The Kraft story concludes In the past 2 weeks you’ve read about the humble beginnings of Kraft and its rise in the early 20th century. Around the middle of the century, Kraft began buying companies and expanding its product lines. Kraft-Phenix Cheese Corp. was its name for a period of time. It then was acquired by National
Dairy Products Corp. In 1943, the once simple distributorship became that the company had accumulated other food lines. It used their brand names for a period then stamped the Kraft name. The Kraft label was applied in 1930 to Melani’s mayonnaise and Wright’s French dressing. Philadelphia Cream Cheese also was bought during this period. It changed the cheese trade after centuries of routine, with processed cheese and by recycling whey, among others. While processed cheese never was made in Stockton, home of the Kraft Co. since 1914, other products were: brick, cheddar, chantelle, edam, gouda, limburger, Swiss, novelty cheeses such as caraway, nokkelost, leyden. Whey output was one of its largest and most versatile. Beside its use as nutritious human consumption and in animal feeds, whey became an ingredient in many forms. To quote from Ruth Fleming’s interesting chapter: “Whey continued an important role in overall production. In addition to the dehydrated product sold for both human and animal needs (this in 1950) alcohol was a by-product. The ‘fumes’ given off by condensation of liquid whey were tunneled through a still producing approximately 10,000 gallons of 190 proof alcohol every two weeks. The alcohol was denatured and sent to Danville, Illinois to the Kraft plant where it was used to make vinegar.� Kraft cheeses have more complicated details than imagined. My grocery list is topped by Velveeta. Really.

Kirk, As you point out this concern, I want to say that it is about time that the businesses pay their share and state leaders follow through on the commitments made on behalf of the people of the state. The businesses and organizations of the state, along with the general public residing in it, should contribute their fair portion for the cost of the infrastructure and support systems they use. Businesses and organizations from outside of the state, too, should have a responsibility for the burden they place on these same people and systems. economy, then there has not been the necessary balance established between use of infrastructure and the costs in talent, time, and resources that make it possible.
For example, a big box store comes into a community and negotiates with the community to pay limited taxes, hires part-time workers at low wages with no healthcare or other of the place, has free access to the highways, water, and communication systems, and then, bearing no responsibility, they exploit the education of the workers and the school systems that equipped them. Then to exploit this unjust system stockholders and executives, they report their income through a tax shelter in some off-shore shell of a corporation and pay little federal tax. All at the same time, leaving the underpaid they “employ” and the communities where they live stuck with paying for the roads, hospitals, schools, and other supports that make the business’ existence possible. I expect you to be working for the people of Illinois who are in need of someone who will work for the people, the everyday people of the state, who are being so exploited by these forms of corporate welfare. If a company is going to do business in Illinois, it should function in a just manner where employees are treated and paid justly, taxes are understood as a necessary part of access to the services of the infrastructure and the consuming public, and there is a long-term understanding about and responsibility for resource use. Hard for citizens to change state Constitution By MATT DIETRICH Reboot Illinois People of Illinois, an appellate court has spoken: Your constitution is stacked against you. So begins the Chicago Tribune’s Aug. 21 editorial, published only hours after an appellate court said term limits are off-limits for citizen-led constitutional amendment proposals. It’s an accurate statement in more ways than the Tribune editorial board intended. The Illinois Constitution is designed to protect itself from amendments with grassroots origins. The
Why would they do this? Perhaps to ensure that Illinois does not become like California, where the state constitution allows citizens to pursue any constitutional amendment or statute. Californians frequently pass propositions that keep the state’s appellate courts busy and create headaches for lawmakers. In poll after poll, we’ve seen that Illinois citizens overwhelmingly favor lowering taxes but oppose cutting spending on education, public safety or human services. Unfortunately, those are about the only places in the state budget where large, discretionary cuts can be made to offset tax cuts. California voters had those same attitudes
and imposed tough standards for tax increases by lawmakers. That led to the state having a lot less money to spend on things like education. A decade later, voters passed Proposition 98, which established minimum funding for education in the state budget. The problem is, you can’t have it both ways. By contrast, citizens who want to propose a constitutional amendment on their own in Illinois must clear two big hurdles. First they need to collect thousands of signatures from registered voters. The number of signatures must be 8 percent of the vote total from the previous gubernatorial election. Then comes the second hurdle.

