Obituaries John Rivera

COLLINSVILLE – John Rivera, 82, of Collinsville, formerly of Savanna, died Thursday, Sept. 8, 2016 in Collinsville. John was born March 8, 1934, the son of Ascension Manuel and Lavonne (Hernandez) Rivera, in Savanna. He attended St. John’s Catholic Elementary School, and later graduated from Savanna High School. After graduation, John enlisted in the Air Force, proudly serving his country for 12 years. John worked as an informational technician for Union Pacific Railroad, working in Omaha and Kansas City before retiring out of St. Louis. John enjoyed traveling, and was a longtime member of YMCA. John loved the outdoors, especially walking and golfing. Most of all, John treasured spending time with his family and friends. John will be dearly missed by two brothers, Frank Rivera of Collinsville and Tony (Judy) Rivera of Camanche, Iowa; four sisters, Mary Bradley of Savanna, Kay Greve of Des Moines, Iowa, Lena (Frank) Hernandez of Savanna, and Pat Haggerty of Hanover; and several nieces and nephews. John waspreceded in death by his parents; one brother, Michael Rivera; and three brothers-in-law, Herb

City to host public meeting Oct. 5 on water, sewer rates BY MICHAEL MILLER For Prairie Advocate

SAVANNA – The City Council will have a public meeting at 6 p.m. Oct. 5 to address the new water and sewer billing rates. Savanna Mayor Tony McCombie said the meeting will be a chance for residents to ask questions and become more informed about the grants and other money for the city’s wastewater treatment plant and related projects, and how they might affect their bills going forward. The council during its Sept. 13 meeting also approved a loan disbursement payment of $329,876.25 for the city’s wastewater treatment plant and in-system project work, almost all of it to Fischer Excavating. Also approved was a loan fund request of $549,387.70; of that, $196,437 was a loan request and $352,950 was DCEO grant money. Williams Brothers Construction, which is constructing the wastewater treatment facility, will be getting $486,630, and MSA Services, for its engineering work, $56,807.70, with Community Funding and Planning Services (for grant administration work) receiving $5,950. MSA Engineer Jared Fluhr explained that since the initial plan was to construct the wastewater

The council also approved a restaurant license waiver for the group. • Heard from Lindeman that Brandt Construction is still making repairs to Fifth Street, with weather issues wreaking havoc with its schedule. He said the goal for project completion is still mid-October. • Passed a resolution authorizing a temporary road closure at 6 p.m. Oct. 6 for the annual West Carroll homecoming parade, with line-up at ShopKo between 5 and 6 p.m. • Approved granting an Intersection Solicitor’s License to the Muscular Dystrophy Association for 8 a.m. to 1 p.m. Sept. 24 at the stoplights at the intersection of Highways 84 and 64.McCombie noted that many citizens have expressed displeasure with being solicited for funds at the stoplights. • In a response to an audience question, McCombie said this year’s Halloween festivities will be on Monday, Oct. 31, with times to be determined. treatment plant and the in-system portion concurrently, 14 months of inspection had been planned. ROCK FALLS – A member of one of Sterling’s oldest business families also helped to build one of northwest Illinois’ biggest YMCA campgrounds. John A. Lawrence, 87, died Thursday at his home in Rock Falls. He was CEO of Lawrence Brothers for more than 20 years. He served on the committee that established what is today YMCA Camp Benson near Mount Carroll.

Mary Benson of Sterling, whose husband, Keith, was president of National Manufacturing in Sterling, said the Lawrences and Bensons are good friends. “The story is that John was very involved with the YMCA for many years. He was on the board of directors, and was instrumental in moving the camp from Galt to Mount Carroll,” Mary said. The YMCA camp was founded in 1928 in Galt, while the Mount Carroll site was Smith Park in the 1930s. “In 1956, that piece of

property in Mount Carroll became available. John was really the John A. Lawrence spearheader to get a camp in that location. It’s gorgeous,” Mary said. John Lawrence was very community-oriented. “He was very personable,

Smiddy weighs in on term limits during town hall ‘Yes’ to limits for legislative leaders, ‘no’ to everyone else BY MICHAEL MILLER For Prairie Advocate

THOMSON – Even though term limits for legislative leaders would knock the top dogs of his own party out of power, state Rep. Mike Smiddy said he supports the idea. Smiddy, D-Hillsdale, spoke during a town hall event Sept. 12 at Thomson Public Library to about 25 people. He is seeking a third term in the Nov. 8 general election, with a challenge from Savanna Mayor Tony McCombie. Gov. Bruce Rauner has pushed for term limits of all elected officials in the state. Smiddy said he doesn’t support that proposal. “I think that if people want to continue electing the people that they have, I think they should be able to,” Smiddy said, pointing to two local Republicans who served long terms in Springfield – Jerry Mitchell, R-Sterling, and Don Moffit, R-Gilson. Mitchell is retired, and Moffit is not seeking re-election. Smiddy said both “did very good work.” “The people actually do a pretty good job of turning over their legislative districts quite often,”

