CHADWICK — A special meeting was scheduled for Aug. 22, when the village of Chadwick accepted the resignations of three trustees, and appointed three residents to fill the vacancies. On July 27, Chadwick Village Trustee Dave Kness submitted a letter of resignation. A week later, Trustees Steve Schafer and Rick Bosacki followed suit. At the Aug. 1 board meeting, Village President Larry Miller had not received formal resignations from the three. At the special meeting, it was determined that Michael “Mick” Morgan would complete the 6 months left in Kness’s unfulfilled term, and Dennis Ferris will serve for Bosacki’s remaining 18-month term. Jean Matheson was named as Schafer’s replacement, and will complete the remaining 18 months of his term. Morgan has been a Chadwick resident since 1980. He started Morgan Excavating in 1978, and today, his son, Chris, runs the company. Morgan freelances for several area trucking companies, including Morgan Excavating. His nearly 40 years of experience allows him to bring more perspective to the role of trustee.

I’m familiar with the water and sewer system, because at one time, I filled in for the previous managers.” Morgan also has a degree in criminology. “I was Chadwick police chief from 1980 to 1994, so I understand Chief Scott Marth’s role,” Morgan said. “I plan to bring reasonable thought forward. That’s what I hope to bring to the board.” Jean Matheson is a retired art teacher who started the art department at Milledgeville High School under the late Superintendent Floyd Daub in 1973. When she married her husband, Mike, she left for awhile before returning for a total of 5 years at Milledgeville. She taught in Northbrook for another
3 years before moving to Chadwick, where she taught art at the elementary, junior high and high schools in the Eastland School District for 20 years. She retired in 2015. A 21-year resident of Chadwick, Matheson offered her services as a trustee when she heard of the resignations. “Since retiring, we’ve been doing a lot of things that we didn’t have time for when I was teaching. I felt like I needed to step up to the plate and help,” Matheson said. “I am interested in helping the Village Board of Chadwick with focusing on the needs of the entire community, determining priorities, and ensuring that meetings are conducted in a dignified manner. We’re in the public eye, and we need to be cognizant of that fact.” As of press time, Dennis Ferris could not be reached for comment.
Savanna-Sabula Bridge project right on schedule Work will continue throughout the winter BY MICHAEL MILLER For Prairie Advocate
SAVANNA — Illinois Department of Transportation Resident Engineer Chris Aude says that construction of the new Savanna-Sabula bridge is still on schedule, with no adjustments necessary in the budget to this point. The project’s retaining wall needs to be completed by Nov. 18, Aude said, and the bridge needs to be open by Oct. 31, 2017. The deadline for the entire project is May 31, 2018. So far, Aude says, nothing has really slowed the effort. “We’ve pretty much hit rock where we’re supposed to hit rock.” Aude said that

while it’s “pretty much finished” for this year, storm sewers still must be installed along the retaining wall and will necessitate one-lane traffic for a while. The large wall that is being constructed at the north end of Savanna is a “soldier pile” retaining wall, which means it has soldier piles setting approximately 20 feet below ground level, almost the height of the wall. Wood piles hold back the dirt and then shear studs are placed on the front of the piles, which in turn, holds the
concrete facing which contains rebar to those piles. All of this is due to an addition of a turn lane to the highway, which will widen the road. Aude says there have been no major weather impacts on the project, save for the rise in the river a few weeks back that delayed some work on the Iowa side. But she said that was the type of work that would not stop the overall project. The project will continue straight through winter, she said, but that work will not affect traffic because it will be out on the river.