The appeals court rejected the Committee for Legislative Reform and Term Limits‘ argument that its bill “changes the entire structure of legislative terms� and therefore should be allowed to go before the voters. In fact, the court said that while some parts of the amendment passed the “structural and procedural� test, the term limits portion disqualified the whole thing. (In addition to setting 8-year term limits, the amendment also increased the number of votes necessary to override a governor’s reduced the Illinois Senate to 41 senators and increased the House to 123 members.) Some components of the committee’s proposed amendment may very well comply with article XIV, section 3. However, the proposed amendment is ultimately invalid because of its term limits provision. barrier to citizens’ efforts to change their constitution. That’s a big deal. The framers of the document explicitly empowered voters to amend the section dealing with the legislature – and only that section. They knew lawmakers would resist making changes that would curb their own power. I’m not a fan of term limits in general. As noted above, I was no fan whatsoever of this cluttered and overreaching amendment. But it sure seems like on this issue the courts have interpreted an appropriately small window as a locked door never to be opened.

That said, the precedent set in the 1994 term limits case and now adhered to lends credence to the Tribune’s case that the deck is stacked against Illinois citizens on this issue. Twice citizen efforts have gathered hundreds of thousands of registered voters’ signatures on term limits proposals. They’ve passed the Illinois Board of Elections’ rigorous validation process. Bad news for hopeful Illinoisans on jobs, economy BRADY CREMEENS Illinois Watchdog.com SPRINGFIELD – Numbers released recently in a monthly report on jobs and employment by Bureau of Labor Statistics suggest Illinois is doing poorly – despite two recent announcements from ing a drop in unemployment and expansion of jobs in the Rockford area. Last week, Quinn announced unemployment rate, from 7.1 percent in June to 6.8 percent in July. “Illinois’ comeback is going strong, and we’ve got more work to do,� Quinn said in a statement. “Illinois manufacturers are helping to drive our economy forward by creating good jobs and supporting local communities across the state.� The governor touted the 11,200 new private sector jobs added in July and said the news proves “that we are heading in the right direction.� But a new BLS report found that Illinois’ workforce decreased by 17,100 in July, a number that accounts for the drop in the unemployment rate. When discouraged people decide to leave the workforce — a statistical category that includes the employed and those actively in search of employment — the rate goes down. The unemployment rate only denotes the number of those working or searching, it says nothing of those having given up. In fact, the BLS report states that Illinois’ labor force participation rate fell to a number lower than any point in the past 35 years because of Illinois residents giving up looking for jobs. The report is coupled with the news that agricultural manufacturing giant John Deere is planning to lay off up to 600 workers at four facilities, two of which are in East Moline and Moline. On Aug. 15, INN spoke with Gary Burtless, a senior fellow of economic studies at the Brookings Institute and a former economist with the U.S. Department of Labor. He agreed that the unemployment rate drop is a combination of factors, including labor force depletion. “While a big drop in unemployment may look good on the outside, we know that’s not the whole picture,� Burtless said. “The unemployment statistics can only measure those who are working or actively looking for work. It can’t tell us anything about those who quit trying.� Burtless said people usually quit tion with the job market, that they can’t get something satisfactory in
a reasonable period of time. “Illinois has mirrored the country as a whole in this regard,� he said. “The rate may technically be going down, but that doesn’t mean more people are working.� According to the BLS report, Burtless is correct. The report says there are 170,000 fewer jobs than before the 2008 recession, and the Prairie State has a net loss of nearly 6,000 private sector jobs so far in 2008. It seems for every step forward toward job growth Illinois takes, two big steps backward follows. On Aug. 18, Quinn announced global aircraft service leader AAR Corp. is opening a new maintenance and repair hangar in Rockford that will create up to 500
new jobs over 5 years. “Illinois and Rockford are making a making a comeback, and companies like AAR are keeping it going strong,� the governor said in a news release. “While we have more work to do, partners like AAR are major contributors to Illinois’ economy and supporting local communities around the state. The board approved making William and Blair the disseminating agent for the district’s bond disclosure statements, and approved a $33,228 computer lease with Providence Capital, for 280 computers for the middle school. This is a 4-year lease granting the district the opportunity to sell these units back to the company at the end of the lease. The money would come from several sources, including capital funds and local funds. The board also approved allowing the Freeport School District to exercise their decision to withdraw from the Northwest Illinois Special Educational Cooperative, reasoning that the district, like all districts, had the right to control its own special educational program. Freeport wishes to educate these students in house in the future. West Carroll, like the other districts in the co-op, does stand to lose money as a result of this; around $30,000, according to the superintendent. Two members, Rath and Klein, abstained from voting.

