Targeting ‘unfunded mandates’ Sanguinetti visits Carroll County, asks for public’s input By TONY CARTON For Prairie Advocate MOUNT CARROLL – Lt. Gov. Evelyn Sanguinetti rolled into Carroll County on Saturday evening to speak at the Carroll County Republican Women’s open house in the Naaman Diehl Auditorium in Mount Carroll. Sanguinetti made the rounds in the hall before opening her discussion by introducing herself. She is married and has three children. She was born in Miami to a Cuban refugee mother and a father who emigrated from Ecuador. Sanguinetti studied piano performance at Florida International University before going on to receive her law degree from John Marshall Law School in Chicago, where she is an adjunct professor. “As an attorney, I solve problems for a living and we have a lot of problems to solve in this state,” Sanguinetti said in an interview after her time at the podium. “My resume was resume, but I don’t think that was what the people were looking for, so we were a breath of fresh air.” with the Rauner administration was the selection of department heads. “That’s working out great

Local grad makes the grade for thinking like a child

The psychology major from Hanover, a 2013 graduate of River Ridge High School, stepped back in time to study children’s behavior at the Peoria PlayHouse Children’s Museum.
was able to take ownership of a project,” Nobis said. “I evaluated the exhibit, collecting data as to how children were using the different exhibits and how they interacted with others as they used them. I presented the data to the museum, so they could see what was going on with their exhibits.” Nobis, the daughter of Jim and Debbie Nobis of Hanover, said that the project — and the children — inspired her.

Her previous experience with children, beside her own childhood, includes her younger sister, Jamie, a senior at River Ridge. “I babysat while in high
school, but I have always been surrounded by a multitude of cousins. Family and young people have always been a big part of my life and have had a big impact on me.” Nobis, a junior at Bradley, observed how children engaged the brightly colored, hands-on exhibits at the museum that
opened in June. Her research examined how long young visitors played with displays and how parents’ involvement affected how the children interacted. “Parents really need to be aware of their role in children’s learning and play,” she said. “Hopefully this information will help the museum share that lesson with parents.” Nobis plans to build on the project and might use it as the foundation for her Honors Program thesis in coming semesters. Despite the serious nature of academic research, the museum setting kept the study fun and relaxing for Nobis and her energetic subjects. As she discovered, many of the children reminded her of herself at that age. “Being around little kids is a blast,” she said. “Unfortunately, as an observer I couldn’t interact much with them, but it’s really cool to watch and listen to them play.” The Thomas F. O’Grady Experiential Learning Endowment
Fund covered Nobis’ expenses. The scholarship is one of three research scholarships offered by Bradley’s psychology department each year. “I’m lucky and grateful I received funding to make my project possible,” she said. “It was an amazing experience that helped me develop my research toolbox. Because undergraduate research is integral for students who want to go to grad school, this will help me so much when I reach that point.” After graduating, Nobis is open to the many paths before her. “Right now, I am preparing as if I’m going to grad school. But I haven’t fully decided. I am looking at several different career options, including family counseling and grief counseling, especially for mothers who have lost children. I am also exploring the need for children’s developmental experts in orphanages, because many of those kids do not get the stimulation that they need to develop properly.”

She said in the past folks held back when discussions turned to unfunded mandates and streamlining government. “There is always some sort of special interest power behind it that would get mad, but right now you would be surprised how many people are willing to have this conversation,” she said. “We’ve actually had a lot of testimony from universities and the procurement process and also the mandate on having to pay for teachers to teach driver’s ed rather
than having to contract for driver’s ed people outside. “We have a lot of recommendations and if you want to come in and testify for us on unfunded mandates that annoy your city, this is what study of its kind. Nothing like this has ever been done.” She invited folks to “stay in tune” and participate in the process, so they can spread the word and let their neighbors know what’s going on. “The fact that the governor and his lieutenant governor are now traveling the state, so we can be responsive, amenable and accessible, is a big deal,” Sanguinetti said. “Heading the Rural

