A window and part of the facade from the former “Hoak Building� comes crashing down. After nearly two years of negotiating and planning by the City of Lanark, the rubble was cleared on the corner of East Locust and North Broad Streets, and the demolition of 105 and 107 North Broad began. Starting Wednesday, April 2, the demolition process was completed by Friday, April 4, and the leveling of the 3 empty lots was done Monday, April 7. More photos of the process are on page 12. Despite the loss of 2 buildings in the downtown district, Lanark residents and business leaders’ spirits are high with the opening of a new restaurant, and the MAPPING process of creating a new vision for the future of the 128-year-old community. Waddams, like his brief predecessor, Kellogg, came west from New York state. He came west in 1832 with his two eldest sons, Hiram and

In the grainy photo here the depot is plainly WAD HAM, Illinois instead of the correct name Waddams Grove. A few weeks ago PDQ Me had an article about “Evarts,� east of Freeport on the Illinois Central, too. Its depot sign read “Ewarts,� a Windstead of the proper V! By the time the signs were corrected nearly everyone knew what their local depots should be. Waddams’ had been settled in the early 1830’s. The railroad passed through in the mid-1850’s with other pioneers staking claims steadily for twenty-tothirty years. During that short time, historically-speaking, vast agricultural improvements had taken place. A correspondent for the Madison Express wrote the following in part in the mid1840’s, “... been around the (Stephenson) County considerably and have become well convinced that it is deserving of the high reputation it has attained in the State of Illinois. From Rockford to Freeport it is one continuous prairie—groves a mile in length, rolling hills with rich and fertile soils—yet it is well-watered with clear-creeks every mile or so, originating in springs, winding their way to the Pecatonica ... The population is supposed to be

their trek west from New York, her father had a grist mill and a distillery, the two often going together, she saying when the farmer brought the maize and wheat to be ground, he’d need to take home some “good old rye!� They then passed on to Peoria for a stay of a “twelve month.� The family, numbering thirteen, went on to Galena to do work in the lead mines; Apple River and Shullsburg, Wisconsin where they kept a hotel, had a vegetable garden and hives of bees all of which the Indians stole or destroyed. While at one of the forts, the sisters, Sylvia and Rachel Hall who had survived the terrible massacre at Indian Creek were brought in from their kidnapping by the Indians. They wore only rags, no clothing, so the Waddams’ made dresses and decent covering for them. One more historic event that time period presented to be experienced. The fort became so crowded, people were becoming desperately ill so their father said they would go into the wilderness to camp, taking their chances of dying at the hands of the Indians rather than suffering and dying a lingering death at the fort. Not long after their father woke them from a sound sleep, coaxing them to rise and come outside. It was as bright as day though the middle of the night. The heavens were so light, Martha Waddams wrote that you could “see to pick up a pin from the ground.� From both the east and moved across the sky toward each other. When they came together the heaven suddenly darkened as before. Father said the War (Black Hawk War - 1832) had ended and “there would be Peace.� With Peace declared the Waddams family moved to the site at “West Point� where William Waddams had staked a claim and built a cabin in the winter of 1832-33. —NEXT WEEK, MORE.

What Happened to Hungry America? Editor’s Note: Several communities in Northwest Illinois have conducted MAPPING sessions, designed to assist local residents of rural towns to create an action plan for creating the community they envision. Mount Carroll, Savanna, Elizabeth, and Lanark are a few. Mr. Mollette asks a poignant question that has been discussed at some of these sessions at length. Another question has been, how do we survive without government grants? Mr. Mollette offers some food for thought. America seemed hungrier back in the sixties than today. My family did whatever they could to survive. My grandpa ran a country grocery store. My dad drove two hours to work in an underground coal mine. We raised a garden and had live-

stock. One uncle drove to a northern city to paint during the week. Another uncle raised strawberries and drove a school bus. Another uncle was a peddler salesman driving over several counties. Nobody was rich but everybody was very busy trying to take care of their families. This was all back before food stamps and other current government programs became popular. There is no question that people in our area of Appalachia had struggles but people had a hunger and a desire to survive. I watched the movie Coal Miner’s Daughter long before I went to Van Lear to see Loretta Lynn’s old home place. Sure enough it’s up a “holler.� However, in many ways it’s a beautiful place. Her brother, who at that time, was battling cancer and
still running a country grocery store gave my wife and I a tour of the old home place. When touring that old house I knew there was something within Loretta Lynn and her now deceased husband Oliver “Mooney� Lynn that was greater than the conditions of poverty that engulfed the area. The innate desire to live and rise above their surroundings lifted them higher than they probably ever imagined.