THOMSON – Number 17 of the 25 special edition commemorative rifles created for Thomson’s Sesquicentennial in 2015 has been purchased by the Thomson Chamber of Commerce and the Sesquicentennial Committee, to be displayed in the village hall. “Actually there are 26 rifles,� said project coordinator and Thomson entrepreneur Frank “Babe� Tipton. “There is a proof rifle, then 25 numbered.� The project was a joint effort between Tipton, and the committee, who supplied the Thomson and Sesquicentennial art, “the reason we did this project,� he said, the Second Amendment Right to Bear Arms lettering, “something we all need to remember,� and the art that included a locally-recognized theme: railroad tracks, watermelon, farm scenes, and deer. “I can’t imagine how we could have improved this. It was a wonderful joint project by the community.� Tipton, a federallylicensed firearms dealer with a lifelong passion for firearms and long guns, said the Historical Armory in Fort Collins, Colorado, helped him with the designs on the Henry Golden Boy rifles, with its recognizable octagon-shaped barrel,

“made 100 percent in the U.S.A. They are assembled in New Jersey, and most of the components are made in Wisconsin,� Tipton said. “They are very good people. They create a lot of firearms like this. They had great suggestions.� He said near Labor Day last year, he got the proof. “We got the rifles a bit late - I haven’t had them a year yet. But they were worth the wait.� The rifles come in multiple models. The rifle purchased by the Chamber is a .22 long rifle. Tipton also has several .22 LR mags, and a .17 HMR. He said all three models look the same, but the caliber mechanics are different.  “I’ve been told that

beautiful commemorative rifles like these should sell for $2,000. But the .22 LR is $975, the mag is $1,075, and the HMR is $1,175. I want the people to have them. I want anybody that has a desire to own one of these rifles. He said there were 10 rifles left, with four or five spoken for, but the buyers are not sure which caliber they will buy. There are at least one of each still available. Tipton also offered his assistance to any organization that wants to tackle a similar project. Tipton specifically thanked Clark Van Buskirk, Van’s Country Store in rural Mount Carroll, who is the area dealer for the Fort Collins Historical Armory,
who passed on the rights to produce the rifles to Tipton. “Clark allowed me to have this done at a very good place. Just another example of people working together. A Mount Carroll gun dealer working with the Thomson Sesquicentennial committee. That’s what we have to get back to within our communities. We need that

LANARK — Frances Burkholder, 87, passed away Saturday Aug. 27, 2016, at FHN Memorial Hospital in Freeport. She was born Aug. 1, 1929, to John (Jack) and Florence (Darr) Halfman. Frances married Charles Burkholder on Nov. 15, 1949, in Savanna. She was a member of St. Wendelin Catholic Church in Shannon. Frances is survived by daughter Vicki Gustafson of Warren, son Roger (Sherry) Burkholder of Lanark, and daughter Patricia Stover of Fort Worth, Texas; seven grandchildren: Anthony (Rachel) Burkholder of Lanark, Andrena (Steve) Sayles of Roscoe, Rebecca (Tim) Reese of Lanark, Jameson (Ashley) Burkholder of Lanark, Weston (Laura) Burkholder of Lanark, Colton (Danielle) Burkholder of Belvidere, and Phillip Stover of Fort Worth; 12 greatgrandchildren, one brother, Gene Halfman of Argo Fay, and many nieces and nephews. Frances was preceded in death by her husband, Charles, sons Stephen and John, son-inlaw Clark Gustafson, her parents John and Florence Halfman, one sister Mary (Lowell) Hall, and three brothers, Lawrence Halfman, John Halfman and Bill Halfman. SHANNON — Mary Alice Byers, 93, of Shannon, peacefully passed away Monday, Aug. 22, 2016, at Good Samaritan Nursing Home in Mount Carroll. She was born Sept. 18, 1922, in Spokane, Washington, the daughter of Albert Bernard Cook and Mabel Bernadette Keilty. She graduated from Smith Cotton High School in Sedalia, Missouri. She then attended Teacher’s College in Orangeburg, Missouri, and also Highland Community College in Freeport. Mary Alice enlisted in the Women’s Army Corps and served in WWII for 2 full years. She spent 1 year at Camp Edward’s, Maine, and was also stationed in Brisbane, Australiam for 6 months and in the Philippines for 6 months. She was a member of the Allied Translator and Interpreter Section. Upon returning home, Mary Alice was hired by the Sedalia Chamber of Commerce, and she then accepted an invitation to transfer to the Freeport Chamber of Commerce. In 1967, she was hired at
SAVANNA Shannon Schools as the superintendent’s secretary, where she worked for 16 years. She married Emerson Byers of Shannon on July 8, 1950, at the Bethel Church parish. He died in August 1970. They had three children. Mary Alice was a member of Bethel United Methodist Church, Tri-Hi Sunday School class, and an active member of the American Legion Post 379. Mary Alice played golf, bowling, and enjoyed dominos and bridge well into her later years. She also quilted, knitted, crocheted and practiced other handcrafts. During the U.S. Bicentennial year, she handstitched the original Carroll County flag, now hanging in the Carroll County Courthouse. Surviving are her son, Phillip Lee (Linda ) Byers of Shannon; daughter, Nancy Lynne (Kevin) Kniss of Lanark; eight grandchildren: Rachel Byers of Milwaukee, Wisconsin, Dan Byers of Chicago, Ashley (Greg) Deal of Danvers, Aaron Byers of Naperville, MacKenzie Byers of Bloomington, Katrina (Bret) Martin of Columbia, Kirsten Kniss of Freeport, and Karoline Kniss of Naperville; five greatgrandchildren: Elizabeth Scheive, Braden Deal, Lorelei Deal, Gabrielle Martin, and Eve Martin; and many nieces and nephews. Mary Alice is preceded in death by her parents; husband; son Edward; brothers Edward, John, Don, and Robert James Cook; and sister Dorothy Cook Scott. A celebration of life was held Saturday, Aug. 27, at Bethel United Methodist Church in Shannon. Visitation was Friday at Hermann Funeral Home in

