Council hears from Jo-Carroll CEO regarding prices BY SARAH FORD For Shaw Media Mike Casper, president and CEO of Jo-Carroll Energy attended the Fulton City Council on March 8 to explain the situation that caused the spike in natural gas bills for the month. On the city’s agenda was a proposal to amend the ordinance on collecting taxes for electricity usage and having the Municipal Utility Taxes removed on the Jo-Carroll gas bill. The amendment would “give the council the ability to weigh charges after energy spikes,” said Mayor Mike Ottens. The current rates on both are 5%. Casper spoke of the increase in natural gas prices due to the extreme cold in Texas Feb. 14 18. He told the council that he’s been in the energy industry for 30 years and has never seen such an increase. Normal prices range from $2 – 12, but the market price spiked to $200 at the peak of the crisis, he said. The prices will be reflected in this month’s bills, he said, estimating that a customer paying $100 a month may see their bill spike to $275 this month.

“It was poor timing and bad timing and weather,” he told the council. During a four-day window, including the President’s Day holiday, energy marketers locked in the prices, he said. The company draws natural gas from two pipelines in Texas and Oklahoma. Supply was down but demand was up, and there was a freeze-off on the wells which pinched off the supply of the pipelines. Restrictions were also placed on purchased amounts. By Feb. 13, the company’s monthly usage was already met. He estimated that the average rate during the coldest week was $50, based on the averages they purchased at $65 and $24. Customers will get the purchased cost rate – what JCE buys for $1, they bill for $1. Casper said the company won’t make a profit on the increased bills but will be paying their share, which he estimated at $2.5 million for that

window of time. With distribution, delivery and membership costs fixed, the energy crisis will raise rates for one bill. He admitted they were “taking a lot of heat.” Jo-Carroll is a not-for-profit energy cooperative that provides energy to Fulton, Savanna, Thomson, Erie, and Albany. Casper encouraged customers to work with LIHEAP, which will be extended through the summer, or the Neighbor-to-Neighbor program if they need assistance. The council approved proposed amendments to lessen the energy bills for the month. The amendments also give the council the ability to waive or change the collecting of gas or electric utility taxes in the future. Jo-Carroll Energy is a cooperative, founded and built by members it serves to deliver reliable energy and broadband internet services. The co-op was founded in 1939 by a group of farmers from Jo Daviess and Carroll counties who needed electricity brought to their farms. Jo-Carroll Energy provides a combination of electricity, natural gas and internet to more than 26,500 members in Jo Daviess, Carroll, Whiteside and Henry counties.

JAMES L. MILLER THOMSON – James L. Miller, 74, of Thomson, died on Saturday, March 13, 2021 at his home. Jim was born on Oct. 30, 1946 in Sterling, the son of Laymond and Eileen (Utsinger) Miller. Jim married Linda Riley on Nov. 5, 1965 at the Rock Falls Christian Church with Rev. Schiffer and Rev. Dawson officiating. He was a US Navy veteran and proudly served in the Vietnam War aboard the

USS Vesuvius, an ammunition supply ship off the coast of Vietnam. Jim was employed as a homeowner’s insurance adjuster for many years. He was a member of the Lanark Lions Club, obtained over 20 years of perfect attendance, and was even presented the Melvin Jones Fellow, their highest award. He was also a member of the Sterling Jaycees and the Carroll County Radio Patrol. Jim enjoyed cooking, driving his truck, and playing cards, especially pinochle and poker. Survivors include his wife, Linda of Thomson; three sons, Dan (Lynda) Miller of Thomson, Jeff (Darcy) Miller of Niota, Tennessee, and Ben (Stacey) Miller of Davis; two sisters, Judy Blair and Jane (Greg) Hayen, all of Chadwick; one brother, Jerry (Peggy) Miller of Springfield; 13 grandchildren; and 13 great-grandchildren. Jim was preceded in death by his parents; brother-in-law, Jim Blair; and one nephew. A funeral service was Saturday, March

POLO – Viva J. Dingman, 73, of Polo, passed away Wednesday, March 17, 2021, at Polo Rehabilitation and Healthcare Center. Viva was born Oct. 30, 1947, in Sterling, the daughter of Wayne and Faye (Spinden) Dingman. She retired from nursing after 40 years. Viva loved helping others, as a nurse this always had a special place in her heart. She enjoyed being outside, walking, sitting in the sun or by a fire sharing stories. Spending time with family and friends is what brought her the most joy. Survivors include her daughter, Sherri (Daryl) Beers of Polo; sons, James (Aimee) Fuller of Lyndon and Richard (Karina) Fuller of Tennessee; sisters, Eva (Warren) Patten of Rock Falls and Linda (Junior) Eastabrooks of Milledgeville; grandchildren Megan Beers,

The prices were unprecedented and some of the highest seen in most markets. The event not only impacted JCE but municipalities and utilities throughout the Midwest and beyond. “We are working with officials, stakeholders and other utilities to determine what can be done to lessen the impact,” Casper said. “The increases are significant,” Casper stressed. “In about a week’s time, the market price on one of the pipelines jumped 75 times higher, impacting the cost of natural gas the co-op had to purchase on the market.” An individual natural gas member’s bill may not reflect such an extreme increase because of the co-op’s contract and storage strategies. “But we do expect it to be significant,” Casper said. They encouraged members who may find themselves in need of assistance to contact the cooperative. JCE does have programs and billing options for members who may need assistance and to help manage their energy bills. Energy assistance programs such as LIHEAP and the co-op’s own Neighbor to Neighbor fund are available to eligible members.