Hopefully after that we can wash off some walls in the bedrooms upstairs. The boys bedroom will be the worst room to clean. I do not know how they manage to get disorganized so fast. We want to start with their closet and drawers which will probably be as far as we get this afternoon. We received a birth announcement from niece Verena and husband Melvin. They were blessed with

Cut chicken into bite size pieces and saute chicken and onions in oil until chicken is tender. Place pizza dough in 15x10 x1 inch pan. Spread a thin layer of prepared mustard on dough. Letters and Commentary Enough is Enough At the risk of offering fodder to one who seems hungry for bitter discourse, I feel I must respond to the comments in Mr. Viglietta’s letter from last week. I am glad we have the platform to voice our opinions but when we spout opinions as fact and make spurious claims as to a person or group’s character, someone should speak up. First, the recent discussions regarding increasing water bills in town has NEVER revolved around debt, perceived or real. Attendance at Council meetings would bear this out as would a full review of minutes. Further, ‘evidence of barricades around town’, at least in my ward, tells me that the three residents on Burns Street who deserve to have adequate water pressure in their home are going to get it this Spring. It means that a decaying culvert will be repaired to prevent further damage to crossroads and easements. It means

Mr. Viglietta has mentioned in the past that he wants the Water Tower appearance to be addressed (a point I agree with). While that is in our budget, the pumps going out or being compromised are not. There are hot spots all over town. Can we pull from our General Fund in times of need? Sometimes. Time to Stop the Legislator-to-Lobbyist Revolving Door From Spinning in Illinois By Darin LaHood President and CEO Illinois Chamber of Commerce Why does the State of Illinois not have a revolving door ban on legislators becoming lobbyists? It’s a great question that I have asked repeatedly during my three years in the State Senate. Since being sworn into office in 2011, I have introduced legislation that would change this practice. My legislation would place a one-year “revolving door� ban on legislators who want to become lobbyists, and it would also prohibit legislators from negotiating lobbying contracts while they are still in office. It is amazing to me that this practice, done by both Republican and Democratic legislators alike, is allowed to occur. Passing this legislation would seem like a “no-brainer,� particularly when you learn that 36 other states have similar laws banning the practice of legislators immediately becoming lobbyists. Moreover, at the federal level, there is a two-year ban on members of Congress becoming lobbyists. So why not in Illinois? The simple answer is that the ruling majority in the Senate will not allow the bill to be voted on by the full Senate. The lack of a “revolving door� ban in place is just another knock against the state of Illinois and helps contribute to the perpetual stigma that we have a corrupt system. My bill, Senate Bill 2263,

Illinois taxpayers can calculate how much the Harmon tax proposal will cost them by using the tax calculator at UnfairIllinois.com. Harmon’s proposal is the latest in a series of plans to raise taxes on middle- and working-class Illinoisans by changing the way Illinois collects taxes. Currently, all Illinoisans pay the same rate: 5 percent. According to state law, Illinois’ personal income tax rate will lower to 3.75 percent in January 2015. That means 100 percent of Illinoisans will see tax relief in 2015. But Harmon and government
is common-sense legislation that would deter lawmakers from using their tenures in office as a means to fatten their wallets when they leave. If brought to a vote on the Senate floor, I believe this legislation would pass overwhelmingly. What could possibly be the arguments against it? This session, I am very pleased that my Democratic colleague Senator Heather Steans of Chicago has signed on as the chief cosponsor of SB 2263. Senator Steans and I look forward to working together to pass this legislation. Beyond sponsoring the bill, Senator Steans and I have also recently written a letter to the Senate Assignments Committee asking that SB 2263 be released and eventually brought to the Senate floor for a vote. How can anyone find fault with this proposed legislation when 36 other states and the federal government have the ban in place and numerous editorial boards and almost every goodgovernment group in the State has recommend and supported a “revolving door� prohibition as a means to help deter corrupt practices and clean up Illinois politics. My goal and hope for this spring legislative session is that we can finally answer the question as to why Illinois is one of the only states in our country without this law on the books. Now we have politicians talking about “Chicago Pension Reform.� I’m left scratching my head and wondering: “Where’s the reform?� Oh sure, the cost of living