HCC’s Harris to play softball at Benedictine Prairie Advocate staff SPRINGFIELD – Marissa Harris has signed a letter of intent to play softball for the Benedictine University Bulldogs next season, under the direction of head coach Kerry Crum. Harris will transfer from Highland Community College. The projected physical therapy major, a graduate of Eastland High School in Lanark, will bring much-needed speed and size to the Bulldog lineup, Crum said. “Marissa comes highly recommended in both positions, and we are excited to see what she has to offer.” Harris and the HCC Cougars Harris hitting .327 in 36 games. Northwest Illinois chapter of Ducks Unlimited fundraiser set Prairie Advocate staff The Committee for the Northwest Illinois Chapter of Ducks Unlimited met on Aug. 5 to plan its 42nd annual banquet and fundraiser. Chapter Chairperson Steve Whiting said that this year’s banquet will be held on Saturday, Oct. 11, at Manny’s Restaurant in Savanna. According to Whiting, the doors open at 5 p.m. and a delicious buffet meal will be served at 7. Whiting said that between the live auction, silent wide variety of artwork, decorative decoys, hunting items, and collectibles that will appeal to the whole family. “The work and planning that goes into hosting and supporting
events like this takes a lot of hard work and time from local volunteers,” Whiting said. There will be special prizes and drawings for Greenwings, youths 17 and under, who attend the banquet. Joel McFadden updated the group on donations and underwriting of the auction items. HCC alumnus new head men’s basketball coach
Prairie Advocate staff FREEPORT – Tone Boyle, a 2008 graduate of Highland Community College, is the Cougars new men’s head basketball coach. Boyle comes to the program after spending the last 3 years as an assistant coach at the University of Wisconsin-Milwaukee. He replaces Nathan Courtney, who has moved on to another college in Illinois. Boyle played on the Cougars 2007-2008 men’s basketball team. After graduating from Highland, he continued his academic and basketball career at UW-Milwaukee, where he was team captain and all Horizon League team selection. He graduated with a bachelor’s degree in marketing and received his MBA from Concordia University in June 2014. “We are excited that Tone Boyle is our new men’s head basketball coach and looking forward to having Tone continue to build, improve, and grow the tradition of Cougar basketball,” HCC Athletic Director Pete Norman said. “I know Highland and Cougar Nation will embrace Tone with open arms. I am excited about this new era of Cougar basketball under the direction of coach Boyle.” Boyle and the Cougars open the 2014-15 basketball season on the road Oct. 12 at the Elgin Jamboree, followed by the Marshalltown Tournament Oct. 31 and Nov. 1.

In Ivy’s memory By JERMAINE PIGEE For Prairie Advociate News MILLEDGEVILLE – Adam Drinkall wishes he could watch his daughter, Ivy Faith, play with her two sisters, Lili, 8, and June, 5. “You take those things for granted,” he said, holding back tears. Ivy Faith was just 5 months old when she died last July of sudden infant death syndrome. In her memory, the Drinkall family raised $60,000 in about a year. The money will be used to build a new playground at Milledgeville Elementary School. The playground was approved Monday by the Chadwick-Milledgeville school board. “We are grateful for their generosity and generous donation they made in memory of their daughter,” district Superintendent Tim Schurman said. “This playground will It’s important to Drinkall, 34, that parents can watch their children play together on the new playground. “We want a place for kids to play and for families to enjoy one another,” he said. According to the Mayo Clinic, SIDS is an unexplained death of a healthy baby younger than 1 year old. Its cause is not known, but SIDS could be associated with abnormalities in the portion of an infant’s brain that controls breathing and arousal from sleep. “When it came time for the funeral, we had to decide what the memorial would be for,” said Jennifer Drinkall, Ivy’s mother. “We wanted to do something for the community, because the community has been good to us.” So, they decided to replace the old playground at the school. Last month, the family hosted a 5K run in honor of Ivy to raise about half of the money that will go toward the playground. The rest came from the memorial fund. “We didn’t think we could do all this in a year,” Jennifer, 34, said. “Once people found out what we wanted to do, people really started to give. Some people even gave more than once.” The playground equipment has been ordered and, once it arrives, a group of volunteers will begin to install it. Multiple slides, monkey bars, a climbing wall and a new swing set will be included. If all goes well, Ivy’s sisters, who attend Milledgeville Elementary, and their classmates will be on the new playground in early October. “This is just a giving community, and they have been really nice to us,” Adam said. “I really can’t stress that enough.”

