SAVANNA

Council working to get TIF funds to bank BY MICHAEL MILLER For Prairie Advocate SAVANNA – First Savanna Savings Bank, 301 Main St., has been added to the list of businesses looking for help from TIF district funds in redeveloping property, and the Savanna City Council took the first step toward doing so at its Jan. 23 meeting. The council approved a resolution which induces redevelopment of this area; the business is looking to expand operations to its second floor, increasing office space and employment numbers. Subsequent to this move, the city must approve a redevelopment agreement with the business, which will conform to terms and conditions negotiated by the city and the

business. The council also passed ordinances, waiving the first reading, allowing the city to borrow funds from the Public Water Supply Loan Program, as well as the Water Pollution Control Loan Program, to help finance the Wacker Road project. Public Works Superintendent John Lindeman said it was his understanding that both of these loans would include principal loan forgiveness (up to 50 percent for the water portion and possibly up to 45 percent for the sewer portion). Lindeman said the interest rate for these loans was “under 3 percent,” though he didn’t have the precise number. ‘Chosin Few’ Marine honored for many acts of valor BY RACHEL RODGERS Sauk Valley Media rrodgers@saukvalley.com 815-625-3600, ext. 5529 STERLING – A brutal 17-day battle fought in harsh, freezing, unfamiliar ground could not have been farther from the warm, heartfelt celebration surrounding Marv Younger on Friday. The Marine Corps sergeant who grew up picking cotton in Stuttgart, Arkansas, entered the service in 1948 as a 17-year-old “with nothing else to do.” He returned 4 years later to his new home in Rock Falls, accumulating several honors and the brushes with death that went with them. Medals he was awarded were either unavailable or discontinued,

but he already carried his prize; he left the Korean War with his life, something that couldn’t be said for thousands of others. “Them guys who didn’t come back, they’re the real heroes,” he said, dressed in full uniform about to make his rounds among dozens of friends and family members waiting for him at K’s Korners, the bar he owned for 3 decades before selling it to his son, Andy. He carried dice with him, showing his guests two fives that snapped into snake eyes within a brief moment. They smiled at the magic trick; it was only fair to give them their own little dose of surprise considering what had been awaiting him.

EVELYN V. BEATTIE BLOOMINGTON – Evelyn V. Beattie, 91, formerly of Lanark, died Friday, Jan. 26, 2018, at Heritage Manor in Bloomington. She was born Sept. 1, 1926, the daughter of Leslie and Alice (Reints) Stukenberg. On Jan. 7, 1950, she married William G. Beattie. She worked at Kraft in Freeport, and later Elkay Manufacturing in Lanark, where she retired from after 21 years. She also assisted her husband on the family farm. She was a member of Cherry Grove Church of the Brethren in Lanark. She is survived by her daughters, Lynne (David) Hamilton of Dayton, Ohio, Carol (Paul) Long of Gahanna, Ohio, Ann DeVries of Indianapolis, and Donna Beattie of Bloomington; grandchildren, Paula (Pete) Helms of West Carrollton, Ohio, Michelle (Jeremy) Haines of Colorado Springs, Colorado, Joshua (Mary) DeVries of Indianapolis, Aaron (Wendy) DeVries of Indianapolis, Micah (Rosy) DeVries of Sacramento, California, Adam (Kristi) DeVries of Anderson, Indiana Isaac (Kaley) DeVries of Valparaiso, Indiana, Rachel DeVries of Sault Saint Marie, Michigan, Naomi DeVries of Indianapolis, and William DeVries of Indianapolis; nieces and nephews, Sharie (Jim) Nelson of Leaf River and James (Deb) Eisfeller of Byron, Marlene (David) Rambo of Bremerton, Washington, and John Beattie of Rockford; and many great-grandchildren.

Evelyn was preceded in death by her husband; her parents; and her brothersin-law and sisters-in-law, Donald and Shirley Eisfeller, Edward (Ned) and Edna Beattie, and Gerald and Katherine Beattie. No formal services are planned. Her family will gather for a private memorial to place her remains with her husband at Lanark Cemetery. Arrangements are being handled by Russell-Frank Funeral Home. A memorial has been established in her memory for Cherry Grove Church of the Brethren in Lanark.

