SAVANNA — Jim Schultz, director of Illinois Department of Commerce and Economic Opportunity, met with 30 northwestern Illinois business and community leaders in Savanna Nov. 18 to discuss challenges facing Illinois’ business climate and provide an update on Department of Commerce strategies and initiatives to bring businesses back to Illinois. A question-and-answer session, held “off the record” at Schultz’s request, followed his remarks made at the Savanna Museum and Cultural Center, which hosted the event. “The reason we are requesting to be off the record is that we want to stay on point in Spring-
turnaround agenda. From a media perspective, the governor carries that message more effectively than I do,” Schultz said. An entrepreneur in his own right, Schultz has owned several businesses in Illinois and around the

SAVANNA – Publicprivate partnerships, workman’s compensation and tax reform, budget concerns and running the state like a business were a few of the topics discussed by 30 mayors and economic development representatives in Savanna during the visit by Jim Schultz, director of Illinois Department of Commerce and Economic Opportunity on Nov. 18. After a question-andanswer session, Wayne Raisbeck, mayor of Warren in Jo Daviess County, wondered why it cost so much to expand an enterprise zone only a mile away in his community. “And the paperwork is ridiculous,” Raisbeck said, and hopes the regulations can be streamlined
by the Rauner administration to allow for faster, more productive growth in Warren. Savanna Mayor Tony McCombie, who recently threw her hat in the ring as a candidate for the Illinois House in the 71st District, said it was great that Schultz took the time to come and listen about the concerns in Savanna and the region. “It’s important to the whole state to concentrate on our economic development. We’ve lost 16,000 jobs since July, and we can’t let that happen if we are to survive,” McCombie said. “We had six mayors today, and several economic development administrators, come with their ideas, and we are hopeful that Schultz and his staff can help turn things around.”

My grandmother used to say that the older we get the faster it goes. As I write this we are days away from Thanksgiving and a month away from Christmas. First and foremost I am thankful for all things good in my life, my family, (home, church, and work), my health, and my ability to help others. I think that throughout the year we don’t take the time to say thank you enough or to let those around us that we are thankful for them. As for Christmas, I recently saw a sign that said the shop would not be decorating or selling Christmas items until after Thanksgiving as they believe in celebrating one holiday at a time. Hurray to them! I hope this starts a new trend in holiday celebrating. When I was a kid, you didn’t celebrate one complete and in recent years you could get all Christmas-ed out before Thanksgiving was even here. With this holiday season coming quickly I worry about those who no longer drive, don’t like to drive in the white stuff, or have no family in the area and therefore don’t get out much. We at CCT have the solution. If you would like to get out to attend events going on in the area, go shopping, or would like to come and attend activities here at the Carroll County Senior Center, please

William Wordsworth (1770-1850) helped spawn the “Romantic” period of poetry in England. His earlier poetry addresses many issues in the human condition, and made a large impact on the 18th century literary scene. But today he may be most fondly remembered for poems that seem more “homey,” that use natural imagery from the English countryside, such as “Daffodils.” In “The Minstrels,” he writes about local carolers who have stopped at his house to play “strenuously” (if not artfully). Following British tradition of the time, the carolers manage to squeeze into the songs a blessing for each member of the house. The narrator seems glad of their visit, boisterous as it is.

We cannot thank our volunteers enough for all their hard work and dedication. The Appreciation party is one way to let all of you know what you mean to us,” said Gable.
Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/or haul the papers to the distribution center. The LiHEAP program began Oct. 1. The Carroll County Senior Center will be doing applications for TriCounty Opportunities Council again this year.

