Carroll County Board passes reopening resolution BY TONY CARTON For the Prairie Advocate The Carroll County Board unanimously passed a resolution on May 21 to allow the county to reopen. “We are considering a resolution recommending the state allow Carroll County to reopen,” said Board Chair Kevin Reibel. “I will say that with this resolution we are adding our voice to other counties and municipalities around the state wanting to reopen.” Lanark attorney Kipp Meyers, spokesperson for The Concerned Citizens of Carroll County, a group of nearly 250 area business owners, local officials, farmers and area residents, said he thinks all rural community businesses are essential to both the quality of life and the functioning of the economy. “The reason we’re doing this is that while some things are going to change on May 29, it still does not do enough to take the boot of the state and these overzealous regulations off the backs and the throats of our local businesses,” said Meyers. “We think it is important that these regulations that just are too much and do not fit the businesses here in Carroll County need to go.” Meyers said the concerned citizens’ organization is asking that regulations be made local so leaders familiar with the way things work in Carroll County can deal with the issues in an appropriate way.

Carroll. “One of the most cherished rights we have as citizens is our ability to petition our government for grievances,” Meyers said. “We thank the board for considering our petition and we hope you unanimously adopt this resolution, so that it can be sent to Springfield along with others that we hope will be coming from other counties, business groups, and municipalities.” Carroll County Health Department Administrator Craig Beintema recommended a wording change that would clarify the phrase: “Reasonable safety measures.” “You might be better served if you reword where it says, ‘Can be opened with reasonable safety measures,’” Beintema said. “You might want to define what that might mean by saying, “Reasonable safety measures as recommended by the CDC or the Illinois Department of Public

It’s those kinds of safety measures I think should be clarified. “It’s not about suppressing any business or anything like that. I have nothing to do with the governor and how they actually implement these executive orders and rules; what I’m recommending is having something defined with the safety measures. Allowing each individual business to do whatever they want may not be the best for uniformity throughout the county.”

BY MICHAEL MILLER For the Prairie Advocate The West Carroll School Board accepted, with regret, the resignation of board member Shay Bradbury, at the board’s May 20 meeting, which was streamed online due to the ongoing COVID-19 pandemic. Bradbury’s position will now be open and the district made public this announcement, along with the requirements for anyone wishing to fill that position. Bradbury joined the board in April of 2018. He represented District 5 for West Carroll. In other action, Ben Ashee, high school principal, thanked teachers and parents who came together to do the remote learning that is now required. He also gave “a big shout out” to the 79 graduating seniors, and said he was “very proud of all of them.” While he noted disappointment with the lack of a ceremony on May 16 he felt hopeful that some time of in person ceremony could still take place. Ashee also announced that Luke Ryland and Abby Burns had received the IPA Student Leadership

As in regards to enforcement, Carroll County Sheriff Ryan Kloepping said his office would have to see what guidelines and or rules might come as a result of the resolution before making a decision on enforcement. “Obviously, we as law enforcement enforce the laws, so we have some issues with guidelines,” said Kloepping. “We are at this point, suggesting people comply with the guidelines. “We are not enforcing them. We are not taking people to jail for not following guidelines. We are suggesting that they follow the guidelines and cooperate. If they choose not to, there are law enforcement agencies above us that may choose to step in and enforce at their level.”