SAVANNA – Liena A. Hamilton, 93, passed away Sunday, Jan. 21, 2018, at home in Savanna, with her loving family by her side. Liena was born June 1, 1924, in Glidden, Iowa, the daughter of Max and Anna Janssen Pahnke. She was a 1941 graduate of Gllidden High School. After going to work in an ammunition factory, Liena and her cousin, Leona, decided to join the service. They chose the Navy because they liked the uniforms. She attended basic training at Hunter College, New York, and graduated from the U.S. Naval Hospital Corps School at Bethesda, Maryland. She then proudly served at the Great Lakes Naval Station near Chicago in the Medical Department as a Hospital Corpsman 1st Class during World War II. It was there that she met her husband, Bob. On January 18, 1950, Liena married Robert T. Hamilton. They raised six children and celebrated 54 years of marriage before Robert’s death in 2004. Liena was a homemaker and sold Avon for many years. She was a member of the Community United Church of Christ, where she was a member of the Women’s Fellowship and the Country Store Circle. She taught Sunday school for several years and was an active member of the Savanna Wa-Tan-Ye group for many years. To honor her service during World War II, Liena is listed in the Women’s World War II Memorial in Washington D.C.. She also was a member of the American Legion. She believed in serving her country, and helping her fellow man. Liena volunteered for many years locally at the Savanna Food Pantry, Carroll County Help Center Thrift Store, and Meals On Wheels, and helped with the Christmas Basket Fund. She loved her all her flowers especially gladiolas, hollyhocks and yellow roses.

She enjoyed feeding and watching her white-bellied squirrels, playing cards, playing with and making clay with her grandchildren, growing milkweed for the monarch butterflies and was also known for her popcorn balls at Halloween. She loved to laugh, collected angels, glass slippers and bells. She loved reading – including cookbooks and anything health related – and in fact regularly gave her children suggestions for all health concerns – take vitamins, eat wheat germ, garlic, put Vicks or onions on your feet. She quoted Prevention magazine a lot and had cures for everything. She loved music and listening to her “Saturday Night TV concerts” of Lawrence Welk and gospel music. When she was unable to attend church she loved listening to the local services on WCCI every Sunday morning. “Liena was everyone’s Mom,” treating all her nieces and nephews as her own children. She enjoyed raising her kids, then later enjoyed all of the time that she spent with her 14 grandchildren, 20 great grandchildren and 5 great-great-grandchildren. She will be dearly missed by her children, three sons, James (Yvonne) Hamilton of Davenport, Iowa, Jeff (Cathy) Hamilton of Byron, and Dr. Kevin (Kathy) Hamilton of Bettendorf, Iowa; three daughters, Cathy (Don) Nichols, JoAnn (Marty) Rubio, and Julie (Ray) Skiles, all of Savanna; and a daughter-in-law, Dianne (Dave) Buglass of Argyle, Wisconsin. She is also survived by a sister, Grace (James) Perkins of Holden, Missouri. Liena also was preceded in death by both parents; a son, Robert D. Hamilton; and 13 siblings. The funeral was Saturday at Community United Church of Christ in Savanna. Burial was at Spring Lake Cemetery in Savanna. Memorials may be made in Liena’s honor to the Carroll County Help Center Thrift Store, the Savanna Food Pantry, or Mercy Hospice.

The Illinois Department on Aging’s (IDoA) Senior Health Insurance Program (SHIP) is reminding seniors of the free counseling assistance available to Medicare-eligible individuals and their caregivers during Medicare Open Enrollment through Dec. 7.

With more than 300 SHIP offices across Illinois, the agency stands ready to refer clients to their closest site, which can schedule an appointment to assist them with open enrollment. Take advantage of the caring, expert counselors ready to help you make sense of the complicated Medicare system to make the best choices for your health care. “We’d urge seniors to make an appointment at their earliest convenience, because as during every open enrollment season, we anticipate it’ll be very busy with people seeking help,” said Sandy Leith, the SHIP program’s director. Activities at the Senior Center RECYCLING Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/or haul the papers to the distribution center. Apply for LIHEAP If you haven’t applied for LIHEAP yet this fiscal year (October 2017 to May 2018), you need to make an appoint to do an application. We do applications for seniors age 60 and over and disabled persons. Your total house hold monthly income must be $1,508 or less for one.

