Village of Milledgeville: Taking care of Business Based on unapproved minutes by Christine A. Ottens, Village Clerk MILLEDGEVILLE — A regular board meeting was called to order at the Village Hall in Milledgeville at 7:30 p.m. on June 2, 2014. The Pledge of Allegiance was recited and roll was called. The following Trustees were present: Bill Stage, Gary Geirnaeirt, Gene Behrens, Stan Eads, John Helms, and Wayne Sprecher. Others present: Greg Miller and Jim Haag. The Board approved the minutes from the May 19, 2014 regular meeting, and to pay the bills as presented. Motion carried by omnibus vote (6-0). Old Business There was no new information on the grants, sidewalk project or Industrial Park at this time. Bonnell had presented a quote to the Village to refurbish the dump truck. They will take care of the rust starting on the vehicle and repaint the wheels, snow plow hitch, dump truck body and underside. The cost will be $5,774.40 to get it done. Motion was made by Geirnaeirt, sec. by Stage, to approve getting the truck done. Motion carried by roll call vote (6-0). New Business The blacktopping of the Village streets was next on the agenda. Stage went over the streets that need to be done this year and informed the other Trustees that the quote from Erickson Paving was for $16,570.00. Motion was made by Stage, sec. by Eads, to hire Erickson to do the paving for the Village this summer. A roll call vote was taken and passed (6-0).

Prevailing wage was the next item on the agenda. Motion was made by Stage, sec. by Geirnaeirt, to pass the resolution. Motion carried (6-0) by omnibus vote. The Village four way light was next on the agenda. Wirth said the engineers stated that the wiring may be a problem once we get the new light poles. Jim Haag said we have the four way light because the stop signs are set back to far and they are hard to see. Wirth said the engineers will bring the crosswalk out further so the stop sign will also be out further. He said the engineers told him they always do that now. Haag asked if this was something they always do, why was it not on the original plans? Wirth said there are stop signs that have LED lights around them and a solar panel on the top so they light up. Those signs cost up to $2,500.00 a piece. The Trustees discussed the issue and Wirth said he would tell the engiand not replace it. Stage said he was approached by a resident who is getting a dumpster at their business. He asked to get the garbage taken off his water bill and he would just use the dumpster at his business. Stage said he feels this should be allowed. The Trustees said we would have to do that for all the residents who have dumpsters at their businesses. Wirth asked Clerk Ottens to explain how the billing works for garbage pick up. “We currently pay Wiersema Waste for 480 homes each month at a cost of $7.70 per household,” Ottens

said. “We only billed 462 residents for garbage last water bill and the residents only pay $6.00 per month. We lose $1.70 per month per resident for garbage. “We do get property taxes to supplement the remaining cost of garbage though. If we do this for all the business owners who live in town we would lose about 15 more residents each month for garbage,” Ottens concluded. The Trustees decided to table this until the next meeting.

Committee Reports Haag informed the Board that the police car we were going to trade in on the new police car was involved an an accident the other day. He said in Mount Carroll for assistance and someone turned into the police car. The insurance company of the person who hit the car has been contacted. Jim said he also already got a what Barkau Motors wants us to do as

they were the ones doing the trade in. Clerk Ottens said she received a call from a resident yesterday saying that there are raccoons at the empty house next to hers and she wondered what could be done about the problem. Haag said he contacted the Department of Natural Resources and hopefully we will get a permit to dispose of wildlife by Wednesday. With no further business, Motion was made by Eads, sec. by Behrens, to adjourn at 7:54 p.m.