We know some of you would like to donate or donate more but just don’t have the means. Read about it in the article elsewhere in this issue. Are you raising a child related to you, or do you know someone who is? In Illinois, more than 100,000 grandparents and other relatives are directly responsible for the care of their related children. It can happen to anyone, at any time, for any reason. If you are one of them, you can receive helpful information and
support by attending the Grandparents and Other Relatives Raising Children support group. It meets at 12:30 p.m. the last Tuesday of the month at the Carroll County Senior Center, 306 N. Main St. in Mount Carroll. A sandwich lunch is provided, so call 815-2441800 if you plan to attend so we have an accurate meal count. New hours for the Senior Center As most of you know, Senior Center business hours are 8 a.m. to 1 p.m. Monday through Friday. In October and November, however, we will be open until 2:30 p.m. That’s to better accommodate clients during Medicare
open enrollment, Oct. 15 through Dec. Dec, and to see if we need to expand our hours permanently to accommodate our clients. Let us know if you like the new hours, but remember, at this time, the change is for October and November only.

Brick Street Saturday returns this weekend

Prairie Advocate staff MOUNT CARROLL – Downtown Mount Carroll is the home of Brick Street Saturday, an annual event that returns this weekend. It features sidewalk sales, a farmers market, artists and crafters, food (including cotton candy) from vendors and local restaurants, music, a ping pong drop, a duck pluck, bounce houses, and more. The Farmers Market, generally open until noon on Saturday, will remain open all day. Artists and crafters are invited to set up a booth for $5, the same fee Farmers Market vendors are charged. Herrell Electric will sponsor a ping pong ball drop for youngsters at 1 p.m. in the parking lot at the north end of Main Street. The balls will be dropped from high in the air for children to catch, and each will be numbered with a corresponding prize. The Mount Carroll Chamber of Commerce invites all community organizations to participate by
having a booth or sponsoring an activity. Several already have signed up to participate with more than $200 total in prizes being offered. For example, the dabluz boubuttons and beads and ask folks to guess how many it contains. Whoever guesses closest will win a $10 Free ice cream and kids’ games will be available at Triumph Com-
munity Bank from 8:30 a.m. to noon, the Mount Carroll Township Public Library will hold a book sale from 8 a.m. to 1 p.m., and GM Productions will provide music downtown. Annual Duck Pluck! Draft budget nears completion TONY CARTON For Prairie Advocate News MOUNT CARROLL–At itsAug. 21 meeting, the Carroll County Board heard from Carroll County Workforce Development Executive Director Pam Furlan that the Illinois State Senate and General Assembly passed a resolution designating the week of Aug. 25-31, Workforce Development Week. The resolution recognized the achievements of local workforce agencies and boards, as well as their value to job seekers and businesses. Her organization’s merger comand consolidate funding is seeing success, Furlan said. “This past year, we were able to serve everybody that came into our it looks like we will be able to do the same this year,� she said. “With that I would say mission accomplished, and probably one of the greatest things we did was merge so that we would have
received a $150,000 state grant that allowed them to serve 80 young people, The organization intends to repeat that program in 2015, she said. Kate Hanson, the county’s newly hired career adviser, presented four area success stories and closed her appearance saying Workforce Development is doing important work in northwest Illinois. She urged those in attendance to continue promoting the program. “We work with the kids, giving experience they need and we are very proud of what we do,� Furlan said. The board passed a resolution similar to the one passed by the state Legislature, acknowledging the work performed by Workforce Development. Workforce Development is holding an employer forum and open house in conjunction with several other economic development agencies from 9 a.m. to noon today at NCI Works One Stop Center, 2323 E. Lincolnway in Sterling.

Donations support Chadwick-Milledgeville Schools Prairie Advocate staff Two family donations were approved by the Chadwick-Milledgeville CUSD 399 board of education at its meeting Aug. 18. The board approved a playground proposal and donation made by the Drinkall family in memory of their daughter, Ivy Faith, and accepted donations made by the Tim Litwiller Memorial. Mr. and Mrs. Adam Drinkall attended the meeting and presented the design plan for the new playground. The money raised from the 5K race held in July and other donations will pay for the new equipment which, including installation, will cost about $60,000. The Tim Litwiller Memorial donation will be disbursed in several ways:
$1,000 toward the purchase of new track uniforms for the junior high. The board, administration, students, and community thank the Litwillers and the Drinkalls for their generous donations in support of Chadwick-Milledgeville schools.

With their imagination at its best, they constructed a train. It consisted of two 3-wheeled bicycles as the engineers, with a nephew sitting in one of the carriers, followed by a little wagon with Julia and two other cousins. Next came a bike cart carrying a child, then after that were three small 2-wheeled carts, each escorting someone. Each train car was tied to the one in front of it, making a unique yet hilarious carachallenge for the engineers who did their very best in pulling the heavy load.