adjustments get tweaked a bit under Mayor Rahm Emanuel’s plan. But other than that, the bulk of his proposal is to simply have Chicago property owners and workers pay more toward pensions. And that ain’t reform. In fact, the proposal calls for raising property taxes within Chicago by more than $750 million over five years. That should give anyone pause,
unless you happen to be House Speaker Mike Madigan or Senate President John Cullerton, who both have law practices dedicated to appealing property tax assessments. The more they save a client, the more they earn. The higher the tax rate, the more money that will come pouring into their pockets. Madigan told reporters last month that he personally has netted

Pat Quinn is using a legal loophole to avoid Senate scrutiny of two state agency directors who are up for reappointment but face tough questions from lawmakers about issues at their agencies, according to State Sen. Tim Bivins (R-Dixon). “The Governor has 60 legislative session days to make his appointments. That deadline for two of his agency directors would have been April 4, but Quinn withdrew their names from nomination on March 27,� Bivins said. “He then resubmitted their names on March 28, thereby restarting the 60-day period again, which in effect gives them another year before they have to face Senate scrutiny.� As Republican Spokesman
for the Senate Executive Appointments Committee, Bivins said his concerns are not about the particular appointees, but more about the integrity of the executive appointment process. The 45th District Senator is filing an amendment to his Senate Bill 2683 that will close this loophole by prevent the 60 legislative session days “clock� from restarting by simply withdrawing an appointee and reappointing them. All gubernatorial appointments have to be submitted to the Senate Executive Appointments Committee, which then sends its recommendations to the full Senate for approval. The two directors up for reappointment are Julie Hamos, Director of the Illinois Department of Healthcare and Family Services, and Manuel Flores, Secretary of the
Illinois Department of Financial and Professional Regulation. Bivins also questioned the Senate Majority’s sincerity in protecting the integrity of the process. In his letter to the Senate President withdrawing the two directors’ appointments, Gov. Quinn specifically indicates the withdrawal came at the Senate President’s request.

land of Lincoln. In mid 2011, Illinois taxes went up by 67 percent. That means only a portion of the real tax burden from 2011 was included in the report. Liz Malm, who co-authored the study, says the state’s income tax increases will be shown in next year’s data and will likely reflect the policy change. State Rep. Ron Sandack, R-Downers Grove, believes Illinoisans are recognizing their higher tax burden. “I think that people in Illinois think that they’re taxed too high, and I also think that they don’t get appropriate value for the taxes they pay and that’s frustrating. It frustrates me and I think it frustrates citizens too.� State Rep. Patty Bellock, R-Westmont, says overall tax burden is the No. 1 issue Illinoisans must look at. “My philosophy is that you cannot tax and spend your way to prosperity,� she said. “That’s why the state of Illinois has suffered so, especially is the last couple of years since they put the income tax in place, because we have so many high taxes in other ways.� But even with only half of the year’s full information playing out in the data, Malm says Illinois is at the high end of the tax spectrum at No. 13. The question becomes: where does Illinois really fall? Sandack says Illinois’s top placement is all that matters. “To me, being the 13th highest tax state or the 11th or the 15th is a distinction that doesn’t matter because in the end, the conclusion is the same: we’re a high-tax state.� It seems Illinoisans will have to wait another year before they see how much of an effect the “temporary� income tax really had on its residents. In the meantime, the Tax Man will keep coming.
“Keep in mind that on the day before the primary election, a meeting of the Executive Appointments Committee was called because of concerns about the pending deadline; however, neither Secretary Flores nor Director Hamos were on the list of name to be appointed,� Bivins said. “But suddenly, the Governor circumvents the process and pulls a Friday stunt like this.�

The Legislature is expected to vote on the pension reform plan quite soon and both Cullerton and Madigan are among the bill’s strongest supporters. But what is most disturbing about the measure is that it will likely heighten Chicago’s economic decline. Some Chicago taxpayers will likely move to the suburbs or into neighboring Lake County, Ind., to avoid paying the higher property taxes. As the city’s property tax base erodes in this manner, even the higher tax rates will not be sufficient to keep the city’s pension funds solvent. A far better solution, would be to follow the lead of private business and begin the process of converting pensions into defined contribution plans similar to 401(k)s. Until we fundamentally reform how local and state government handle retirement benefits, taxpayers will be left throwing good money after bad. Illinois, a Taxing Experience Illinois reigns as the 13th highest in annual state and local tax burden across the country. But could Illinois actually rank higher? This week, the Washingtonbased Tax Foundation released the Annual State-Local Tax Burden Ranking report for 2011. The study contains the most recent data provided by the Census Government Finance Division, which aggregates state and local tax information. The information is a year behind on the state level and two years behind at local levels. Although ranking high among the most tax burdened states, the story might be even worse for the

On October 2, 2012, Durbin and Illinois Governor Pat Quinn announced that the federal government had purchased Thomson Correctional Center for use as a maximum-security federal prison to alleviate overcrowding in the federal prison system. The federal government’s operation of Thomson is expected to provide a major boost to the local economy and create more than 1,100 jobs. Annual operation of the facility is expected to generate more than $122 million in operating expenditures (including salaries), $19 million in labor income, and $61 million in local business sales. The Thomson facility was built in 2001 by the State of Illinois as a state-of-the-art, maximum-security prison to house the most serious criminal offenders. The bulk of the facility was never occupied, however, and is sitting vacant. The facility was constructed on a 146acre piece of land and has 1,600 beds with eight compartmentalized units designed for maximum inmate supervision and control. The facility is enclosed by a 12-foot exterior fence and 15-foot interior fence, which includes a dual sided electric stun fence.

‘The Crooked Roof’ Opens Its Doors for a New Beginning in Lanark By TOM KOCAL TKocal@saukvalley.com LANARK — Jill Luning and her partner, Nino Novakovic, closed the doors on their Mount Carroll bar and grill in order to start anew in their own building in Lanark. The partners purchased the former Mac’s Tap building on East Carroll Street late last year, and have been working on the renovations since January. “We gutted the whole thing,� Nino said among the din of happy customers Friday afternoon. “There is new wiring throughout. The sound booth wiring for the stage is all above the ceiling for a clean, organized look.� Nino said when they climbed into the rafters supporting the now-famous “crooked roof,� they discovered several charred beams

The former operators of Charlie’s 2 in Mount Carroll spoke to council members informing them of the progress at their new establishment in Lanark. Formerly Mac’s Fine Food and Spirits, the new establishment is called The Crooked Roof. The pair has scheduled the opening for April 4th at 4:00. A question on the ordinance for alcohol was questioned by the couple, informing the council that the ordinance states that no one under the age of 18 is to be allowed in the establishment without a parent. Discussion about teenagers being allowed to sit and eat pizza, as long as they are not at the bar, took place, with Mayor Huggins assuring the owners that the verbiage of the ordinance will be reviewed, and that he will also speak with Police Chief Matt Magill. “Thank you for bringing that to our attention,� Huggins added. “Any changes that need to be made, will be done.� Fehlhafer told the couple that he had a walk through of the new business, and it looked great. Aldermen noted that they were looking forward to the opening. The next regular meeting of the council is scheduled for April 15th at City Hall.

