Working on the program for Celebrate Lanark!, I am again reminded of the tremendous amount of work this town has accomplished in the past months. Since MAY! This town and its residents called – sometimes loudly, almost all at least in their hearts and minds – for Lanark to come into its own. No one said they wanted things “the way they were”; rather, people talked about building on the good, improving on or eliminating the negative, and claiming a fresh, sustainable future for all. You wanted better - heck, you wanted the BEST. You are inspiring. Even outside of the MAPPING framework, you volunteered, attended, gave money, gave atta-boys, knuckled down and “made it happen, no matter what”. I hope you know how AMAZING that is – how rare, how precious. You are family. As I type another set of committee members on yet another event piece for this town, I am grateful for the new friends I have made. How with like-minded people! Do you have any idea the great things people are saying about our town, from ALL OVER? The greatest things that are happening, though, involve the connection between people, neighbors. uy local. It’s a well known strategy for small towns. Keeping your grocery money close to home keeps the grocery store close to home. Economists tell us that every dollar spent at a locally owned business generates two to four what if we take it to the next level? What if we “invest local” too? The concept is an extension of “buy local” campaigns that urge us to capture the multiplier effect of commerce by keeping our spending money close to home. You already see it all around you in small towns. Often it takes local citizens to see opportunity where an outsider would overlook it. In our hometown of Lyons, Nebraska, a new hardware and feed store went up on Main Street this summer. The owner and his family have run independent businesses in Lyons for two generations. It’s not a Menards, or a Bomgaars. Those companies would never build there. My hometown of Laurens, Iowa, took it upon itself to build a broadband network that delivers high-speed internet to every house and business in town. or Verizon to build a network. If they had, they might still be waiting. Local residents, rooted in place, are often willing to take a town a better place. Imagine if more of us joined them, investing for your small town really is in your hands. unshine Acre, a program to help give local youth the tools they need for lifelong success, is being sponsored for a second year by Jo-Carroll Energy Cooperative and CoBank, a cooperative bank based in Denver, Colorado. The program is the result of a partnership between Jo-Carroll, CoBank, the Northwest Illinois Prairie Enthusiasts, and the Jo Daviess Conservation Foundation. “These generous gifts from Jo-Carroll Energy Cooperative and CoBank will kick off a multifaceted, yearlong program designed to create richer post-graduation options for disadvantaged local youth through hands-on programs on the land,” said Steve Barg, JDCF executive director. The program involves teaching selected vocational skills at Casper Bluff Land & Water Reserve and exploring how Jo-Carroll Energy supports the community. The recipients of this innovative collaboration are the students at Northwest Academy in Elizabeth. Northwest Academy serves students from Jo Daviess, Stevenson and Carroll counties who have challenges that can’t be met in their home school districts. These students will be instructed in professional conservation methods and learn project management skills as they continue restoration of an acre of prairie at Casper Bluff Land & Water Reserve. This acre has been nicknamed Sunshine Acre by the academy students. Both the JDCF and NWIL Prairie Enthusiasts are providing expert staff and volunteers to advise students in all aspects of the project. “Jo-Carroll Energy provides scholarships to area students each year, and works to help out this corner of the world. The last person in the pit wins.” According to Wikipedia, Ga-ga (“touch-touch”) is a variant of dodgeball that is played with one ball. It combines dodging, striking, running and jumping with the object of hitting opponents with a ball below the knee (or waist – rules, ball types, pit surfaces, and pit sizes can vary

(a) Crime victims, as defined by law, shall have the following rights as provided by law: (1) The right to be treated with fairness and respect for their dignity and privacy and to be free from harassment, intimidation, and abuse throughout the criminal justice process. (2) The right to notice and to a hearing before a court ruling on a request for access to any of the victim’s records, information, or communications which are privileged or confidential by law. The victim does not have party status. The accused does not have standing to assert the rights of a victim. The court shall not appoint an attorney for the victim under this Section. Nothing in this Section shall be construed to alter the powers, duties, and responsibilities of the prosecuting attorney The General Assembly may provide by law for the enforcement of this Section. (c) The General Assembly may provide for an assessment against convicted defendants to pay for crime victims’ rights. (d) Nothing in this Section or any law enacted under this Section creates a cause of action in equity or at law for compensation, attorney’s fees, or damages against the State, a political subdivision of the State, an officer, employee, or agent of the State or of any political subdivision of the State, or an officer or employee of the court. or in any law enacted under (e) Nothing in this Section or any law enacted under this Section shall be construed as creating (1) a basis for vacating a conviction or (2) a ground for any relief requested by the defendant appellate relief in any criminal case.
EXPLANATION The Constitution sets forth substantial rights for crime victims. The proposed amendment expands certain current rights: 1) Victims are currently entitled to fairness and respect throughout the criminal justice process. The amendment would also provide that they shall be protected from harassment, intimidation and abuse. 2) Victims currently can make a statement to the court when a criminal defendant is sentenced to punishment. The amendment would allow a victim to be heard at any proceeding that involves the victim’s rights, and any proceeding involving a plea agreement, release of the defendant or convicted individual, or sentencing. Victims may obtain information about conviction, sentencing, imprisonment or release. The amendment would require prosecutors and the court to notify victims of those events before they happen. 3)
The amendment would also grant additional rights to crime victims: 1) A victim would have a right to formal notice and a hearing before the court rules on any request for access to the victim’s information which is privileged or confidential information. 2) A victim would have the right to have the judge consider the victim’s safety and the safety of his or her family before deciding whether to release a criminal defendant, setting the amount of bail to be paid before release, or setting conditions of release after arrest or conviction. The victim would have the right to assert his or her rights in any court with jurisdiction over the criminal case, but would not have the same rights as the prosecutor or the criminal defendant and the court could not appoint an attorney for the victim at taxpayer expense. 3)

