MOUNT CARROLL – The Mount Carroll City Council is one step closer to approving a Business Development District – and one step closer to raising taxes to do it. The Mount Carroll City Council came to a consensus March 8 to raise the retailers occupation tax within the proposed district by 1 percent to pay for projects within the district. The consensus doesn’t make the increase a done deal, but it gets the ball rolling. The council will vote on the tax hike at the next

meeting March 22. Groceries, medication, services, farm equipment, cars, trucks, ATVs, boats, RVs, and mobile homes would be exempt from estimate would generate roughly $100,000 each year – in a “bestcase scenario.” “We need the revenue and this is a creative way for us to do what we have to do since the state is not giving their fair share and they are cutting funding,” Mayor Carl Bates said. Business Development Districts are designed to help enhance

the economic and social well being of a municipality through blight reduction, infrastructure improvements and other enhancements paid for in part by tax revenue. The designation also opens the door to grants that can be used to help pay for things such as signage and site improvements. The districts typically generate less revenue than their cousins, TIF districts, and are better suited to smaller-scale improvements and property maintenance. Mount Carroll’s proposed district would include properties on both sides of Market Street; on the west side of Main Street from Market to Benton streets; on both sides of Clay Street from Benton to Broadway streets; on the south side

of Broadway Street between College and Madison streets; and on both sides of Madison Street between Benton and Broadway streets. The district also includes properties on the east side of Clay Street from Seminary Street to the railroad tracks, properties west of Jackson Street on both sides of U.S. 52 and state Route 64 to the east end of the city’s corporate limits; and properties east of Clay Street on both sides of U.S. 52 and Illinois Route 64 to the west end of the city’s corporate limits. your aldermen, call city hall or call me and talk about it,” Bates said. “Let’s hear what you like and don’t like and let us do our job and explain it.” The total cost of the city’s wish list for the district is estimated at $10.3 million, which would pay for development plans, land assembly, site preparation – including land clearance and site improvements – remodeling and repairing existing buildings and new construction, among other things. “We have to remember this is a Business Development District we are looking at,” said Alderman Michael Risko. “We have to help our downtown area businesses grow and do something to bring in more taxes.”

SAVANNA – The Savanna City Council voted unanimously to direct City Attorney Phil Jensen to draft a revised ordinance that would allow the city to merge the city’s zoning board and planning commissions, due in in recruiting members of both groups. Mayor Tony McCombie, absent at Tuesday’s meeting, had previously recommended appointing Roger Husband to the planning commission for a term of seven years, and the council approved. We’re now over a week into our month long break from Session. I know my colleagues and I would prefer to have an open debate, real discussion, and real votes; instead, I same story trying to offer a different insight into the quagmire of Illinois government.

Comparison is a great differences between how two similar things may be alike or different. This week, I re-read that Texas has over 27 million residents and around 5,000 units of government. However, that fact means nothing without some context. In comparison to Illinois – over 12 million people and nearly 7,000 units of government – we can now see how Texas residents are served by much less government than Illinois residents. Interestingly, between July 1, 2014 and July 1, 2015, the population of Texas, according to Census. gov, increased by over 500,000 people. During that same period Illinois grew by only 20,585 people. I could sprinkle in some facts about how Texas government is more

appealing to businesses and how their job growth rates explain the population growth. However, next week I need to offer a new perspective still, and I don’t see Illinois government doing anything productive. This week’s column reminds me of a quote by Governor Arnold Schwarzenegger: “Help others and give something back. A heartfelt thanks to all our friends in the Milledgeville/Polo area from m the Dan n/Sonia Johnson family. Afte er the devastating loss of our home on January 16th, an unbelievable number of friends and family have consoled us and made this time of great challlenge in nto o a time of smooth transition. Now we can reflect and realize God’s han nd and d th he gracious way He works through loving friends and family. We have a grea at deal to be thankful for. Our home had seen 24 years of just about everything life could throw at it. From the 1994 tornado that damaged the house and property to the 2016 fire that destroyed it WOW. We raised our 10 children there most have graduated from District 399 schools. Nineteen foster children have lived there. A daughter was married on the property. A grand daughter, one of our 11 grandchildren, was born in a bedroom where Sonia delivered her. At various times, 3 other families have shared our home with us. A total of 39 people have called that house, their home, during that period of time. And over 50 people at a time have enjoyed parties there. All these memories can now become the wonderful, warm friendships which we share in the present making it so easy for us to start a new chapter in our life and write new memories. Again, we thank all for their generosity, friendship, and prayers.

