• The Fourth of July has been a federal holiday since 1941. Though that may seem like a long time for the country to wait to celebrate the independence it declared in 1776, the tradition of the Fourth of July, often referred to as Independence Day, dates back to the dawn of the American Revolution and the adoption of the Declaration of Independence on July 4, 1776. Since then, July 4th has been recognized as the dawn of American independence, and celebrations that included fireworks and parades can be traced back to the 18th century. • On July 4, 1777, the city of Philadelphia, which would become the first capital of the United States of America, held the first annual commemoration of American independence, and exactly one year later George Washington ordered that all of his soldiers be offered double rations of rum to commemorate the anniversary. • In 1781, Massachusetts was the first state to make July 4th an official state holiday, and the day was actually declared a federal holiday by the U.S. Congress in 1870. However, that declaration did not grant a paid holiday to federal employees. That benefit came in 1941, which is why that year is now recognized as the first year when the Fourth of July officially became a federal holiday. Serving the Community for over 125 Years!

LANARK — Another Old Settlers Days is in the books, and Chairman Ariel Martz said it was another great success. “It was hot, but the park is well shaded. We had great attendance, especially with

the kids, my highest priority. Next year, we’ll try to keep the inflatable rides out of the sun, as the big slide got really hot!,” said Martz. “But overall, car show participation was great, I saw a lot of smiles, and no complaints.” The “Sweet 16” themed celebration offered live music Friday and Saturday, food vendors, a parade on

Saturday, games and more for the weekend event to celebrate the community’s 155th birthday. The Lanark MAPPING Transformers committee sponsored a “Fashion Flip” Saturday. Volunteer Denise Krysiak said chairman Denise Williams did a wonderful job coordinating the event. “And her husband, Rob,

will no doubt be glad to have his garage back!” Krysiak said. “People were very generous. This is a real testament of the generosity of our people. We have six picnic tables, six racks, and two straight tables full of beautiful, used clothing, and some kid’s toys. Sales have been good, and proceeds

LANARK — Since the possibility of the State of Illinois budget impasse extending to a second year and shutting down school systems has grown stronger in recent weeks, many school officials statewide fear this prospect as the state budget battle continues into the summer and jeopardizes the education of Illinois students. Illinois has been without a budget since the last one expired June 30, 2015. If funds are stalled, how will this potentially impact the three Carroll County school districts? New West Carroll Superintendent Adam Brumbaugh said it won’t be easy for his district, but West Carroll will be prepared to start school on Wednesday, Aug. 17. “Roughly 48 percent, or $7.2 million, of our $15 million funding comes from state and federal dollars,

which is run through the state. If the state does not pass a budget anytime soon, West Carroll will have to survive on our reserves and the first installment of local property tax dollars that come in,” Brumbaugh said. Chadwick-Milledgeville Superintendent Tim Schurman said, “While it would not be a positive thing to go through, CUSD 399 has sufficient fund balances to make it through the entire school year without state funds if necessary.” Eastland Superintendent Mark Hansen said that he is still hopeful that the Governor and Legislature will agree on a budget for 2016-17. “If they do not, we are hoping for an appropriation for public education for 2016-17,” said Hansen. Because Eastland has high levels of assessed property value relative to the number of students in the district, 83 percent of the revenue used to pay costs is received

through local property tax installments, 11.5 percent from the state, and 5.5 percent from the federal government. “Typically, all or most of this revenue is received by October, so the district is confident in its ability to start school on time,” Hansen said. “However, if state funds are not appropriated, we also will not receive our federal funds.” The state has prorated the General State Aid payments to schools over the last several years. The distribution of GSA to Illinois public schools is determined by a statutorily defined formula that provides for different methods of funding allocation, dependent primarily on the local property wealth within each school district. Article X, Section 1 of the Illinois State Constitution states in part, “The State has the primary responsibility for financing the system of public education.” But the state is not even meeting

the current statutory requirements of the GSA formulas. Schools being underpaid is not a new policy in Illinois. A January 2013 report submitted to the Illinois General Assembly by the Education Funding Advisory Board said the board “recognizes the dire financial position of the State of Illinois,” but the “lack of adequate funding for basic education is a failure of the state’s moral and fiduciary responsibilities.” “For years, the state has not funded education to the foundation level, but rather, has prorated payments to somewhere between 86 and 92 percent,” Hansen said. “Also, that ‘foundation level’ is widely recognized as outdated and inadequate. Eastland has not received any of the unrealized aid from the previous years. And there has been some precedent in recent years of the state making up the difference

