THOMSON – The Thomson prison remains on target to receive more federal prisoners by the end of 2017, U.S. Sen. Dick Durbin said Oct. 4 during a visit to the facility. Durbin toured the site and met with Warden Donald Hudson before speaking with the media. “I wanted to see for myself what was happening here,” he said. The visit is part of a series of stops the Democrat and his staff are making in Illinois during the Senate’s break before the Nov. 8 election, said John Normoyle, Durbin’s press secretary. About $14 million was invested in the prison, which started as a state facility and sat empty from 2001 to Craig Lang/clang@prairieadvocate.com
$165 million for the facility in 2012, but faced several obstacles to using the site. “There’s been mold. They’ve added new levels of computers and power sources,” Durbin said. The prison now employs about 214 people, more than half from the area, a number that is likely to rise to 300 by the end of 2017, Durbin said. Currently, 127 minimumsecurity prisoners are

MOUNT CARROLL – When there is domestic violence in Carroll County, Riverview Center often knows about it. Over the past year, the helpline there has received 341 calls from the county, Diane Heath, the center’s domestic violence legal advocate told the Carroll County Board on Oct. 6. At that meeting, the board unanimously approved a proclamation recognizing this as Domestic Violence Awareness Month. “Many women experience some form of domestic violence in their lifetime, and our goal is to talk about that and to let people be comfortable talking,” Heath said. “Lots of people don’t speak out because they are afraid or ashamed thinking that others might blame them for the violence in their home.” She said 609 hours of direct services were provided to 100 adult survivors and their children who witnessed domestic violence in the past year. Another 49 hours were spent in advocacy efforts with judges, attorneys, law enforcement, medical personnel and teachers. Still another 15 hours was spent training law enforcement and social service agencies. Nationally, 1 in 4 women and 1 in 7 men will be victims of domestic violence in their lifetime, according to the Centers for Disease Control and Prevention. “I hate to say domestic violence is on the increase, but we are seeing a steady

Obituaries Franklin N. Tipton SAVANNA – Franklin N. Tipton, 91, of Savanna, passed away peacefully Wednesday, Oct. 5, 2016, at home. Frank was born March 8, 1925, in Mount Carroll, the son of Russell W. and Esther (Davis) Tipton. He attended Meyers Country School, which was located on the Jo Daviess-Carroll County line. Following school, Frank was drafted into the Army and honorably served his country during World War II as a combat medic. While he was enlisted, Frank
earned many citations and decorations including the Purple Heart medal with 1st and 2nd Bronze Oak Leaf Clusters and the Bronze Star medal. Frank married the love of his life, Mavis Haas on April 19, 1947 at the Pleasant Valley Church of God. Frank hauled canned milk for Handel Brothers, and later started F. N. Tipton and Sons and hauled for himself for 21 years. He farmed all of his life, but in his later years, Frank enjoyed watching Freddie pick corn. He worked for the Carroll County Highway Department from 1986 until 2004. Frank was a member of Savanna VFW Post 2223, McDonalds Coffee Clutch and the Farm Bureau. Frank
was also a member of the Church of God, where he served as past Deacon. He also served on the church building committee and drove bus for Sunday School. He enjoyed mowing grass, playing cards. Frank was able to travel on the Honor Flight to Washington DC in 2010. Frank never met a stranger and was proud of his family. To Frank, family meant the world. Frank will be dearly missed by his wife of 69 years, Mavis; seven children, Myra (Larry) Pearce of Stockton, Esther Smith of Erie, Mabel (Mike) Stiles of Fulton, Frank Tipton of Thomson, Christie (Ray) Grim of Albany, Fred (Rhonda) Tipton of Savanna, and Jeannie
(Virgil) Brinkmeier of Freeport; 17 grandchildren; 23 great-grandchildren; and two great-great-grandsons. Frank was preceded in death by a sister, Ethel Rosenboome; and two brothers, Johnny and Sherman. Visitation was Sunday at the Church of God in Mount Carroll. The funeral was Monday at the church. Burial was at Oak Hill Cemetery in Mount Carroll. A memorial fund has been established in Frank’s memory.

Grants, loans mean lower water and sewer bills City learns that much of cost of treatment plant will be covered BY MICHAEL MILLER For Prairie Advocate
SAVANNA – Grant funds and loans that don’t have to repaid mean the impact of a new wastewater treatment plant on residents’ water and sewer bills will be a “bestcase” scenario rather than the worst. So best-case, in fact, that base rates on quarterly billing charges will drop from $220.96 to $187.96. The city had braced for a worst-case scenario in which work on the treatment plant would have resulted in a $32.63 monthly increase on the Sewer Debt Service fund and a $10.10 monthly
increase resulting from related in-system work. The increases would have repayments. But the city has received $2.819 million in state grants, and close to $4.5 million in loans from the Illinois Environmental Protection Agency that are “forgivable” – meaning they do not have to be repaid. That means the monthly increases will be only $14.10 for the treatment plant and $4.21 for the in-service work, said Sharon Pepin, of Community Funding and Planning Services that was hired to
administer the city’s grants and loan applications for the project. She spoke during an Oct. 5 meeting of the City Council at City Hall. The treatment plan, scheduled to be completed in December 2017, will cost just more than $9 million, Pepin said. The in-system work – underground piping connections – will cost about $2.67 million. The quarterly billing charges will decrease because of drops in other rates – from $27 per quarter to $9 for the Sewer Improvement fund, from $27 to $24 for the Water Improvement fund, and from $30 to $18 for the Sewer Reserve Fund. There is no timetable for when the decreased bill
rates will take effect. Mayor Tony McCombie said there will be more information at future council meetings. Pepin said the city has received more than $11 million in grants and forgivable loans in the past 10 years to help pay for infrastructure projects. Resident Gary Porter questioned the fairness of a 3 percent rate increase enacted by the city when there had been no corresponding increase in Social Security wages for several years. McCombie said the city must pay Jo-Carroll Energy like anyone else, and also said insurance and chemical costs and operating expenses continue to rise. Superintendent of Public
Works John Lindeman said the rate increase is not automatic and is reviewed yearly. He said rates had gone up only about $1 for every 1,000 gallons of water used. He added that rates had for years by subsidizing the water and sewer funds with property taxes and other funds. He said he suggested the 3 percent rate years ago in to keep the city from falling behind and avoid a huge increase eventually that would occur. He said the rates for electricity from Jo-Carroll (used to pump water out of the ground) in some years, and costs of things like chemicals did
increase regularly. Carol Fosdick asked the cost of a fully operating plant might be offset by Lindeman said he plans to gather at least 6 months of data before determining a rate adjustment. “We’re not here to make money,” he said. “We’re here to pay for exactly the cost of operating [the plant].” McCombie, addressing a resident’s question, said it’s possible the city would go to a monthly billing cycle and allow automatic payments. She said Comptroller/ Treasurer Sheryl Sipe would like to have one cycle of everyone getting accurate bills before proceeding with a monthly schedule.

