MOUNT CARROLL – There are two new faces at the Veterans Assistance Commission of Carroll County, ready to provide needed services to veterans and their families. On Feb. 1, Bill Hanna was named superintendent of the Veterans Assistance Commission of Carroll County, and Wayne Leonard the assistant VAC superintendent. Both employed positions are parttime. Hanna is originally from Missouri, but joined the U.S. Army as a young man, has traveled all over the world, and retired in Savanna as a master sergeant in 2013 after 24 years of service. He is a life member of VFW Post 2223 and American Legion Post 148 in Savanna. “The VFW asked me if I would be interested in the position, and of course I said yes,” Hanna said. “It’s helping veterans, and it gets me back to doing something bigger than myself.” Originally from Shannon, Leonard, too, was in the Army. Ten years later, he joined the Reserves for several years. He is a member of Mount Carroll American Legion Post 67. “I’ve been retired and got bored,” Leonard said. “When this opportunity came up, I thought it would be a great way to help my fellow veterans.”
The CCVAC has quarterly board meetings at 7 p.m. on the third Thursday of every third month that are open to the public. Three more meetings for the year are set for June 16, Sept. 15, and Dec. 15. Appointed by the Carroll County VAC Board, Hanna replaced Steve Phillips as superintendent, and Leonard replaced Carolyn Phillips, who was secretary. “Our board is made up of county VFW and American Legion members. They regulate how we work, so basically, we work for the veterans’ posts in the county,” said Hanna. As leader of the VAC,

Ruth Elaine Ferris
Morrison infrastructure investment, rates, and water safety
CHADWICK – Ruth Elaine Ferris, 91, died Thursday, March 24, 2016, at Good Samaritan Home in Mount Carroll. She was born March 28, 1924, on the family farm in Fairhaven, the daughter of John A. and Edith May (Greenawalt) Larson. Ruth was the youngest of nine children. She attended country schools in the Fairhaven/Chadwick area, and graduated from Chadwick High School, class of 1942. She married Ralph H. Ferris on August 18, 1943, in Galesburg, and became the mother to Ralph (Harold), Cheryl, John, James and Dennis. She was a homemaker and retired from Micro Switch in Freeport. Ruth was a devoted and loving mother, grandmother, great-grandmother and great-great-grandmother. She enjoyed reminiscing about her life growing up on the family farm, gardening, cooking and baking, bird watching, taking rides to look for deer, playing cards with family and friends, reading and working on word puzzles. Ruth had fond memories of several trips she and Ralph took “out west” in their minivan. She especially loved to watch her grandchildren participate in athletics and other school events. She was a member of First Lutheran Church of Chadwick. She is survived by her children, Ralph H. Ferris, Jr. of Chadwick; Cheryl (Keith) Padgett of Shawnee, Kansas; John (Kimberly) Ferris of Lanark; James Ferris of Payson, Arizona; and Dennis Ferris of Chadwick; grandchildren Michael (Bridget) Reibel; Marc (Tracy) Ferris;

future well-being of our community. We cannot sustain a population with a wastewater treatment plant from the 1930s. The downside is that these projects are extraordinarily expensive and directly impact our monthly water and sewer bills. Effective May 1, the monthly service charge is going up another $9.15 for all users – $7.15 for sewer; $2 for water. these projects via low-interest loans from the Illinois EPA. The EPA is reviewing changes to its borrowing guidelines, such as offering a 30-year loan option, whereas now the only option is 20 years. The revisions that the EPA are considering are extremely important for small communities like Morrison, as they burden placed on the backs of residents. Some of the most troubling

MOUNT CARROLL – Despite pleas from local business owners, the Mount Carroll City Council voted to approve a 1 percent sales tax increase Thursday night to help fund improvements in a Business Development District. The vote was 3-1, with councilman Joe Grim absent. Councilman Jim Rose cast the lone ‘no’ vote. Before the vote, a handful of business owners asked the council questions and expressed frustrations about the increase. “I think that I am in the top of the real estate taxpayers in the community and I think I am contributing my part to support the community,” said Fred Paschke, owner of Mount Carroll Home Center, a hardware and lumber store business in Mount

The increase would pay for development plans, land assembly, site preparation – including land clearance and site improvements – remodeling and repairing existing buildings and new construction, among other things. “Tax is one of the most frustrating words there is and it’s only three letters,” said councilman Kevin Powers. “It bothers all of us.” Councilman Paul Kaczmarski said he isn’t a fan of raising taxes, but he knows the money has to be generated. “The last thing I want to do is raise taxes, but I think we have to be proactive,” he said. “We have to spread the tax out as best we can.” The tax will go into effect July 1, and the city should start seeing the revenue in October.