City shaves about $5M off cost of treatment plant BY MICHAEL MILLER For Prairie Advocate
SAVANNA — Public Works Superintendent John Lindeman told the Savanna City Council that the city received its hopedfor 45 percent forgivable loan status from its Illinois EPA loan, meaning that it will save nearly $5 million off the cost of its wastewater treatment plant project. Mayor Tony McCombie said that the city had been waiting for this information before formally scheduling a public meeting to review the new water/sewer billing rate structures. Now that it has come in, she said the meeting would be held sometime in September, and that 2 weeks notice would be given so that as many as possible could attend. The council passed the second and final reading of a beefed up noxious weeds maintenance ordinance, which will set a new fine structure: $100 for the first offense, $250 for the second, and $350 for the third. All of these increments are assuming the same property within the same calendar year. Personnel/Ordinance/ Public Relations Chairman Christine Lee said that officers would be given discretion as to how long each individual had to comply in order to address the violation. Council passed three ordinances finalizing the establishment of the city’s new Tax Increment Finance district. “We are open for business in Savanna,
Illinois,” said McCombie. Lee asked Lindeman about progress in getting Fischer Excavating back to repair some of the ruts and sunken areas in the ShopKo driveway area. Lindeman said, “That’s the million-dollar question. We’ve been asking them, the engineers are trying to get an answer out of them, they’ve been very uncooperative with information and scheduling of that. ... It’s still on the radar, they know we’re not pleased with them, it has to be repaired.” McCombie said perhaps a phone call from her office might help clarify things. She said that the company would be doing the repairs, but the issue was they were not communicating when this would occur. Lindeman said the work really needed to be done by November so as to ensure a sound driving area by the holiday shopping season. Also approved was the pursuit of a new billing service agreement for the Fire Department with The Billing Company. Essentially TBC will be providing billing of all medical claims “to insurance companies, government agencies and patients, including but not limited to, verification of benefits, data entry, electronic submission, posting of payments, accounts receivable and phone calls,” according to their service agreement. Either party can terminate the agreement within 30 days if they are not satisfied.

