The 71st House race featured more than $3 million being spent, much of it on negative TV ads that targeted both candidates. It was a key battleground in the larger political war
What we think Voters saw the incumbent 71st District state representative as part of the problem regarding Illinois’ financial woes and sent him packing. All lawmakers and the governor must become part of the solution, and soon. between Madigan, who is also Illinois Democratic Party chairman, and deeppocketed Republican Gov. Bruce Rauner. Rauner, who contributed millions to Republican efforts in a Democraticdominated state, succeeded in lessening Madigan’s veto-proof advantage from 71 Democrats vs. 47 Republicans, to 67 Democrats vs. 51 Republicans – no longer a veto-proof majority. But McCombie and other
House newcomers won’t take office until after the first of the year. And vital business remains on the agenda of the lameduck Legislature, in which Smiddy will continue to serve. The state’s half-year stopgap budget, agreed to by the Legislature and signed by Rauner on June 30, expires Dec. 31. A budget to carry the state through the next half year needs to be forged in the Legislature’s upcoming fall veto session, which starts
Tuesday, or perhaps during an undetermined special session sometime before the end of the year. The alternative is for the state to revert to having no budget, a difficult situation which Illinoisans endured between July 1, 2015, and June 30, 2016, and which caused serious financial distress to governmental agencies and units across the board. The pain and harm are the result of Rauner’s insistence that the Democraticcontrolled Legislature agree to a number of reforms before he would be willing to sign any budget-balancing tax increase into law. For their part, Democrats refuse to link proposals viewed as friendly to

Everything from books for babies to cookbooks, current fiction, coffee table books, travel, sports, biography and history was available. “The room was truly a sea of books,” said Friends’ member Jan Horberg. However, the sale is
business and unfriendly to public employee unions to budget negotiations. Dems also don’t want term limits and redistricting reforms, insisted upon by Rauner, to be part of any budget deal. After an acrimonious campaign season, a budget accord won’t be an easy problem to solve. But as 71st District voters said in a loud and clear voice, they want their representative – present and future – to be part of the solution, not part of the problem. The governor and every member of the House and Senate should now put politics aside, listen to the people’s voices, and be part of the solution to Illinois’ serious budget problems.

and hatred for others. We see national news of predators like Bill Cosby, Brock Turner and Alec Cook getting the minimum punishment for causing sexual, emotional and physical harm to many others. Is there really the opportunity to stop sexual violence in a world of competition and exerting one’s power over another? It can be overwhelming to think on such a large scale of change. The purpose of the meeting is to elect officers and to review the business of the board of directors. All voting members are welcome to attend. We have already received one shipment of nuts and one shipment of holiday candles, so feel free to stop by now and pick up your favorites. Our second freezer meal program is underway! We are taking orders until Nov. 28. A full set includes 10 meals to serve 4-5. Included in the pack is parmesan garlic chicken, boneless country style ribs, pulled pork, Swedish meatballs, chicken rice casserole, taco bake, tator tot casserole, America’s Cut pork chop with dressing, beef stew, and white chicken chili. for the holidays? Each year, I struggle with what to get my grandparents. They don’t need anything, and while I know they don’t expect anything, I wouldn’t feel right not getting them something. Last year, I began giving them freezer meals. It is a great treat in the winter for them. in Carroll County are food insecure. A big congratulations goes out to the Eastland volleyball team. While I don’t know the outcome of their state games as I type this, making it to the final four is quite exciting and an accomplishment. It has been fun to watch these girls, as they have grown through the season with a new coach. Congrats!
Our opportunity, as people of Carroll County, is to make a change in our communities to end sexual violence. Prevention is the act of stopping something before it happens. My role as the preventionist for Riverview Center is to educate others and promote the end of sexual violence in Carroll County. I provide education for the children of Carroll County through classroom programs on body safety, bullying, responsible internet use, teen dating violence, sexual harassment, conflict resolution and sexual assault. These programs are presented through age-appropriate topics to teach children and teenagers positive and assertive ways to interact with each other. When our children are taught how to handle conflict and stress through non-violent skills, sexual violence will eventually end. It takes a community to raise a child, but to support
you in this there are various educational opportunities for community members, families and professionals. Topics often include, but are not limited to: “Introduction to Abuse,” “Keeping Our Children Safe Online,” “Sexual Harassment” and “Nurturing Healthy Sexuality.” These trainings are designed to build skills on helping our children and neighbors. All education topics provide information and resources for those who may need help or know someone in need of help. MOUNT CARROLL – The cost of eternal rest is going up a little. At the recommendation of the cemetery board, the City Council voted Nov. 8 to increase fees for gravesites, grave openings, and other costs at Oak Hill Cemetery. Alderman Mike Risko, who’s also a cemetery board member, said, “Generally speaking, I’m talking about a 12 percent increase overall.” As of Jan. 1, a gravesite lot, urn or casket, will cost $650, up from $550. Grave openings for an urn will increase $25, to $200 on weeekdays and $275 on weekends, and openings for caskets will rise from $510 to $575 on weekdays, and from $700 to $775 on weekends. The most recent fee increase was in 2009. Kevin Powers, another alderman and cemetery board member, said the cemetery fund was in the negative to the tune of