for some districts, but not for all.” Brumbaugh does not foresee the state ever paying back what West Carroll is owed from the past. “Under the current funding formula, Illinois will continue to create a society of the ‘haves’ and the ‘have nots,’ with the rich districts that have higher property values receiving more money to spend per student as compared to the poor districts,” said Brumbaugh. “This is a perfect time to create a more adequate and equitable funding formula so that the poorest districts receive the most support, allowing those students to have opportunities and access to resources that they wouldn’t otherwise have.” “Last year, we received 89 percent of our GSA, which has not been fully funded for the past seven plus years. I do not expect the past prorations of GSA to be made up,” Schurman said. “If no budget is approved as we progress through the

school year, and if we reach a point where we have spent all of the local revenues we received for the year, the Eastland Board would have the ability/option to spend reserves,” Hansen said. He said because some programs like the Early Step Pre-School, Bi-County Special Education and Whiteside Area Career Center are funded significantly or completely by state and federal grants, it is likely that school districts will have to “forward fund” these programs so that staff can be paid, buildings operated, and supplies purchased. “What I mean by forward funding is that school districts participating in these programs or co-ops may have to make payments to ‘prop them up’ until the state and federal funding is released or realized,” said Hansen. “We began discussing this at our June Board meeting and likely will continue to do so until a budget or an appropriation is passed.”

SHANNON — Craig E. Groen, 61, of Shannon, passed away at FHN Memorial Hospital on June 19, 2016. He was born Sept. 8, 1954, to Elmer and Dorothy (Mohlencamp) Groen. He spent many years in the agriculture field as a farmer and machinery salesman. He was an avid sports fan, and also enjoyed traveling and good times with friends. He was a member of Bethel United Methodist Church in Shannon. He is survived by his parents, Elmer and Dorothy

Being involved in catering along with Farm Bureau has brought me so many more eye opening experiences. In fact I may have to write a second book, if I ever get time for the first one.Â I can say this as no one from the wedding we catered last weekend lives anywhere remotely close to Carroll County. It just amazes me, as people go through the buffet line at a wedding, that they donâ€™t know what they are eating! Yes, you read that correctly. I mean seriously they donâ€™t know. Sometimes I like to hang back and observe before I interject and tell them. The conversations amaze me and it gives me insight on what more we as Farm Bureau need to do to educate the non-farm public.Â The conversation I mostly recently heard was a long

discussion on whether the brisket they were eating was pork. Now I guess maybe it is just because I know that I canâ€™t put myself in their shoes to be able to know what they are thinking, but they donâ€™t even look alike. Not even close.Â I hope those who I am talking about are not one of those who also believe all the anti-agriculture media messages out there. Sigh . . . we have a lot of work yet to do. June is over! I have come to realize after looking back at some comments I have made in past years about June, it will never get better. It will remain crazy. Now that July is here we are moving on to the Antique Tractor Drive which is set for Friday, July 15. We will be leaving from Lake Carroll by the ski hill. This is our 10th year doing a tractor drive. I feel like we have covered the back roads of Carroll County 100 times, not a mere 10. There is still time to sign up by printing a form off of our website at carrollcfb.org, or contacting our office. We are taking registrations for our fair events. The Young Leaders and 4-H will be hosting their annual Ag Olympics on Thursday evening, Aug. 11, during Carroll County Fair Week in front of the grandstand.

MILLEDGVEVILLE â€” The ChadwickMilledgeville school board approved student registration and lunch fees for the 2016-17 school year at its June 20 meeting. Superintendent Tim Schurman said fee adjustments included a ten cent increase in lunch prices, a new Junior High 1:1 computer fee, and a $5 increase to grade 3-5 supply fees. The 2016-17 regular board meeting schedule was also approved. Â Schurman said that the schedule is the same as this year, meeting on the third Monday of the month. In order to avoid conflicts with national holidays, the board meets the third Tuesday during the months of January and February. In addition, due to the Easter four-day weekend, the board will meet on the third Tuesday in April 2017. The board recognized seven employees with perfect attendance for the 2015-16 school year. ‘Best High Schools’ bronze recognition earned LANARK — High School Principal Monica Burkholder informed the Eastland Board of Education June 15 that Eastland Jr/Sr High School has been selected by U.S. News and World Report for “Best High Schools,” recognized in the national rankings and earned a bronze medal. The 2016 Best High Schools rankings awards the top 6,517 public high schools with gold, silver and bronze medals, indicating their level of college readiness, percentage of students enrolled in Advanced Placement courses, percentage of students passing AP courses, and math and English proficiency rates. A banner will be displayed in the high school. Superintendent Mark Hansen said rankings are determined

in several steps. First, student performance on state tests of academic proficiency in mathematics and reading are compared to average student performance throughout the state and nation. As a second step, the performance of economically disadvantaged and minority students is disaggregated and analyzed in the same way. To be considered, a school’s graduation rate must meet or exceed the national standard. Finally, student preparedness for college-level coursework is evaluated. “We ranked high in three of the four steps. Notably, on measures of academic proficiency, a significantly higher percentage of students demonstrated proficiency in math and reading than in schools statewide, and students identified as ‘disadvantaged’ based on economic and demographic indicators performed as well or better,” said Hansen.