Keeping it all together for more than 150 years Lamoreux family farm operation named 2015 Illinois Farm Family of the Year By TOM KOCAL Prairie Advocate TKocal@prairieadvocate.com
LANARK – Changes in the agriculture industry have allowed for the production of more food with less land and fewer farmers. But not for the Lamoreux family of rural Lanark. The Lamoreuxes are the 2015 Illinois Farm Family of the Year, presented by Burrus Hybrids and Illinois AgriNews. Lou and his brother, John, are the fourth generation on the farm. They raise corn, soybeans, wheat and alfalfa. They also have pasture for their cow and calf herd, and they have a 1,400-head cattle feeding operation. The family is planning for the farm’s future, too. Lou and wife Sue’s son, Nathan and his wife, Stephanie, are the parents of Lleyton, 4, and Hawken, 2. Nathan is a partner in the family endeavor. They also have a son, Zack, and daughters Calli Curtis and families. John and Marilyn’s family includes Dan and wife Stacy, the parents of son Ty, 4, and daughter Josie, born in July. Dan also is a partner in the family farm. Son, Andrew, and daughters, Jennifer Fisher and Darcy Mathis, and their families, make up the rest of John and Marilyn’s family. “I am under no illusion

industry on GMO issues, livestock facility placement controversies and herbicide, pesticide and antibiotic use challenges as presented by consumers.” “We were surprised with the award,” Lou said. “It was nice being recognized at the University of Illinois on Ag Day at the state level, but even better being recognized locally.” in Carroll County in the 1860s, and the farm has
been in the family since. “There’s a story going back to my grandparents,” John said. “When times were kind of rough, Grandpa was getting discouraged, and he listed the farm for sale. The agent came to him with an offer, at the price Grandpa wanted. But Grandma wouldn’t sign the papers. So the farm didn’t sell, but they paid the commission and kept the farm.” As a fourth-generation family farmer, John has seen a lot of changes in agricuture. “But the GPS (Global Positioning System) technology, where a satellite in the sky can guide these

In support of local athletics, Lou has been the announcer for Lanark/ Eastland/E-PC High
School football at home games for the past 40 years. Lou also is a member and past chairman of the Illinois Corn Marketing Board and a former director of the Illinois Corn Growers Association. Looking ahead, Lou is concerned that the number of farmers has decreased, making up only 1 percent of the population in America. “But we’re fortunate. I would hate to think that previous Lamoreuxes built this life, and that no one in the future would be interested in continuing. It’s nice that my great-grandfather started here, and we’re still here. We hope that generations from now, there will still be Lamoreuxes here. We can’t control that, but we’re doing our best to encourage it,” Lou said. “It’s an honor. There are a lot of things that are more important than how big you can be, or how much money you make. In the big picture, it doesn’t matter. We hope we are instilling that in our kids.” We all have to be here doing what needs to be done every day. It’s worked out well,” John said.