Facts Over Fiction: Sponsor of Bill to make Raw Milk Illegal in Illinois pulls his Support By Tom Kocal TKocal@saukvalley.com LANARK — The effort to restrict the sale and production of Raw Milk by the State of Illinois has come to a screeching halt - for now. Last week, The Prairie Advocate reported that the Illinois Department of Public Health’s (IDPH) efforts to regulate and restrict the ability of small raw milk dairy farmers to produce and market their product was supported by IL Representative Daniel Burke (D-23, Chicago) when he introduced HB 4036 Amendment #1 on March 26. The chain of events in the past two weeks surrounding this legislation follows. Follow up Donna O’Shaughnessy, on her “Mid Life Farm Wife” blog spot, reported that after several attempts to address “facts” compiled by the Northern Illinois Public Health Consortium, Inc. in Chicago (NIPHC), the organization who supplied the fact sheet in support of HB 4036 HA1 to Rep. Burke, Chrissy Carlson, returned her calls. “She was very polite and I feel spent a good amount of time hearing my concerns,” said O’Shaughnessy. “I was in fact very happy about this return call since, between my husband and I, had contacted 8 separate public health departments in our state and had been told repeatedly that THEY had been told to tell us they had ‘No Comment.’” O’Shaughnessy said the Fact Sheet contained 12 bullet points and just 8 references. Of the 8 references, the Center for Disease Control (CDC) was listed 4 times. Here are the highlights of her chat. Carlson: “No, I am not.” DO: Are you aware of the number of raw milk drinkers in the area you serve? Carlson: “No.” DO: You might be interested in knowing that on our small 11 cow dairy farm we sell raw milk to over 100 customers each month, on average over 400 gallons, and in the 20 years we have been doing so, we have not yet received one complaint of illness via a public health-lodged complaint or direct from a consumer. We understand that raw milk illnesses can occur, but statistically speaking when compared to the very huge number of folks who are consuming raw milk, the risk in my opinion, is minuscule. Please help me understand, if you are not seeing any raw milk related illnesses in your area, can you tell me about food borne illnesses that are being reported? Perhaps the 3 major food borne related illnesses that have been reported this last year? Carlson: “No, I’m sorry I don’t know that.” DO: Then please help me understand why you feel raw milk should be made illegal in Illinois in light of the fact that you are not seeing any increased reports, or indeed any reports of raw milk related illnesses. Carlson: “We rely on the CDC (Center for Disease Control) for all our facts. The CDC is the most credible source of information, not a single dairy farmer.”

Savanna Museum and Cultural Center welcomes The Zahina Sisters After 50 years, The Zahina Sisters will be performing and singing with the Barnstormers once again at a Free Dance on Saturday, April 26 from 2:00 pm – 5:00 p.m. Larry Busch of Cuba City, WI will lead the band in place of the girls’ deceased father, Clarence. The festivities will take place at the Savanna Museum and Cultural Center, 406 Main Street, Savanna, IL. The new Barnstormers will WI, Michael S. Dunavant of New York City, and local talent Andy Nielsen, Jeff Kromer and Cindy Trent of Mount Carroll, IL. From 1945 to 1948, Clarence Zahina and His Barnstormers were featured on a weekly radio show on Sunday afternoons over KDTH in Dubuque, at which time Clarence began featuring his three small daughters, Mary Jane, Darlene, and Jannan on holidays and other special occasions. They