WHEREAS, Carroll County Board considers all business essential and can be opened with reasonable safety measures. WHEREAS, the Carroll County Board wishes to balance the goals of (a) public health, (b) constitutional rights, (c) improving the local economy by allowing local businesses, churches and places of worship to “reopen” in a safe and responsible way; and, THEREFORE, BE IT RESOLVED that the Carroll County Board respectfully request the State of Illinois and the Governor allow Carroll County to begin responsibly opening our businesses immediately. Poopy’s defies order with Memorial weekend bash Record attendance for multiple day event, owner says BY RACHEL RODGERS Shaw Media SAVANNA – Poopy’s Pub & Grub saw a record attendance for its annual Memorial Day weekend bash, as hundreds of people showed up in violation of the governor’s stay-at-home order. The restaurant and bar, which draws motorcyclists from throughout the region, does the bulk of its business during the riding season, and owner Kevin Promenschenkel said he couldn’t afford to miss one of the biggest weekends of the year. “If I miss Memorial Day weekend, that’s a big hit in the pocket book,” he said on Monday. The bar and restaurant is having an “unbelievable turnout” and it will likely be a record-setting weekend, he said. “It’s incredible to see these people come out to support us.” People are having a great time and celebrating their rights, he said. “They’re treating me like a hero, but I’m not; I’m just a guy trying to save his business.” he said. Promenschenkel said he’s spoken to local law enforcement and the Carroll County Health Department about the weekend, and “everyone’s fine with it.” He also said patrons are being extremely generous, tipping staff double to triple the normal amount. Poopy’s is suing Gov. JB Pritzker, saying he lacks the statutory authority to issue executive orders putting restrictions on businesses during the COVID-19 pandemic, and therefore a cease-and-desist order issued to the biker bar as a result of such an order should be voided. The business opened for curbside delivery May 1, and was issued the cease-and-desist order about two weeks ago by the Illinois Liquor Control Commission for allowing patrons to eat and drink beverages, including beer, “on premises” outdoors on tables spaced 10 feet apart. Poopy’s continued to operate and had moved the tables off premises – to a wooded site behind the building that also belongs to Promenschenkel, but has a different address than the bar. It is up a hill accessible by a gravel road. The 3-day party continued on Monday with live music and a car and motorcycle show. Promenschenkel isn’t the only one

The group consists of more than 230 residents and business owners from Chadwick, Lanark, Milledgeville, Mount Carroll, Savanna, Shannon and Thomson. Last week, the County Board answered the group’s call and unanimously approved a resolution recommending that the state allow Carroll County to open. “I will say that with this resolution we are adding our voice to other counties and municipalities around the state wanting to reopen,” board Chairman Kevin Reibel said. They’re also losing business to their neighbors in Iowa, which mostly reopened earlier this month. “I have been vocal that I believe we need to be opening by county with realistic restrictions and that reviewing every 28 days is not realistic,” Lain said on Facebook. “It is not a black and white issue I know and there has to be a balance of safety for all residents and protecting small businesses.”

MILLEDGEVILLE– Audrey D. Brown, 89, of Mount Carroll, passed away on Saturday, May 23, 2020. Audrey was born in Lyndon on Jan. 1, 1931, the daughter of Arthur and Edna (Parnhum) Brandt. She married Oscar Brown, Sr. on Nov. 10, 1975 in Mount Carroll. He predeceased her on Dec. 6, 1985. Audrey worked as a secretary at Northwest Plumbing for many years, only recently retiring at the age of 88. She was a member of Duchtown Church of the Brethren in Milledgeville. Audrey enjoyed gardening, horses, attending her grandchildren’s sporting events, and loved spending time with her family. Survivors include two daughters, Sharon (Ronald) Judd of Milledgeville, Sheila (C.A.) Barnett of Genoa, Illinois; one son, Terry (Cathy) Sturtevant of Sterling; one sister, Karen Berry of Alabama; nine grandchildren, Larry (Lisa) Judd of Sterling, Gary (Cristy) Judd of Milledgeville, Ronald (Darrell) Judd of Garden Plain, Chad (Becky) Judd of Milledgeville,

VANCE R. HASSELMAN FREEPORT – Vance Robert Hasselman, 50, of Freeport, went to be with the Lord on May 21, 2020 at FHN Hospital. Vance was born on Aug. 13, 1969, the son of Bob and Darla Hasselman of Pearl City. Vance graduated from Pearl City High School in 1988. He was involved in FFA and 4-H and a big fan of all sports. Vance started showing

beef cattle at the age of 8 and continued until he graduated high school. Then every year after, he enjoyed watching cattle shows at local fairs. Another of Vance’s lifelong interests was NASCAR, watching the races and talking with other NASCAR enthusiasts. He was also a lifelong Chicago Bears fan. Vance had a variety of jobs over the years and made many lifelong friends. Probably his favorite job was rural delivery of the Freeport Journal Standard. Vet clinic honors West Carroll FFA seniors with banner

BY RACHEL RODGERS Shaw Media No new cases of coronavirus were reported during the Memorial Day weekend. Whiteside County has had 135 total cases and nine deaths, with 87 recoveries. As of Friday, Lee County had 79 positive cases with one death and 28 recoveries. Ogle County had 193 positive cases, 133 recoveries and two deaths, and Carroll County sits at 13 cases with two deaths. Ogle County did not provide updates over the Memorial Day weekend. Illinois had 2,508 new COVID-19 cases and 67 COVID-related deaths. Statewide, there have now been 110,304 total cases and 4,856 deaths. In Sterling, there have been 467 tests performed with 66 positive cases. There were 254 tests with 29 cases in Rock Falls, and 894 tests and 66 cases in Dixon. In Rochelle, 993 total tests have yielded 123 positive cases. Statewide, there were 1,713 new cases of coronavirus including 31 additional deaths, totaling 112,017 cases with 4,884 deaths in 100 counties. Laboratories have reported 21,643 tests during the last day for a total of 769,564. The statewide 7-day rolling positivity rate, is 12 percent.