In addition, the city bought a new lawn mower for $6,000, and had to pay $10,000 for a street repair, Risko added. During the streets committee discussion, Risko gave an update on the Galena Street Bridge situation. The bridge is more than a century old, and is being looked at for replacement. SAVANNA – The city has begun the process of choosing its next mayor as Tony McCombie will be resigning the position to represent the 71st District in the state House in January. McCombie overwhelmingly defeated state Rep. Mike Smiddy, D-Hillsdale, in the Nov. 8 general election. During the Savanna City Council’s meeting the following night, McCombie said she will be submitting a formal letter of resignation and that her last meeting as mayor will be Dec. 27. She suggested Mayor Pro Tem Peg Haffey to take over mayoral duties for the remainder of her term, which ends next spring. No one was named to replace Haffey as mayor pro tem, but McCombie said one name has been mentioned. Mayoral candidates must turn in their petitions between Dec. 12 and
Dec. 19. Three people have taken out petitions. The council on Nov. 9 also approved ordering 30 LED street lights to replace 25 lights and have five extra, at an expense of $79 apiece. The new lights will use half the wattage of the other replacement model, Public Works Superintendent John Lindeman said. Lindeman also told the council that workers for Williams Brothers construction are still pouring cement for the Aero mod of the new wastewater treatment plant. He said Fischer Excavating, which is working on the in-system portion of the project, could return between April and October. Due to irregularities in the surface of an alley east of Main Street that were discovered, the Finance Committee requested an additional 105 tons of asphalt to fill the area up to Webster Street, at a cost of $57 a ton. Lindeman said he had money budgeted for hot mix in Motor Fuel Tax funds (an approximate $6,042 extra). He added that when everything
was factored in, he thought the cost might come in under the amount requested. Alderman John Peterson proposed installing curb access along Third Street from Mest Manor to approximately the Sullivan’s Foods area. Peterson said that he has often seen people in wheelchairs have difficulty negotiating the area and be forced onto the streets, which he said was dangerous. The council on Nov. 9 also: • Approved an additional $6.947.60 for more seal coating of the area from the Bowen Street alley toward Viaduct Road, related to the Bowen Street water main replacement project. • Approved $78,839.50 for additional street repair for Murray and Quincy, from Fifth to Diagonal and all of Cook Street including storm sewer replacement at the Murray Street corner. • Aprooved $200 end-of-year bonuses for all city employees. • Approved spending $2945.75 to repair a backhoe for the Public Works Department.

NORMAL – Eastland’s quest for a repeat state championship and a fourth title in 9 years seemed to be on track. The Cougars won a tight first set, jumped out to an early lead in the second set, ... and then West Prairie mounted a comeback. Eastland’s quest for four came up short, as the Cyclones captured their first state title with the 26-28, 25-21, 25-21 win Saturday at Redbird Arena. Cougars senior Makenzie Fink came away with another record. She had 24 kills Saturday, the most in a Class 1A state championship game, breaking the previous record of 18 set in 2010 by Heyworth’s Dakota Springer. Fink’s 24 kills fell three short of her own record for the most kills in a Class 1A tournament game, set Friday in Eastland’s semifinal win over Stewardson-Strasburg. “It’s exciting to break record here, but I wouldn’t have been able to break records without my team,” Fink said. “They’ve been very helpful, especially my setter [Ashley Beyers] helping me to beat the kill record.”