Mayor the deciding ‘yes’ vote on city adminstrator Financial concerns about new position expressed By MICHAEL MILLER For Prairie Advocate SAVANNA – The Savanna City Council, after a town hall meeting prior to the regular meeting Sept. 22, approved developing an ordinance establishing the posiMayor Tony tion of city McCombie administrator. But not before council heard citizens concerned about the cost of such a position in light of Savanna’s other expenses. First, Alderman Bill Robinson motioned to reject the ordinance. That vote was defeated 5-4, with Mayor Tony McCombie breaking the tie. Voting to reject the ordinance were Robinson, Jeff Griswold, Gary Scott Law, and Pat Sanchez. Voting “nay” were Christine Lee, Peg Haffey, Lisa Robinson and John Peterson. A subsequent vote brought predictable results, with Lee, Lisa Robinson, Haffey, Peterson and the mayor voting to pass the ordinance. McCombie opened the town meeting by reviewing the history of the issue, saying the council had been considering establishing the position for much of this year. Two major concerns were expressed regarding the position: be an issue since no one would be hired unless there was money for it; and that the job would add another level of management. Council votes to allow sewer fee increases By MICHAEL MILLER For Prairie Advocate SAVANNA – Preparing for what Mayor Tony McCombie called a “worst-case scenario” in order to bolster the sewer debt service fund ongoing projects, the Savanna City Council passed an ordinance Sept. 22 allowing for the incremental increase in users’ charge for sewer service, over a period of 3 years. The possible fee structure breaks down to an additional $10 per month per user by Jan. 1, 2016; another $5 per month by May 1; another $5 per month by May 1, 2017; and an additional $9 per month by May 1, 2018, for a potential total of $29 more per month per user by 2018. Superintendent of Public Works John Linwere calculated based on what the IEPA loan would be, and “could go a little higher,” dependon a 20-year loan. Finance and Water/ Sewer/Refuse/Streets and Alleys Chairman Bill Robinson said that they were hoping for a 30-year loan, which may lower the numbers. The hike is in response to an IEPA requirement to show where the funding for loan payoff is coming from.
Bid too high
Nick Wagner of MSA Professional Services told the Savanna City Council that the one bid received from Brandt Construction Company for the city’s anticipated 2016 street repair project came in well over what was estimated by the engineers. MSA estimated the project cost at $285,230. But Brandt’s bid to complete the project this fall was $430,582.50, and $420,582.50 for a spring 2016 start. Other companies either missed the bid or were busy with other projects, Wagner said, adding that the city would likely rebid the project in the winter for construction next year, with possible adjustments to the project to address the cost estimate differential. Bill Robinson noted that one item, repair of the Fourth Street retaining wall, added $41,900 to the bid, but did not process through committee for approval. McCombie agreed that this item should not be included on the rebid, but that the bid would still be about $100,000 over estimate. Council rejected the bid from Brandt Construction and will rebid the work in the winter. BID CONTINUED ON A21
Obituaries Roger Lee Gallentine