No new cases over Memorial Day

Tornado touchdown reported near Coleta Shed, barn destroyed in Ogle County as five funnels reported BY CODY CUTTER Shaw Media The National Weather Service indicated five tornadoes in the area on Saturday, two of which were confirmed to touch ground. Radar reports spotted formations between Coleta and Milledgeville in northern Whiteside County, where a touchdown was confirmed by the NWS office in the Quad Cities. The others were southwest of Polo in Ogle County, and near Thomas in northwestern Bureau County. The Ogle County Sheriff Department reported a touchdown of around 4:30 p.m. near the intersection of Chana and Husking Peg roads north of Flagg Road near Chana. The system headed northeast. Sheriff departments in Whiteside, Lee, Ogle and Carroll counties reported no major storm-related damage, but a machine shed at

5243 E. Canfield Road in Chana was destroyed, sending siding and other debris blowing, and downing power lines. The mess forced the closure of the road. Systems near Coleta and Thomas were detected around 2:15 p.m. The one in Coleta moved northeast toward southeast Carroll County and into southwestern Ogle County, and the one near Thomas moved northeast into southeast Whiteside County near Deer Grove. The system near Polo was detected at around 1 p.m. and also moved northeast. A detection also was spotted near the Savanna Army Depot in the northwest corner of Carroll County at 3 p.m., also heading northeast. A funnel cloud was seen near the outskirts of northwest Sterling around 1 p.m.. Tornado warnings last about an hour since the last indicated radar reading of a formation; the range of the warning typically is a cone shape that fans from the detection location. Tornadoes indicated by radar do not necessarily indicate a touchdown. Confirmations of touchdowns are typically confirmed hours later by the National Weather Service, unless reported by a trained weather spotter. The NWS reported a wall cloud, an indication of tornado activity, near East Moline in Rock Island County around 1 p.m. and issued a tornado warning along its northeasterly path, which included Erie, Fenton and Spring Hill in southwestern Whiteside County.

Morrison was one of the few towns that held Memorial Day services on Monday. LETTER TO THE EDITOR Members of a voluntary group from Carroll County called the Concerned Citizens of Carroll County (CCCC) are urging local governing bodies to take action regarding restrictions set by Governor Jay Robert Pritzer in his May 5, Executive Order. The CCCC is made up of nearly 230 Carroll County residents and business owners from Chadwick, Lanark, Milledgeville, Mount Carroll, Savanna, Shannon, and Thomson. Members of the CCCC are representative of all political persuasions. Members of the CCCC have contacted and urged the Carroll County Board and municipal governments in each city or village within the county to ease or remove restrictions set by Pritzker so that local businesses and entities can open with reasonable restrictions, if any, as soon as possible. Members of the CCCC made contact with the local governing entities by way of a letter dated May 18. In this letter, the CCCC requests each governing body to do the following: 1. Promulgate a resolution in opposition

to Governor Pritzker’s May 5 five-phase regional plan to re-open the State on a gradual and regional basis and 2. ho would like some good news? Probably all of us. We just received information on this year’s peach sales! The peaches come from Southern Illinois, the same orchard we have used for years. They come in 25-pound boxes. Price is $35 for members and $40 for non-members. Orders will be due Aug. 4 with pick up being the second week of August. Currently with the rules in place, you can place your order online and pay with a debit or credit card at our website, www.carrollcfb.org. You will notice the link takes you to PayPal. You do not have to have a PayPal account to complete payment. There is also a link on our website where you can order online but mail us a check if you prefer to pay with check. Once we can open, we will have the order forms at the office for you to stop by and order but at this time, we still do not have a time when that will happen.