Music & Magic returns to Savanna Theater goers will have the unique opportunity to be entertained by magician Tom Burgoon when Music and Magic in Savanna returns the weekend of May 2nd, 3rd and 4th. Brought back by popular demand, magician Tom Burgoon has wowed and impressed audiences coast to coast, both on land and sea, with his comedy and magic routines. He has shared his style of entertainment with thousands of guests and considers it a privilege and honor to perform and entertain. Stingley’s Art displayed in Waldorf College Art Gallery Waldorf College students, including Ashleigh Stingley of Savanna, will display their projects in the Art Gallery from April 7- April 25 as part of the Spring Student Art Show. A reception will be held on April 16 at 5:30 p.m., where students will be present to discuss their artwork. Ashleigh is the daughter of Paul and Michele Lahre of Savanna, Ill. Thirteen other Waldorf art students will have artwork displayed at the Spring Student Art Show. Audrey (Holtan) Olmstead, a 1968 Waldorf graduate and Forest City community member, is also participating. “The Spring Student Show provides a place for these students to see their art up on gallery walls, and share their talent with others,� said
Dean Swenson, art gallery director and art instructor. This year’s art is from students who are enrolled in design, drawing, and painting classes. “During the year, these classes offer students the opportunity to explore media and techniques, problem solve, and express themselves creatively through the visual arts,� Swenson said. The Waldorf Art Gallery is open Monday – Friday from 8 a.m. – 10 p.m. when classes are in session. Admission is free and open to the public. By MICHAEL MILLER For The Prairie Advocate News THOMSON — Community Funding and Planning Services’ Sharon Pepin, along with Attorney Kathy Orr of Kathleen Field Orr and Associates (a municipal TIF attorney) gave a lengthy and detailed presentation on Tax Increment Finance districts can be to the communities in which they reside, at an informational open meeting on March 31, at the Thomson Intermediate School library/media center. Among the assembled in attendance were Thomson Village President Vicky Trager, Thomson Village Board member Dr. Art Donart, and Savanna City Council members Bill Sweeney, Gary Scott Law, and Bill Robinson, along with West Carroll Board members Mike Highland and Beverly Kilpatrick, and Jessica Edwards, West Carroll District Superintendent Craig Mathers, and members of the media. Elizabeth Village Board President Mike Dittmar and Village of Warren Board President Wayne Raishow TIFs had been positive developments for their towns. Orr opened the meeting by noting in response to questions that there were “no open meeting issues� present at this occasion, as no business was being discussed among and that they were simply asking questions. Pepin then addressed how TIFs tie into economic development and the various tools communities have available to them in their “toolboxes.� She said the meeting was occasioned largely by the expected opening of the Thomson prison and the presumption that Thomson and the surrounding communities would be seeing both residential and commercial developments. She added that other areas have incentives in place to attract such developments and that it might be wise to consider this when moving forward in anticipation of the prison. “TIF� and what it does. “TIF� stands for “Tax Increment Financing,� and is the most widely used economic tool
available to municipalities. This tool was brought into existence during the passage of the Tax Increment Allocation redevelopment Act and it allows a municipality to “receive incremental real estate taxes generated by an increase of the assessed value of property within a designated area for the purpose of payment of redevelopment project costs.� This type of assistance has been shown to be an economic stimulant, Pepin reported to the crowd. The documentation provided by Pepin further explained which areas meet the criteria for application of the TIF Act, and they are as follows: a “blighted� area, a “conservation� area, or an “industrial park conservaOther economic tools available to communities are the Special Service Area, which authorizes the levy of a tax to pay for the special (governmental) services or to pay the debt service of any obligation issued by the municipality to provide such services, and the Enterprise Zone, determined to be “economically disadvantaged and therefore eligible economic development.� Pepin noted this is a great tool for businesses but does not provide a lot of funding to municipalities. Tax credits, building materials and sales tax exemptions are all some of the advantages provided to businesses with this tool, she added. A Business Development district is yet another tool available to communities, which she said is similar to a ties, though it also has an increase in sales tax. The community under this law may impose an additional sales tax of up to one percent plus a hotel tax of up to one percent, but only if the proposed district is found to be “blighted.� The process of constructing this tool is quicker than it is for a TIF and the revenue return is quicker as well, Pepin said. Pepin emphasized that many businesses will not choose to locate in a community unless some form of incentives are provided. Four of seven Carroll County communities have TIF districts, compared to six out of eight for Jo Daviess County. She noted that Stockon has had a TIF

They currently have an outstanding commitment of $341,000.00 and are receiving about $173,000.00 per year from their TIF district. She gave a brief history of the TIF tools, noting that 40 years ago there was no such thing but there was a lot of federal programs that served to perform roughly the same function. Now, those programs were gone and TIF was the main economic tool for communities. In terms of getting economic development to areas, Orr said that in her forty years of practice, she’s learned that “the only thing I’ve learned . . . is that doing nothing is wrong.� She said there was a lengthy process to establish a TIF district, but this had advantages, in that everyone in the district was made well aware of it, the required plan allows the community to control the TIF. She presented the long list of steps required to institute the TIF, 16 in all, and explained each one. Minimally, the entire TIF process will take six months, Orr reported. Revenue from the TIF district does not begin for at least two years. Pepin added that a typical TIF will last for twenty three years, and that downtown districts are often targeted in TIFs, because those buildings can’t really be expanded and because it’s always a good idea to have downtown districts looking good. TIFs can be used by a municipality to purchase and demolish blighted buildings, Pepin said in response to a question from Trager, as long as there are revenue funds from other TIF areas in town.