Com-Ed Scam Calls June, 5, 2014 - A recent increase in calls has prompted the Better Business Bureau to issue another warning on scam artists that are targeting individual consumers and businesses with the false claims that their utility bills are delinquent and their service is in danger of being disconnected. The BBB has received calls from concerned consumers and businesses who state that they have received calls from individuals claiming to be from ComEd making demands that they immediately make payment on their alleged delinquent accounts. Paul Callighan, a spokesman for ComEd in Rockford says “they have not determined how the scammers are doing it but they believe they have somehow tied their calls to ComEd’s billing cycle and an investigation remains underway”. Additionally, he advises consumers “ComEd never calls to ask customers to make payment over the phone” instead he says “we direct them

Highland and Western Illinois University Sign Linkages Partnership

Highland Community College and Western Illinois University have signed a new agreement that will allow students to concurrently enroll at both institutions. This will allow students from the HCC district to dually enroll at HCC and WIU, taking one course through WIU to complement their HCC course schedule in a range of majors. HCC and WIU will collabo-

aid services for students under the Linkages partnership. The agreement is designed for the student who declares WIU as their baccalaureatedegree seeking institution, and who meets published admission criteria for HCC and WIU. According to Andy Borst, WIU admissions director, the Linkages Program allows students to take courses at both Western and Highland

college to ensure a successful transfer. The agreement includes all of Western’s degree programs. In addition to the Linkages Program with HCC, Western has a 2 + 2 dual admission program established with Highland. Students gain admission to the community college and WIU simultaneously and will receive customized academic advising. Liz Gerber, HCC associate vice president of student services, said the agreement will allow for an even more seamless transfer experience for Highland’s students planning to attend WIU, upon completion of their associate degree. “At HCC, we work hard to coordinate efforts with four-year institutions to continually improve upon the already strong transferability and articulation of our courses and

Letters and Commentary Savanna Save The Pool The Save The Pool committee is very happy for the response to our promotion of the indoor swimming pool. You would be surprised how many people don’t know we have an indoor swimming pool and where it is. We are grateful to the Park Board for keeping our pool open and agreeing to keep it at 86 degrees. As a result, our 2 sessions of water aerobics (6 a.m. & 4 p.m.) are running between 12 to 16 participants each on most days. We are pioneers in having Aquatic Therapy classes for & Thursday from 5-6 p.m. led by Gary VandeKamp and Eric Dahlman. We usually have 12-14 every class with new people coming in each week. We have a beautiful pool and everyone is enjoying the classes. Everyone would agree they look forward to coming and feel so much better as a result of exercising in the water. It is low impact, joint friendly exercise. The S.T.P. committee is grateful to the many people that have partnered with us in our efforts to promote the pool. The Savanna Times Journal, Carroll County Review, Prairie Advocate News, W.C.C.I., Sullivans Foods, ShopKo, and Dollar General all partnered with us. We started a Scholarship fund, chaired by Barb High to help children have access to the pool that could not afford the fees. The following donated to the Scholarship Fund: Savanna Service Club, L & M Motel, Stouts Drug Store, The National Bank, Savanna/Thomson State Bank,

Miner Agency, Bob & Young Miller and 3 donors that wished to remain anonymous. Those donations totaled $952.50. We still have more applicants wanting to swim. We are so grateful for all the support we have received. Our beautiful indoor swimming pool is such an asset to Savanna and the surrounding area. The only way we can keep it is for everyone to continue to support the pool by your attendance and donations. Anyone wishing to donate to Save The Pool may send their check to Lydia Root, 9239 IL Route 84, Savanna, IL 61074. Make the check out to Save The Pool and specify on the memo line of your check whether you want it to go for “Pool Promotion” or “Scholarship Fund.” We pulled together to build our pool, let’s pull together to keep it. Dick ‘Disaster’ Durbin Votes Against Taxpayers 97% of the Time Illinois Senator Richard J. “Dick” Durbin has been a “disaster” for Illinois, according to Jim Tobin, president of Taxpayers United of America (TUA). “Since Durbin came on the scene in 1997, this ultra-left-wing senator has ravaged taxpayers year-afteryear,” said Tobin. “The National Taxpayers Union (NTU) in Washington, DC, rates every senator and congressional representative, and Durbin has received an ‘F’ for every