Board asks for public’s help in water wells fix ‘Imperative’ that surveys returned to aid in grant application BY TONY CARTON For Prairie Advocate
SHANNON – The Shannon Village Board decided Aug. 23 at a special public meeting to implement drastic measures in response to ongoing water quality issues. “Because we found out both wells one and two have issues with the radium, we have to put in the filtration system,” said Village President Bonnie Foust. “Not having a filtration system is not an option.” The board is asking residents to help. This week, the village is mailing another water quality warning to its residents. If time allows,
there will be an income survey included in that mailing. If not, the survey will arrive in the mail shortly. “It is absolutely imperative that all Shannon residents fill out that survey form and return it as soon as possible,” said Foust. “The deadline for CDAP grant application is the end of September and the grant monies received will significantly impact every water bill in the village.” “We have to put this out to the residents,” said Trustee Kyle Ruter. “If they want to get a half million dollar grant and use it to keep their rates under control,
then we are going to need cooperation when the surveys arrive in the mail.” “All of the proposed plans cost money but at this time we have to make a decision on what to do so we have a safe and reliable water system for drinking as well as for fire suppression,” said Foust. For nearly two years since then-board candidate Tracy Siegner brought a sampling of obviously contaminated tap water to the candidate’s forum hosted by the Chamber of Commerce and the village, the board, its village public works superintendent and village engineer have researched possible solutions for their water quality issues. Several plans have been proposed, including the construction of a fifth well
costing $270,000. That new well would be used to blend with the current well at the new tower to become EPA compliant. But the plan offered no guarantees of solving the village’s water quality issues. Another proposal is an $870,000 water filtration system that would be placed at the new water tower on Division Street in its own building. The filtration plan does offer a guarantee of success, but was originally passed over as too expensive by the board, who suggested the village to go with the cheaper, but un-guaranteed plan. Since that vote, the contaminant levels have climbed dramatically and the board missed a compliance agreement deadline set by the Illinois
EPA for action. The case has been referred to the USEPA and the board’s inaction resulted in a fine of an as yet undetermined amount. Citing a reduction in production in the village’s current aging well system, the board decided to look seriously at a third plan combining both the construction of both a new well and a filtration plant. “I think a decision as far as filtration is a foregone conclusion,” said Village Engineer Adam Holder. “The question of whether to put in a new well and put in a second line, those decisions don’t have to be made right away. The bigger issue in my mind is how you are going to fund it.” Holder told the board an

SHANNON — The new Casey’s General Store opened its doors Thursday with a ribbon cutting ceremony attended by Casey’s management, and Shannon Chamber of Commerce and Village Board members. Village President Bonnie Foust, and Trustees Mike Alvey, Butch Meinders, Kyle Ruter, and Linda Stevens attended the ceremony, as did 10 Shannon Chamber of Commerce members. Alvey said the village started the discussion with Casey’s management in the fall of 2014, prompted by the fact that the sales tax
EPA loan would involve a year of application processes. It will take about that same length of time to acquire a USDA loan for the project. He did bring in the possibility of the village receiving a Community Development Assistance Program grant, but cautioned the board regarding a short deadline for 2016 application. “A CDAP application would be due at the end of September and we have to complete an income survey to qualify,” Holder said. “There have been a number of discussions about the amount of monthly water bill rate increases resulting from the project, but there can be no question that a $500,000 grant would keep water rates affordable in Shannon.”