Morrison proposes water, sewer rate hike By LYNNETTE FORTH For The Prairie Advocate MORRISON – The short meeting status continued as the Sept. 22 Morrison City Council adjourned in just 28 minutes. City Administrator Barry Dykhuizen reported on proposed adjustments to water and sewer rates, stating that he is requesting an ordinance change for the October meeting. The changes would begin with the November billing cycle. The suggested fee covers waste water service charges at $18 per month, and individual waste water use charges at $12.26 a month per 1,000 gallons. “This is the worst-case scenario, but we don’t think it is going to happen,” Mayor Everett Pannier said. Dykhuizen gave a presentation projecting a FY 2014-2015 sewer
rate increase of 45 percent. That was the maximum increase, before the EPA suggested using a 30-year loan payoff rate, instead of the 20-year payoff. “We need some sort of rate increase this year, but it will not be as high as before,” Dykhuizen noted. “These rates were set before the city purchased a farm, so land acquisition costs were not figured in.” Lester Mathew reported on the status of fruit trees planted at French Creek Park. Mathew noted that the first dozen were planted, with three or four having to be replanted due to damage done by Japanese beetles. Spangler’s Landscape Design did the replacement. More likely will need to be replaced at some point, he said, thanking city workers for watering
the trees, and also for cleaning up after the summer storm. City Clerk Melanie Schroeder noted that the circulation period for alderman candidates began Sept. 23; petitions are due to be filed Dec. 15 through 23. Dykhuizen said 78 new Chamber of Commerce banners were installed. He also said city workers have noticed a significant decrease in the number of water main breaks, with only 12-14 during the summer months. The city is using well 4, and engineers Baxter and Woodman have reviewed well 5. Parkways where leaks were repaired will be seeded this fall. Pannier said he attended a Department of Transportation presentation in Dixon, where he spoke with engineers about repairs to state Route 78 and U.S.
Route 30 near Casey’s. Officials promised to do a study to determine the cost. Pannier also said he would like to make a draft ordinance to create Parks and Recreation Commission an action item for the Oct. 13 meeting. Those interested in serving must live in the Morrison School District; they should submit their names and past experiences. Dykhuizen said the planning and zoning commission approved the use of perpendicular signs on downtown businesses. The few current perpendicular signs are out of code, but have been grandfathered in. The Chamber of Commerce will work with suppliers and business owners.