Preparations for bridge construction proceed BY MICHAEL MILLER For Prairie Advocate

SAVANNA — Preparations for the construction of a new Savanna/Sabula bridge across the Mississippi River are moving forward, with more equipment being moved in and a base of operations set up. Illinois Department of Transportation Resident Engineer Chris Aude said that the project, started in January, is in the early stages, with workers attempting to gain access to the river in preparation for the actual bridge construction. Aude’s work involves overseeing the project and making sure all construction is being done to plan. currently located in the old Pizza Hut building on Main Street, will be open until the spring of 2018. “Trees are currently being removed, and then work on the bridge foundation will begin within a week or two, as well as the retaining wall,” Aude said. She said that this year, the project will focus on the “substructure” of the bridge, with the superstructure to come next year. The superstructure should be completed by October of 2017. The following winter will see the removal of the old, existing bridge structure.

This contract started on Jan 4 and will terminate on May 31, 2018.

And frankly, that disturbs me, although I would like to say most adults in Carroll County know better, but I know many of our children believe that. The grocery store isn’t where food comes from, it’s from where it’s distributed. In reality, far too many people are unaware of the role of American agriculture in their daily lives, and what it really takes to have food on their dinner table. Just a few generations ago, most people were a part of and had friends or relatives involved with - agriculture. Today, that’s no longer the case. That’s why I’m writing, because agriculture is responsible for providing the necessities of life: Food,

and it shows. Today, each American farmer feeds more than 144 people. And the need for food produced in the United States is dramatic. Agriculture is this nation’s number 1 export and vitally important in sustaining a healthy economy. And it’s not just the farmer who makes our food possible. The entire agriculture industry, all the way to the grocery store, are vital links in a chain that brings food to every citizen - and millions of people abroad. It’s easy to take agriculture for granted in America. Our food is readily accessible and safe. For this, we’re unbelievably fortunate, but that doesn’t mean we don’t have an obligation to recognize how it’s made possible. Agriculture provides almost everything we eat, use and wear on a daily basis, and is increasingly contributing to fuel and other bio-products. Eastland FFA sends two to Prairie Advocate staff

GALVA — The Eastland FFA has competed in two livestock judging invitationals at Black Hawk East College campus in Galva in the past few weeks. Geneseo FFA Chapter on Feb. 6; the second contest was hosted by Black Hawk East College on March 5. Austin Miller, Bradly Johnson, Emily Denekas, Leah Kuper, Drew Preston and Destiny Swalve competed for Eastland. “The team did a fantastic job at both contests,” said Cindy Feltmeyer, Eastland agriculture instructor and FFA was high individual in swine. At the March contest, Drew Preston placed 4th high individual in swine and 7th high individual in questions. The team as

a whole placed 4th high in swine and 4th high in questions and 7th high team overall.” Feltmeyer said that during the competition, students evaluate cattle, hogs, sheep and goats based on structure, conformation and muscularity and breeding data. “They are to place the animals according industry ideals. Once the animals are placed students write down observations about the animals and key characteristics so they can later answer questions about the classes.” Feltmeyer said there are several more contests in that the students plan to participate in throughout the spring. She also thanked the farms that allow the teams to practice there, Straddle Creek Show Cattle and DS&K (Preston) Farms.

‘It’s been very beneficial’ According to the USDA, the number of farms operated by women has nearly tripled in the United States over the past three decades. In 1978, women accounted for only 5 percent of farmers nationwide. Fast forward to 2012, the last year a census was conducted, and that number has reached 30 percent nationwide. Collin Eubanks and Dylan Alexander, the only nothing but positive things to say about the shift. Eubanks feels the group functions well because of their similar personalities and mindset. “We are all

She gets customers who are staying at or visiting Chestnut Mountain Ski Resort, and that “Galena has been very supportive,” as well as Savanna and Clinton. Gable says the store

features an array of antiques, from glassware to pieces from the Rockford Furniture Company, as well as antique farm tools. She says antiques have always been a hobby of hers, remembering going to auctions with her mother, grandmother, aunt and uncle. “They taught me a lot about what to look for,” she says.

The business and building were closed for a period, with occasional vendors moving in and out of the building until Gable opened her business in May of 2015. The antique store is open from noon to 5 p.m. Monday through Friday, and from 11

BLOOMINGTON — Seven Eastland FFA members had the opportunity to interact with over 300 women professionals, volunteers and college students from around the state that are involved in the agriculture industry at the Women Changing the Face of Agriculture Conference on March 4th at Illinois State University in Bloomington. Karalicia Kennedy, Shelby Fryar, Julianna Waugh, Destiny Swalve, Sammy Sohl, Anna Kuper and Bailey DeMichele met with women from all areas of the agriculture industry and learned about their companies and how they can impact the industry as a whole. “The keynote speaker, Marji Guyler-Alaniz, president of FarmHer, described her journey through the agriculture industry and her
