MOUNT CARROLL – Richard Robert Speer, 78 of Mount Carroll, died Tuesday, March 15, 2016, at his home. A funeral service was held Sunday, March 20, at Law-Jones Funeral Home in Mount Carroll. MOUNT CARROLL – A proposed decision by the West Carroll school board to save money prompted Daniel Hartman, varsity president of the West Carroll FFA, to tell the school board March 16 that it is unwise to move one of the agriculture instructors, Don Mathey, to the Middle School next year. Hartman said that enrollment in agricultural classes has increased for next year. “A total of 193 students enrolled for the coming school year in some type of agricultural class, up from 172 this year,” Hartman said. He said the board expects one teacher to teach 20 more students than were taught by two teachers this year, and that the effects of Mathey’s move to the Middle School would be that “West Carroll would effectively lose its industrial arts program.” students to go into welding and other occupations that do not require a college degree. Board President Mike Highland told the students that the board heard their voices, and would take their comments under consideration.
Computer breakage
Brad Field said that the issue of device breakage and repair continued to be a serious one, with these issues already costing “$30,000 on repairs and parts for computers,” with twothirds of the school year gone. He said that some of this problem was a vendor issue, and that he’d had “rather direct, pointed, heated conversations” with some of those as a result. Still, he said the district needs user breakage down”, and that with 30 chargers that had been received already out of service within a week, “we can’t keep going the way we’re going.”
Good news for nursing students
Mathers said the district received a phone call from a couple who are 88 and 92 years old, and told him they will be initiating a scholarship program for $25,000 to $50,000 annually, for West Carroll students interested in pursuing a nursing degree.

He said his son, Brandt, of the new district, and said he wished the schools had consolidated before he started high school, because “it was the best thing that ever happened” for the students. “He met many new people, and had much better curriculum because of the larger class sizes,” Highland said. “I could see that, too, by the reaction of the students. It was great for the kids, and that’s the important thing. They understand ‘West Carroll’ much better than their parents do.” Highland said the board has hired some very good teachers over the years, who have brought the district some good programs. “As superintendent, Craig Mathers came on and rescued the district, in a Highland said. “He did a great job communicating with staff, and providing good staff development, all while improving our

Board replacement process After the West Carroll school board accepted the resignation of District 6 board member and President Mike Highland on March 16, potential candidates must meet certain qualifications set by state law and Illinois School Code. The chosen candidate will fill the position until the April 2017 election, when Highland’s term would have expired. At the April 2017 election, the seat will be up for an unexpired 4-year term per election regulations. Candidates must be a resident within District 6; a U.S. citizen; at least 18 years old; a resident in the state and school district for at least 1 year preceding the appointment; be a registered voter; not a convicted sex offender; not hold another public office; have no conflict of interests in any district contracts; not be a school trustee; and not hold any specific types of prohibited federal or state employment. Superintendent Craig Mathers said the board will accept applications for the vacant seat through April 18. Highland said the district future. “The district will have more problems if we continue to lose students,” he said. “The question is, how do you maintain three buildings if you continue losing families? We need population growth in Thomson, Savanna and Mount Carroll. We need housing, but more aren’t being developed to accommodate new families hired at the Thomson prison.” Highland said he sees communities promoting business growth and development, thinking that when a new business comes to town, more people living in town will follow. “I think it’s the opposite,” he said. “We have to build houses, have the people already in town. Then as customers, they can explain to the business community why they need a certain type of business in town. Last fall, Laura hit the road with her popular Trunk Shows, where she sets up shop in private homes, bringing wares to appeal to the hostess’s guest list. “The home parties are so that what we create and
offer here is good.” She now has a ‘classroom’ set-up, with tables for Pinterest Parties and Sunday Fundays, surrounded by new and vintage crafting supplies. “Folks can just pop in and we’ll help them make stuff too. Mostly we’re just trying to use up ten years of accumulating stuff! We figure other crafty friends probably have stuff they’d like to
use up or repurpose, too. “Recently, we had a chalk-painting class where gals brought in something to be painted. It was fun to see old stuff made new again. MOUNT CARROLL – Ever since the grand opening of dabluz boutique in the Hotel Glenview a decade ago, downtown Mount Carroll hasn’t been the same. It’s been much more lively and colorful. Laura and Lindsay Miller, mother-daughter entrepreneurs, opened the door to the unique boutique on April 1, 2006. Since then, Lindsay has moved to Iowa as a real estate agent, and Laura got married to Larry DeSpain. “Larry’s my good little helper. I call Larry “Sneelock,’ the character for Dr. Seuss’s book, ‘If I Ran the Circus.’ There was a kid who had all these grand ideas, and Mr. Sneelock was there to help him. That’s my Larry!” Even her logo is unique – no capitals, please. Lindsay created it 3 years before the shop opened. “It represents the energy we both share for new ideas. We’re a great team, and our energy radiates in the items we create and the shows we attend,” Laura said. “Our name – dabluz – and our logo, never categorized us.
In hindsight, for two women who really didn’t know what they were doing, that was a smart choice. We’ve been able to change, to evolve. Lindsay and I still bounce a gazillion ideas off of each other. I love where we are now: New, handmade and vintage. I like the shop. I love my space.” “The tourist trade through the area is good for my business. Carroll County can build on that. My shop being in the hotel attracts visitors. That’s the magic. The tourists that come in are very receptive, they love it. “I love the whole idea of being downtown. When I
downtown hotel, was handmade. “At our ribbon cutting, someone said, ‘Nice shop, Just need more stuff,’” said Laura. “Soon after, we invited others to offer their handmade items, too. We’ve had over 100 different artists sell their items in the boutique. Now, we have about a dozen artists and crafters, with the primary focus being up-cycled arts and crafts.” Now when they go “picking,” Laura said they look for vintage items that are “fabulous as is,” or that can be repurposed into something new. The