Ducks Unlimited planning annual fundraiser banquet By Prairie Advocate staff SAVANNA – The Committee for the Northwest Illinois Chapter of Ducks Unlimited met Sept. 20 to continue plans for its 42nd annual banquet and fundraiser. This years’ banquet will be held Oct. 11 at Manny’s Restaurant. Doors open at 5 p.m., and a buffet meal will be served at 7 p.m. “Between the live auction, silent auction, and raffles, there will be a wide variety of artwork, decorative decoys, hunting items and collectibles that will appeal to the whole family,� chapter Chairman Steve Whiting said. “In addition, there will be special prizes and drawings for Greenwings, youth 17 and under, who attend the banquet.� Joel McFadden updated the
group on donations and underwriting of the auction items. Flu season is right around the corner. Typically, people think of the flu as nausea, vomiting and diarrhea, when in reality the flu that you get a flu shot for is Influenza. Influenza is a respiratory disease that can cause serious illness. It is caused by the influenza virus, which can be spread by coughing, sneezing, or nasal secretions. Anyone can get influenza, but rates of infection are highest among children. For most people, symptoms last only a few days. They include fever/chills, sore throat, muscle aches, fatigue, cough, headache, and runny or stuffy nose. Anyone 6 months or older should get flu vaccine. Vaccination is especially important for people at higher risk of severe influenza and their close contacts, including health care personnel and close contacts of children younger than 6 months. Influenza can occur at any time, but most influenza occurs from October through May. In recent seasons, most infections have occurred in January and February. Getting vaccinated in December, or even later, will still be beneficial in most years. Adults and older children need one dose of influenza vaccine each year, but some children younger than 9 need two doses to be protected. Getting a flu shot is the principal means of preventing influenza and its complications. Here are some additional steps that may help prevent the spread of respiratory illnesses like influenza: • Cover your nose and mouth with your sleeve or a tissue when you cough or sneeze—throw the tissue away after you use it. • Wash your hands often with soap and water, especially after you cough or sneeze. If you are not near water, use an alcohol-based hand cleaner. • Stay away as much as you can from people who are sick. • If you get influenza, stay home from work or school for at least 24 hours after the fever has ended. If you are sick, don’t go near other people to avoid infecting them. • Try not to touch your eyes, nose, or mouth. Germs often spread this way. SPRINGFIELD – The state had received 369 applications from those interested in growing and/or selling medical cannabis under the Illinois Compassionate Use of Medical Cannabis Pilot Program Act, as reported Sept. 24. “Applicants had 2 weeks, from Sept. 8 until 3 p.m. Sept. 24, to submit applications to become licensed as one of 22 cultivation centers, or one of 60 dispensaries across Illinois,” said Melaney Arnold, spokeswoman for the Medical Cannabis Pilot Program. The 369 applications for
medical marijuana business licenses received breaks down to about 1 in 5 applications winning approval to open grow houses and retail centers in the state. The state received 211 applications for dispensaries – retail shops for medical marijuana – and 158 applications for grow centers. Illinois will allow 60 dispensaries statewide and 21 grow centers. In just the Sauk Valley region of District 1, there were at least 12 applicants for the marijuana cultivation center : five in Lee County, four in Whiteside, two in Carroll, and one in Ogle. The exact number of applications

received in each district is expected to be available late next week. Bob Morgan, statewide project coordinator for the Illinois Medical Cannabis Pilot Program, said the number of applications was higher than expected. “We were pleased to see that our expectation of a competitive process played out so well, so we can choose the best applicants,” he said. The next step will be to go through thousands of pages of documents, Morgan said, identifying any missing information and informing applicants, who will have 7 days from notification to update applications. Council hears updates on current projects Reports on the CIP, grants and permits reviewed By MICHAEL MILLER For The Prairie Advocate SAVANNA – Sharon Pepin, with Community Funding and Planning Services, addressed the City Council Sept. 23 to explain the ordinance that will authorize the council to borrow from the Water Pollution Control Loan Program. These are low-interest loans from the Environmental Protection Agency to help pay for the new waste water treatment plant. The ordinance passed unanimously. Pepin also spoke about the $238,219 Federal Emergency Mangrant the city won that will be used

ello to everyone, both near and far! After spending the past 4 weeks with family in Ohio, it feels good to be home again. The weather has been perfect since we’re back. Today was a full, yet enjoyable, day. It seems like a lot has happened since we got up this morning. After breakfast and devotions I tackled the apples. I decided to turn most of our apples into applesauce and put the rest away to be eaten fresh or used for making pies and apple crisp. I just relish the aroma of apples being cooked in preparation to be turned into a sauce. With my sister’s help – and there are not being too many apples – we

when I look at a quilt that needs to be done it looks overwhelming to think of doing everything, but bit by bit, stitch by stitch the project is completed! At noon, when an uncle came home for lunch, he informed us that “walking to the West Coast from here” would almost appeal more to him than doing the quilt by himself. After a scrumptious lunch of haystacks, Julia and I headed for the store where we did some shopping. When we returned home we were both ready to relax a bit, so we each took a refreshing nap. Next I tackled a closet that needed to be organized and cleaned. Organizing is something I thoroughly enjoy, but unfortunately, I don’t always keep it that way. As I worked I started spinning my mind on what we could have for supper. Finally I decided to make fried rice and red beets, and blueberry and strawberry crisp with milk for dessert. My husband Daniel isn’t especially fond of plain rice but is always delighted to see my fried rice. I’ll include my recipe in case you are interested in trying it. After supper we had been asked to babysit for several neighbor children while their parents attended a parent teacher association meeting. Caring for four extra children younger than 6 kept our evening quite interesting and lively. After playing outside a while they came inside and I helped them