“In fact, the percentage of disadvantaged students demonstrating math and reading proficiency was 33 percent higher at EJSHS than in schools statewide.” The report calculates preparedness for college-level coursework based on two factors: the percentage of 12th graders who have participated in an Advanced Placement (AP) Course, and the percentage of those participants who “passed” an AP course at the level necessary for college credit. “The report showed that 32 percent of Eastland 12th graders have taken at least one AP course, and that of these students, most have taken two or more,” said Hansen. He said to build on and improve Eastland’s 2016 ranking, EJSHS will need to sustain or improve proficiency and graduation rate levels and increase the percentage

of students taking and passing Advanced Placement courses. The school began implementing AP calculus in 2012-13, and in recent years has expanded offerings to include AP literature and AP chemistry. In 2016-17, AP U.S. history and AP biology will be added. “While we do not view the criteria used by U.S. News and World Report as sufficiently comprehensive to account for all of the important outcomes by which a successful high school should be evaluated, we agree that the criteria they have chosen are important and worthwhile,” Hansen said. “We are pleased to see that we are making progress in these areas; Principals Burkholder and (Darcie) Feltmeyer, their staffs and students are responsible for that progress. Morrison High School and River Ridge High School were also recognized in the national rankings, each earning a bronze medal. At Morrison High School, students also have the opportunity to take Advanced Placement course work and exams, and show an AP participation rate of 24 percent.

What’s happening at CCSSO Scenes from June remodeling The next time you come into the Senior Center you will notice some changes. We had construction going on during the month of June, which resulted in two new handicap accessible bathrooms being added. Thank you to all of our clients for their patience and understanding during that noisy time. We still haven’t heard anything about the summer cooling program. It usually starts in July. The only thing we can tell you is to check with us the first part of July and/or listen to WCCI Radio as Tri-County will announce it on the radio station. I know October seems like a long way off.

However, as fast as this year has gone, it will be here in no time. Oct. 15 to Dec, 7 is open enrollment for Medicare. Please call the Senior Center to set up a time to talk with Deb Connor or Karen Holm to check on the possiblity of a better drug plan for you for next year. It is always a good thing to check on this as your formulary may change, and meds that are on your formulary now may not be on next year’s formulary. Friday, July 22, the Senior Center will host a “Rules of the Road” class from 10 a.m. to 12 noon. Reservations are not necessary, however they are appreciated. You can call us at 815-244-1800. Only a few people

attended the “Fall Prevention and Home Safety” presentation. Bobbi Jo from Pleasant View Nursing Home will be back again for another presentation in the near future. Hopefully more of you will be able to attend. Don’t forget the Senior Center will be closed on Monday, July 4, in observance of Independence Day. We wish everyone a happy and safe holiday. Activities at the Senior Center Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/or haul the papers to the distribution center. Senior Center Gift Shop The Gift Shop at the Senior Center has very unique gifts handmade by talented volunteers working throughout Carroll County. someone that would like to help us out, please call 815244-1800. Bingo Bingo is held at 1 p.m. the first and third Tuesday of each month. Players play with nickels and dimes, so make sure to bring your extra change, because sometimes there are “big” winners. On the first Tuesday, JoEllen McCaskey from Pinnacle Place does the calling, and on the third Tuesday, its Anna Gray from Good Samaritan. Mark your calendar and join us. No charge. Coffee, pop and treats are provided. Card players Card players will meet from 1 to 3 p.m. on the first Thursday of the month at the Carroll County Senior Center, 306 N. Main St. in Mount Carroll. Invite your friends and come join the fun. Bev Atherton will facilitate the group, and participants can decide which games to play. With enough participants, groups may form to focus on specific games, such as bridge or cribbage, while others may decide to play multiple games or something different each