Smiddy said. But voters don’t get to decide who the legislative leaders in Springfield are, which is why, Smiddy said, he supports term limits for those positions. “That would take away someone’s monopoly on a leadership role for decades,” he said. House Speaker Michael Madigan is one such leader. Ads against Smiddy during this campaign have portrayed him as lapdog for Madigan. “It’s funny how I see the things that have come out about me, how I’m the speaker’s best friend,” Smiddy said. “Because in 2012 when I first ran, that same individual didn’t want me to run, actually asked me to get out of the race because they had another candidate that they wanted to run. And I told him, “No.” “My first term, I think I spoke to the speaker twice. So, I don’t think that would make us best friends.” But while Smiddy was critical of an advertisement against him, he was confronted during the town hall about one his campaign mailers.

hile it seems forever and a day away, we have lined up a trip for the fall of 2017 with neighboring County Farm Bureaus and Tri State Travel. We will be going to Branson, Missouri, for “A Branson Christmas” Nov.1620, 2017. The trip will kick off with a drive to St. Louis and visiting the Anheuser Busch Christmas lights. Then on the second day, trip takers will be visiting the brewery and seeing the Clydesdales before traveling to Branson. Once in Branson, we will enjoy the Grand Jubilee Evening Show at the Grand Country Music Hall. Day three will be spent enjoying Maxine’s Christmas Carol Morning Show, the Daniel O’Donnell Matinee Show and finally “The Miracle of Christmas.” Day four, we will be going to the Red, Hot, and Blue morning show, followed by a tour of the College of the Ozarks. You will also get to enjoy the Showboat Branson

Belle Dinner Cruise and the Trail of Lights. Day five will be spent traveling back home. We do not have a preview meeting set up yet. We plan to have one after harvest, but we do have brochures at our office if you would like to pick one up or know that you want to sign up. nnn Harvest is here! I know the other evening, as I was driving west, the sun was just in the right spot that my sunglasses didn’t help, the visor didn’t help, and I was trying hard to see. So, please take a moment to slow down, take an extra glance at who the driver in front of you is following, and be aware of your surroundings just a little bit more.

SAVANNA – Freshmen and sophomores in West Carroll FFA attended Fall Harvest Safety Days camp Sept. 15 at the National Education Center for Agricultural Safety at Northeast Iowa Community College in Peosta, Iowa. The students were divided into groups and trained on the topics of PPE (Personal Protective Equipment), Manure Pits and Confined Spaces, and Grain Bin Safety and Rescue. A lunch provided by NECAS included hot dogs, potato chips, cookies, ice cream and milk.

Presenters at the camp included Paul Mausser on Manure Pits and Confined Spaces, Brad Kruse and Dan Neenan on Grain Bin Safety and Rescue, and Charlotte Halverson on PPE. Agriculture continues to rank as one of the most dangerous occupations nationally and worldwide, so the National Safety Council will put the spotlight on farming, ranching and the related health and safety issues. National Farm Safety Week is Sept. 18-24. West Carroll FFA advisers Dan Hartman and Don Mathey were trip chaperones.

seniors. Thursday will be America or nerd, and Friday’s theme is spirit. Skits also are taking place today. MOUNT CARROLL – A 115-year-old bridge across the Wakarusa River is under monthly watch for signs of further deterioration. The Galena Street Bridge on the city’s northwest edge has rust damage to steel trusses, and wooden planks on its sides contracted after being installed while wet. It’s unsafe for any vehicle heavier than 5 tons to cross. “No larger vehicles are allowed to cross it,” City Clerk Julie Cuckler said. “The garbage truck isn’t allowed to cross it. Emergency vehicles should stay off of it. The

worst part is what’s corroding on each of the ends.” State Department of Transportation staff said inspectors from Willett, Hofmann & Associates are checking on the bridge, and city staff are receiving monthly updates on its status. Keeping tabs cost $795 for May, Cuckler said. “It changes from month to month, because in the one [charge] from July 1 to July 30, they incorporated one of the other bridges,” Cuckler said. At the Sept. 13 City Council meeting, Rick Russell, who lives near the bridge, complained about the noise made when vehicles cross it. “Every morning at 5 o’clock, I’m awake, because a car goes across it and all those beams go ‘BRMMM.’ You

could look at the bridge. Dauphin will report on progress at its meeting Tuesday. In 2013, the council was told the bridge will be eligible in fiscal year 2018 for $1,408,000 in Illinois Major Bridge program funding. The replacement project is estimated to be $1.8 million, with the remaining balance split between the city and Carroll County. “They’ve put us off to as far as 2018 at one point,” Cuckler said. “We’re hearing some different things on that. One idea is to keep the old bridge as a walking bridge of some sort.”