Carroll County Senior Services Organization has a new voice mail system to help with after-hours calls, and also for business-hours callers who do not wish to be on hold. As always, you may call any time to the Senior Center at 815-244-1800 (toll-free 866-214-1959) or Carroll County Transit at 815-244-0011 (tollfree 855-702-7433). During normal business hours, an actual person will answer your incoming call. If the person with whom you want to speak is not immediately available, you will
have the choice of 1) being placed on hold, 2) leaving a message to be given to the person, or 3) leaving a voice mail message for that person. In the past, if you left a voice mail message, anyone on staff could access your message and handle it appropriately. Board votes to divest itself of Thomson School building Edwards casts lone ‘no’ vote By MICHAEL MILLER For Prairie Advocate MOUNT CARROLL — After years of discussion and debate, the West Carroll School Board voted 6-1 to offer up the Thomson Intermediate School building to the Village of Thomson, with details to be determined. At the board’s Nov. 17 meeting, discussion was surprisingly brief, with pros and cons falling on familiar lines. The district has an intergovernmental agreement with the Village of Thomson, where the refusal of the building. The board needs to decide on a price, what parcels would be included in the transfer, who pays for the survey and other details. The village will have 60 days to decide. noted that “details would be determined,” with the superintendent to approach the village about an intergovernmental agreement concerning the property. All Board members were in favor of the action except Jessica Edwards. If the village refuses the building, then a bid process would begin, with 5 years minimum for full disposal. The village would again have the opportunity to bid even after rejecting the most recent Health/Life/ Safety survey stipulated
West Carroll issues working cash bonds, proposes tax levy MOUNT CARROLL – The West Carroll school board unanimously approved issuing Working Cash bonds in the amount of $1.25 million at its Nov. 17 board meeting. Anne Noble of Stifel, a securities underwriting company, detailed options regarding sary Health/Life/Safety repair needs. Superintendent Craig Mathers said that the reason the board was considering using Working Cash funds instead of Health/Life/Safety funds was due to potentially imminent legislation regarding tax caps that would, if enacted, freeze the district’s debt extension limit which would not allow them to raise their debt limit towards the HLS work. Mathers said they were trying to navigate the tax caps, debt extension and HLS needs so as not to “tie the hands of the district.” He added that if interest rates do not go up and get to around 1.75 the building would need improvements totaling $800,000 over the next ten years. Prior to the vote, Board member Beverly Kilpatrick said, “I can’t imagine we’d want to put $800,000 into a building we’re not using, and that we don’t know that we’re going to use it, we have nothing to support that.” She said that the roof needed repair and if the boiler went that was another necessary repair. “Meanwhile, we’re putting $50,000 a year into it just

Obituaries Jeffrey Carlisle
THOMSON — Jeffrey Carlisle, 49, of Thomson, died Saturday, Nov. 14, 2015, at University of Iowa Hospitals in Iowa City, Iowa. Jeff was born Oct. 27, 1966, the son of Bryan and Jill (Hess) Carlisle in Blue Island. He loved his children and his granddaughter. They were his number 1 in life. Jeff and his wife, Angela, were married for 3 years, and did everything together. “Dad was a great guy. children and his granddaughter. He was always very independent. He always would take his daughters to the pop shop or Manny’s for cheese balls. No matter Whether it was just going for a walk by the river, or taking a ride through the state park, he was always part of our lives. Even if we didn’t live in the same house.” Jeffrey will be dearly missed by his wife, Angela, two daughters, Cheyenne (Kirk Preston) Carlisle of Lanark, and Dakota Carlisle of Savanna; two stepchildren, Danny Beasley of

MOUNT CARROLL — Carroll County Crime Stoppers requests the public’s assistance in solving several vehicle burglaries being investi-
gated by law enforcement Mount Carroll Police Chief Fred Cass said the vehicles were entered sometime overnight on Nov. 10 and several other vehicles were burglarized overnight on Nov. 16. All of the vehicles that were entered were left unlocked. Items taken out of the
vehicles include a laptop computer, MP3 player, Garmin GPS unit, CD’s and money. “Residents are reminded to lock your vehicles, take valuable items inside your residence and call if you see any suspicious activities in your neighborhood,” Cass said. Information leading to an

McCombie said that many of the economic issues facing the state come from legislation that ties the hands of business. “Unless we can get some true reform and changes in our government, it won’t change. Our state management is stale. It’s time for some new blood to get this state going in the right direction. Until we can get some new people to step up to the plate and get elected, we won’t see any change. It’s incumbent on the taxpayers, the voters, to make those decisions for us.” Sharon Pepin of Community Funding and Planning

Betty Steinert, administrator of the Whiteside County Enterprise Zone and Economic Development, has met Director Schultz several times, and said he has been right on task with every statement that he makes. “Being an entrepre-
neur himself, he’s very interested in making the processes in Illinois easier, less cumbersome, to bring new businesses in. Not only new ones, but to create jobs at existing businesses. I think we have a great person in the position, and he’s working hard to make change for the better,” Steinert said. “With the current legislators, it’s going to be a tough row to hoe, because the Senate and the House haven’t changed much. These legislators have implemented the rulings and laws that have made it tougher for us to create jobs and new investment in this state. But if anybody can do it, this administration can do it,” said Steinert.