There is energy downtown. People are trying.” Originally, everything in their shop, located on the

Board to sell Thomson school by sealed bid Bids will be opened May 9 BY MICHAEL MILLER For Prairie Advocate
– Superintendent Craig Mathers thanked Thomson Village President Vicki Trager and the Village Board for their help in moving things along with the intergovernmental agreement between the district and the village for the sale and transfer of property at the former School building. Mathers said the village will take possession of the third ball diamond and playground, noting that the agreement mirrored the Melon Days area and two ball diamonds. Only the property in question was different.
He said the upkeep of the easement for the parking lot will be the responsibility of the new owner of the building, and the board approved. The board also approved selling the building by sealed bid. A supermajority is required for board approval of any bids, and the district will have 60 days to act on the winning bid. The board has set a minimum asking price of $100,000. Bids are due May 6, with bid opening at 5 p.m. May 9. MOUNT CARROLL – County Engineer Kevin Vandendooren again informed the board of the situation with the state delaying payments of the Motor Fuel Tax until a budget is passed. “As you know, the House is adjourned until April, so there is just no way we are going to get that money,” Vandendooren said. He said the negative impact of withholding those funds will be on both county and township roads. “There is about a 45 percent reduction in seal coating going on across Carroll County,” Vandendooren said. “Our road districts cannot do the seal coating necessary to keep our roads in shape, and it is going to start having a severe impact.” He said he sent detailed maps and the entire report to the governor and area legislators, and none are making promises as to when the state will meet its
obligations. “We need to know that we are going to get that money by May to put it into a program, so it is beginning to get serious, particularly for the road districts,” Vandendooren said. “I see a lot of problems already on our township roads.” He said the next step would be a possible gas tax increase. “I don’t know how we are going to maintain these roads,” Vandendooren said. “I’m not anticipating getting those 6 months of funds. We’re going to delve into the county matching funds to make up for the lack of revenue, so that we can at least get the work that needs to be done underway, so we keep our roads in the shape they need to be kept in. “Basically, we’re talking pavement preservation. As for borrowing money against the owed MFT funds, unlike municipalities that can borrow against revenues, we do not have that ability. We will have to sell bonds. ”
MOUNT CARROLL – Carroll County Clerk Brian Woessner opened discussion Thursday on authorizing the Illinois primary election conducted in Carroll County on March 15, during which Republican Party presidential candidate Donald Trump and Democratic Party presidential candidate Bernie Sanders received the most local votes, and a countywide 1 percent school facilities retail sales tax proposal failed for a “It was pretty much a smooth day with the exception of the evening
storms when the election judges were trying to deliver the ballots and the equipment,” Woessner said. He said there were 21 same-day register-andvote participants under new voter registration rules. Woessner said he had employed a previously trained parttime registrant to help with the unforeseeable same-day registration load and the early voting procedure. Woessner said early voting was working well and on the increase. “Especially in the last week before Election Day, our early voting was very impressive,” he said. “The
mail-in voting part of early voting showed the greatest increase. People are feeling more comfortable with calling in and going through the mail-in process.” The County Board approved an Intergovernmental Mutual Law Enforcement Aid Agreement aligning Sabula and Jackson counties in Iowa with Savanna and Carroll County in Illinois, providing for mutual law enforcement aid in instances “which exceed the resources, equipment and personnel for the purposes of keeping the peace, protecting property and persons,
preventing, detecting, investigating and reporting crime and apprehending criminals.” The County Board also approved a Home Kitchen Operations Authorization Ordinance bringing Carroll County into compliance with Section 3.4 of the Illinois Food Handling Regulations Enforcement Act. The ordinance gives local governing bodies authorization over direct sales of non-potentially hazardous baked goods produced by home kitchen operations. The next board meeting is at 9:30 a.m. April 7 in the small courtroom of the Carroll County Courthouse.