MOUNT CARROLL — Nearly 3,400 4-H exhibits from across Illinois were judged and displayed during the Illinois State Fair, include Carroll County 4-H members. They earned the right to exhibit by being selected in the top of their division at the Carroll County 4-H Show held Aug. 6 at the Carroll County Fairgrounds. “All members receive an award of excellence for being selected to participate. Of those, about 25 percent statewide received the added honor of earning ‘Superior Awards,’ the Illinois State Fair’s highest award,” said Leanne Rahn, U of I Extension program coordinator for 4-H and youth. LANARK — After the public budget hearing was held Aug. 24, the board approved the $10.6 million budget for the 2016-17 school year. A year-end budget analysis and the preliminary budget for the 2016-17 school year was presented in July. Both the year-end and the preliminary 2016-17 budgets were balanced, with revenues exceeding expenditures. “The surpluses are the result of reductions in expenditures over the last four years and recent increases in the assessed value of property
over the past two years,” Superintendent Mark Hansen said. The preliminary budget shows expenditures of $10,640,773, and includes budgeted payments on the HVAC projects at both the Elementary and Jr/Sr High schools. The budget shows revenues of $9,939,408. Because the HVAC project is paid from the sale of bond proceeds and not from the annual operational budget, the operational funds surplus for the year is projected to be $942,362. If the district was not doing a major construction project this year, it would be estimating a surplus of revenue over expenditures in that amount. Hansen said the surpluses
are an indication of the district’s financial health, considering the efforts at the state level to freeze property tax extensions, manipulate the school funding formula, and to transfer state pension costs to local districts. “The surplus budget is an indication that the district is prepared and on a positive fiscal footing.” Visit eastland308.com, where the approved budget may be accessed. Water quality in Shannon The board reviewed reports on water quality tests conducted at Eastland Elementary in Shannon and the Jr/Sr High School in Lanark. The samples were taken by Director of Operations Kyle Todd and processed by the McHenry Analytical Water Laboratory, Inc.
“The reports showed that all water samples at the Jr/Sr High School were exemplary, with any contaminants well below allowable levels,” Todd said. “Reports at the Elementary School concluded that the district ‘could be confident that the water is fine for students based on the results,’” said Todd, “but that four of the samples contained elevated counts for copper.” He said tests also showed that radium levels were just below the Maximum Contaminant Level of 5 PCi/l. The board will continue periodic monitoring of water contaminants at the EES. Shannon Mayor Bonnie Foust was at the meeting and indicated that the village has future plans to construct
a filtration plant, given the radium levels in the water (see related article on Page A6). HVAC upgrades The board approved bid specifications for Phase 2 of the HVAC upgrade project at Eastland Jr/Sr High School. Engineers and architects will begin the design phase for the project in hopes of having bids approved by or before December. The project will be scheduled for the summer of 2017, and financed through the bonds that were issued in February 2016. “Phase 2 will replace the original boilers, piping, traps and unit ventilators, currently serving the 1951 and 1958 building additions, with high efficiency boilers and a 4-pipe hot/chilled water system,” Hansen said.
“Horizontal unit ventilators installed in the rooms will replace inside air with fresh air, heat and cool the air as required.” Concussion protocols Principal Monica Burkholder said procedures were in place to meet the requirements of the new rules regarding concussion protocols. The board authorized the purchase of services from Chelsey Sipe, a certified physical therapist, at $36 per hour, to provide concussion protocol services at home high school football games and other events as agreed upon during the school year. Burkholder said all student-athletes and coaches have taken the concussion protocols training provided through the Illinois High School Association.

Alvey knew it could be more if a new Casey’s could add diesel fuel to its tanks. Between Store Manager Robyn Truckenmiller, who Alvey said was instrumental in contacting the right people at Casey’s, and Omar Wilhelms, First State Bank of Shannon-PoloLake Carroll president, they contacted the owner of the farm land directly west of the old Casey’s store. “Larry Kreider owned the property,” Alvey said. “His dad had sold five acres to Barker Lumber years ago, now the home of Process Screw. Larry’s dad was
born and raised in Shannon, and wanted to help the community grow. Larry, who now lives in Michigan, spoke with Omar and me in a conference call, and said if the land was worth more than farm ground, he’d be willing to help us.” After some calls to Casey’s about the availability of the property, a few months went by with no more contact. But in April 2015, Alvey got a phone call saying that Casey’s had surveyed the property. “We were all pretty excited then, because Village Clerk Denise Bormann said that once the land is surveyed, there was a 95 percent chance that the project was going ahead,” Alvey said.
Casey’s ended up buying five acres, and has used up only two acres for the store. The village annexed the property last year. “We’ve still got three acres left, and we’re trying to find another business to work with besides Casey’s. We extend village water and sewer to the site, and with the new facility, it may entice some new developments.” Alvey said the village is also interested in buying the old building for potential use as a new town hall and police office, as the current location downtown is quite small. “We’re so close to Freeport that it sometimes hurts business here. It’s not