You will need to bring the following documents – NO EXCEPTIONS. • Social Security cards for everyone in your household • Proof of current monthly income (example: SSA award letter, checking account statement) • Most recent utility bills. The full bill before you tear off to pay.

Would you like to get a discount on your license plates? If you qualify, you can apply for the Benefits Access Program, formerly Circuit Breaker, and receive a discount on your license plate sticker. Income guidelines per year are: for one – $27,610; and for two – $36,635. The age requirement is 65 or disabled. Also if you have applied before please check with us to see if it is that time of the year to reapply for your license plate discount. Call us at 815-244-1800 to make an appointment for help with your application. If you applied in 2014, you will need to apply again this year. Remember to bring proof of all income for 2015 (i.e. 1099 from Social Security, or your 1040 or 1040A income tax form, etc.) to complete your license plate discount application. The Department on Aging has notified us that starting Jan. 1, 2017, you will need to bring proof of income for 2015 and 2016 in order to qualify for the license plate discount.

Transportation Carroll County Transportation now has three buses and six vans, all wheelchair accessible. CCT provides transportation for citizens of Carroll County, for meals, medical appointments, shopping, and errands throughout Carroll County, and will make trips to Freeport, Sterling, and Clinton, Iowa. We also have added medical appointment trips to Monroe, Wisconsin, and Rockford with a 3-day notice. If you need a ride, call 815-244-0011 at least 48 hours in advance to schedule your trip. For shopping trips, there is a 5-bag limit due to space issues. The service is supported by your donations to help offset the unfunded expenses, which continue to increase daily We provide this service to assist those who no longer drive or would rather have someone else do the driving. Extra Help is the federal assistance program that helps individuals with limited finances pay for their Medicare prescription drug costs. In 2016, individuals who receive $1,485 or less each month and have $13,640 or less in assets should qualify for Extra Help. In 2016, couples who receive $2,003 or less each month and have $27,250 or less in assets should qualify for Extra Help. (Do NOT count your home, vehicles, personal possessions, life insurance, burial plots, irrevocable burial contracts or back payments from Social Security or SSI.) If you have Medicaid, a Medicare Savings Program, or you receive Supplemental Security Income (SSI), you should get Extra Help automatically. If you do not get Extra Help automatically, or think you may qualify, please stop by and see Karen or Deb, and we can apply for Extra Help online.

Preparing for the 2018 tax season 2017 Tax Preparation will begin Feb. 12. Tax Preparation will be on Mondays and Wednesdays by appointment only at the Senior Center, 306 N. Main St., Mount Carrol. The tax filer is required to bring a photo identification, and all the required documents to ensure the correct completion of their tax return.

What’s Happening at CCSSO & CCT Hoping this finds all of our readers doing well. Already a month of the new year is gone. When I was younger, January always seemed like the longest month of the year. Well, not anymore. We have been busy at the Senior Center and Transit. Transit is getting busier every month. Our trips have also increased for the Veterans we take to Madison, Wisconsin. We are now going to Rockford and Monroe, Wisconsin, for medical appointments only. The cost is $20 for seniors, $25 for disabled persons and $30 for the public. We would need at least a 3-day notice for these appointments. Please call CCT at 815-244-0011 to schedule your ride. If you are due to renew your Benefit Access Application, for the license plate discount, you will want to renew that as soon as you

can, as the Department on Aging which processes these applications is 12 weeks behind. Some even take 3 to 6 months to process. This is very frustrating for us and for you. If you come in before April 19, 2018, to renew your BAA, you would need to bring 2016 income – and after April 19, 2018, you would bring in 2017 income. You should have received your P-Tax 340 form (a lavender colored form) in the mail by now from the Carroll County Courthouse. If you have received the form and you have proof of your income from last year, you can bring that and the form in and we will fill out the form for you and make sure it gets to the courthouse on time. Don’t forget about our Veterans Coffee, which will be at 9 a.m. Friday, Feb. 2. This is a great time to

