SPRINGFIELD – Democratic legislative leaders continue to embrace the status quo, refusing to discuss job-creating, economy-boosting reforms, and focusing instead on tax increases as a way to balance the state budget.

Munger echoed the governor’s calls for reform, saying that these structural changes are critical to making the state more competitive and should come before any discussion about new revenue. Political gridlock blocks reform
On June 9, the Senate convened a rare Committee of the Whole hearing, inviting testimony from tax experts and education and local government representatives. Illinois taxpayers —those most dramatically impacted by high property taxes — were notably absent from the panel. Illinois has some of the nation’s highest property taxes. The Tax Foundation and the Taxpayers’ Federation of Illinois’ latest study
shows that over a 5-year period, Illinois had the third-highest residential property tax rate in the nation, behind only New Jersey and New Hampshire. Other recent studies show Illinois having the secondhighest property tax rates in the nation. Property tax relief is critical to keeping more families the state. Senate Bill 1046 is founded in Gov. Bruce Rauner’s plan to freeze property taxes, allowing residents to choose through referendum whether they want to increase taxes for education, libraries or other services. The proposal also would directly address several of the contributing factors to high costs at the local level. However, Senate Democrats rejected SB1046, and have so far refused to work
with the governor and their Republican counterparts on compromise legislation. The Senate Judiciary Committee also met June 9 to discuss workers’ compensation legislation being pushed by the House speaker. Codifying what already is law and making no real reforms, House Bill 1287 fails to address the issues that contribute to Illinois having the seventh-highest workers’ compensation rates in the nation — a distinction employers say increases their costs and drives jobs out of Illinois. Rauner’s proposal, SB994, is a more effective option that would have reduced workers’ compensation rates for businesses by instituting a number of reforms, including a provision that would ensure the workplace is the major contributing cause of the injury.

Some of you may remember we used to have an Adopted Legislator – a legislator from Chicago or one of the collar counties “adopted” by a rural County Farm Bureau to teach them about rural life. We have not had an adopted legislator in many years, since our former House legislator became a member of the U.S. House. I just received a call last

More than 1,000 plants that are used daily for food and other resources, medicine, depend on pollinators to reproduce. Common pollinators include bees and and moths, and beetles. Dramatic declines of pollinator species are being documented worldwide. ing of where their food comes from, there will be educational displays that focus on the commodities, people and businesses of the county’s ag community, said Ardath DeWall, a dairy producer from Shannon and publicity chairwoman for the breakfast. There will be games for children, including a barrel train, and a petting zoo, and they can view farm equipment up close.

The state always is at the top of the list in hay, corn and soybean production, and leads the nation in pumpkin and horseradish production. A Kentucky businessman thinks kenaf could be Illinois’ next super crop. Martin Smith, owner of United Global Co-Opportunities, hopes to create jobs and economic prosperity in the United States and in Third World equatorial

Tests in Kentucky have determined that cattle preferred kenaf and received higher nutritional value from it than from hay or corn silage; that it is easy to digest; and that, because of will eat less, he said. “Kenaf can be planted in areas with poor soil conditions, making acreage
that can’t be used highly productive. Because of its low maintenance and high yields, it would be a costeffective alternative,” Smith said. They could produce electricity, gasoline, and diesel fuel cheaper, quicker, and better than we can as an industrialized nation, simply by the nature of the plant,” he said.

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pickup substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include: Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.

Chadwick Eagle Scout shoots for disc golf project By TOM KOCAL Prairie Advocate TKocal@prairieadvocate.com
MILLEDGEVILLE – Nathan Merema understands that the journey to become an Eagle Scout takes time and dedication. The Chadwick 16-yearold has taken on an Eagle Scout project – a 9-hole disc golf course for the Milledgeville Park District – with his eyes wide open, knowing that although it will not be easy, it will be rewarding for his school and village park district – and for himself. Merema has been a member of the ChadwickMilledgeville Scout Troop 55 since he was a 6-year-old Cub Scout. Eagle Scout is the highest rank attain-
able in the Boy Scouts of America. Besides earning at least 21 merit badges and living the Boy Scout Oath and Law through service and leadership, Merema must complete plan, organize, lead, and manage a service project. Once the project is presented with a medal and a badge that recognizes his accomplishments. He explained his project at a Milledgeville Park District meeting in November, and received permission from the board. He then approached the village board to help seek permission from the Boy Scout Council to make this his Eagle Scout project. Once approval was granted, Merema started to

set up behind the Milledgeville school. “The main reason I want to build it is because at school, our Frisbee section of gym is throwing a disc into a garbage can, which isn’t fun. This will allow us to go outdoors and use the course for a school class,” he said. “Disc golf is just like regular golf, but instead of a ball, you throw a disc, like a Frisbee, into a basket,” Merema said. “The course is designed with most holes being par 3 to 5, and obstacles will be mainly trees. “I wanted to develop a disc golf course because I thought that it would be a way to bring people to Milledgeville, since disc golf is a popular thing,”