MILLEDGEVILLE – As planned, Midwestern BioAg’s new fertilizer blending and distribution facility in Milledgeville is online, just in time for spring planting. The northwestern Illinois plant will provide fertilizers and soil amendments to hundreds of thousands of farmland acres. “We’re excited to work with more Illinois growers,” said Ben Adolph, Midwestern BioAg CCA and Milledgeville native. “Our Milledgeville plant puts us in the backyard of some of the best-performing farms in the country. We’re excited to help area farmers and improve soil health.” Midwestern BioAg CEO Tony Michaels said the company’s products have a 30-year track record of success. “Every aspect of our program promotes soil health, is gentle on roots and soil microbes, and optimizes plant growth, resiliency and quality,” Michaels said. Jason Wynkoop, operations manager in Milledgeville, said, “Midwestern BioAg’s
products are designed to increase production this season, while building soil health for future seasons. We’re all about good, healthy soil biology that makes the soil work for the grower. Fertilizer blends offered here will be customized to Illinois farmland needs.” Wynkoop said one way Midwestern BioAg gauges long-term success when working with growers is measuring the increase of soil organic matter. The company has a collection of before-andafter soil samples, showing which enhances the productive potential of the landscape. “As we focus on healthy soils and soil life, the microbes cycle the nutrients,” Wnykoop said. “This keeps the nutrients where they belong – in the soil, plants and food. It also keeps them out of the waterways, and reduced nutrient runoff may become a bigger issue here. SAVANNA – They fought for our nation, have been all over the world representing America, and make up the Honor Guard that leads the way at our community parades. During their time serving the United States in the Armed Services, many members of the Shaw-Leavens VFW Post 2223 in downtown Savanna found themselves in some dangerous situations, yet came home to tell about them. But today, the veterans are in a at 409 Main St. was put up for sale last month, and Quartermaster Paul Mayer gave the members more bad news during their March 14 meeting. “I had to report how fast we’re losing money,” Mayer said.
Reading from his monthly reports, he said one day last month the veterans post bar took in $11.50, but had to pay the bartender for 7 hours. The VFW post used to offer food, but Mayer said it hasn’t used the kitchen in several years. “For the last 8 months, the gross goods – was a little over $13,000,” Mayer said. “Wages for the same period came to $19,500. So you can see what’s happening. We’re eating up our savings.” He said those costs didn’t include normal operating expenses, which was $50,000 for the 8-month period, making the total loss $36,600. The big-ticket items that make up operating expenses are insurance and utilities. “It’s a sad situation. It makes me sick to my stomach to have to read the report every month.” Mayer pointed out a few reasons why the Savanna landmark is in such dire straits. “Our members are just dying out, and we have no new young