MOUNT CARROLL – Both sides are ready to proceed with the homicide trial of a Freeport man charged with killing his wife, attorneys said Monday at a final pretrial conference in Carroll County Circuit Court. Morgan Hake, 50, of Freeport is charged with shooting his wife, Suzanne M. Hake, 46, in the head and chest and killing her Dec. 5 in Lanark. He faces 20 to 60 years, up to life, in prison on six counts of firstdegree murder. His trial, expected to last a week, begins Sept. 19.
The elements of the six charges vary, to give the jury options when considering a verdict. He can be convicted of only one charge. A separate charge of felony possession of a weapon, punishable by 2 to 5 years, will be dealt with sometime after this trial. Hake is in Carroll County Jail on $5 million bond. This is the village’s first homicide since the late 1800s, Lanark Mayor John Huggins has said. Hake was about halfway through 2 years’ probation on drug-related charges in Coffee County, Tennessee, when the shooting happened, court records show.
He pleaded guilty there Oct. 29, 2014, to criminal attempt to possess psilocyn with intent to sell/ deliver, and possession of marijuana with intent to sell/deliver, both felonies. He was fined $2,000 and given 2 years supervised probation. He also pleaded guilty to possession with intent to distribute more than 14.175 grams of marijuana. In December 2003, he was charged in Stephenson County with being a felon in possession of a weapon, but he pleaded guilty to an amended charge of obstructing justice by destroying evidence. He was sentenced to 30 months probation.

Cruise Nights are ‘good for business’ BY LYNNETTE FORTH For Prairie Advocate
MOUNT CARROLL — After hosting its 39th car cruise on Aug. 20, event organizer Len Anderson thanked Mayor Carl Bates for always coming out and supporting the festivities. “We were really sweating the weather. It was really touch and go, but then the sky opened up and we had great sunshine,” said Anderson He said 80 cars attended the festivities, which is a low number, but with the challenging weather forecast, overall it was a great turnout. “The guys that bring cars to our shows always comment that we have such a nice town. On those nights, our town is alive, it’s good for business, and it generates revenue.” The last Cruise Night of this summer will be held from 4 to 9 p.m. on Saturday, Sept. 17, in downtown Mount Carroll, and features classic cars, music, shopping and dining. Pool rehab Recreation Board member Joe Grim said that rehabilitation projects continue at the Mount Carroll pool, with renovations on the basketball court at the pool, and flooring work in the locker rooms being completed. Grim said staff evaluations are done, and that only two of the eight guards will be returning. A life guard certification class is going to be held on Oct. 14-16 in Sterling for anyone interested, with information being sent out to the West Carroll High School. BUSINESS continued on A274

SHANNON — The Shannon Homecoming Grand Marshals for this year are Tim and Barb Ruter. The couple will lead Carroll County’s largest parade at 10 a.m. on Labor Day, Monday, Sept. 5 Sitting in the rural Shannon home where Tim was born and raised, their Shannon saga began. Tim was born and raised in the village, and is a 1970 graduate of Shannon High School. He worked for Weston Colbert hauling livestock right out of high school, and farmed with his parents, Hesper and Phyllis Ruter. He rented his own farm
a couple of years later, and entered the business world when he and Rich Etchberger bought Colbert’s livestock hauling business in 1973, and were partners until 1978. “With farming, like anything, there’s a new challenge every year. What doesn’t kill you makes you stronger,” Tim said. “And experience will throw a certain amount of knowledge onto you, whether you want it or not!” Barb was born and raised in Polo, and also graduated in 1970. She worked for ComEd for 33 years, and is retired. Tim and Barb married in 1978, and began farming full time. The couple have two grown children, Kyle and Chad.
Kyle and his wife, Nicole, live in Shannon. Kyle farms, is a village trustee, and serves on the Shannon Fire Department as a fireman and EMT. They have two children, Kylee, 4, and Kamdyn, 18 months. Chad and his wife, Ali, just moved to a new home in Algonquin, and are expecting their first child in November. The couple agree: “There is not much better than grandchildren!” “We always told our boys, ‘You need to join something.’ If you’re going to farm and live in the community, help with the community,” Tim said. The Ruters are members of the Bethel United Methodist Church in Shannon, and Tim has been a member of