congress. He has consistently voted against the interests of taxpayers without a bit of remorse.” “But the bad news doesn’t stop there,” said Tobin. “His overall score is worse than the Democrat average for the Senate, and it has been for every term since he has been in the US Senate.” “The last congress rated by NTU was the 112th Congress (2012). Out of a perfect pro-taxpayer score of 100, the Republican Senate average was a decent 72%. The Democrat Senate average was a dismal 11%. Dick Durbin’s score was a pitiable 10%. Durbin voted against the interests of Illinois taxpayers 90% of the time.” “In the 109th Congress (2005), Durbin’s taxpayer score was an incredible 4%, voting against the interests of Illinois taxpayers 96% of the time, against the Democrat Senate score of 12%.” “In the 106th Congress (1999), Durbin’s taxpayer score was a mindboggling 3%, voting against the interests of Illinois taxpayers 97% of the time. The Democrat Senate average was 9%.” “How such a left-wing politician all these years is a puzzle, but what isn’t a puzzling is the need to throw him and other pro-tax politicians out

Emerald Ash Borer Management Workshop Has Emerald Ash Borer come to an ash tree near you? Unfortunately, it may have. An EAB Management Workshop will be held to give area residents an opportunity to learn more about EAB treatment and management options. The workshops will be held on Thursday, June 19, from 6 to 7:30 p.m. at the WhiteSt, Morrison and Monday, June 23 from 6:30 to 8p.m. at the Stockton Township Library, 140 W. Benton Ave. The workshops will be led by University of Illinois Extension Educators. Late last summer, the Illinois an EAB infestation in Morrison. give up on ash trees. It does mean the time has arrived for homeowners and those responsible for tree care implement an EAB plan,” according to Jay Solomon, University of Illinois Extension Educator. The workshops will cover the history, life cycle, and control options for emerald ash borer, as well

as the management choices available for selectively saving your ash tree. There will be time for participants to ask questions. The emerald ash borer is a small, metallic-green beetle native to Asia. Its larvae burrow under the bark of ash trees, causing the trees to starve and eventually die. Ash trees can be infested with EAB for a few years before the tree begins to demonstrate any signs of an EAB infestation. The EAB Quarantine zone has been expanded to include Whiteside, Carroll, Jo Daviess and other counties to the Mississippi River in northwest Illinois. The implication of these changes will also be discussed. The fee for the EAB Management Workshop is $5. For more information or to register, call the University of Illinois Extension at (815) 772-4075 for the Morrison location or visit online at web. extension.illinois.edu/clw. Old Time Radio Shows coming to Town director. “We’re trying out different voices for different characters, and trying to come up with unique ways to make the sound effects.” McIver admits while it’s been a challenge to come up with some of the sound effects for the show without falling back on the internet for help, the cast and crew are working hard to make the show as authentic as possible. Most of the shows being performed are from the 40’s and 50’s. “The goal,” says McIver, “is to have the audience transported back to a time when families would sit around the radio and listen to the old-time favorites that we’re bringing to the stage: My Favorite Husband, The Five Minute Mystery, My Friend Irma, and The Bickersons.” “Old Time Radio Shows” opens on Friday, June 20th in Orangeville, and continues through Sunday that weekend. Friday and Saturday night shows begin at 7:30 p.m., and the Sunday, June 22nd matinee begins at 2 p.m. Dessert will be offered during intermission at the Orangeville’s shows. Tickets can be obtained by calling 815-819-1310, and are $20. The theater is located at 203 W. High St. The following weekend the show moves to Stockton performing at the Christ Lutheran Church, 600 N. Main St. Friday 27th and Saturday 28th at 7:30 p. m, and Sunday 29th matinee at 2 p.m. Ticket prices are $10 in advance, $12 at the door, and $6 for THANK YOU, Gail and Jim The First State Bank Shannon-Polo-Lake Carroll is grateful for all the preparations and the work that Jim Ogborn and Gail students. U of I Extension Offers Program on Large Predators Zach Davis Graduates Cougars, bears and wolves, oh my! Thanks to storybook tales like The Wizard of Oz and Little Red Riding Hood, the public has been taught to fear predators that have historically been a natural part of our local ecosystem. And while the frequency of lone cougar, bear and wolf sightings in Northern Illinois has increased over the past few years, the public shouldn’t panic or overreact. Animals do not know they

