“Let’s say a developer comes into our county and says, ‘Oh, there’s a prison coming in or there’s a real cool lake there and I want to buy this or that property and I want to build a subdivision.’ Well, we would say that is an agricultural use area and is not zoned for that so, he would have to start looking elsewhere,” Doty said. Members have organizational meeting By TONY CARTON For Prairie Advocate MOUNT CARROLL — The newly appointed members of the county agricultural area committee elected leadership and discussed their role in protecting Carroll County agricultural lands when they met March 24. The Carroll County board formed the committee under the authority of the Illinois Agricultural Areas Conservation and Protection Act, which allows one or more landowners to voluntarily place their land into a protected district, often called an “ag area,” with the approval of the county board. County Administrator Mike Doty said although implementing an ag area is only one tool in farmland protection, it can offer some assistance in maintaining farmland for farming purposes. Ag areas may also help protect farmers from some aspects of the

Fearing state cuts, county has hiring freeze Department heads will be asked for ideas on cost cuts By TONY CARTON For Prairie Advocate MOUNT CARROLL — The Carroll County Board approved freezing county hiring on a meetingby-meeting basis until the freeze is removed by board vote. Any decision to rescind the freeze will depend on the outcome of the governor’s proposed budget cuts. As it now stands, the budget proposal seeks to cut about 50 percent of distributed revenues from counties and

A desire to preserve a family farming history is another common reason for enrolling land in an ag area and while it may be possible to achieve any of those goals without creating or enrolling in an ag area, an ag area designation is a public declaration stating the county and the landowner feel agriculture is an important and viable industry in that area. “I think this comes into play when the state starts assessing properties for development in areas across the state,” said Carroll County GIS Technician Jeremy Hughes. “Not that it will completely prohibit them from ultimately making use of certain areas, but this basically makes the declaration that these areas are going to be protected and kept for agriculture.” Farmers and landowners interested in more information about ag areas should contact the University of Illinois Extension at 815244-9444, Carroll County Soil and Water Conservation District at 815-244-8732, the Carroll County Farm Bureau or call the county zoning

municipalities. The proposed cuts for Carroll County are in the area of $330,000. “The governor understands there has to be some give and take on the process, and while he is willing to work with all parties to get the job done, he certainly has his positions,” board member Joe Payette said at Thursday’s meeting. Board Chairman Kevin Reibel asked County Administrator Mike Doty to poll the department heads before the next board meeting for ideas that might save
money and soften the blow of the governor’s proposed cuts. “We need to start right now to see what we can do about these budget cuts,” Reibel said. “Possibly things will turn out differently. There are a lot of questions being asked, and the state Legislature has until July 1 to pass its budget, but I think we need to be proactive and take steps right now and then see what happens in the next few months.” Doty cautioned that a hiring freeze would adversely affect the county’s assessment and probation departments. Chief County Assessor
Annette Gruhn reinforced Doty’s warning, saying she had already signed contracts with the county’s townships to perform assessments and since her senior employee is retiring in May, she would not be able to meet those contracts if she is not able to hire a replacement. She said those contracts will bring an estimated $36,000 in revenue to the county, but without her full staff, that revenue might be lost. Regardless of the warnings, the board passed the motion implementing the freeze. The board then approved sending the governor and local state legislators a resolution opposing the proposed cuts to the shared
income tax. In other business, the board passed a resolution presented by members of the West Carroll High School chapter of Students Against Destructive Decisions recognizing April as Alcohol Awareness Month. “Our purpose in presenting the Alcohol Awareness proclamation is to have the community realize that underage drinking is a serious problem,” said West Carroll SADD adviser Freddie Preston. “We are encouraging people to not turn a blind eye to the underage drinking that is happening and to commit to making this community a better place to live.”
She said drinking is just one of the many destructive decisions faced by teens. “Now we try to include everything,” Preston said. “We include alcohol, marijuana, we include any and all use of drugs and we include not receiving good grades; if it impacts the life of our teens, we include it in our programs.” April as Alcohol Awareness Month is a statewide initiative designed to increase public awareness of the dangers of underage drinking. The Carroll County Board next meets at 9 a.m. Thursday in the small courtroom at the Carroll County Courthouse.