What’s happening at CCSSO The Senior Center will be closed on Monday, Sept. 5, in observance of Labor Day. On the Sept. 1, the LIHEAP Heating Assistance Program starts. Bring in proof of ALL income for the last 30 days, social security cards for everyone in the family, and your current gas and electric bill. Bring in the full bill, not just the half you save. If you need to brush up on your information before you have to take the written test, this is the perfect time to do it. Defensive Driving Classes will be held from 8:30 a.m. to 12:30 p.m. on both Monday, Sept. 26 and Wednesday, Sept. 28. By attending this class, you may be eligible for a discount on

What do you do with your old cellphones? Carroll County Senior Center has a donation box for old and broken cellphones. We recycle them by sending them to a company that refurbishes them for emergency 911 phones in areas devastated by disasters and for sale to low income persons. We have recently received $15 for phone refunds. There is one box at the Senior Center now. If the program goes well, we will increase the number of boxes and place them in other areas around the county. If you know of anyone
looking to get rid of old cellphones, ask them to drop them off at the Carroll County Senior Center during our regular business hours, 8 a.m. to 2:30 p.m., Monday thru Friday. As

Activities at the Senior Center Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/or haul the papers to the distribution center. Be a better driver The Carroll County Senior Center will host two driving skills classes in September. From 10 a.m. to 12 noon on Friday, Sept. 23, the Senior Center will host a Rules of the Road class for anyone who is going to be taking their driver’s test to renew their license. The instructor will go through all the information that will be on the test and more. There is no charge for this class. Call the Senior Center to sign up. Office hours are from 8 a.m. to 2:30 p.m., Monday through Friday, or call 815-2441800. An AARP Defensive Driving class will be held from 8:30 a.m. to 12:30 p.m. on Monday, Sept. 26, and Wednesday, Sept.
28, at the Carroll County Senior Center, 306 N. Main St. in Mount Carroll. This 8-hour course, instructed by Arlyn Thomson, teaches how a person can become a more efficient and safe driver as the effects of aging cause changes to long-time habits. This will be the last class offered for this year. Completion of the course may entitle the driver to a discount in auto insurance premiums for a period of three years, but check with your insurance company to verify. The charge for the course is $15 for AARP members and $20 for non-members. Reservations are required by calling 815244-1800 or toll free, 866-214-1959.

If you qualify, you can apply for the Benefits Access Program, formerly Circuit Breaker, and receive a discount on your license plate sticker. Income guidelines per year are: for one - $27,610; and for two - $36,635. Also if you have applied before please check with us to see if it is that time of the year to reapply for your license plate discount. Remember to bring proof of all income for 2015 (i.e. 1099 from Social Security, or your 1040 or 1040A income tax form, etc.) to complete your license plate discount application. Seniors Around the County GRO – Great River Outreach The Great River Outreach offers a delicious meal, friendship, and good conversation at two locations. In Savanna, food is served from 11:30 a.m. to 12:30 p.m. Monday through Friday, at the former Chestnut Park School near Poopy’s, south of town on state Route 84. In Mount Carroll, food is served from 11:30 a.m. to 12:30 p.m. Wednesday at Mount Carroll United Methodist Church. Any age is welcome. Donations are accepted but not required. Penny Von Essen cooks for both locations and food is brought to Mount Carroll. Volunteers are involved in this endeavor. Why eat alone? Consider joining the group often! Are You Turning 65? Do you need help understanding Medicare A, B, C and D? Then come and see us at the Senior Center. We will help make this time easier for you. Turning 65 can be very confusing with all the information you receive in the mail about which Medicare D Plan to take or which supplemental to get. If you have questions, stop by and see our SHIP Counselors, Deb Connor and Karen Holm, and we can help you sort through the confusion. Also
remember to stop at the Carroll County Court House to complete your Senior Citizens Assessment Freeze Homestead Exemption application and affidavit. When you turn 65 and become eligible for Medicare, the best time to enroll is during your Initial Enrollment Period. Your IEP includes the three months before, the month of, and the three months following your 65th birthday. Your IEP will span from September 2016 to March 2017. If you enroll in Medicare during this time, you will avoid late enrollment penalties. The date when your Medicare coverage begins depends on when you enroll during your IEP. For your coverage to begin as soon as possible, it is best to enroll in the first three months of your IEP. Your Medicare coverage will then go into effect starting the month you turn 65. To enroll in Medicare, please stop by the Senior Center and we can do this for you. It is important to be proactive and take the steps to enroll during your IEP. If you miss your IEP, you may be limited to specific times when you can enroll in Medicare in the future, and you may face a penalty for late enrollment, resulting in higher premiums. The Senior Center is open from 8 a.m. to 2:30 p.m. Stop by and get your questions answered.