Tax filing deadlines moved to July The tax deadlines for individuals have been moved from April 15 to July 15. Individuals who owe the IRS money will be able to defer up to $1 million in payments for 90 days without interest or penalties Corporations who owe the IRS money will be able to defer up to $10 million. The delay also includes first quarter, 2020 estimated tax payments for individuals. These payments are now due on or before July 15. This estimated payment delay does not apply to corporations. The home-delivery program is for any senior citizen aged 60 or over who would benefit from having a meal delivered to their home on a daily basis. Delivery will be available Monday through Friday. AARP Foundation Tax-Aide Service, Program Status SANDRA AUDE Local Tax-Aide Coordinator Everyone has questions I am sure regarding the Tax-Aide Program. Tax-Aide sends out information weekly to Tax-Aide leaders. Following is the current information we have received. “Because of the current suspension of in-person tax assistance. Tax-Aide is providing access to selected tax preparation software so taxpayers can prepare and file their own tax returns at no cost. Tax-Aide is also continuing to assess whether it will be able to open in-person services again in some or all Tax-Aide sites this season now that the tax filing deadline has been postponed to July 15,

2020. These openings will depend on each individual state and their recommendations for re-opening.” If you are interested in trying to do your own taxes, go on-line to AARP Foundation TaxAide Service. These services are provided through the Free File Alliance a nonprofit coalition that partners with the IRS to offer several free tax software options. All of these options are self-guided and will ask you questions as you

Hello Everyone, I hope that you and your Families are safe, washing your hands and sheltering in place. Due to the pandemic of COVID-19, we have had to cancel or postpone some of our trips. These cancellations were beyond our control and made mandatory either through our vendors or due to the shelter in place mandates. Our number one priority is and always has been your safety. NEW ORLEANS - SEPTEMBER 5-13 HIGHLIGHTS OF OUR TRIP: On our way to New Orleans, We will make a stop at the Memphis Rock ‘n’ Soul Museum. I am sure we will all enjoy the birth of rock and soul music, created by the Smithsonian Institution, which tells the story of musical pioneers. On our first full day in New Orleans, we will be treated to a guided tour of New Orleans. We will learn about the past and present of this unique city. We will then depart for the French Market District. Next we will visit The National World War II Museum. We will take in a cinematic experience on their 120 ft wide screen. It is a jaw-dropping experience in 4-D. On Day 5 we will journey beyond the city limits of New Orleans and discover the Destrehan Plantation. It is listed on the National Register of Historic Places. We will then depart for New Orleans to enjoy some free time in the French Quarter. Do some shopping, stop to hear great music or just enjoy the sights. On Day 6 We will depart for Mardi Gras World. Here we will learn the history of Mardi Gras, watch artists at work and enjoy a slice of the famous King Cake. Later we will go on a relaxing Riverboat Cruise on the Mississippi River. Today, we will head toward Jackson, MS to the Mississippi Agricultural and Forestry Museum. Here we will journey back in time as we learn how agriculture and forestry molded the history and heritage of this great state.

Just make sure whichever software program you use that it does not charge you to do your state return. If it wants to do that, just go to Illinois. gov to do your state return. You may also consider filing an extension for your taxes. Generally, you receive an extension of six

months making your tax return due October 15. But if you owe taxes, the IRS requires that you still pay what you may owe by July 15. Our local Tax-Aide program stills hopes we will be able to work personally with some of our clients to file their taxes but with the uncertain times due to the COVID-19 this may not happen. We encourage you to try one of the alternate options to prepare your own taxes. When we have more information from Tax-Aide, we will put it in the newspaper or contact you by phone. Exercise at Senior Center