have a tendency to scare us and there are many reasons as to why they are appearing in our neighborhoods. In response to public reports of sporadic cougar, wolf, and even black bear sightings in northern Illinois, University of Illinois Extension invites the public to attend an educational program entitled Large Predators Return. Extension Educator, Peggy Doty, will be the featured presenter and will focus on top preda-

tors, their habitat requirements, and the complex behavior that plays a role in their limited return to our area. “Before we settled this area in the early 1800’s, these animals lived here. Our cultural advancements and landscape changes have escorted many of these animals away from what used to be their native habitat, states Doty. “These animals aren’t planning a covert return and takeover of our communities, she continues,

“they are simply trying to adjust to the continual changes in their environment which can lead them in our direction. Large Predators Return will be held from 6 to 7 p.m. on July 2nd, 2014 at the Stockton Township Library, 104 Benton Ave., Stockton. To register, please visit http://web. extension.illinois.edu/jsw or call 815-858-2273. There is a $5 fee to attend.

Stay Safe by Leaving Baby Birds and Other Wildlife Alone With summer’s arrival, the Illinois Department of Natural Resources reminds everyone to leave baby birds and wild animals alone. During the breeding season, wellmeaning people often rescue birds and animals they believe have been orphaned or abandoned. In nearly all cases, the birds and animals are unnecessarily taken from the wild. Often, parents are still feeding their young but will not show themselves if people are present. The Illinois Wildlife Code provides legal protection for Illinois wildlife. It is against the law to keep wild animals as pets, or to raise wild animals believed to be abandoned. If you have questions, contact a licensed wildlife rehabilitator in your area. To learn more about

in Illinois Website at: http://web. extension.illinois.edu/wildlife/ All wild birds except the non-native rock pigeon, European starling and English House sparrow also are federally protected. This includes protection of eggs, nests, and feathers. The IDNR works with the U.S. Fish and Wildlife Service to protect and manage birds in Illinois. Before you take any action, consider these facts: - Birds often leave the nest

because that would alert predators to their presence. Leave fawns alone and the mother will return once you leave the area. - It is illegal to feed wild deer. When deer congregate, it can facilitate the spread of disease. - Wild birds and animals can become habituated to people when they are provided food. Do not leave pet food outside at night, clean up under bird feeders and secure garbage can lids to keep raccoons and other wildlife out. Nuisance animals

can become dangerous to people. Handling wild animals can result in the handler being bitten. According to the Centers for Disease Control, wild animals that bite a person must be euthanized immediately to be tested for rabies. Jo-Carroll Energy Plans Special Anniversary Celebration Jo-Carroll Energy and its members will celebrate a milestone anniversary with a special event Saturday, June 21 at the Elizabeth Fairgrounds and Elizabeth Community Building. “This is a wonderful opportunity for our members to see their cooperative history and together celebrate 75 years of service to our local communities, said Michael Hastings, Jo-Carroll Energy president and CEO. “Our roots go deep in our communities. For 75 years, our members have been connected by more than poles and wire. It is that power of community we celebrate this year. A committee of employees from

all departments of the cooperative has planned a day full of family-oriented festivities for the celebration, noted Merri Sevey, vice president of human resources. “Our employees are very excited to be able to showcase their skills for the members to see and ask questions, Sevey said. “We love the face to face interaction with our members during an event like this. The day kicks off with a visit from the Touchstone Energy hot air balloon. Weather permitting, tethered rides will be offered from 8:30 to 11 a.m. The full slate of activities gets underway at 11 a.m. Jo-Carroll Energy lineworkers and natural gas technicians will be on hand for special

exhibitions including a simulated pole top rescue and the popular hot line safety demonstration. Those attending can cast a vote in the Lil’Mr. Jo and Miss Carroll contest for children ages 5 to 8 years old. Winners receive a $50 savings bond and their own hard hat and lineworkers’ gear. Announcement of the winners will be at 2:30 p.m. Details about entering can be found on the cooperative’s website at www.jocarroll.com. Activities for the co-op’s “minimembers include carnival-type games, bounce houses and face painting. Displays will highlight the history of Jo-Carroll Energy and how the