Pepin will evaluate surveys taken previously relating to the percentage of low- to moderate-income residents, so the possibility of receiving additional funding is still possible. Oversized loads on U.S. Route 30 was a point of discussion for Police Chief Brian Melton. He said eight escort and assistance requests had been received from International Supply trucks, as required by law. Law as trucks make critical turns, with 15 minutes’ before the trucks arrive. “The long trucks weave into both lanes to avoid hitting utility lines,” Melton said. “There are many, many more trucks coming through Morrison.” Council suggested that Melton speak to trucking
companies and request reimbursement for providing assistance to department. Also at the meeting: Resident Rhonda McKee noted that the city has no ordinance specifying a set number of animals allowed per family, as do other area towns, and said she would like to see Morrison develop one. City attorney Tim Zollinger said the lease agreement with the Morrison Fire Department had expired, but new articles for agreement and a formal lease agreement stating the use of the city’s buildings have been designed, submitted, and approved by the department. Appropriating motor fuel tax funds for Orange Street repairs was approved, along with a preliminary construction engineering services agreement for the use of motor fuel tax funds. Approval was granted for utility easements for the new wastewater treatment plant.

Fund balances reviewed by board Easter Cantata Maintenance fund expenses increase with cold February By LYNNETTE FORTH For Prairie Advocate MORRISON – Board of Education Secretary Jim Ridley reported on the ing at the March 23 board meeting, explaining that the committee walked through fund balances, and that one state aid payment will be put into the operations and maintenance fund as planned. “We may have to put more into the O and M fund by the end of the month. We had high expenses in February due to the cold weather. The transportation fund looks good,” Ridley said. He said the life safety fund audit was discussed, and that work will need to begin soon. A brief discussion took place on the 1 percent payment being expected in the fall. It was also noted that the state has said it could cut statewide funding by $1.6 billion — 2 to 5 percent by the end of the year. School Secretary Katie Kuehl said she and Superintendent Scott Vance have started amending the
budget, with it looking really good overall, being right on track as long as the state comes through. Life safety projects include new boilers being the biggest issue. The junior high boiler has been having problems, but the high school heating system is top priority. Board member Mike Vegter asked “What is the payback on geothermal systems?” “The Oregon district is showing roughly $40,000 yearly,” Vance said. “There were grants available, with Sterling just installing a geothermal system.” Vance reported that district enrollment has decreased by 10 students in the last month, with the numbers being at 17 less than this time a year ago. “There are a lot of different reasons for the decrease, some moved, and it just happened all at once. With a new round of hiring at the Thomson prison on May 1, we are hoping to get more students.” Students in the Morrison School District are working toward the completion of this year’s Partner-

Junior High Principal Joe Robbins informed the Board of Education that his the testing. The new description will show the job as being an eleven month position instead of twelve, and also note an emphasis on technology. More position updates will most likely be seen in the future.

Ralston receives Kustes Memorial Scholarship SAVANNA – During the special awards segment of the West Carroll FFA Chapter’s Parent-Member banquet held March 23, John Kustes presented the $1,000 Tom H. Kustes Memorial Scholarship to Christy Ralston. Ralston, a senior at West Carroll High School in Savanna, was selected from senior applicants who intend to prepare for an agricultural career at a vocational-technical school, junior college, college or university. Ralston plans to attend Cornell College in Mount Vernon, Iowa in the fall and major in biochemistry and minor in Spanish. She is the daughter of Christina DeMoss and John Ralston. In addition to the monetary award, she will receive a personal recognition plaque, and
her name will be inscribed on a special achievement plaque to be displayed at the high school. The scholarship was made possible by a 2005 gift to the school district in memory of Tom Kustes, a lifelong livestock/grain farmer in the Thomson area who died in 2004. He graduated in 1936 from York Community High School in Thomson, and held an honorary Chapter Farmer Degree from the Thomson FFA chapter in recognition of his support of chapter activities. Tom’s wife, Gladys, was an elementary education teacher for more than 20 years in the former Thomson school district. Qualifying senior students are encouraged to apply each spring to the West Carroll FFA Chapter adviser for this scholarship.