get together and enjoy the company of each other. 2017 Tax Preparation will begin on Feb. 12. Seniors Around the County The Table The Great River Outreach Table is part of the Great River Outreach Center in Savanna and offers a delicious meal, friendship, and good conversation at two locations. In Savanna, food is served from 11:45 a.m. to 12:45 p.m. Monday through Friday, at the former Chestnut Park School, 926 Viaduct Road, south of town on state Route 84. In Mount Carroll, food is served from 11:30 a.m. to 12:30 p.m. Wednesday at Mount Carroll United Methodist Church, 216 S. Main St. Any age is welcome. Donations are accepted but not required. The food is brought to Mount Carroll on Wednesday. Volunteers are involved in this endeavor. Why eat alone? Consider joining the group often!

Vintage 405 Lanark UMC has launched a new group within the Lanark community.This will be called “Vintage 405” and will reach out to those in our community who are lonely and need social interaction. We will offer games, coffee and refreshments, as well as space for conversation. It is air conditioned and heated for comfort. This space will be open and available on the first and third Thursdays of the month from 9 to 11 a.m. The dates and time may change if we see that more time or dates should be added. Are You Turning 65? Do you need help understanding Medicare A, B, C and D? Then come and see us

at the Senior Center. We will help make this time easier for you. Turning 65 can be very confusing with all the information you receive in the mail about which Medicare D Plan to take or which supplemental to get. If you have questions, stop by and see our SHIP Counselors, Deb Connor and Karen Holm, and we can help you sort through the confusion. Also remember to stop at the Carroll County Court House to complete your Senior Citizens Assessment Freeze Homestead Exemption application and affidavit. When you turn 65 and become eligible for Medicare, the best time to enroll is during your Initial Enrollment Period. Your IEP includes the three months before, the month of, and the three months following your 65th birthday. Your IEP will span from September 2016 to March 2017. If you enroll in Medicare during this time, you will avoid late enrollment penalties. The date when your Medicare coverage begins depends on when you enroll during your IEP. For your coverage to begin as soon as possible, it is best to enroll in the first three months of your IEP. Your Medicare coverage will then go into effect starting the month you turn 65. To enroll in Medicare, please stop by the Senior Center and we can do this for you. It is important to be proactive and take the steps to enroll during your IEP. If you miss your IEP, you may be limited to specific times when you can enroll in Medicare in the future, and you may face a penalty for late enrollment, resulting in higher premiums. The Senior Center is open from 8 a.m. to 2:30 p.m. Stop by and get your questions answered.

New Medicare cards are coming in 2018 New cards will automatically come to you in the mail. This has been put in place to remove all Social Security numbers from your cards for your identity protection. There will be no gender and no signature line on new cards, and the cards will arrive in an HHS envelope. Please be aware: No one will call you for your information. If you receive a call about your new Medicare card, IT IS A SCAM! New cards will start being mailed in April 2018 and all will be replaced by April 2019. So watch your mail, and shred your old Medicare card as soon as you get your new one. If you do not have access to a shredder, bring your old card to the Carroll County Senior Center and we will shred them for you.

What do you do with your old cellphones? Carroll County Senior Center has a donation box for old and broken cellphones. We recycle them by sending them to a company that refurbishes them for emergency 911 phones in areas devastated by disasters and for sale to low income persons. If you know of anyone looking to get rid of old cellphones, ask them to drop them off at the Carroll County Senior Center from 8 a.m. to 2:30 p.m., Monday through Friday. You are welcome to use any of these anytime the Senior Center is open, Monday through Friday from 8 a.m. to 2:30 p.m. These fine pieces of exercise equipment have been donated to help seniors get some needed