cooperative energized the countryside. Screenings of a 75th anniversary video featuring former members, directors and employees will be held at the community building. Live music will be provided by Ten Gallon Hat, a local classic/contemporary country and Southern rock band. Adding to the festivities is a classic car show. Cooperative members will receive tickets redeemable at food stands throughout the event. “We’ve teamed up with some of our great local community organizations who will be food vendors at the event, Sevey noted. Food vendors include the Galena Elks, Top Notchers 4-H Club,

G.E.A.R., River Ridge Music Department and more. Commemorative cookbook Jo-Carroll Energy’s “Our Favorite Recipes from our Co-op Family 75th anniversary cookbook will be available for purchase during the celebration. The book contains more than 300 recipes from employees present and past, members and friends of the cooperative. The covers and divider pages feature historic co-op photos. Proceeds, over and above the cost of publishing, will go to the Jo-Carroll Energy Scholarship fund. For details, please visit www. jocarroll.com.

Kids’ Bikes to be Given Away at M-R Trail Ribbon Cutting Kids love to ride bikes. Morrison has a brand new recreational trail upon which to ride them. To celebrate both, thanks to a generous donation from Dr. Bradley Yaklich, Vision Source Morrison, one lucky girl and one lucky boy will win a shiny new bike at the Morrison-Rockwood Recreational Trail Ribbon-cutting ceremony on Thursday, June 19th. Bike helmets will also be provided for the winners. Registration for the free bikes will begin at noon at the Ribbon-cutting site, located at the trailhead intersection of Norrish and Crosby Roads, near the covered bridge. “The kids’ bikes giveaway is our way of saying thanks to Morrison for their support and warm welcome of my Optometry practice,” said Dr. Yaklich of Vision Source Morrison. “We encourage everyone to visit the Morrison-Rockwood Trail Ribboncutting, register for a free bicycle, enjoy the Birds of Prey program, visit the art installation and have fun on the new recreational trail.” At that time, the Friends of the Parks Foundation will host a trail dedication and reception to recognize the Morrison Rockwood Recreational Trail. Mayor Everett Pannier will emcee the event, and IL Senator Mike Jacobs from the 36th District of the Illinois General Assembly will be a featured speaker. Soft drinks and light snacks will be provided. Following the Ribbon-cutting, the Rockford Park District will present its award-winning demonstration, Birds of Prey. This fascinating program features an American kestrel, great horned owl and a barred owl. These birds have all been rehabilitated from injuries and deemed unable to survive in the wild. Over 30,000 people have seen a Birds of Prey exhibition over the past 20 years, and it has been honored as “Outstanding” by Illinois Park and Recreation Association. The winners of the free bikes and accompanying helmets will be

announced after the completion of the Birds of Prey program. Parking will be available at the Mt. Pleasant Township Garage and along Crosby Road. Don’t forget to bring your dog. Treats will be available at the reception for all of our four-legged friends. The public is invited to walk, run, or bike the new trail and partake in any or all parts of the dedication. Along the trail, all are encouraged to take part in the interactive art installation “Forest of My Three Words.” Created by Atlanta artist Misao Cates, “Forest of My Three Words” is an interactive installation of expression and stories told through three-word inscriptions. Visitors are challenged to express themselves in just three words onto a length of ribbon, and invited to tie poles that make up a “grove.” Each ribbon will carry a unique message ranging from humorous to profound, from deeply personal to public outcry, and will create the collective voice of the Morrison community. in the region whose missions “live the storyâ€? of each theatre production at the playhouse. Great River Outreach provides a wide range of services to individuals and families in need including emergency housing, clothing, warm meals, emergency food, counseling services and career opportunities. They have served over 46,000 free meals in Savanna and Mount Carroll. TLP’s 53rd Season opens with Joseph and the Amazing Technicolor Dreamcoat (June 5-15).Andrew Lloyd Webber and Tim Rice’s musical for the whole family has become a massive international hit everywhere it plays. It tells the biblical story of Joseph’s coat of many colors with song and dance that’s fun for all ages. Executive Director James Beaudry directs and choreographs the production. “Joseph and the Amazing Technicolor Dreamcoat takes a simple story and tells it in a huge, spectacular way. Really great storytelling has the power to make us think, feel, and live better. Great River Outreach is an organization that lives a great story. We are proud to help support their mission, and at the same time, give our audiences an opportunity to make our corner of the world a little brighter,â€? said Beaudry. “The idea came to us last year, after our Do Something Spectacular campaign-