MILLEDGEVILLE – Milledgeville High School’s homecoming week is underway today through Friday. Students will dress for success as millionaires today, representing a decade Thursday – freshmen 1980s, sophomores 1970s, juniors 1950s, and seniors 1920s – and in orange and black on Friday. The homecoming parade and activity night is planned for Thursday. The parade begins at 5:15 p.m. from the high school, 100 E. Eighth St. Representatives of the school and community will march through town. At the end of the parade, activity night will start in the gym, where the homecoming court will be announced and Iron Man games played. Also planned are a parent skit and a senior slide show. The pep assembly and homecoming football game will be Friday. The assembly will be during the school day after lunch at the gym, Performances and games are scheduled. After the assembly, the powder puff games will be on the football field. The varsity football team will take on River Ridge at 7 p.m. Homecoming ends with the dance from 7:30 to 10:30 p.m. Saturday in the high school’s small gym. Visitors step back in time near Mount Carroll societyâ€™s complex on Oakville Road. Clad in a blue period dress, Anne Haliotis of Savanna greeted visitors, and spoke about the schoolhouse. The first school in Oakville was constructed in 1846 by John Mackay, and was made of wood. â€œThis school taught students from first through eighth grades,â€? said Haliotis, originally a member of the Benson family, who returned to Savanna after living in the Chicago suburbs. â€œDuring the Civil War, there were 60 kids in the schoolhouse.â€? In 1856, a brick schoolhouse was constructed. Attendance dwindled over the years,

MOUNT CARROLL â€“ Summerâ€™s warmth still provided a gentle backdrop to the scene just off the winding country road, framed by crops ready for harvest. A brick schoolhouse, rebuilt more than once in the 170 years since the original building was constructed, sat beside a small cemetery. Down the hill, log cabins, a blacksmith shop, and other buildings could be visited. Cars lined the sides of the road while visitors talked with Carroll County Historical Society members during the Step Back in Time open house at the

One of the cabins belonged to Peter Hay, a lead miner from Mount Carroll. He constructed the building in 1838, with diagrams of settlersâ€™ tools visible inside it. Another log cabin was built by Henry Weitzel, a settler from Hessen, Germany. New this year was an overhead barrel. After the adult portion was completed, the kids got a chance to play in the water. The weather was perfect, and a large crowd gathered to witness the action. He served on the state board of license for horseshoeing for Illinois.” Eleanor Getz of Savanna and her granddaughter, Jennifer Machande of Miles, Iowa, looked at a granary on the site. “The history’s fine,” Jennifer said. Solar option explored for new wastewater plant MOUNT CARROLL – City Council members heard a proposal Sept. 13 for a solar power source for a new wastewater treatment plant. Larry Steffen and Matthew Shear, both with Eagle Point Solar in Dubuque, Iowa, spoke to the council during the water and sewer committee report before the council meeting. The current plant, in Point Rock Park on Mill Street, needs to be replaced because it can no longer meet Illinois Environmental Protection Agency standards. Mount Carroll Mayor Carl Bates said, “We’re waiting on the Federal Emergency Management Agency to tell us where [to place the plant]. We’re hoping it’d be the same property, but a smaller footprint.” Steffen said that Eagle Point has about 300 projects in their portfolio, from as small as solar panels on a home to an entire solar array for Vermeer Corp. The company has worked with Jo-Carroll Electric, which

MOUNT CARROLL – Residents in Carroll County’s seat could get digital water meters next year. The council voted Sept. 13 to borrow about $500,000 from the state Public Water Supply Loan Program for a fullscale replacement of about 850 water meters and several fire hydrants. “There’s several hydrants – it could be as many as 5 to 10, at the most, 20,” City Clark Julie Cuckler said. Many water meters in the city are very slow or have stopped. With the digital switchover, meter readers could drive through Mount Carroll and receive data transmitted from the readers to a handheld device, then to city computers. “There’s a way to monitor these meters, day by day, minute by provides Mount Carroll with its energy, as well as with MSA, the engineering firm working with Mount Carroll on the treatment plant. Funding options were discussed, both pursuing a grant from a private foundation, which would

Then again, most coaches don’t have a state title under their belts with aspirations of another deep postseason run in their near future.