Obituaries Alice Protokowitz
MILLEDGEVILLE – Alice Anna Martha Protokowitz, 95, of Milledgeville, died Wednesday, March 25, 2015, at Good Samaritan Society in Mount Carroll. Alice was born Dec. 20, 1919, in Husum, West Germany, the daughter of Amandus and Emma (Kuhntopf) Martens. She married Walter Protokowitz on March 21, 1942, in Husum; he preceded her in death on April 16, 1990. Alice was employed for 18 years with Central Quality. She was a longtime member of the Dutchtown Church of the Brethren in Milledgeville. Survivors include two daughters, Inge (Lawrence) Queckborner of Milledgeville and Anke (Donald) Janssen of Mount Carroll; (Sarah) Queckborner, Kurt Queckborner, Shelly (Tom) Whitman, Kristy (Ryan) Pauley and Sherri (Tim) children, Logan Whitman, Jake Queckborner, Tyler Queckborner, Jason Queckborner and Courtney Queckborner; one greatgreat-grandchild, BryLee Queckborner; and several nieces and nephews. She also was preceded in death by her parents and two brothers. Visitation was held March 27. Her funeral service was held March 28 at the Dutchtown Church of the Brethren in Milledgeville with the Burial followed at Bethel Cemetery in Milledgeville. A memorial has been established. FREEPORT — Mary C. Zink, 48, of Freeport, died Thursday, March 26, 2015, at her home surrounded by her family. Mary Catherine Zink was born Oct. 22, 1966, in Arlington Heights, the second daughter of Donald
and Connie Gruszka. When Mary was 10, the family moved to the southern Illinois town of Galconda, where her father accepted a position as a grade-school principal. As a youth, Mary loved to be outside enjoying nature and spending time with her beloved horse, Sandy Ann. After high school, Mary attended Southeastern Illinois College, where she earned an associate degree in nursing. In 1987, Mary returned to the Sterling area and worked at CGH Medical Center for a short time. After moving to Pearl City that same year, she accepted a position at Freeport Memorial Hospital in the Pediatrics Department. During her 27-year career at the hospital, she worked in several different departments, including the ER and as a
life was her family, especially her son. She was a loving, devoted and protective wife and mother. If the family needed her, she was always there, no matter what. Even when health issues caused hospitalizations, she fought hard to get back home because she knew the love she had for her son, husband and family would give her the strength she needed to carry on. Being home with her loved ones was always her number one goal, and the best medicine. Mary will be remembered by those who love her as a kind and gentle woman with a wicked funny sense of humor, a beautiful smile and an iron will. Even though she had endured many painful surgeries and procedures over the years, and numerous long hospitalizations, her
position was in the Cardiac Services Department. While at the hospital, she earned a reputation as a knowledgeable, depend-
never dimmed. She never let her illnesses rule her life. She was in charge of her life and didn’t let anyone get in her way, much to the dismay of a few of her doctors. Mary’s love for Jesus and her deep faith in God and his plan and the love of family and friends pulled her through many a dark time. In the end, she said that she was not afraid because she knew she was being called home and her reward was waiting. Her family can think of no one else who deserves a reward more than Mary. The world was a better place while this dear soul walked among us, and now we notice the emptiness since she has gone. Mary is survived and lovingly remembered by her husband, Jeffery of Freeport; her son, Adam (Heather Hall) of Lanark; her father, Donald Gruszka of Freeport; mother Connie Gruszka of Freeport; sister Jeanne Parke of Roy, Utah; sister, Katie (Charles) Buzzell of Freeport; mother-in-law, Karen Zink of Mount Carroll; brother-in-law, Troy (Brenda) Zink of Mount Carroll; two nieces, Sophie and Emily Buzzell of Freeport, and her three nephews, Jeffrey Parke of Roy, Kyle Zink of Savanna and Tyler Zink of Mount Carroll. Mary was preceded in death by her grandparents, her uncle Russ McCowan of Prophetstown and her father-in-law, Larry
nurse. In a crisis, you wanted Mary by your side. Besides her nursing duties, in 1998 Mary took on the role of secretary/treasurer of Z Team Pest Control, her husband’s and brother-inlaw’s business. She was an integral part of the “team,” to say the least. In 1991, she married Jeffery Zink in Freeport. They have one son, Adam. In 1996 the family moved to Shannon. They recently moved back to the Freeport area. In her free time, Mary enjoyed going out to eat. She enjoyed going to thrift, antique and second-hand stores. She loved a good bargain. She also enjoyed reading religious and spiritual literature and taking long walks. She loved to go on day trips with her husband, her son, and her son’s girlfriend, Heather. She also loved to shop for purses, but hated to have to carry a purse. This is just one of the quirks that made Mary so special and so loved. She even laughed at herself over that one. Mary’s favorite charity was St. Jude’s Children’s Research Hospital, and she Brocklin United Methodist Church of Freeport. The greatest joy in Mary’s