Merema said. “It is a good family and friend outdoor activity.” The project will cost about $5,000, including baskets, posts, tees, cement and signs. About half has been raised, and nine hole and tee sponsorships will cover the remaining $2,500, and then some. “If your organization, church, memorial or group would donate $350, I would place a name plate on the hole recognizing your contribution,” Merema
said. “I have several holes still needing a sponsor. West Carroll FFA recognized at state convention SPRINGFIELD – The West Carroll FFA Chapter received numerous awards at the 87th annual state convention June 9-11 at the Prairie Capital Convention Center. Twenty-one West Carroll FFA members were among nearly 3,900 who attended. This year’s theme was “Proud Traditions, Sparking Ambitions.” Chapter advisers are Dan Hartman and Don Mathey. “On Tuesday, at the open-
ing convention session, our chapter was recognized as Section 1 FFA winner in the Student Development area of the Program of Activities,” Hartman said. “In the evening at the second convention session, the West Carroll FFA received the Century Challenge award for having 100 percent of agriculture education students as FFA members.” The chapter also was awarded a gold rating for the overall Chapter Program of Activities, and will com-
pete at the National FFA Convention in Louisville, Kentucky, in October. Rachel Dykstra was recognized as being a top 10 chapter reporter in the state; Cameron Ehlers received Award for his Emerging Agricultural Technology Supervised Agricultural Experience project; and Ashley Hunt, Kristen Houzenga, Rachel Badtke, Glenn Hoffman, Christy Ralston, Cassie Johnson and Dykstra were granted their state FFA degrees.

Obituaries Louis V. Cerveny
SAVANNA — Louis V. Cerveny, 95, of Savanna, died Sunday, June 14, 2015, at Big Meadows Nursing Home in Savanna. He was born May 20, 1920, the son of Frank and Mary (Petrak) Cerveny near Fairfax, Iowa. On Nov. 22, 1941, he married Ruth E. Mikulecky of Cedar Rapids, Iowa. Louis worked for the Milwaukee Railroad before and after World War II until his retirement. While in the army, Louis served in the 713th Railway Battalion transporting ammunition and supplies throughout North Africa and Europe. After the war, Louis and his family resided in Savanna. He was an avid appreciating the Mississippi River all four seasons. With his wife, Ruth, he enjoyed traveling, dancing and golf. Survivors include his daughters, Marilou (Les) Haworth of Elgin and Audrey (Jonathan) Nesbitt of Sterling; two grandchildren, Mark (Anna) Nesbitt of Monroe, Wisconsin, and Sarah (Derrick) Peltier of Dixon; and one great-grandchild, Kayleigh Jo Nesbitt of Monroe, Wisconsin. Louis was preceded in death by his wife, his parents, four brothers, and two sisters. Louis was a member of First United Methodist Church of Savanna, American Legion, Veterans of Foreign Wars, Savanna Lions Club, Loyal Order of the Moose, Mississippi Flyway Sportsman’s Club, Masonic Lodge 385, Scot-

ELIZABETH — Frederick “Fred” Haas, 96, of Elizabeth, died June 10, 2015 at home. His funeral was held Saturday at St. Paul Lutheran Church in Elizabeth, with the Rev. Michael took place in Woodbine Cemetery in Woodbine, with full military rites accorded by the Hanover and Elizabeth VFW. A visitation was held at the church prior to the service.

Depot Day part of village’s sesquicentennial celebration THOMSON – Food, music, and fun for all starts at 9 a.m. Saturday in the Village of Thomson, celebrating its 150th birthday all year. A memorial bike ride starts the day from the Depot Museum, which will feature a quilt exhibit, outhouse races, and historical speaker.
The Thomson Public Library will feature a quilt exhibit showcasing residents’ antique quilts from attics, cedar chests, and the linen closets of the past. Quilts will be on exhibit from 10 a.m. to 3 p.m. A highlight of the exhibit will be the 172-name Sesquicentennial Quilt being made by the Thomson

2015 NOXIOUS WEED PUBLIC NOTICE CARROLL COUNTY, IL Notice is hereby given, pursuant to the ILLINOIS NOXIOUS WEED LAW Title 8, Chapter 1 Sub.f PART 220, that all owners, occupants, agents or other parties in charge or in control of any land within Carroll County’s jurisdiction are responsible for the control and eradication of all NOXIOUS WEEDS growing upon their land. As part of this act NOXIOUS WEEDS are to include: Ragweed, Musk-thistle, Canadian Thistle, Sow-Thistle, Sorghum Almum, Marijuana and Johnson Grass. If persons responsible for the control of any lands fail to comply with the provisions of the law a control authority of the county or a representative of IL State Department of Agriculture will take the action to enforce the provisions upon such land and the responsible persons.
