LANARK — Douglas E. Rippy, 53, passed away at home on Monday, Dec. 7, 2015. He was born on May 3, 1962, at Freeport Memorial Hospital, the son of James D. and Mary A. (Gerbrick) Rippy. He graduated from Forreston High School, and was employed at Sewer Equipment Company since 2002. He is survived by his sisters Jamie (Bill) Walker of Albany, and Karen (Tim) Cochran of Sterling; brothers Kerry (Ann) Rippy of Freeport, Dan (Carol) Rippy of Forreston, and Patrick (Sandi) Rippy of Lanark; and many nieces and nephews. Douglas is preceded in death by his grandparents, parents, and a brother. Visitation was Saturday, Dec. 12, at Russell-Frank Funeral Home in Lanark. Private services will be held at a later date. Council gets update on treatment plant work In-system portion of project near completion By TOM KOCAL Prairie Advocate TKocal@prairieadvocate.com
SAVANNA – Public Works Superintendent John Lindeman told the Savanna City Council on Dec. 8 that the in-system portion of the wastewater treatment plant project, the associated underground piping, is nearly done. He
said Fischer Excavating is waiting for valves for Bowen and South Sixth streets to complete this portion of the project. Lindeman said he wasn’t sure if those valves would be in this year. Lindeman said that no paving would be done this year, but that grading on the areas of excavated pavement would be done. “Pretty much all the work that can be done this year has been completed,” Lindeman said. He added that plans are
still to go out to rebid the treatment facility portion of the project in January. Finance Committee Chairman Bill Robinson recommended, and te council approved, payment of the third draw, totaling $318,079.25 on the IEPA wastewater treatment plant project. $36,276.48 of this amount would be for MSA Engineering’s construction designs, and the balance of $281,802.77 would be for Fischer Excavating’s in-system sewer work.
The council also approved the committee’s recommendation to allocate up to $2,000 for stump removal. Mayor Tony McCombie said she is still seeking candidates for a planning commission seat, for 7 years, that expires Nov. 27, 2022, and a zoning board of appeals seat, an unexpired term, for 5 years, ending May 22, 2017. The mayor also tabled a resolution regarding the use agreement with Kraemer North America, the contrac-
tor that will be responsible for the new Sabula/Savanna bridge. The city sought to work out details of an agreement whereby Kraemer would use portions of Marquette Park in order to facilitate construction of the bridge. The mayor said that the company had presented a proposal, and that City Attorney Phil Jensen had some recommendations regarding the agreement. Lindeman wanted to speak with Kraemer regarding some work the city would
need to do, but that a subcontractor would be doing this work, so the matter will need further review. Council passed Ordinance 2152, the 2015 tax levy. The total tax rate for this year, less bond and interest, is 2.91250, and the total amount levied is $691,800. The regularly scheduled Dec. 22 meeting was canceled, due to its proximity to the holiday, and the fact that the city will have completed all of its year-end business after tonight, said McCombie.

Christmas Festival caps off year of sesquicentennial memories
The Thomson Sesquicentennial Committee hosted several events Saturday to end the year-long, monthly schedule of events honoring the village’s 150 years as a community. A Festival of Trees at York Public Library was held
Dec. 9 -12 as part of the village’s Christmas Festival, featuring Christmas music, and a visit by Mr. and Mrs. Santa Claus. As a special treat, books were given to children, and there were refreshments served, a bake sale and
door prizes. A ceremony at Lions’ Park featured the Thomson American Legion Honor Guard and salute as the commemorative time capsule was buried. The capstone has been created and donated by Fred Kin of Kin Stoneworks
in Clinton, Iowa. Following the burial of the time capsule, a community party was held at the Thomson Fire Station, with visits by Santa and wagon rides provided by Wilkenson Farms. Christmas caroling followed the party.

Lanark reels, heals from tragedy

LANARK – On average, there are more than 14,300 murders in the United States every year. That’s almost 40 every day. But when a small town like Lanark experiences only one murder in more than a century, the effect is stunned silence, and heartache. Morgan D. Hake, 49, was arrested at 3 a.m. Dec. 5 in Freeport, less than an hour after the body of his wife, Suzanne M. Hake, 46, was found in her home on West Locust Street by Carroll County deputies responding to a 911 call about a shooting. ing company in Freeport, where the family recently lived and where he still has a home, is in Carroll County Jail, charged with murder. His bond was set
at $5 million; he had a preliminary hearing Tuesday. Suzy Hake was a social worker with Gaffey Home Nursing and Hospice in Sterling. Terry Smith lives three doors down from the Hake home. “I’ve lived in Lanark most of my life, and waking up Saturday to see police barrier tape was one of the most depressing things I’ve ever seen,” Smith said. “Whatever the cause of this crime was, simple statistics would dictate Lanark couldn’t remain immune forever. In a perfect world, crime would have forever chosen to skip this town.” Lanark Mayor John Huggins, too, was stunned. This city of 1,500 since the late 1800s, he said. “It’s strange. I have friends up in northern Wisconsin, formerly from Freeport, and they knew the Hake family. It’s a small world, and it’s a small town. Everybody knows somebody who was affected by this. “It can happen anywhere. I believe our community is still safe. This was a domestic incident, inside someone’s house. There is
really no way to prevent that,” Huggins said. The Rev. Ellis BoughMayor John ton, pastor of Huggins Yellow Creek Church of the Brethren in Pearl City, is a longtime Lanark resident. “So many horrendous things occur these days,” Boughton said. “But in a community like Lanark, it wears on everybody’s hearts when tragedy like this happens. It strikes a nerve, because you know everybody, whether directly or indirectly, your paths have crossed. But we still have one common denominator: our faith.” Huggins said the tragedy also weighs heavy on the minds of Eastland High School students, where Abbi, the Hakes’ youngest daughter, is a senior. She also is close friends with Huggins’ stepdaughter, Kayla Olson. Hannah Hake, the couple’s middle child, was a standout basketball player at Eastland who also played last season, her freshman year, for Highland Community College in Freeport. “They are handling it

MORRISON – The city of Morrison began to close the books on one “loan” Thursday, and opened the books on another when it broke ground on its new wastewater plant. The current plant has been living on borrowed time, but now, thanks to a $15 million state loan, the city can look forward to a new plant. The long road to construction ended at 11 a.m. Thursday when the ceremonial shovel went in the ground at the site of the plant on the west side of state Route 78, just south of the Morrison Institute of Technology. Construction will begin soon, and the second phase of the work will be bid out in March. Leander Construction, based in Canton, put in the winning bid for “Leander is just wrapping
up some details, and we are expecting to see them on the site working any day now,” City Administrator Barry Dykhuizen said. The city will pay for the nearly $20 million project with a loan from the state Environmental Protection Agency that it signed off on Nov. 16. The city backed up the project to wait for a lower interest rate to become available in October. The 20-year loan for $15,166,000 has an interest rate of 1.86 percent. Some
of the engineering costs were not eligible for loan consideration. of some EPA lending rules changes that could reduce the cost of the project. The city expects that to happen sometime in the spring, and then residents will learn more about water and sewer rate hikes. “This is still a huge piece of the puzzle, and we have been told to contact EPA about the loan changes in March,” Dykhuizen said.