Activities at the Senior Center Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/or haul the papers to the distribution center. Senior Center Gift Shop The Gift Shop at the Senior Center is open Monday - Friday from 8 a.m. 2:30 p.m. We have art work for sale and hanging towels and some other homemade items. Please stop by and check us out. Bingo Bingo will be played on Tuesday, June 2 and Tuesday, June 16. 12:30 to 2:30 p.m. at the Senior Center. Bingo is played with nickels and dimes so make sure and bring some of your extra change as sometimes there are “big” winners. On the first Tuesday JoEllen McCaskey from Pinnacle Place does the calling and on the third Tuesday Shawn Felts from Allure of Prophetstown does the calling. Mark your calendar, and join us. Seniors Around the County The Table The Great River Outreach Table is part of the Great River Outreach Center in Savanna and offers a delicious meal, friendship, and good conversation at two locations. In Savanna, food is served from 11:45 a.m. to 12:45 p.m. Monday through Friday, at the former Chestnut Park School, 926 Viaduct Road, south of town on state Route 84. In Mount Carroll, food is served from 11:30 a.m. to 12:30 p.m. Wednesday at Mount Carroll United Methodist Church, 216 S. Main St. Any age is welcome. Donations are accepted but not required. The food is brought to Mount Carroll on Wednesday. Volunteers are involved in this endeavor. Why eat alone? Consider joining the group often! Vintage 405 Lanark UMC welcomes all to our “Vintage 405” gathering. This is a space offered for games, coffee, and refreshments, as well as space for conversations. Join us for Mexican Train Dominoes or start up a game of cards. There is plenty of laughter and fun to go around. It is air-conditioned and heated for comfort. We meet every first and third Thursday of the month from 9 to 11 a.m. If you need transportation, please call Carroll County Transit at 815-244-0011 for a ride. Are You Turning 65? Do you need help understanding Medicare A, B, C and D? Then come and see us at the Senior Center. We will help make this time easier for you. Turning 65 can be very confusing with all the information you receive in the mail about which Medicare D Plan to take or which supplemental to get. If you are about to turn 65 and have questions, stop by and see our SHIP Counselors, Deb Connor and Karen Holm, and we can help you sort through the confusion. Also remember to stop at the Carroll County Courthouse to complete your Senior Citizens Assessment Freeze Homestead Exemption application and affidavit. When you turn 65 and become eligible for Medicare, the best time to enroll is during your Initial Enrollment Period. Your IEP includes the 3 months before, the month of, and the 3 months following your 65th birthday. If you enroll in Medicare during this time, you will avoid late enrollment penalties. The date when your Medicare coverage begins depends on when you enroll during your IEP. For your coverage to begin as soon as possible, it is best to enroll in the first 3 months of your IEP. Your Medicare coverage will then go into effect starting the month you turn 65. To enroll in Medicare, please stop by the Senior Center and we can do this for you. It is important to be proactive and take the steps to enroll during your IEP. If you miss your IEP, you may be limited to specific times when you can enroll in Medicare in the future, and you may face a penalty for late enrollment, resulting in higher premiums.

And as anyone can tell you, a few minutes walking or riding a bike can go a long way.

2020 Census adjustments are outlined U.S. Department of Commerce Secretary Wilbur Ross and U.S. Census Bureau Director Steven Dillingham made this statement on 2020 Census Operational Adjustments Due to social distancing precautions being taken to try and stop the spread of the coronavirus COVID-19. The 2020 Census is underway and more households across America are responding every day. Over 70 million households have responded to date, representing over 48% of all households in America. In light of the COVID-19 outbreak, the U.S. Census Bureau is adjusting 2020 Census operations in order to: • Protect the health and safety of the American public and Census Bureau employees. • Implement guidance from federal, state and local authorities. • Ensure a complete and accurate count of all communities. The Census Bureau temporarily

suspended 2020 Census field data collection activities in March. Steps are already being taken to reactivate field offices beginning June 1, 2020, in preparation for the resumption of field data collection operations as quickly as possible following June 1. In-person activities, including all interaction with the public, enumeration, office work and processing activities, will incorporate the most current guidance to promote the health and safety of staff and the public. This will include recommended personal protective equipment (PPE) and social distancing practices. Once 2020 Census data collection is complete, the Census Bureau begins a lengthy, thorough and scientifically rigorous process to produce the apportionment counts, redistricting information and other statistical data products that help guide hundreds of billions of dollars in public and private sector spend-

ing per year. In order to ensure the completeness and accuracy of the 2020 Census, the Census Bureau is seeking statutory relief from Congress of 120 additional calendar days to deliver final apportionment counts. Under this plan, the Census Bureau would extend the window for field data collection and self-response to Oct. 31, 2020, which will allow for apportionment counts to be delivered to the President by April 30, 2021, and redistricting data to be delivered to the states no later than July 31, 2021.

Applications submitted January 1, 2020 to July 15, 2020 must use 2018 income. Applications submitted on July 16, 2020 or after must use 2019 income to file. We also have added medical appointment trips to Monroe, Wisconsin, and Rockford with a 3-day notice. If you need a ride, call 815-244-0011 at least 48 hours in advance to schedule your trip.