Information wanted in Chadwick burglary Prairie Advocate staff
CHADWICK – Carroll County Crime Stoppers is asking the public for information in connection with a residential burglary that took place Saturday. Some time during daylight hours, a large plastic container of coins was taken from a home on Plummer Avenue by someone who
entered through an unlocked door. Anyone with more information on this or any other crime, or the location of a wanted felon, should call Crime Stoppers at 815-244-7867. Information leading to an arrest can earn the caller a reward of up to $1,000. The caller’s identity will be kept confidential.

This is in addition to the normal 6:15 to 8:15 p.m. hours every Tuesday and Thursday, for $3, with kids under five just $1.50. Weekend hours are 1 to 4 p.m. Saturdays and Sundays. All the overhead beams were sanded and painted, said Park District Secretary/ Treasurer Sandy Wurster, and the restrooms and lobby each had a deep cleaning done. The pools’ drain boxes were redone, when it was discovered that some of the pumps at the pool’s deep end were not active. These pumps functioned to pump the ground water away from the pool. After evaluation, one of the sump pumps was repaired, the drain boxes were fixed and a new floor was welded in
at the deep end. The pool is supported by local tax dollars as part of the Savanna Park District, as well as with revenue from pool users. The pool is also used by a physical therapy group that uses the facility twice a week, a morning and afternoon aerobics class, a third grade swimming class in late spring, and occasionally, the local EMS and fire department use the pool for scuba training. The local Boy Scout troop also uses the pool to earn badges. In addition, the general public may use the pool for swimming lessons, and the pool can be rented out for private parties. The emergency services groups are allowed to use the pool free of charge. “Right now we’re only open until Jan. 3,” said Wurster. “So we’re going
to get the finances on what it’s going to cost us on some of these colder months. We have to generate enough income to compensate for the difference. “We hope to bring more awareness, because some people say, ‘I didn’t even know there was a pool there,’ and if they don’t know, they don’t come. We try to make it familyfriendly and used by anyone and everyone,” Wurster said, at that there were hopes to get local factories to use the pool for a health plan as well as incorporate use by local fitness clubs. The Dillow Pad, an all weather multi-purpose training pad, was dedicated in July, in memory of former Shannon resident, James Dillow, and crew members Andy Olesen and Karen Hollis, who lost their lives in the line of duty in 2012. Tim said the Lifeline and other medi-vac helicopters have always liked to use the Shannon location at Lions Park. “The pilots always commented, “Wow, this is a nice place to fly into. No wires, no trees, no utility poles. That’s why we decided to pursue the helipad project. We had started it before the accident, and that motivated us to quit
talking and get it done,” he said. “It has been a journey. We brought in 150 loads of dirt with the help of a lot of people, and 64 loads of concrete were poured in
just a few hours. We had unbelievable volunteers,” said Tim. “When you have a good cause, the people will come out. It’s a wonderful community.”