Schultz said that when he Rauner administration, he didn’t have any aspirations to be a public servant. “Bringing my life experiences to this department is an opportunity to expand our horizons as we try to build the state of Illinois back up. We’re losing 6,000 graduates every year, leaving our universities, who are well-educated, some of the brightest in the world, and they’re going to the West Coast because that’s where the jobs are. We need to stop that,” Schultz said. “We also are down about 70,000 jobs from our peak employment before the
Great Recession. Most other states are well ahead of us. That’s not the way this state should be. We have a better way to do it.” Schultz said the governor has been persistent with his turnaround agenda, but much of the media only talks about the budget crisis. “It’s not just the budget. We have to also make this state structurally, a better state to do business,” Schultz said. “If we don’t get the structural reform, we’re going to lose more jobs.” Schultz said that while the state has challenges, he loves the assets of Illinois: Great natural resources, superb logistics, and clusters of opportunities with companies that the state can leverage and build upon.

“But the greatest asset of our state is our workforce. They are dedicated, they work hard, and most important is their loyalty. In my lifetime, I have had about 4,000 employees among 50 different companies, and I can say that the workers in Illinois . . . are exceptional,” Schultz said. “That’s some of the things we can market. We can do a better job.” In his nine months on the job, Schultz has put his ears to the road by meeting with 71 different county and economic development groups. “I told my team that year, I will visit all 102 counties and make sure we are reaching out and listening to them. You are DCEO’s clients, this is your department,” said Schultz.

Schultz said besides understanding the opportunities to bring foreign investment dollars to the state, DCEO oversees other departments as well, such as Innovation and Entrepreneurship, “a catalyst for how we create more jobs in the state.” He said that 93 percent of the companies in Illinois employ less than 20 people. “Think about that. Let’s start more small companies. I’d rather go after 100, 20-person companies than to go after some 1,000-employee company. Slaying elephants is not the way to get this state back. The way we do that is encouraging entrepreneurs and young people to stay in their home town, start a business and be creative. ... That can make a difference

in northwestern Illinois.” The Employment Training department includes the state’s Workforce Development program, and federal dollars from the Workforce Investment Opportunity Act that will train Illinois workers for work in the 21st century. Community Development and Energy Assistance is a department that has resources to help communities deal with issues like storm water infrastructure and alternative energy opportunities. The Energy and Recycling department provides funds through LiHEAP - Low Income Heating Energy Assistance Program - to assist indigent residents with their heat and electric bills. Tourism and Film is
the last department under DCEO. Schultz was impressed with the Savanna Museum, and urged the Historical Society and the city to maintain communications with this department. “If we could create 250,000 more jobs in the state, the net impact is $1- to $2.5 billion dollars or more of additional tax income for Illinois,” Schultz said. “Hey, Mike Madigan, we just solved the budget crisis. It’s all about jobs, not just how you cut spending. In the end, it’s the jobs. I hope that you, as stakeholders, will make sure you keep me to task to make sure we help you in creating jobs in your region. That’s the most impactful thing we can do.”