LANARK — Nancy M. Blair, 83, of Lanark, passed away Sunday, March 22, 2015, at her home. She was born on March 15, 1932, at Polo, daughter of David and Ora (Schlenning) Nicholson. She was a 1949 graduate of Forreston High School. Nancy and Dale Blair were married on Nov. 2, 1950. She was employed at Brinkmeier’s Accounting in Lanark for 25 years. Nancy was an active member of the Lanark United Methodist crafts, and her water garden. Surviving are her husband, Dale, her daughter, Lynne (Vaughn) Hudson of Thornton, Colorado, her son, Terry (Edie) Blair of Milledgeville, two granddaughters, Demi (Greg) Sturtevant of Milledgeville, and Dani Blair of Lanark, and her sister, Betty (John) Cummings of Reno, Nevada. Preceding her in death were her parents, her sister, Grace Nation, and her brother, Kenneth Nicholson. Visitation and services were held Wednesday, March 25, at the Lanark United Methodist Church with Pastor Rolland Hayag and the Rev. Rod Dye in Chapel Hill Memorial Gardens in Freeport. Letters and Commentary Vote ‘no’ on 1 percent sales tax
This election may have a very low voter turnout, considering there are only a few local contested races and there are not any controversial state or national races on the ballot. It is clear that a majority of the voters are against the 1 pecent sales tax, since it has been defeated three previous times. A few facts about which inform the voters: The 1 percent sales tax is an additional tax, there is no guarantee that passing this tax will lower your real estate taxes. Real estate taxes are a better source of revenue without hurting retailers. County taxpayers pay the majority of sales taxes. Tourism counts for less than 15 percent of all the sales tax revenue collected in Carroll County. The total sales tax collected in the county will decrease from previous years since one large taxpayer has left the City of Savanna. Assessed valuation will tax collection year by about 4.5 percent. If school property tax rates remain the same, they will increase their revenue from county taxpayers 4.5 percent without imposing a sales tax. Voters will never get a chance to remove the tax if it is approved. If we want to fund the schools with a sales tax, then it should be a statewide initiative with a mandated one-for-one reduction in property taxes. Schools are still open and running after the past three failures of instituting the tax. Get out and vote against the 1 percent school facilities sales tax and help the few remaining retailers survive in Carroll County. Rod Fritz Lanark
‘Yes’ for school facilities tax
On Tuesday, April 7, the voters in Carroll County will vote to accept or
reject a 1 percent County School Facilities Tax. A successful vote will raise the tax rate to 7.5 percent in the county. The funds generated have the ability to create a tax swap; the money can be used for bond abatement, facility upgrades, and health life safety requirements. The Chadwick-Milledgeville and West Carroll boards of education have already stated publicly they will reduce property taxes with a successful vote. In West Carroll, your property tax rate would see a projected decrease from $5.77 to $5.52 a 4 percent decrease. Instead of paying interest with tax payer money over 20 years, facility projects would be paid with current funds which reduces future increases and saves property owners into the future. As the Thomson Correctional Center opens and 1,100 employees live or pass through Carroll County, this vote makes even more sense than 4 years ago. Visitors to Carroll County will support school updates and reduce your tax burden. In West Carroll, a no vote guarantees higher property taxes as the next 10 year health life safety report is due in architect are required to be a funding source, the funds will have to be generated by additional bond sales. In the 30 counties that have passed the Facilities Sales Tax, local tax dollars and local business has not decreased. Visitors to Carroll County will support YOUR schools.