We are quite lucky to have such agriculture diversity in Carroll County. Neumiller’s are another great family farm. They work on a much larger scale than many realize as they directly work with the processors in marketing and selling their product. They grow many varieties of
potatoes based on what they are used for. Many do not realize that a potato that is good for French fries is not the same potato that is needed or works best for potato salad. The beautiful spring came; and when Nature resumes her loveliness, the human soul is apt to revive also. ~ Harriet Ann Jacobs Spring is and always has been my favorite time of year. I do like snow in winter, but not the cold. Summer sun and heat is feeling blah. I enjoy the color and crisp evenings of fall, but not the raking and the disappearance of outside life. But spring, sweet spring! Everything comes to life and revitalizes the senses. I’ve mentioned before about being a former vocal music teacher, and the symphonies of sounds of spring are brilliantly joyous with the birds and their singing. We have a big pine tree right outside our bedroom window, and it is a welcome change (to the alarm clock) to awake every morning to the multi layered melodies that they so joyously share. Their tunes, as they say, are “music to my ears.” The sun, too, is a “warm” welcome. After the long dreary winter, it is so wonderful to feel that ole sun up in the sky shining on one’s face, all the while warming our hearts as well as the air around us. We sometimes pause to raise our faces to soak up the brilliant rays that feel energizing, simply because it’s spring. “I see raindrops on my window, joy is like the rain.” Just a little quote from a song I learned as a child that sang the praises of the pleasant, refreshing qualities of rain water. It seemed that rain, along with the warm sun, is the other ingredient triggering
the rejuvenation of spring. Tasting spring has always been one of the simple little pleasures from my childhood as well. The onset of that would be accepted with my arms stretched wide and my mouth wide open, catching the drops as they fell. Today our PC correctiveness (is that even a word?) may say not to do that because . . . But I’m here to tell you that it didn’t hurt me any. One of the constants is the rebirth of all that has been asleep. The hyacinths, daffodils, tulips, lilac bushes, magnolia and cherry blossoms bloom perennially, all help provide a wide array of bright colors that would satisfy any artistic palate. Then we, as gardeners, add pansies, sweet Williams, begonias, impatiens, snapdragons and petunias that move with us from the rebirth of spring, through summer and many times into fall. Not only are the colors of spring so vibrant to the sense of sight, but the scents of spring are like no other! At our home there is a beautiful French lilac across the drive from our front door. There is nothing like opening the door to welcome in the smell of those lilacs, that when aided with a light breeze, will permeate our entire house in short order and remain long after the door has been closed for the day. Oh spring, sweet spring! Thank you so much for returning again and take care to enjoy your stay. Please remember that Carroll County Transit can help you get out to gardens and parks, greenhouses
you, too, can experience the sensations of spring! And remember the many activities that are always going on at the Carroll County Senior Center. I have really enjoyed watching people enjoy the activities that go on here and feel that there are many more individuals that would too — if they could get here. Activities at the Senior Center Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/ or haul the papers to the distribution center. Grandparents and Other Relatives Raising Children Grandparents and Other Relatives Raising Children (GORRC) support group will meet Tuesday, April 26, at the Senior Center in downtown Mount Carroll. There is no charge. The lunch, at 12:30 p.m., is free because this activity is funded by the Illinois Department on Aging. Carroll County Senior Center has a donation box for old and broken cell phones. We recycle them by sending them to a company that refurbishes them for emergency 911 phones in areas devastated by disasters and for sale to low income persons. We received $15 back for phone refunds in the month of March. There is one box at the Senior Center now. If the program goes well, we will increase the number of boxes and place them in other areas around the county. If you know of anyone looking to get rid of old cell phones, ask them to drop them off at the Carroll County Senior Center during our regular business hours, 8 a.m. to 2:30 p.m., Monday thru Friday. Eastland Schools: ‘Help us keep kids safe’ Prairie Advocate staff
LANARK — Eastland Superintendent Mark Hansen wants to remind all students, parents, and members of the public to use caution and follow procedures when using the parking lots at Eastland Jr/Sr High School, especially at key times of the day when elementary students are being dropped off or picked up from shuttle buses to Shannon. He asks drivers to always use reduced speeds when driving through the lots; Drive defensively and be alert; Obey signage and never drive around a bus with its stop arm extended. “Spring is a particularly busy time of the year. Often, buses from Shannon will be unloading elementary students at the same time that baseball and softball games are preparing to start. This

