Obituaries Boyce D. Humphreys Boyce D. Humphreys was born \July 11, 1929. He entered Heaven’s Gates on May 14, 2016. He was the beloved husband of Naoma F. Humphreys. Boyce grew up in Kenney, and was a longtime resident of Lanark. He graduated from the University of Illinois with a degree in animal science. After 37 years of service with FS Carroll Service Company, he retired in 1992. Boyce was an elder of the Faith Discovery Church in Polo. He was a board member of the Lanark Public Library and member of the Lanark Lions Club. Boyce was a craftsman and built his own house. His hobbies included reading,
genealogy, history, and travel. Boyce will be dearly missed by his wife Naoma; two sons, David (Susie) Humphreys and Scott (Mary Ellen) Humphreys; three daughters, Nelda (Bruce) Meador, Helen (Charles) Coggins, and Lauretta (Michael) Boyer; many grandchildren; and many great-grandchildren. He was preceded in death by his parents and one granddaughter, Rebecca Boyer. Services will be Saturday, May 21, at Faith Discovery Church, 801 W. Oregon St., Polo. Visitation will be at 1 p.m. and services at 2 p.m. Burial will take place in Clinton, Illinois, at a later date. memorials may be made to

MOUNT CARROLL – City Councilman Kevin Powers knows the city needs a new wastewater treatment plant. And he knows it’s going to take an increase in the sewer rates to pay for it. He just wants to make sure all residents pay their fair share. Like many other towns
in the Sauk Valley and the region, Mount Carroll must replace its aging plant, which no longer can meet Illinois Environmental Protection Agency standards. How much that will cost, where it will be located, how it will be paid for and when work will begin has not yet been the preliminary stages of doing that work. In the meantime, though, the council is working on

offered up a proposal that would phase in a rate increase over 3 years. At the May 10 City Council meeting, Powers offered an alternative. Powers wants people who use more water to pay more, and people who use less to pay less, he said. His plan would increase residents’ rates by eighttenths of a cent per gallon, which, based on the city’s 2014 water usage of 3.7
million gallons a month, would raise nearly $30,000 a month, he said. “The largest users of water and sewer service would pay the most,” Powers said. “This is a pay-your-shareof-your-usage proposal.” His plan, he said, was prompted by feedback from residents concerned about Risko’s proposal to gradually increase residents’ sewer bills $30 to $36 a month over a 3-year period.
“One complaint residents income households would unfairly struggle to pay the additional fees,” Powers said. The plan Powers proposed would lessen the impact on residents who use less water, people who are likely on a said his plan would increase those residents’ bills by about $16 a month. MOUNT CARROLL – The City Council is considering asking voters on the Nov. 8 ballot if the city clerk position should be elected, as it is now, or appointed. “Instead of having the discussion with the council, let the people of Mount Carroll tell us what they want to do,” Mayor Carl
Bates said. The council plans to schedule hearings to get residents’ comments. After that, members must decide by Aug. 22 if they want to put the question on the Nov. 8 ballot. elected in 1984, and has been clerk for 31 years. Her eighth 4-year term ends in April, and she is thinking about retiring, but hasn’t made up her mind. “The council knows it’s
coming in the future,” Cuckler said. “But nothing They still need to vote on a resolution to put that question on the ballot.” “I’ll be 62 next year,” she said. “If I do this for another 4 years, that would make me 66 when my term ends. SHANNON — Summertime means nice weather and lots of children outside, many riding bicycles. With area schools wrapping up another year, the Village of Shannon is working to ensure the safety of those youngsters while bicycling. Shannon Village Board members, along with members of the police department, are hosting the annual Bicycle Safety Rodeo from 11 a.m. to 1 p.m. Saturda at the Village Park. Trustee Trent Robinson said that this year’s event will be bigger and better.
“The rodeo is open to children of all ages. We will be hosting a drawing to give away a boys and a girls bicycle, there will be refreshments, handouts, and giveaways. We have such a nice city park, in a small town. We need to make sure we utilize what we have,” said Robinson. The city’s mess hall will also be on display once again, and participants are encouraged to bring any unique or vintage bicycles for viewing. Last year, the event hosted 22 kids. This year, the committee is hoping for many more.