LANARK — Chris Merrett, director of Illinois Institute for Rural Affairs at Western Illinois University, sees a bright future for rural communities like Lanark. At the Lanark City Hall Friday, he recognized the U.S. Department of Agriculture and regional staff, thanking them for the support and investment in the IIRA Peace Corps Fellow program with the recent $96,000 grant supporting its business development efforts. Merrett said they have placed over 125 PCFs across the state in communities like Lanark from top to bottom, from Lena to Cairo. These communities go through strategic planning and MAPPING sessions, it easier to plan the future than it is to implement the plan. “Peace Corps Fellows are have international experience implementing plans The USDA dollars will help support excellent Peace Corps Fellows like Lexie Woodward here in Lanark,” Merrett said. “And thanks to Mayor John Huggins and the Lanark City Council for hosting Lexie. It’s a great thrill to be able to make this kind of connection.” Colleen Callahan, USDARD director, grew up in the eastern part of rural Illinois, “a mirror image of Lanark. To see the downtown area
and how vibrant it is, to know that you still have a grocery store, and businesses are open with new ones being created, says a great deal about this community. “What it says is that you are forward thinking, you look to research what might be, then work together to be, and clearly now, what is. My compliments to you for your leadership, your vision, and your cooperation in working together,” said Callahan. She said when a community looks at its history, they know where they’ve come from and haven’t forgotten their roots; all the while looking toward the future. This means that forward thinking communities plan on seeing its young people return after gaining life experiences elsewhere, because the foundation and infrastructure is there. “I am encouraged by this. This is important work. It is about our future. All of us at USDA Rural Development are proud to be here today, knowing that we played a small role in what your future will become. This is about relationships, and it means that for Lexie, with her Peace Corps background, and extending it to WIU in obtaining a Master’s degree, then coming to live in Lanark, and contributing to the community, this is a win-win-win for all of us. We are proud to be a part of your successes,” Callahan said. Lanark Mayor John Huggins was pleased to have the opportunity to highlight the
community by hosting the check presentation. “As with every small community, we have a tight budget. Without the USDA funding, this project wouldn’t happen. By attending the Rural Affairs conferences for over 10 years, I’ve seen what the program can do. We’ve had PCFs in and around the county and become good friends with them. They do a great job for their communities,” said Huggins. “We’re doing well right now, with new businesses coming to town like the Lanark Pharmacy, Pristine Produce, Casey’s General Store, and Dollar General — all of which will help to keep our local dollars at home. Residents don’t have to go out of town to shop.” But Huggins said they also value Lanark’s long-standing business community. “We have a grocery store, bank, restaurants, eye doctor, dentist and medical clinic, gift shops and antique stores, insurance more, and have seen several businesses recently invest well over $1.5 million into their facilities. This is where Lexie comes in.” Huggins said the PCF will be conducting a business retention survey and meet with Lanark businesses in order to help keep them thriving in Lanark, as well as helping to recruit more businesses. “We’re grateful to have Lexie here, and grateful to WIU who have been a huge help to our community over the years.”