Though she had 24 kills, it took 55 attempts to get there, as the Cougars kept setting to her and she kept hitting, but West Prairie players were able to get digs on enough of them. “I think we did very well, especially our block, they shut her down after a while,” West Prairie libero Hunter Griffith said. “She kept swinging, she did very well with that, but I think we did good keeping her balls up and getting our offense set up.” For West Prairie (34-51), Peyton Bowman led the way with 15 kills, but setter Cora Vyhnanek kept things evenly distributed. She finished the day with 32 assists. “She kept our middle blockers really stressed,” Eastland coach Mallory Clements said. “It breaks you down over the game with all the pressure she keeps putting on the blocks.” Eastland won a first set in which each team took 10 points via the other’s errors. West Prairie led for most of the set, but couldn’t quite shake Eastland (3010-1). The Cougars took a 25-24 lead on a Fink kill, but errors on the next two points put the Cyclones on the brink of winning the set. Katie Krogman followed with a kill to tie it 26-26, and back-to-back West Prairie attack errors gave the set to Eastland. “We knew we needed to not make errors,” West Prairie middle hitter Julie Shoemaker said. “That first game we made a lot of errors, and then we decided

Page A14 that we needed to clean it up.” Eastland jumped out to a 7-1 lead in the second set, a stretch which saw four kills from Fink. Back-toback Mac Byer aces helped Eastland build a 21-18 lead before Peyton Bowman came through with a kill and Karlee Herman stepped to the service line for the Cyclones. West Prairie stormed back, getting a pair of aces, as well as kills from Bowman and Vyhnanek, to score the final six points of the set. “We got stuck in that rotation, [Herman] was serving very well, and we weren’t handling it the way we should have been,” Clements said. “I think that did play into it. It kind of broke us down a little bit and wore us down. That one rotation set the mood and set the tone for Game 3.” In the third set, Beyers tied things at 14-14 with a kill, but Bowman answered with a kill of her own to put West Prairie back in front, and the Cyclones stayed there the rest of the way. West Prairie led 23-18 before a kill from Fink and back-to-back kills by Sage Walrath chipped away at the lead, but a hit from the back row by Fink sailed long and another error followed to end it. “We just, unfortunately, didn’t have our best match of the year,” Clements said.

NORMAL – Eastland was on the verge of winning its Class 1A state volleyball semifinal on Friday in two sets. Stewardson-Strasburg rallied to win the second set, but Eastland cruised to a win in the third, getting back into the state championship game with a 25-22, 25-27, 25-18 win. “I admit it was super nerve-wracking,” Mac Byer said. “But it just made us work harder as a team.” Eastland (30-9-1) took control of the third set early with three kills from Makenzie Fink. After the Hatchets rallied back to tie that set 7-7, Katie Krogman took care of an overpass and Sage Walrath added a kill. Eastland led the rest of the way. Fink had five kills for the Cougars’ final five points, finishing the semifinal with 27. Stewardson-Strasburg (34-6) had trouble stopping Fink early, and it seemed that inability would knock the Hatchets out in two sets, before a strong rotation brought them back from the brink. Trailing the second set 24-19, a kill from Mackenzi Tabbert was followed by back-to-back kills from Megan Schlechte for the Hatchets. Then came a Fink hit that sailed long, and another Fink hit blocked by Maria Gentry and Kasey Bean. Eastland jumped ahead 25-24 on a kill from Ashley Beyers, but the Hatchets rattled off the next three points to win the set.

New bridge could be done by end of ’17 CITY

“I spoke to Kevin Vandendooren, the Carroll County engineer, and he said they’re looking to let a contract in March. We could very well have a new bridge out there by the end of next year,” Risko said. Vandendooren was to speak to a consulting
engineer with Willett Hoffman & Associates on Thursday about the next steps for the project. “We’re trying to put the bidding out as early as we can next year,” Vandendooren said. The bridge was moved up on the project schedule due to a delay in the replacement of the Ideal Road bridge, west of Milledgeville. Vandendooren said the
bridge carries Ideal Road over the Burlington Northern railway. “It’s an old wooden truss bridge. That’s getting held up for design,” Vandendooren said. In 2013, the council was told the bridge will be eligible in fiscal year 2018 for $1,408,000 in Illinois Major Bridge program funding. The replacement project is estimated to be $1.8 million,
with the remaining balance split between the city and Carroll County. In other action, the council voted to: • Hire Andrew and Stephanie Hughes of Mount Carroll as co-managers for the city pool for next year. • Approve salary increases for employees. The raises will be 1.5 percent for fulltime and 1.7 percent for part-time employees.

SHANNON – Shannon Chamber of Commerce members will have a Hometown Christmas celebration Friday and Saturday throughout the village. Friday activities will start with a chili and soup supper prepared by the Shannon Lions Club from 4:30 to 7 p.m. at the fire station, 14 S. Hickory St. Adults can eat for $7, while children 5 to 12 can eat for $4, and children younger than 5 eat for free. Children can create an ornament during the same time. Santa will be present to meet children from 5 to 7 p.m. The community Christmas tree will be lit at 7:30 p.m. in the village park on Hickory Street, followed by a lighted Christmas parade at 7:45 p.m. The