MORRISON – A former Sterling resident who became a electric motorcycle designer and Massachusetts Institute of Technology research scientist will speak Oct. 24 at Morrison Institute of Technology, 701 Portland Ave. Lennon Rodgers will give a free presentation at 1 p.m. at the institute’s Parkinson Auditorium. Rodgers will discuss designing, building, and testing electric motorcycles for the Isle of Man Tourist Trophy Zero, or TT, race in the Irish Sea near Britain, and the Pikes Peak International Hill Climb in Colorado. The TT is the oldest existing motorcycle race, established in 1907, and has more than 200

Art league seeks entries for show Prairie Advocate staff
SAVANNA – Palisades Art League’s 55th annual art show and sale will be Oct. 22 and 23 at West Carroll Primary School, 2215 Wacker Road. Hours will be from 3 to 7 p.m. Oct. 22 and noon to 4 p.m. Oct. 23. Competitors will receive ribbons. Separate monetary prizes will be given for amateur and advanced winners in best of show selections, in art categories. In addition, league members will vote for which of their number will receive a medal for the PAL Peer Award. The People’s Choice Award will return this year. All attendees will receive two voting slips for their favorite photo and piece of art. Entries will be accepted regardless of the artist’s skill or age. Artwork will be divided by painting, mixed media, drawing, dimensional works, photography, and computer-generated art, at both amateur and advanced levels. This year kindergarten though 12th grade will be judged separately. Categories include seascapes, abstracts, still life, action, and nature. Final media grouping will be based on number of works entered, and will be subject to judge’s discretion. All art work must be original, never previously entered in a PAL show, and properly framed with wire hangers. Modern back bar hangers will not be accepted. Nude art is not considered acceptable. The league also reserves the right to accept, reject, or reclassify any entry with the help of the judge. All registrations must be completed by Oct. 20. Nothing will be accepted for registration on Oct. 21, when the show will be hung. All registered artwork should be delivered between 5 and 8 p.m. Oct. 21 to the school. The judge’s critique will start at 12:30 p.m. Oct. 22 for art. All artists are welcome to listen to the critique. The awards ceremony will be at 3:30 p.m. Oct. 23, preceded by a door prize drawn for a progressive painting, created by league members. The movement to delay or block the implementation of the U.S. Department of Labor’s new overtime rule for salaried workers is making progress, but time is running out. The rule that could affect an estimated 4.2 million workers is set to kick in Dec. 1. It was announced in May, leaving employers scrambling to prepare for compliance. The rule raises the salary threshold for overtime 2004. Every salaried worker earning less than $47,476 will be eligible for overtime pay, regardless of their duties. What is known as the white-collar exemption had applied to salaried workers making more than $23,660 a year. Creating even more anxiety for employers is a provision that requires regular salary threshold increases every 3 years, beginning in 2020. The Labor Department said the new regulations, ordered by the White House, aim to tip the scales more in favor of workers after the loosening of the law resulted in management taking advantage of exemptions said the Fair Labor Standards Act’s overtime regulations protected more than 60 percent of full-time
workers 40 years ago, but the rules covered fewer than 10 percent of those workers prior to the latest changes. U.S. Rep. Cheri Bustos, D-East Moline, said although the rule doubles the overtime exemption levels, it’s important to bring some perspective to the conversation. “The overtime rule hasn’t been looked at in 40 years, and during that same time period, the cost of anything has gone way up,” Bustos said. At the end of the day, the back in the favor of working men and women in her 17th Congressional District, she said. “We are still inching our way out of the Great Recession, and there are high unemployment rates in many of my district’s communities,” Bustos said. “Part of the solution for businesses is, if you don’t want to pay overtime, get extra help.” Many employers counter that the rule will be no friend to labor. They say it ultimately will drive up labor costs, forcing them to cut staff, reduce hours, make some salaried employees hourly, and utilize more part-time workers. Kinzinger said the new regulations are likely to have unintended consequences. “Unfortunately, I believe this requirement will ultimately cause salaried

Kinzinger said he is urging his Senate colleagues to take action on the labor rule before the Dec. 1 implementation deadline. “We have a responsibility to protect our workers from lower wages and fewer hours of work,” Kinzinger said. Even if the measure made it through the Senate in time, the president has said he won’t sign it. Support went along party lines, ruling out the possibility of overriding a veto.