SPRINGFIELD – Carroll County has equalization factor of 1.0000, according to Constance Beard, director of the Illinois Department of Revenue. The property assessment equalization factor, often called the “multiplier,” is the method used to achieve uniform property assessments among counties, as required by law. Beard said this equalization is particularly important because some of the state’s 6,600 local taxing districts overlap into two or more counties (e.g. school districts, junior college districts,
equalization among counties, substantial inequities among taxpayers with comparable properties would result. Farmland is not subject to the state equalization factor. Assessments in Carroll County are at 33.49 percent of market value, based on sales of properties in 2012, 2013, and 2014. The equalization factor currently being assigned is for 2015 taxes, payable in 2016. “We started with the blending option which was to drill another well, a shallow well which would mirror what you have with wells one and two,” Holder said. “So, you have one well drilled to approximately 300 feet, which is a shallow well and has high nitrates, basically because of fertilizer runoff. On its own, it will not meet EPA standards. Then you have well two which is a little deeper at about 700 feet and does have some barium concentrations so, on
its own, it also would not meet EPA standards.” He said barium and radium occur naturally in pockets throughout the area and there are no guarantees drilling a new well will not The cost for the new wells is approximately $270,000. “We are nervous about radium at those depths because we already know it is present, based on well four which we drilled at close proximity,” said Holder. All-volunteer park district a community powerhouse BY KATHLEEN WEBER For Prairie Advocate
HANOVER — Nestled in the southwest corner of Jo Daviess County on state Route 84 is the quiet village of Hanover, with a population of less than 900. There are no stoplights with which to incite anxiety for travelers. And the beautiful Apple River meanders lazily through the burg, coaxing folks to “sit a spell.” Visitors may only sense the power behind the drive of the all-volunteer Hanover Township Park District, located in the former Hanover High School at 800 Fillmore Street. But if they settle here, they know. “The Park District was formed after the school closed. The building was in good shape and we didn’t want it torn down. We wanted to do something with it . . . preserve the school’s history,” said lifelong Hanover resident and volunteer Nellie Bainbridge. After the tax referendum passed to form and establish a park district in April 2003, the building was purchased from the River Ridge School District in June of that year. Bainbridge has served on the Board of Directors since

LANARK — There wasn’t a huge turnout, but the 20 Lanark residents that attended the March 22 State of the City address and Town Hall meeting at the Heritage Center heard a lot of good news. Mayor John Huggins and the Lanark City Council hosted the event to inform residents and stakeholders about the progress made in the past two years, and more goals for the future. Representing the city were Aldermen Anne Lindsay and Ken Viglietta; Treasurer Carol Kruzek; Clerk Jackie Hawbecker; Public Safety Director Matt Magill; and Peace Corps Fellow Lexie Woodward. City Attorney Ed Mitchell was also in the audience. “Many people don’t take the time to think about what a cool little town we have,” Huggins said. “There are a lot of people that are responsible for that, both past and present.” “More than ever, we’re an accessible city council,” said Viglietta. “You can visit lanarkil.com, and

He said while he attends many mayor’s meetings, economic development sessions, and local events, he gets to report on the progress of Lanark. “We are the envy of the area. I’ve made sure that our state legislators know what’s happening here. Our Representative and Senator know about Lanark, but before, the higher-ups couldn’t point to Lanark on a map. But they can now.
I’ve made sure of that.” Huggins cited the many businesses that have invested in their buildings and expanded their services, like Exchange State Bank, Lanark Ag Service, Lanark Food Center, Eastland Motor Sports, and Forster Products. He said there are seven new businesses that have chosen Lanark to do business in as well. Little Sprouts Child Care, Lanark Pharmacy, Pristine Produce, and SQZ Winery all “repurposed” existing buildings for their new businesses, while Casey’s General Store, Dollar General, Mullet Cabinetry and E&S Equipment built new facilities — just in the past year. “The state of the community of Lanark is good.”

Payton Clouse had three RBIs for Eastland, Ethan Christians added two more, and Brighton Haverland and Kaden Henze each scored twice in the win. Tanner Giedd earned the win. Oregon trailed 8-4 heading into the sixth, before scoring three times in the bottom half of the inning. The Hawks couldn’t get any more, however, in the loss.