veterans coming in. We’ve tossed around ideas like being ‘volunteer bartenders,’ but then we look around the room, and everybody’s over 70 years old! Some things we just can’t do anymore.” Mayer said the post has about 200 members, mostly veterans from the Vietnam, Korea and Gulf wars — even some WWII-era veterans. “Also the only active members are a small group, less than a dozen, that attend meetings and are involved in activities,” Mayer said. “Many of our members are no longer in this area, like those that joined when they were stationed at the depot and moved away, but kept their membership. And any younger veterans are leaving town.” Mayer cited the Galena VFW, a successful post in the downtown on one of the busiest streets in the tourist-rich town 30 miles north of Savanna. “When veterans walk by, they see the hall and say, ‘Let’s stop in and take a look at the VFW.’ That club is the wealthiest in the area.”
They have had relative success by hiring bands on the weekends, which did bring more money in, but not nearly enough to offset the losses. “The public is not coming in like they used to, even though we have big signs inviting everyone,” Mayer said. “You don’t have to be a member. Anyone is welcome.” What will happen to the service organization if the building is sold? Mayer said it could do what the American Legion did when it lost its building – meet at Manny’s for a dinner meeting. “But that doesn’t solve the Honor Guard,” Mayer said. “We have talked to the museum board about possibly holding our meetings there, and having a place for our Honor Guard when they need to get ready for a military funeral. When I go, I want to have my 21-gun salute, Unfortunately, the situation for the Savanna VFW is not unique, as many organizations nationwide are feeling the pinch from the lack
of younger members joining and being active. Mayer said in 20102011, he was the 13th District Commander for the American Legion, and visited 42 posts in that district. “It was amazing how many of them had donated their buildings to the city, who then used it for city functions, banquets and such, which allowed the veterans to continue using the facility for their meetings.” Mayer said the proceeds from the sale will continue to be used toward local veterans services. Pearl City Schools has continued advancing their curriculum in preparing students for the careers of the future by acquiring a MakerBot 3D Replicator that creates 3D images by laying it in thin layers on a printing deck. As the layers build the object begins to appear. 3D printers are now being used in nearly all professions because of their versatility. At the school students are learning how to program the software that feeds the printer the image. Principal Chris Wallace said as more is learned by the faculty and students, more advanced options will
become available. Josh Robbins’ High School classes have been making artifacts to go along with their study of the geography and history of Great Britain and Ireland. Sixth grade is studying feudalism during the Middle Ages and each student made a small knight dioramas.

LANARK — Lexie Woodward, intern for the City of Lanark, Peace Corps Fellow, and AmeriCorps member, has accomplished months on the job. She started her community and economic development internship on Sept. 1. It ends July 31. So far, Woodward has put together Welcome Wagon bags for new residents and collected baseball gloves and balls for the Gloves 4 Troops organization. She joined the Celebrate Lanark! committee and helped to plan and carry out the event. She also enrolled the city in a state program that subsidized costs for her release feral cats. “I am a member of the Lanark Chamber of Commerce and contribute to their efforts,” said Woodward. “Some of those have included Small Business Saturday, coordinating customer service workshops, and giving Facebook for Business workshops. She is an active member of the Transformers, Cornucopia, and Old Settlers Days committees, and has helped coordinate Jingle Fest, the Farmer’s Market, and planning for Old Settlers Days. She also

Lanark Mayor John Huggins said she is a member of the Economic Development Committee and helped them plan the Dream for Downtown event, a community visioning and brainstorming session to discuss development possibilities for the vacated Shearer building in downtown Lanark. “Lexie continues to project,” Huggins said. “She researched Lena’s downtown façade program, would need to do to do something similar. She located an architect, and coordinated a Tax Increment Finance committee meeting to discuss it. The City Council agreed to move forward with the program and ordinances are being written.” Woodward has

March 14 Orangeville 13, West Carroll 2: The Lady Broncos had their hitting in order as they pounded out eleven hits to take the eleven run victory. West Carroll scored single runs in the second and third while Orangeville plated two in
innings. Kelsey Bollen led the Lady Broncos hit parade, going three for four with a pair of home runs and hit a solo home run for the Lady Thunder. Hannah Holland took the pitching win for Orangeville, innings of work. Riley Sullivan took the loss for West Carroll, allowing twelve runs on eleven hits in four and two thirds innings. March 15 Milledgeville scored a pair of runs in the top of the 10th Thomson. Natalie Brown led off the inning with a triple, and scored when Taylor Haag grounded out. Sam Schmidt added an insurance run with a single to drive in Morgan Smith. After the Missiles jumped out to a 2-1 lead with a pair of runs in the third, West Carroll tied the game with a run in the fourth when Kosier. The Thunder added a run run in the sixth, and the Missiles took a 5-4 lead in the top of the seventh.