SAVANNA – The Freeport man whose body was found March 10 in the Mississippi River at Miller’s Boat Landing, four miles north of Savanna, is the victim of a homicide, Carroll County Sheriff Ryan Kloepping said in an email Keith A. Heidenreich Jr. last week. The investigation into the death of Keith A. Heidenreich Jr., 46, formerly of Savanna, is being conducted by the Northwest Illinois Critical Incident Response Team, a joint team of officers, deputies, investigators and command staff from law enforcement agencies throughout Carroll and Jo Daviess counties, Kloepping said. This team is deployed for any major crime investigation in either county. He declined to give further details,

citing the active investigation. Heidenreich’s body was found around 8:20 a.m. near the edge of the river, off state Route 84 at the northern entrance to Palisades State Park. Accused Dixon school shooter unfit once more; discharge hearing set for May 11-13 BY KATHLEEN A. SCHULTZ kschultz@shawmedia.com

DIXON – Accused Dixon High School shooter Matthew Milby Jr. once again is not fit to stand trial, and it has been adjudged that he likely will not be found fit over the course of the next year. That determination, made by presiding Ogle County Judge John C. Redington at a fitness hearing Feb. 10, prompted Lee County State’s Attorney Charlie Boonstra to request a discharge hearing, which is set for May 11-13.

A discharge hearing is similar to a bench trial in that the judge, rather than a jury, hears the evidence against a defendant, but it’s not guilt that is determined, it’s whether the defendant should be acquitted or not. The “guilt beyond a reasonable doubt” standard still applies, Matthew Milby but the rules of evidence are not as stringent. Hearsay evidence, or evidence proffered by affidavit rather than direct testimony, might be allowed in some instances, for example. If Milby is not acquitted, he will be turned over to the state Department of Human Services for treatment for up to 2 years, with periodic status checks. If his fitness, as determined by the court, is restored during that time, the state can proceed to trial, which is Boonstra’s goal. Savanna man, 24, accused of having sex with two underage girls BY KATHLEEN A. SCHULTZ kschultz@shawmedia.com MOUNT CARROLL – A 24-yearold Savanna man is facing two counts of aggravated criminal sexual abuse, accused of having sex with two girls older than 13 but younger that 17. Levi E. Behrens could face 3 to 7 years in prison on each charge if convicted. According to the probable cause affidavit, one girl interviewed Feb. 24 told investigators she and Behrens were in a relationship and had had sex several times at his home. Behrens was interviewed March 2 and admitted to having sex with both girls, and was arrested, the affidavit said. He was being held in the Carroll County jail on $25,000 bond.

the court to order a civil, or involuntary, commitment. If granted, Milby could be ordered into treatment for the same term as the maximum sentence he faces, which in this case is 80 years, with no day-for-day credit or time off for good behavior. Milby has been hospitalized several times since his arrest on May 16, 2018, and twice was found unfit to stand trial, twice ruled recovered and able to aid in his own defense, most recently on Nov. 24. On Feb. 2, though, Milby’s Public Defender Tom Murray asked for another fitness evaluation. At the Feb. 10 hearing, which was closed to the public, Redington again ruled Milby unfit. Boonstra filed his motion seeking a discharge hearing on Feb. 19, and the court approved the hearing March 2. Both sides have until April 16 to file their pretrial motions, which will be heard April 23. Milby’s fitness ebbs and flows depending on his willingness to eat and to take his medication, aimed at helping his schizotypal personality disorder, doctors have testified. “When he’s taking those medications, he’s apt to stay fit,” Dr. Steven Gaskell, a Naperville-based forensic psycholo-

gist appointed in August to re-evaluate Milby, said at the November hearing. “When he begins to starve himself, that has an adverse effect on his psychological function to the point where he can become delusional about food, and sort of spirals and snowballs to the point where he’s unfit.” Milby also testified at that hearing, and in the 10 minutes he was questioned by both the prosecution and his own attorney, he mostly gave inconsistent answers and contradicted himself on whether he understood that he needs to eat and take his medications to stay healthy. Investigators say Milby, then a DHS senior, took a 9mm semi-automatic rifle to graduation practice in Lancaster Gym that May 16 morning, fired at gym teacher Andrew McKay, whom he encountered in a hallway, and fled seconds later when confronted and pursued by then-Dixon Police school resource officer Mark Dallas. Milby fired at Dallas outside the gym; Dallas returned fire, hitting Milby in the upper shoulder and hip. Milby was arrested near his car in Page Park. No one else was injured. He is charged with two counts of attempted murder and four counts involving aggravated discharge of a firearm. Milby remains in Lee County jail on $2 million bond.

In 2017, there were 627 farms in Carroll County with more than 82% of the land in the county being used for farming. The number of farms in 2012 was 643. As you can see while, the number of farms is decreasing as our county population ages. Harvested cropland accounts for just under 80% of the farmland. In 2017, farmers planted 133,944 acres of corn and 44,470 acres of soybeans. In 2020, Carroll County was ranked in the top 5 for soybean production. Much like the NCAA March Madness system, IPPA created a Pulled Pork Madness tournament in 2019, comprised of voting from social media participants. Stockton senior Jason Hermann put the Blackhawks (0-1) on the scoreboard first with a 1-yard run with 9:40 to play in the first half, but as the quarter drew to a close he found himself on the wrong end of back-to-back tackles for loss by Kendall on first and second down. That wasn’t all for Kendall, who kept his personal big play string going with his second interception of a Caleb Mammosser pass on third down with 48 seconds to play in the half, and after that caught a 26-yard pass from senior teammate Nick Smith to get the Missiles into the end zone with less than 20 seconds left. Smith found Daniel Lohnes in the end zone from 4 yards out to make it an 8-6 game. In a game that saw less than 250 total yards of offense Kendall had a lot of praise for his defensive teammates. “It was an all-around team effort,” Kendall said. “Everyone did their job. All of those interceptions and fumbles, we knew it was going to be a turnover game, and we came out and won the turnover battle.”