MOUNT CARROLL — The Mayfest 5K is just around the corner. Registration starts at 8 a.m. Saturday, May 28, during Mount Carroll’s Mayfest celebration. “This is a fundraiser for the Relay for Life Team Patriots,” said Donna Jo Althoff, team leader. “Our team is an active fundraising
team. It is mostly made up of family and some friends.” Althoff said they started relaying many years ago in Stephenson County, before it came to Carroll County. “My daughter, Nicole, was only six months old when she was diagnosed with cancer. We had some of her birthday parties at those events,” said Althoff. “In years to follow, we lost both of our parents to lung cancer. My mom was
diagnosed on a Friday and died the following Tuesday morning. We buried our brother Don on his 50th birthday with lung cancer. Then almost three year ago, we lost my sister’s husband to lung cancer. So you can see why our team works hard to raise funds. It is our goal to raise as much funds as we can to help with funding and research. Did you know Illinois funds its own research? Not very
many states can say that.” Althoff has been an active member of the Carroll County Relay for Life committee since it started and has been on a team for over 15 years. “As you can see, this is very important to me . . . I don’t want to see more people die of cancer. I want more survivors!” As for her daughter Nicole, she is now married with two beautiful daughters. “We are very grateful for all

SAVANNA — The West Carroll Class of 2016 graduated on May 12, at the West Carroll High School in Savanna. Seventy-one students were handed diplomas, and Valedictorian Brianna Renee Kampmeier and Salutatorian Anna Marie Badtke spoke to their classmates, families, friends, faculty and staff on a cold May afternoon. Outgoing Superintendent Craig Mathers and High School Principal and incoming Superintendent
Adam Brumbaugh also delivered remarks. The West Carroll High School Concert Choir performed Mark Patterson’s “Child of Tomorrow,” directed by Scott Mattison, with accompanist Beth Bowers. “No one can ruin your day without your permission,” Mathers said to the graduates. “How you react will impact your success. If you believe you can never win, you’re right. Your attitude will impact your destiny . . . but if you

MOUNT CARROLL — Kate Brondyke, preventionist at the Riverview Center, addressed the West Carroll Board of Education with information about the problem of bullying as a result of several parents asking for action at April’s meeting. Brondyke said the bullying program is aimed at all grade levels, from elementary to high school age. She said her purpose in speaking was to facilitate helping kids. The outline of her presentation explored prevention, intervention and follow up to bullying issues. Methods of bullying prevention included teaching kids that bullying is not normal or morally right, and to praise students for following rules. She also said that adults need to model respect, kindness, and empathy so that kids will follow, and to teach them to avoid aggressive or abusive behaviors. She said the program encourages kids to become “active bystanders” in regard to bullying. Brondyke said it is very important to

She added that modern thinking tends to reject the notion of having kids “just work it out” among themselves, as was prevalent in past generations. She also advocated encouraging witnesses of bullying to apply the appropriate responses to the behavior. For follow up, Brondyke said it’s important to provide interventions for all involved, inform parents of the activities, to support and guide the bullying targets, and to remind them the behavior is not their fault. She said that students who bully need to be taught empathy, and that intensifying supervision and observation were keys to reducing repeat incidents. She said that students need to be given opportunities to practice interaction skills outside of the “heat of the moment,” and that rewarding “active bystanders” was also important.

Employees of Elkay participate in volunteer projects within the community through the Elkay Cares program. On Friday, employees will be participating in their annual “Spring Spruce Up” event, assisting community members in Carroll County with yard work and small home improvements. Living Lands and Waters has participated in the clean up of 23 rivers in 20 states since it began in 2010. This year the team will host its 1,000th clean up event. With the help of over 87,000 volunteers, Pergracke’s efforts have led to the collection of 8.4 million pounds of debris from the nations rivers. The organization’s mission has recently expanded to include educational workshops which include the Million Trees Project, Adopt-A River-Mile, Invasive Species Removal, and The Great Mississippi River Clean-Up. In May, the group gave away its 1 millionth tree. Currently, 244 waterways have been adopted along 12 different US rivers. Religious ‘freedom’
John McConnel of Mount Carroll spoke to the issue of religious activity at the school, due to the board debating whether or not the activities of a local chapter of a youth group violated board policy during its April 20 meeting. McConnel decried what he called “Christian persecution” in society, and
said Mount Carroll and the district did not need it. “They (the students), under of free speech and religious beliefs, have the right to free religious expression . . . they’re not bothering anybody. When we have our Christian children, what is that? Let’s have a safe place where people can live decent lives.” Jamie McCombie said she had been contacted several
times, by both district staff members and by parents, regarding what she called “religious activity” in the district. The issue is centered for Christian Athletes, a student led organization, that High School Principal Adam Brumbaugh said is a global organization where youths and coaches meet for “fellowship.” He said that the organization requested permission to start a chapter at West Carroll, which was
within their rights, and met with board policy. The group meets once a week before school in the library. McCombie said she had been told the meetings were occurring during school hours. Superintendent Craig Mathers said one of the contentions was that they met during lunch hour, and McCombie said they were also occurring during study hall. Current board policy limits such activity to “instructional time,” but
that lunch hour would not qualify as instructional time, though study hall meetings would. He said that current policy allowed students to