month. If you need instruction on playing a chosen game, other participants will gladly teach you. Call the Senior Center at 815-244-1800 if you have questions. Pool players Pool players gather Thursday at 10 a.m. every week. Do you enjoy playing pool, but have no one to play with? Do you need to sharpen your skills? If so the Senior Center has a pool table on the lower level. There are also balls and cue sticks. All we need are players. No reservation is needed. Quilters The quilters are here every Thursday from 9:30 to 11:30 a.m. They welcome anyone who wants to join them. Grandparents and Other Relatives Raising Children NO MEETING IN JULY. Exercise equipment at Senior Center The Carroll County Senior Center now has five pieces of professional-grade equipment available: Treadmill, rowing machine, E-Force cross trainer, recumbent bicycle, and stair stepper. You are welcome to use any of these anytime the Senior Center is open, Monday through Friday from 8 a.m. to 2:30 p.m. These five fine pieces of exercise equipment have been donated to help seniors get some needed movement and cardio work that can improve both their physical and mental states. As anyone can tell you, a few minutes walking or riding a bike can go a long way. We have moved the exercise equipment to the downstairs area for more privacy for those who wish to use it. So bring a few friends and all of you can work out together, and the best part—it’s free!

What do you do with your old cellphones? Carroll County Senior Center has a donation box for old and broken cellphones. We recycle them by sending them to a company that refurbishes them for emergency 911 phones in areas devastated by disasters and for sale to low income persons. We have recently received $15 for phone refunds. There is one box at the Senior Center now. If the program goes well, we will increase the number of boxes and place them in other areas around the county. If you know of anyone looking to get rid of old cell phones, ask them to drop them off at the Carroll County Senior Center during our regular business hours, 8 a.m.

Reports of another scam Recently at the Senior Center, we have heard of another scam, besides the IRS scam that is still ongoing. People are receiving calls from someone stating they are from Jo-Carroll Energy and that you are behind on your bill and due to be shut off. They sound very legitimate and

seem to have a lot of your personal information. Do not give them any information for a credit card, debit card or checking account information. Hang up, or tell them you will call the local Jo-Carroll Energy office at 815-273-2222 and check on this.

GRO – Great River Outreach The Great River Outreach offers a delicious meal, friendship, and good conversation at two locations. Public hearing on amended budget opens board meeting Prairie Advocate staff

LANARK — Opening the June 15 school board meeting with the public hearing on the amended budget for FY2016, Superintendent Mark Hansen presented a copy of the amended budget that was posted for public display after the regular April meeting. He reminded members that all changes to the budget were to account for revenues and disbursements associated with the sale of bonds and the Eastland Elementary geothermal project that were approved in February. “None of these revenues or disbursements were anticipated or included in the original budget approved in August 2015,” said Hansen. No members of the public addressed the board and the public hearing was adjourned. The board approved the amended budget for 2015-16 during the regular meeting. Bus driver and parent Dan Beyer asked if the action would lengthen routes for students. Hansen said that the recommendation came from Kyle Todd, director of operations, who believes that the numbers of students requiring transport will fit on three buses, and that doing so will not lengthen route times because the regular route drivers will go directly to the in-town stops instead of staging at the EJSHS before heading to Shannon. • Approved a Booster Club request to sponsor a non-school youth basketball program this fall. • Approved a resolution declaring as surplus specific furniture, supplies and equipment, including metal teacher’s desk, wooden teacher’s desk, paper shredder, several filing cabinets, clarinet, snare drum and more. Plans are being developed for each item to either sell to a vendor who works with the district, sell or donate to another governmental entity, solicit bids, or mark for disposal. covers the remaining 50 percent.” Lamar advertising is working on a contract and mock-ups of different designs for approval. The goal is to start advertising in August. “The plan is to schedule billboard displays this fall and again in January-April in hopes of timing the advertising to coincide with the next wave of hiring,” Hansen said.

Source of Water: LANARK Based on information obtained in a Well Site Survey published in 1989 by the Illinois EPA, several potential secondary sources are located within 1,000 feet of the wells. Based on information provided by Lanark's water supply officials, the following facilities, also indicated as potential sources of contamination in the site data table and indicated on the map, have changed status: Unknown (Map Code 01576) is owned by Van Matre, Unknown (Map Code 01574) is owned by the city, Unknown (Map Code 01569) is now a bank, and Lanark battery (Map Code 01573) is not in business.The Illinois EPA has determined that the Lanark Community Water Supply's source water is not suspectibile to contamination. This determination is based on a number of criteria including; monitoring conducted at the wells; monitoring conducted at the entry point to the distribution system; and available hydrogeologic data on the wells.Furthermore, in anticipation of the U.S. EPA's proposed Ground Water Rule, the Illinois EPA has determined that the Lanark Company Community Water Supply is not vulnerable to viral contamination. This determination is based upon the evaluation of the following criteria during the Vulnerability 2015 constructed Regulated Contaminants Detected Waiver Process: the community's wells are properly with sound integrity and proper siting conditions; a hydraulic barrier exists which should prevent pathogen movement; all potential routes and sanitary defects have been mitigated such that the source water is adequately protected; monitoring data did not indicate a history of disease outbreak; and the sanitary survey of the water supply did not indicate a viral contamination threat. Because the 2015 Regulated Contaminants Detected community's wells are constructed in a confined aquifer, which should prevent the movement of pathogens into the wells, well hydraulics were not considered to be a significant factor in the susceptibility determination. Hence, well hydraulics were not evaluated for this system ground water supply.