THOMSON — Roger Lee Gallentine, 82, of Thomson, formerly of Stockton, passed away Wednesday, Sept. 23, 2015, at home. He was born Jan. 29, 1933, to Arthur and Gwendolyn (Meek) Gallentine in Walnut. He graduated from Walnut High School in 1951 and in 1952 joined the Air Force, where he served during the Korean War until being discharged in 1956. He then attended Elgin Watch and Clock College in Elgin. In 1960, he opened and operated Gallentine Jewelry Store in Stockton. On Sept. 6, 1974, he married Betty (Hess) Heid at the Church by the Side of the Road in Rockton. In 1988, they took their jewelry business to their home, where he was active in repairing clocks and watches for many years. He enjoyed music and played the drums in several bands around the area. He and Betty proudly followed dren playing their sports, especially basketball, even into college. Roger was a member of Christ Lutheran Church in Stockton, before moving to Thomson in 2014. He was a lifetime member of the V.F.W. and was the quarter master for the charter in Stockton. He is survived by his wife, Betty; son, Bill (Kim) Heid of Thomson; three brothers-in-law, Melvin (Judy) Hess of Loves Park, LaVerne (Daune) Hess of Thousand Oaks, California, and Kenneth (Pam) Hess of Stockton; sister-in-law, Sharon (Don) Goethe of
Freeport; grandchildren, Tracy (John) LaBreche of Leeds, Alabama, Stephanie (Bud) Benson of Thomson, Sarah (Adam) Tyler of Fulton, Nicholas (Jericho) Heid of Fulton, and Matthew Heid of Thomson; and 15 great-grandchildren: Alexys, Zoe, Asa, Zadyn, Ava and Asher LaBreche; Marika, Maddex and Saige Tyler; William, Genna and Warren Heid; and Ivy, Cosmo and Wyatt Benson. He was preceded in death by his parents; motherin-law, Gertrude Hess; sister-in-law, Gladys Hess; brothers-in-law, Marvin, Donald and Wayne Hess; and one greatgrandson, Zion LaBreche of Leeds, Alabama. The funeral service was Sunday, Sept. 27, at Hermann Funeral Home in Stockton, with visitation before the service. Interment will take place at Ladies Union Cemetery in Stockton. LAKE CARROLL – Lanark Mayor John Huggins was the host to 15 mayors and their guests for the September dinner meeting of the Northern Illinois Mayors Association, held Thursday at the Lake Carroll Clubhouse. His guest for the event was state Sen. Tim Bivins, R-Dixon. “We just discuss what’s going on in our communities,” Huggins said. “And Senator Bivins was impressed with what he heard.” not very uplifting,” Bivins said. “We are usually out of session in May, but we are still going back every week. But tonight has been a very positive meeting for me, to listen to all that you have going on in the district. I haven’t heard a lot of positive things in a long time. “Politics is all about being local. Locally, you know what to do. We don’t do things in our normal world like they do “I am encouraged listening to you all tonight. You are doing a fantastic job in your communities, and I thank you for that.” The senator said they left the session in May with a proposed budget of $36 billion, but with only $32 billion in revenue expected. “It was that way until we went back several times through the summer. Then in August we came back again, and now the budget proposal was $38 billion in spending. That’s $6 billion more in spending than we have money. Plus, the comptroller reported that Illinois has $8.5 billion in
balancing the budget, blaming Speaker of the House Michael Madigan for “not being interested in sitting down and sorting it out, and is more interested in playing politics, keeping the status quo.” Bivins said that even if the state put the income tax rate back to 5 percent, it would not increase revenue enough to get Illinois out of the budget hole. He said the courts have stepped in,
ordering the state to pay about 90 percent of the vendors that are owed money for their services. “But what about the 10 percent that are left out in the cold? I’m hearing a lot from them,” Bivins said. “The senior centers and other agencies are laying off people, some may be shutting down.” Bivins said that in his 7 years as a senator, he has investigated and cut fraud, abuse and waste in state programs to the tune of $200 million. “That’s a drop in the bucket, but that’s one legislator,” he said. “We have one would dig down deep and seriously look at where we are spending taxpayer money, it would add up and make a difference.”