-which provided creative opportunities for our audiences--was such a success. We decided to raise the bar and turn those activities into a greater good. We have additional projects coming up throughout the summer with other organizations, including Happy Tails from Rock Falls and the Mount Carroll Rotary. cally seeking gently worn coats, hats, gloves and galoshes in sizes 2T through adult small. By LOVINA EICHER It is Tuesday evening. I’m sitting out here on the front porch and it is very quiet, almost too quiet. My sisters Verena and Susan wanted our 5 school-age children to come off the bus there and spend the night. They will go back on the bus in the morning. Sister Emma’s

three boys also went. They have 8 children there from ages 6 to 14 so I’m sure their evening is quite noisier than usual. Meanwhile, daughters Susan and Verena went for a walk while daughter Elizabeth is out here on the porch also writing. My husband Joe is resting on his recliner after a hard days work at the factory. Elizabeth and Susan don’t have to go to work at the factory this week except for Friday. Verena and I were glad for their help here at home today. The floors were mopped and laundry washed, dried, and folded. We had the last of the laundry in right before the rain came this afternoon The rain should give the garden a boost. I’m enjoying my beautiful hanging pots of flowers here on my porch. They were all Mother’s Day gifts. So far I have kept them looking nice with the help of my daughters. I seem to be able to

grow all kinds of vegetables but flowers are not my specialty. I love flowers but I think I either over-water them or not enough. Our family had a very nice relaxing Memorial Day weekend. We left at 4:30 a.m. on Saturday morning bound for Mackinac Island. We stayed at a motel in St. Ignace on Saturday night. Sunday morning we took the ferry over to the island and spent the day there. It gave us all some history lessons. One of our highlights was driving over the Mackinac Bridge that connects the Lower Peninsula to the Upper Peninsula. We even saw patches of snow still on the island. The ferry ride was chilly as we wanted to sIt on the top deck. It was quite a different experience: The wonders of God’s creations. We have often heard of Mackinac Bridge and Island. But not until you see it can you really grasp the wonders of it. When I asked the children what the highlight of their trip was I get different answers such as the ferry, the bridge, the pool at the motel. I don’t think anyone mentioned the island as their favorite part.

Loretta was very wore out from all the walking. Finally we talked to the man at the livery stable and he let us rent their buckboard wagon and Ned, a big workhorse. The wagon had 3 seats and could seat all of us. We took in a lot more scenery after that and rode around the island for two hours. When we arrived back to St. Ignace the children wanted to go swimming again. The pool relaxed them all, especially Loretta. They also had a hot tub and that relaxed her muscles. Loretta can swim and that is an exercise that she is able to do . Water relaxes her muscles. We arrived back home safe and sound Monday around 3 p.m. It was a very nice family trip that will have good memories in years to come. How often do we take our good health for granted. Having a daughter that needs extra time to get around puts us back to a slower pace. It makes us appreciate our health and gives us a sympathetic view of other people with handicaps. The island wasn’t very handicapped accessible but

we are glad we all were able to see it. Seeing is believing. I think there were a lot of people on the island that never heard of or saw Amish before. We were stared at, asked questions, laughed at and lots of pictures were snapped. We all have the same God so we aren’t quite so different after all. Curiosity tends to sometimes bring out rudeness from some people but may God bless and forgive each one of them. This is the cake we made for Lovina’s birthday. We put it in a horse-shoe shaped pan.