West Carroll volleyball and football camps

The West Carroll High School volleyball team will be having the All-American Volleyball Camp coming to WCHS from 9 to 11:30 a.m. and 12:30 to 3 p.m. on Thursday, June 30, Friday, July 1 and Saturday, July 2. This camp is open to West Carroll girls that will be entering 8th through 12th grades. The West Carroll High School Football team will have its Football Camp starting on Monday, July 11 to Thursday, July 14. There will be two sessions for this camp. Students that are entering 5th through 8th grades will have camp from 4:30 to 5:30 p.m. Students that are entering 9th through 12th grades will have camp from 6 to 8 p.m.

Eastland’s new athletic director is settling in. Scott Hartman is making the leap from being an assistant coach with the Cougars’ boys basketball and junior high track teams to the top of the athletic department after being installed by the Board of Education last month to replace retiring AD Doug Johnson. “There’s a lot to learn,” Hartman said. Hartman doesn’t think there is any aspect of the job that will be beyond his capabilities, but there is a lot to the job. With Johnson nearing retirement, Hartman sat down with him and principal Monica Burkholder to talk about possibly becoming AD. Even after getting the job, Hartman has talked with Johnson about what being athletic director entails. “The main thing is getting organized and getting everything done in a timely manner,” Hartman said. “I’m fortunate that Doug Johnson has been very helpful and has made the transition very easy.” Hartman said Johnson

(Sauk Valley Media photo/Philip Marruffo) was a little more old-school while he is a little more tech-savvy, but overall, he is not planning to make huge changes. “I’m not going to make any big waves,” Hartman said. “Down the line, we’ll improve our tournaments as best as we can. There’s not a lot I’d change.” Hartman spent 13 years as a boys basketball assistant coach under Tony Dunlap, including being on the staff when the team went to state in 2010 and 2013. Dunlap is sure Hartman will do fine in his new role. “Hopefully he has fresh ideas too that go along with the position,” Dunlap said.

“I would think it would be a smooth transition for him and for the district.” Cougars teams will already have two new head coaches in Hartman’s first school year, as Mallory Clements will take over the volleyball team and Keali Engelkens will take over the softball program. Hartman did not have a hand in those hires – Clements had already been brought in, and the board officially hired Engelkens at the same May 18 meeting where Hartman got his new role – and he said he would take a back seat in rounding out the coaching staffs this summer

as Eastland looks to fill a handful of assistant roles, including Hartman’s former jobs. Hartman is the son of longtime Mt. Carroll and West Carroll coach and AD Bob Hartman. Scott saw the hours and the dedication his father put in to the job, both in the gym and supervising, and grew up with an interest in one day following in that role. Happy to now be taking on the AD job, Scott Hartman is also happy to be doing it in the district he now calls home. “I had no interest in changing [schools],” he said. “Even if it was to become AD, it’d be at Eastland. Being at Eastland makes that decision a lot easier.” Summer can be more of a restful time for an AD, but in a few months, Eastland teams will take the field and court for their 2016-17 seasons with a new man in charge of the athletic programs. “I think the butterflies are going to be making sure I have everything in line,” he said. “I’ve helped out for years in the gym, helping Tony, helping Doug. I just have to make sure I have my ducks in a row.”

MORRISON — The University of Illinois Extension will be hosting its annual Whiteside County 4-H Show from Thursday, July 14 through Saturday, July 16, at the Whiteside County Fairgrounds in Morrison. “Starting Thursday, we have our

horse and pony, dairy, sheep/goat, and poultry shows,” said Allie Lancaster, program coordinator, 4-H and youth development in Whiteside County. “Friday, we have our beef, cat and rabbit shows along with foods and sewing.” Also on Friday, the Whiteside 4-H Federation will be hosting a pork

chop BBQ dinner from 5 to 7 p.m. at the fairgrounds. Tickets are $8 for a one chop meal, and $10 for a two chop meal. “On Saturday, 4-H members will be showing off all their general projects they have been working on, ranging from visual arts, computer science, electricity, filmmaking,