he Women’s Committee’s “Winter Wonderland” Festival of Trees will kick off from 10 a.m. until 3 p.m. on Saturday, Dec. 5 here at the Farm Bureau. We have over a dozen trees lined up to be displayed in the auditorium and we can’t wait to see them set up! We will have Melinda Charbonneau, our Ag in the Classroom coordinator, assisting kids with making their own Christmas Tree. Cookie treats will be available. The Winter Wonderland will also be open during normal Farm Bureau business hours from 11 a.m. to 4 p.m. on Dec. 7; from 7:30 a.m. until 4:30 p.m. on Dec. 8-9-10; and from 7:30 a.m. until 4:30 p.m. again on December 14 to 17. MOUNT CARROLL – The West Carroll board approved – once again – placing a proposed countywide 1 percent sales tax on the ballot in April. The measure has been defeated four times in the past, due largely to the majority of voters opposing it on the east side of the county Mathers said that as of this month’s six day enrollment, West Carroll holds 51.6 percent of the total county enrollment. If the district holds over 50 percent of total enrollment, it can place the matter on the ballot with no other support. Board member Bev Kilpatrick said she is not willing to do it again unless something different is done to promote the idea. She said the support of the other side of the
county is critical to passage. Mathers said the board could consider a smaller percentage, such as half a percent, if it chose to. He said that the selling of Working Cash bonds would not have been necessary if the one percent sales tax had been in place for the last four years. “That could have generated an estimated $2.4 million in revenues, or $600,000 per year. That’s the bad part,” he said. Board President Mike Highland said the district could pay tax on the bonds that were just approved to be issued, and pay down the bonds they currently had, if the sales tax were in place, and that other districts could do the same. Kilpatrick and Highland said it’s an advantage to taxpayers, too, as it could lower their property taxes. But this idea did not pass muster with most voters the four previous elections. Eagle Scout enhances Black Oak Dune Overlook Path By TOM KOCAL Prairie Advocate TKocal@prairieadvocate.com
SAVANNA — Orion Sedivy of Savanna, a 14-year-old freshman at West Carroll High School, became an Eagle Scout on May 27. Not one to waste any time, within that 6-month period, he planned, organized, led, managed and completed his Eagle Scout project. Sedivy’s project is located at the Savanna Army Depot Park in the Upper Mississippi National Fish and Wildlife Refuge. The project site is known as the Black Oak Dune Overlook Path. “We thought about several other projects before settling on this one. We also constructed a small information kiosk on a different path, as well as re-paving the path to the overlook,” Sedivy said. M & M Concrete from Stockton was contracted to do the concrete work.
Sedivy said the old crushed limestone path was torn up and the new path was paved. “The path is doeskin colored concrete stamped in stone shapes with tracks of some of the common wildlife found there,” he said. Sedivy has been in Scouts for eight years and has taken the fast track to the top. He joined Cub Scout Pack 48 of Savanna in 2007 and continued through the program earning the highest rank, the Arrow of Light. From there he crossed over to Boy Scout Troop 45 of Savanna. “He worked very hard earning ranks and merit badges,” said his mother, Amy. “Orion has only been in Boy Scouts for three years and is a very young Eagle Scout. There are only four percent of Boy Scouts that become Eagle Scouts.” She said in order to become an Eagle Scout you must earn 21 merit badges — 13 required and eight of your choice. Then
you must demonstrate scout spirit, ideal attitude, service, leadership, and complete an extensive service project. Sedivy is honing his leadership skills and is continuing his membership in the troop as the patrol leader, historian, and a member of the Order of the Arrow - Brotherhood Rank. “And I just received my bronze, on Thursday, and I am working towards the gold and silver,” Sedivy said. Most Eagle Scouts never earn Eagle Palms due to becoming 18 years old before being eligible to earn it. “I am also working on the William T. Hornaday award, which is a very complex conservation award and there hasn’t been a scout in the history of my troop to earn this award.” Dale Davis is the Troop 45 Scout Master and the First United Methodist Church Men’s Club are Troop sponsors. Festival of Trees celebrates Sesquicentennial year THOMSON — The York Township Library and the Thomson Sesquicentennial Committee announce the Festival of Trees contest as one of the Sesquicentennial events closing the “Year to Remember” in Thomson. “Your business, organization, school group, church or an individual may participate in the contest by sponsoring a decorated tree in the Community Room of the Library,” said Luanne Bruckner, co-chairman of
the Sesquicentennial committee. York Township Librarian DeeAnn Kramer said, “Filling the Community Room will create a festive atmosphere showing that the spirit of Christmas shines here in Thomson.” Trees must be under 6 feet decorated by 7 p.m. on Dec. 7. The Library will provide electricity only. Bruckner said prizes will be awarded: 1st place-$100,

‘We Sing for Their Supper’ community concert MORRISON — Churches in Morrison will present the eighth annual “We Sing for Their Supper” community concert, beginning at 6 p.m. on Sunday, Nov. 29. Sponsored by the Morrison Ministers Council, the concert will be held at Ebenezer Reformed Church, 309 East
Park St. in Morrison. Kathy Janicek, one of the concert organizers, said a free-will offering will be son Food Pantry. “The November date was chosen as a way for the community to observe Thanksgiving, celebrate the musical gifts of Morrison churches and to help those
in need,” said Janicek. Churches presenting individual performances include Bethesda Lutheran, Brethren in Christ, Ebenezer Reformed, Emmanuel Reformed, First Presbyterian, Morrison United Methodist, and St. Mary’s and St. Peter’s Lutheran. “Organists Pat Cassens and Marguerite Clark will
perform organ preludes and postludes. The concert will conclude with a performance by a massed choir of over 100 singers,” Janicek said. Light refreshments will be served in the Fellowship Hall following the concert. The entire community is invited to share in this evening of thanksgiving, music and inspiration.