The Carroll County Senior Center has four pieces of professionalgrade equipment available: Treadmill, rowing machine, E-Force cross trainer and recumbent bicycle. You are welcome to use any of these any time the Senior Center is open, Monday
through Friday from 8 a.m. to 2:30 p.m. exercise equipment have been donated to help seniors get some needed movement and cardio work that can improve both their physical and mental states. As anyone can tell you, a few
minutes of walking or riding a bike can go a long way. We have moved the exercise equipment to the downstairs area for more privacy for those who wish to use it. So bring a few friends and all of you can work out together, and the best part –it’s free!

Activities at the Senior Center Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/or haul the papers to the distribution center. The Answer: Your autmn exercise program Aside from New Year’s Resolution time, autumn (actually post Labor Day) is when many people start a structured exercise program. Here are a few tips to work a program into the season. Take advantage of the weather. It’s not too hot and not too cold, so this is the best time to start a walking program. Begin with short 15 minutes) and work your way up to longer walks on more hilly terrain. Thirty minutes of walking three great goal and is perfect for improving endurance and overall health. One-day-a-week hiking the trails at your favorite park is yet a better choice
for walking with the extra challenge of small hills. Plus, the uneven terrain helps to improve your balance, stability, and coorof fall as you go, and before you know it, you’ll have 45 minutes of exercise under your belt! Find an exercise class! A group exercise class one day a week will add some variety to your program, and it’s a lot more fun than walking on a treadmill. But, if you don’t mind treadmills and have one at home, set it in front of the TV for all of the football games. Walk 10 minutes per quarter of each game, and set aside some extra activities for halftime. Maybe do
bend your knees and use your legs when lifting up. This will help prevent straining your back. Fall is a perfect time to begin a program and get geared up for the holidays. Friends of the Carroll County Fair host 2nd annual 5K Run/Walk their patrons’ expectations. “We will be working this MILLEDGEVILLE – The Carroll County Fair Board is hosting its 2nd annual Friends of the Fair 5K run/ walk Saturday at the fairgrounds in Milledgeville. The course will wind its way through the grounds, over all types of terrain – grass, gravel, blacktop and dirt. Julie Ebersole, a Carroll County Fair Board member and walk/run coordinator, said the 2015 fair was a huge success, thanks to the support of its loyal fairgoers and local businesses. However, the board realizes improvements need to be made to their carnival rides, as this year’s did not meet
improved carnival. But with the state cutting all funding to county fairs, it won’t be easy,” Ebersole said. In an August interview, Liz Hutchison, president of the Carroll County Fair Board, said the board started the 2015 fair year debt-free, “but state funding was cut – over $30,000.” “All proceeds will be used for much needed repairs to our aging buildings and to also help offset the increasing costs of entertainment,” Ebersole said. Although 5Ks are nothing new, the 5K at the fairgrounds is sure to offer
something new for most of the participants: a chance to see the fairgrounds empty. “Most people visit the grounds during fair week in August, but don’t get the opportunity to see how even more beautiful the grounds are outside of fair week,” Ebersole said. Prizes will be awarded to place participants in each division. MILLEDGEVILLE – Third-grade students at Milledgeville Elementary School saw a special morning program Sept. 16 called “There’s a Farmer at My Football Game.” The event was coordinated by Ag in the Classroom. Melinda Charbonneau. ag literacy coordinator for Ogle and Carroll County University of Illinois Extension, said the event was intended to broaden students’ perspectives about the impact agriculture has on their daily lives. “Students learned about agriculture and where their food comes from,” Charbonneau said. The program featured hands-on presentations by a number of agricultural experts: Arlene Bickelhaupt of Mount Carroll, Chris Fink and Jon Lower, both Lanark farmers. Topics included wheat, corn, soybeans, dairy, beef, and pigs. “Students talked about the features a cow has while their classmate, Micah Toms, was dressed up as one. They also shook up cream in a jar, turning it into butter, harvested wheat kernels, examined crops, discovered ‘where’s the beef?’ and got up close with a piglet” said Charbonneau. She said the program got students thinkat their football game. “Not only are farmers found in food, like corn syrup in pop, pork and beef in hot dogs, popcorn, corn in nachos, dairy in the cheese, and wheat in the buns and pretzels, but farmers are found in the ‘Like’ us on Facebook Search for Prairie Advocate News

McCombie said the looming retirement of some veteran city staffers and the possible vacating of council positions by veteran Aldermen Bill Robinson and Haffey, as well as McCombie’s decision to not run again for mayor, are reasons to consider the advantages of a city administrator. Resident Sara Sorensen asked if Savanna would be locked into the position once someone is hired, or if there were a way to opt out if it wasn’t working out. The mayor said that typically contracts would be written for 1 or 2 years, so “there would always be an out.” Resident Sharon Eckstein asked how much Savanna stands to lose in light of Gov. Bruce Rauner’s budget cuts and how the city is preparing for this loss. The mayor said that this loss was already anticipated in this year’s budget, with the worst-case scenario being $130,000, and the council that amount. “I think a city administrator can do things that I am not able to do, ... for
example, collective bargaining that comes up every 3 years, and help with annual insurance review,” McCombie said. She said department heads manage such issues, but they are overloaded with other responsibilities, noting that Comptroller Sheryl Sipe also is the city’s human resources person, health representative, and pension representative.