movement and cardio work that can improve both their physical and mental states. As anyone can tell you, a few minutes walking or riding a bike can go a long way. The funds are through the foundation’s Community Grants Program, with support from the Dr. Louis and Violet Rubin Fund. The information program uses a comprehensive resource directory and expertise in Medicare and other programs to help senior citizens, their family members, caregivers, and disabled adults bridge gaps between needs and services. It was the first quarter where the majority of the Warriors’ problems occurred, when the Leafs scored the first 12 points. Geneseo hit five straight shots after missing its first three. Sterling committed 13 turnovers and was 0-for-4 from the field in the opening 8 minutes. Sterling finished with 20 turnovers, 15 of them coming off Geneseo steals. The Warriors shot 39 percent (15-for-38) from the field, while the Leafs finished at 42 percent (18-for-43). Josi Borum had a game-high 10 points to go along with four rebounds, four assists, two steals and a block for Sterling. Gretchen Gould and Savannah Schilling chipped in eight points apiece for the Warriors. Hannah Himmelman led the Maple Leafs with nine points, five rebounds and two blocks. Eastland 66, Milledgeville 42: Mady Frederick had gone off for 35 points in her team’s previous meeting against the Cougars, a 63-51 win in the championship game of the Polo Tournament back on Dec. 21. However, Lydia Coatney stuck to Frederick like glue and held her to eight points – and took a pair of charges against her – until just a few minutes were left in the contest. The teams were tied 12-12 early in the second quarter when Eastland went on a 16-2 run to seize control. The Cougars made 25 of 47 shots from the field, with Coatney (23 points, 8-for-14 shooting) and Erin Henze (17 points, 6-for-11 shooting) leading the way. Bureau Valley’s biggest lead was 13 points (57-44) after Kale Barnett drained a pair of free throws with 5:02 to play, and the lead was still at 11 points (60-49) when Nate Paup-Caudill

converted a three-point play at the 3:36 mark. Newman went on a 14-4 run after that, capped by a three-point play by Travis Williams with 29.1 seconds to go to get within 64-63. Loescher Heating and Air Conditioning in Sterling partnered with York and The Republic Companies of Davenport, Iowa, for the second year in a row to donate a York furnace to a family in need. The furnace was installed Dec. 28 at Heather Tarbill’s home in Rock Falls. Republic, a heating, ventilation and air conditioning distributor, covered the cost of the furnace. The Tarbills’ furnace died the week of Christmas, and their replacement was one of up to 25 given away by Republic in central Illinois, eastern Iowa, and southern Wisconsin.Photos submitted by Amanda Stichter.

Those missing honors – four bronze stars and eight medals – finally found their way to him after more than half a century. His children often heard him wonder why he never received them, and Marion Younger, his daughter-in-law, made a point to track them down. The first batch came in the mail a couple weeks ago, and she thought about simply saying “look what came in the mail for you, Marv” and surprise him, but that didn’t feel like it was enough. “I thought no, it’s not right; he’s waited so long and done so much, and with all that he went through, we have to do something to honor that,” she said. The 87-year-old fought in the Inchon Landing, North Korean Aggression, Communist China Aggression campaigns and the Battle of Chosin Reservoir, a grueling 17-day campaign in freezing temperatures. Because of the heavy casualties, the survivors were pegged as the “Chosin Few.” “It was terrible up there,” he said. “Hundreds of guys just froze to death.” His five children, Connie Mathes, and Lori, Andy, Cole and Brandy Younger, were all present and pinned on his medals in a formal ceremony. “We’re very proud of him; he’s always worked hard and taken care of his family,” said Mathes, who traveled from Charlotte, North Carolina for the celebration. s a volunteer organization and a grassroots one, we know how important it is for our members to get involved with legislators. Just look at our government. One could question a lot of things about what is going on. So how much do you think they know about the issues that affect agriculture? As an incentive for members to get involved in voicing our position on legislation, we offered a program with a monetary incentive followed up with a drawing for a drone. The winner of the drone was drawn just last week after all the requests were processed and verified. The winner for 2017 is Gene Habben. Congratulations and thank you to everyone who did participate in the 2017 FB Action Requests. The board will be coming out with a new incentive program for 2018. Stay tuned! ••• It is no secret that Mother Nature hates me. After a crazy busy 2017, I finally got a chance to go somewhere warm for vacation, ... and it was cold and cloudy and rainy. The part that made it very enjoyable was not having any communication. No cellphone, no email, no TV, no anything. An electronic detox is well worth it. We took a cruise out of Galveston, Texas.
